New patrol boat to help counter maritime threats<br />
Seychellescapacity in the fight against piracy and other maritime threats got an added boost<br />
over the weekend when the Coast Guard received a short range patrol boat from the United<br />
Kingdom. It was British High Commissi<strong>on</strong>er Matthew Forbes who handed over this boat named<br />
Fortune in the presence of the Minister for Home Affairs, Envir<strong>on</strong>ment and Transport Joel Morgan<br />
and Foreign Affairs Minister Jean-Paul Adam. Also present at the handover cerem<strong>on</strong>y at the<br />
coastguard base <strong>on</strong> Bois de Rose Avenue were the Secretary of State Barry Faure, Foreign Affairs<br />
principal secretary Maurice Loustau-Lalanne, and the Chief of Defence Forces Brigadier Leopold<br />
Payet. The heads of the European Uni<strong>on</strong> diplomatic missi<strong>on</strong>s, members of the high level<br />
committee <strong>on</strong> piracy, Seychelles Coast Guard commanding officer Lieutenant Col<strong>on</strong>el Michael<br />
Rosette and Police Commissi<strong>on</strong>er Ernest Quatre were also there. The vessel, formerly owned by<br />
the UK Royal Nati<strong>on</strong>al Lifeboat Institute, was bought by the UK Foreign Affairs and<br />
Comm<strong>on</strong>wealth Office. It was transported here by the UK Royal Fleet Auxiliary ship, RFA<br />
Diligence from Dev<strong>on</strong>port. It was named Fortune after the Fortune Bank near Coetivy. In his<br />
address Mr Forbes said the 14.3-metre l<strong>on</strong>g boat will 田 <strong>on</strong>tinue to be an important guardian of<br />
our seas involved in search and rescue, fisheries enforcement operati<strong>on</strong>s and anti-piracy patrols<br />
of Seychelles inner islands The seven crew vessel weighs 27 t<strong>on</strong>s and travels at 16 knots. It is<br />
an all weather, self-righting boat with a range of 240 nautical miles. 田 riginally known as the<br />
Baltic Exchange 2, she has been launched 436 times in the 60-mile radius she covered off South<br />
England 田 coast and has recorded as having saved the lives of 133 people,he said. Mr Forbes<br />
added that the Fortune signals his government 田 commitment to the Seychelles government and<br />
its Coast Guard to help combat piracy. Accepting the vessel, Col<strong>on</strong>el Rosette thanked the UK<br />
government for its support. He said that the boat will be used around the Mahe plateau for antipiracy<br />
patrols and other such activities. The Seychelles Coast Guard already has two larger patrol<br />
vessels -- Andromache and Topaz -- which carry out extended anti-piracy patrols. Col<strong>on</strong>el<br />
Rosette said they need more patrol vessels as our exclusive ec<strong>on</strong>omic z<strong>on</strong>e is vast and also<br />
called <strong>on</strong> young people to join the Coast Guard. The addresses were followed by hoisting of the<br />
Seychelles nati<strong>on</strong>al colours <strong>on</strong>board the Fortune and its blessing by Deac<strong>on</strong> Louis Agathine.<br />
Portuguese minister hails Seychellesanti-piracy efforts<br />
Regi<strong>on</strong>al commitment in the fight against piracy is important and the efforts by the Seychelles<br />
government are vital, Portuguese Defence Minister Professor Dr Augusto Ernesto Santos Silva<br />
has said. This was during his <strong>on</strong>e-day visit here last Friday where he got the opportunity to<br />
meet President James Michel at State House. He also had a meeting with Foreign Affairs Minister<br />
Jean-Paul Adam and the Minister for Home Affairs, Envir<strong>on</strong>ment and Transport Joel Morgan at the<br />
Mais<strong>on</strong> Queau de Quinssy, M<strong>on</strong>t Fleuri. Dr Silva said he came to Seychelles to visit the<br />
Portuguese armed forces detachment which is based at the Seychelles Internati<strong>on</strong>al Airport. He<br />
said the relati<strong>on</strong>ship between Portugal and Seychelles is good and they can enhance this
cooperati<strong>on</strong>. He added that when he met Mr Michel, he thanked him for the support that<br />
Seychelles has given to the Portuguese troops that are stati<strong>on</strong>ed here. They also exchanged<br />
views <strong>on</strong> the regi<strong>on</strong>al and internati<strong>on</strong>al agenda, but their main focus was <strong>on</strong> piracy and the effort<br />
of the European Uni<strong>on</strong> as well as the African Uni<strong>on</strong> in this missi<strong>on</strong>. He also added that Portugal 田<br />
policy is to take part in the fight against piracy at different levels and is not <strong>on</strong>ly restricted to the<br />
Atalanta Operati<strong>on</strong>. His country formed part of the North Atlantic Treaty Organisati<strong>on</strong> operati<strong>on</strong><br />
Ocean Shield in 2009 and currently it is involved the Atalanta Operati<strong>on</strong> with a maritime<br />
surveillance aircraft and its missi<strong>on</strong> will end next August. Dr Silva added that since last week<br />
Portugal is also taking part in the c<strong>on</strong>text of the European Uni<strong>on</strong> training missi<strong>on</strong> of Somali<br />
forces in Uganda.<br />
Seychelles and Mauritius prepare for the sharing of seabed z<strong>on</strong>e<br />
Members of a joint management committee from Seychelles and Mauritius met yesterday to<br />
discuss the administrative aspects of the eventual sharing of an extended seabed which forms<br />
part of the Mascarene Plateau. This meeting, the sec<strong>on</strong>d of its kind, took place at the Mais<strong>on</strong><br />
Queau de Quinssy at M<strong>on</strong>t Fleuri. The two countries prepared their defence to be presented next<br />
m<strong>on</strong>th to the United Nati<strong>on</strong>s (UN) Commissi<strong>on</strong> for the joint management of this 400,000 km<br />
squares extended c<strong>on</strong>tinental shelf (ECS). It was attended by the head of the Seychelles<br />
delegati<strong>on</strong> Dr Rolph Payet and that of the Mauritian delegati<strong>on</strong> Suresh Seeballuck. Also present<br />
were the joint management committee members including the chairman for technical<br />
commissi<strong>on</strong> for the delimitati<strong>on</strong> of the Seychelles maritime boundaries Raym<strong>on</strong>d Chang-Tave. In<br />
his opening address Dr Payet said the two countriespresent positi<strong>on</strong> <strong>on</strong> the delimitati<strong>on</strong> of this<br />
ECS area is at an advanced stage. 田 ollowing the formal presentati<strong>on</strong> of the joint submissi<strong>on</strong> to<br />
the UN Commissi<strong>on</strong> <strong>on</strong> the limits of the c<strong>on</strong>tinental shelf in March last year, the two countries<br />
have c<strong>on</strong>tinued with the task of preparing and defending for the joint submissi<strong>on</strong> for an extended<br />
ECS,he said. This is scheduled to take place in August this year before the UN Commissi<strong>on</strong> <strong>on</strong><br />
the ECS at its headquarters in New York. Dr Payet said the defence is a complex multidisciplinary<br />
scientific undertaking falling in the realm of geology, geophysics, hydrography and internati<strong>on</strong>al<br />
law and needs thorough preparati<strong>on</strong>. He said their defence will focus <strong>on</strong> two fr<strong>on</strong>ts -- the legal<br />
aspects and the scientific comp<strong>on</strong>ents of the joint submissi<strong>on</strong>. During their <strong>on</strong>e-day meeting<br />
they addressed various issues such as finalising an agreement which will cover resources<br />
explorati<strong>on</strong> and exploitati<strong>on</strong>, research, taxati<strong>on</strong>, investment and revenue in this joint z<strong>on</strong>e. Mr<br />
Seeballuck said this is a crucial project as it will allow both countries to exploit resources in this<br />
area and it is a new pillar in their ec<strong>on</strong>omic development.<br />
Seychellesprosperity 租 epends <strong>on</strong> strength of workforce’<br />
Workers in all sectors of society have been called <strong>on</strong> to be role models as the prosperity of<br />
Seychelles depends <strong>on</strong> the strength of its workforce. This was said by principal secretary for<br />
educati<strong>on</strong> Merida Delcy during the closing cerem<strong>on</strong>y of the 17th Careers Week, held at the Exiles<br />
Club, Cable & Wireless, <strong>on</strong> Friday. Present were Minister for Educati<strong>on</strong>, Employment and Human<br />
Resources Macsuzy M<strong>on</strong>d<strong>on</strong>, principal secretary for employment Marina C<strong>on</strong>fait and Cable &<br />
Wireless chief executive Charles Hamm<strong>on</strong>d. Others there included teachers, students, sp<strong>on</strong>sors,<br />
Careers Week organising committee members and C&W staff. Mrs Delcy said the theme Together<br />
for quality work ethics fits well with the aim of Careers Week at a time when the values of all<br />
jobs and the importance of working together for our country 田 development are promoted. She<br />
said new initiatives are being put in place this year to provide better career services to students,<br />
parents and schools. Various activities were organised throughout the week to promote positive<br />
attitudes and work ethics. These included talks, visits to workplaces and other activities at<br />
nati<strong>on</strong>al, school and post-sec<strong>on</strong>dary level. Mrs Delcy thanked the Careers Week organising<br />
committee, all workplaces, instituti<strong>on</strong>s, sp<strong>on</strong>sors and individuals who took part. She also thanked<br />
Cable & Wireless for hosting the closing cerem<strong>on</strong>y. She called <strong>on</strong> those present to c<strong>on</strong>tinue to<br />
work together to mould the young people of Seychelles into a resp<strong>on</strong>sible, committed future<br />
workforce. Students who took part in a public speaking competiti<strong>on</strong> organised as part of Careers<br />
Week were also awarded their prizes during the cerem<strong>on</strong>y. A special prize was given to the<br />
Seychelles Polytechnic as the team whose treatment of the theme was highly commended by
members of the Leve Debrouye taskforce. The official launch of this year 田 Careers Week was<br />
held in the STA 田 auditorium <strong>on</strong> July 5.<br />
Climate change hopes renewed but acti<strong>on</strong> still urgent<br />
Climate talks in B<strong>on</strong>n last m<strong>on</strong>th healed some of the wounds left by the great disappointment of<br />
the Copenhagen Climate Change summit last December. There is now renewed hope from talks<br />
taking place under the United Nati<strong>on</strong>s Framework C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Climate Change that the<br />
building blocks for a global deal can be adopted at the next summit in Cancun, Mexico, in<br />
December this year. Governments have shown a renewed spirit of cooperati<strong>on</strong> and have resumed<br />
efforts for a new climate regime. The damaged c<strong>on</strong>fidence over the COP15 meeting 田 failure to<br />
adopt a legally binding agreement has caused a lot of global upset am<strong>on</strong>g all parties, including<br />
young Seychellois who voiced their disappointment in the recent public speaking competiti<strong>on</strong> at<br />
the Ministry of Educati<strong>on</strong>. However, while a global climate change deal is not yet in sight, climate<br />
acti<strong>on</strong> cannot wait. April 2010 was recorded as the warmest m<strong>on</strong>th for land and sea temperature<br />
combined, and both people and the ecosystem felt the result of this temperature increase.<br />
Mangroves for the Future (MFF), which is a partnership of the United Nati<strong>on</strong>s Development<br />
Programme and the Internati<strong>on</strong>al Uni<strong>on</strong> for C<strong>on</strong>servati<strong>on</strong> of Nature (IUCN), is founded <strong>on</strong> a<br />
visi<strong>on</strong> of a healthier, more prosperous and secure future for coastal populati<strong>on</strong>s in the Indian<br />
Ocean. As the IUCN 田 climate change coordinator Ninna Ikkala emphasises, 田 cti<strong>on</strong> <strong>on</strong> the<br />
ground in communities and by stakeholders can and must be taken now, without waiting for<br />
internati<strong>on</strong>al negotiati<strong>on</strong>s to reach a c<strong>on</strong>clusi<strong>on</strong> Ecosystem-based adaptati<strong>on</strong> to climate change is<br />
an integral part of broader adaptati<strong>on</strong> and mitigati<strong>on</strong> strategies, and healthy and well-managed<br />
ecosystems can build resilience and reduce the vulnerability of people to the impact of climate<br />
change. In Seychelles, steps are already being taken through the MFF programme by its<br />
members and partners. The government, which hosts the initiative, and nati<strong>on</strong>al stakeholders<br />
are already going ahead with several mitigati<strong>on</strong> measures such as tree-planting campaigns,<br />
rainwater harvesting models and other sustainable coastal initiatives.<br />
Seychelles Islands Foundati<strong>on</strong><br />
The various shapes, sizes and weights of the mysterious coco de mer intrigued visitors to<br />
Seychelles as well as many Seychellois during the recent Nati<strong>on</strong>al Show. A total of 113 people<br />
guessed the weight of the nut, with <strong>on</strong>e tagged coco de mer as a very attractive prize. Stephanie<br />
Volcy, aged 10 from Bel<strong>on</strong>ie, was the winner with her guess of 8.89kg being closest to the actual<br />
weight of 8.78kg. She took home <strong>on</strong>e perfectly shaped coco de mer, which has a market value of<br />
R2,800. Visitors to the SIF stand also had the chance to learn about the research work being<br />
d<strong>on</strong>e at the two Unesco World Heritage Sites in Seychelles Aldabra and the Vall 田 de Mai.<br />
Informati<strong>on</strong> was given to jobseekers who were interested in taking up positi<strong>on</strong>s at the two sites.<br />
The SIF wishes to thank the organisers of the Nati<strong>on</strong>al Show and members of the public for this<br />
chance to showcase the two renowned heritage sites and to make known the efforts to safeguard<br />
them. If the show takes place again next year, the SIF will be there to take visitors <strong>on</strong> virtual<br />
journeys to discover the curiosities of both sites. The Seychelles Islands Foundati<strong>on</strong> manages<br />
Aldabra and the Vallee de Mai, two Unesco World Heritage Sites in Seychelles.<br />
Airtel Cup - La Passe sneak through, St Michel, Anse Reuni<strong>on</strong>, LightStars winners<br />
Defending Barclays league divisi<strong>on</strong> <strong>on</strong>e champi<strong>on</strong>s La Passe sneaked into the semifinal of the<br />
Airtel Cup with a 4-1 home victory over Northern Dynamo as St Louis Suns lost to St Michel at<br />
Stad Linite <strong>on</strong> Saturday. La Passe needed a win in their last group A match and at the same time<br />
hoped St Louis Suns lose to St Michel for them to go through. It all happened as they easily w<strong>on</strong><br />
4-1 against Northern Dynamo. Both La Passe and St Louis Suns have finished the group stage <strong>on</strong><br />
10 points, but the La Digue-based team finished sec<strong>on</strong>d to group winners St Michel <strong>on</strong> goal<br />
difference. La Passe have +4 and St Louis Suns +2. Marcus Labiche gave La Passe the lead, but<br />
Dynamo 田 Malagasy captain Asman Todisoa levelled matters at 1-1. However, Labiche restored<br />
his team 田 advantage for a 2-1 half-time score. Achille Henriette scored twice from the penalty<br />
spot in the sec<strong>on</strong>d half for an emphatic 4-1 victory. In the 34th minute, St Louis Suns gifted St
Michel the lead as Roddy Melanie played a back pass into Wilnes Brutuspath and he raced clear<br />

minute assist, Gino Agathine burst into the St Louis Suns penalty area two minutes later and<br />

scored a cracking third goal in the 64th minute as Henny Dufresne let fly with a thumping shot<br />
from 40 metres which crashed under the crossbar and over the goal-line with Leopold rooted to<br />
his spot (3-0). However, Henriette was unlucky in the 88th minute as his attempted clearance at<br />
the other end from J<strong>on</strong>athan Bibi 田 centre sailed over Melanie for a spectacular own goal (3-2).<br />
In group B, LightStars came from behind to earn a 3-1 win over LightStars to c<strong>on</strong>firm them as<br />

Darrel Forte gave visitors St Roch the lead in the sec<strong>on</strong>d half, but LightStars hit back with two<br />
goals from Malagasy Mario Ravo and <strong>on</strong>e from Ernesto Doway for a 3-1 win.<br />

Bodybuilding: SBBA Junior Champi<strong>on</strong>ship<br />
Emmanuel Pierre flexed at 20 in the Seychelles Bodybuilding Associati<strong>on</strong>-organised Junior<br />
Champi<strong>on</strong>ship and racked up his first win <strong>on</strong> Saturday night at the Lovenut Night Club. A<br />
neophyte of this competitive muscled world, Pierre took his first bodybuilding event in his stride,<br />
turning <strong>on</strong> the power in the performance and pose-down rounds to muscle out a victory. Pierre,<br />
who trains at the Animal Kingdom Gym under the watchful eyes of former Mr Seychelles Regis<br />
Delori went home with R1,500 and a cup. From what we saw <strong>on</strong> Saturday, Pierre seems to be<br />
<strong>on</strong>e of the young bodybuilders of the new generati<strong>on</strong> of flex posers who are ready to first take <strong>on</strong><br />
and c<strong>on</strong>quer the local bodybuilding scene before moving to the regi<strong>on</strong>al and internati<strong>on</strong>al stage.<br />
Asked if he expected a win t<strong>on</strong>ight (Saturday night) after just 10 m<strong>on</strong>ths training, Pierre replied:<br />
田 expected to feature am<strong>on</strong>g the top three, but to get a win in my first c<strong>on</strong>test is very good. It 田<br />
a very nice feeling. He said that he started doing fitness in the gym before his friends Eric Kallee<br />
and Allan Rosalie encouraged him to take part in the c<strong>on</strong>test. 田 thank God, my coach Regis<br />
Deloriand all the c<strong>on</strong>testants for making it very competitive t<strong>on</strong>ight,Pierre told Sports Nati<strong>on</strong>.<br />
Pierre finished ahead of last year 田 Mr Seychelles junior winner Mathew Suzette of Praslin who<br />
w<strong>on</strong> R1,000 and a cup, while Ricky Larue was ranked third and as prize he got R500 and a<br />
cup.Three other competitors Eric Kallee, Kevin Laurette and Fernando Jeannevol were ranked<br />
fourth, fifth and sixth. They were judged by the jury panel of Golbert Nicette, Joe Gabriel and<br />
Mike Etienne. Streets and Telcy also performed <strong>on</strong> the night.<br />
