One of the most pressing challenges facing agricultural development in Africa is the need for affordable financing along<br />
value chains, including for smallholder agriculture. Most experts agree that sufficient funds are available, especially with<br />
private-sector involvement, but attracting more private sector funds into agri-food chains on affordable terms is a challenge,<br />
primarily because of the perceived high risks associated with agriculture. Addressing this challenge requires policies and<br />
innovative partnerships that can change incentives and leverage private sector resources along value chains, including<br />
for smallholder farmers. Complementing the plenary session on public-private partnerships, this session will focus on<br />
concrete examples and best practice for operationalizing public-private partnerships in rural finance in order to achieve<br />
transformational and sustainable economic growth and improve rural livelihoods.<br />

SESSION 02: MAKING AFRICAN NATIONAL AND REGIONAL AGRICULTURAL MARKETS WORK<br />
Farmers need access to efficient market chains that they can rely on to dispose of<br />
their products at competitive and stable prices. Small farms face major disadvantages<br />
in accessing modern market chains. These include low volumes of produce to sell,<br />
variable quality, seasonality and limited storage, high transactions costs, poor market<br />
information and contacts, and limited ability to meet the high credence requirements<br />
of some high value outlets. Although many local market outlets still exist, the<br />
best business opportunities often lie with farmers who can organize for urban and<br />
export markets. Promising alternatives include contract farming arrangements with<br />
large farms or marketing/processing agents, voluntary producer groups, marketing<br />
cooperatives, and fair trade. Another key issue is how to make food staples markets<br />
work better for small farms, particularly in countries where the private sector has not<br />
adequately filled the gap left by the demise of state marketing organizations.<br />

SESSION 03: RETHINKING PUBLIC/PRIVATE PARTNERSHIPS – CATALYTIC POLICY INTERVENTIONS FOR TRANSFORMATIVE CHANGE<br />
Since the structural adjustment paradigm of the 1980s ushered in a critique of the state-led development model<br />
and liberalization of government parastatals which had been created after independence, African governments, civil<br />
society, the private sector and development partners have been engaged in a debate on the roles and relative merits<br />
of public and private actors in the agricultural economy. While no clear cut formula has emerged for determining the<br />
respective public and private functions in successful value chains or development interventions, the best results are<br />
produced when public and private actors commit to work together in flexible, dynamic partnerships which develop<br />
creative ways for effectively collaborating in agri-food system activities. In recent years, innovative public-private<br />
partnerships are helping to identify the critical policy, regulatory, coordination and investment actions needed from<br />
the public sector to develop productive, competitive and profitable agri-food systems in sub-Saharan Africa.<br />

SESSION 04: BUILDING THE FOUNDATIONS FOR RAPID GROWTH IN AGRICULTURAL PRODUCTIVITY<br />
Technological change in agriculture is essential for improving food security and<br />
agricultural growth, lowering food costs, and increasing competitiveness in domestic and<br />
foreign markets (in terms of both cost and quality of products). Raising yields will require<br />
greater use of fertilizers and improved seeds, better agronomy, and improved soil and<br />
water management. Many technologies are already available “on the shelf” and could<br />
be more widely adopted if some of the enabling conditions were improved (e.g. better<br />
markets and infrastructure and access to fertilizer and seeds). But sustained productivity<br />
growth will require the development of a constant stream of new technologies, and<br />
this in turn will require more and better investments in R&D, including training more<br />
agricultural scientists.<br />
