Market-Based Advanced Coal Power Systems<br />

The 1990 CAAA imposed a two-phase capping of SO2 emissions on a nationwide basis. For a<br />

new greenfield plant, the reduction of SO2 emissions that would be required depends on<br />

possessions or availability of SO2 allowances by the utility, and on local site conditions. In many<br />

cases, Prevention of Significant Deterioration (PSD) Regulations will apply, requiring that Best<br />

Available Control Technology (BACT) be used. BACT is applied separately for each site, and<br />

results in different values for varying sites. In general, the emission limits set by BACT will be<br />

significantly lower than NSPS limits. The ranges specified in Table 3.1-3 will cover most cases.<br />

BACT is not applied to the plant described in this <strong>report</strong>. This <strong>report</strong> is a base, reference plant<br />

design; therefore, the emission limits are set at the industry standard.<br />
