Housing Opportunities for Women is more<br />
than bricks and mortar. HOW is community<br />
and economic development. HOW is vocational<br />
training, job placement services and career<br />
advancement. HOW is health and wellness,<br />
nutrition education and recovery support.<br />
HOW is after school and summer enrichment<br />
programming, academic achievement<br />
and creative expression. HOW is housing<br />
development, leadership development and a<br />
place to call home.<br />
HOW was the fi rst to respond to the needs of<br />
homeless women in Chicago in 1983, and has<br />
since transformed itself to meet the needs of the<br />
entire community.<br />
HOW is all of us, working <strong>together</strong> these last<br />
25 years, to make all the pieces fi t--to make a<br />
difference.<br />

Creating Change
HOW provides permanent solutions that get at the root causes of<br />
poverty and homelessness--a complicated puzzle. By combining safe,<br />
affordable housing with a range of vital support services--from case<br />
management to career services, from health and wellness activities to<br />
child and youth services--HOW makes all of the pieces fi t.<br />
In 2008, we increased our housing portfolio to more than 230 units,<br />
including the purchase of a 25 unit building. HOW served 253<br />
women with 215 children in its supportive housing program in 2008,<br />
and more than 250 adults with 165 children through its communitybased<br />
initiatives. Combined, HOW served 883 individuals last year.<br />

Locator works with individuals and families at risk of homelessness<br />
to secure independent, market-rate housing on Chicago’s north<br />
side while our community-based Prevention Case Manager ensures<br />
that each household accesses direct cash assistance or mainstream<br />
resources to prevent a fi rst or reoccurrence of homelessness. As a<br />
result of our housing location services and emergency assistance, 82<br />
families avoided homelessness al<strong>together</strong> last year.

Promoting Wellness<br />

Health and wellness are prerequisites for self-suffi ciency. HOW<br />
supports both by offering a range of critical and innovative<br />
services. First, HOW’s Patient Navigator works individually with<br />
participants to link them with primary and specialized medical<br />
services, as well as benefi ts and insurance. In 2008, she assisted<br />
more than 100 individuals in accessing primary or preventative care,<br />
while 22 women received vision services, and 28 were referred for<br />
dental services. A Licensed Nurse Practitioner has offi ce hours<br />
every two weeks at HOW, and three certifi ed Recovery Specialists<br />
support participant sobriety goals. As a result of the Specialists’<br />
individualized and group support, more than 85% of participants<br />
with a history of substance use maintained their sobriety in 2008.<br />
In 2008, and in partnership with the AIDS Foundation of Chicago<br />
and Northwestern Memorial Hospital, HOW launched a new<br />
supportive housing pilot collaborative for high-risk HIV positive<br />
pregnant women. With a goal of zero transmissions, the Pediatric<br />
AIDS Chicago Prevention Initiative is designed to prevent motherto-child<br />
HIV transmission, facilitate permanent housing stability<br />
for high-risk families, provide needed support services and provide<br />
signifi cant cost savings to the health care system.<br />
HOW’s Wellness Activities Coordinator launched a number of new<br />
programs in 2008, including a Wellness Fair, movement workshops,<br />
and the Peer Chef Program. Viola, one of 10 Peer Chef program<br />
graduates, now has the tools to cook for herself to both save money<br />
and lead a healthier lifestyle. “I learned so much in the Peer Chef<br />
program! I am cooking healthier, I feel better and I have more<br />
money in my pocket.”

The road to self-suffi ciency is paved with living wage jobs and career<br />
advancement. HOW ensures both through its Education, Career and<br />
Housing Opportunities (ECHO) team. ECHO serves both HOW<br />
residents and residents of the broader community who are looking<br />
to take their career to the next level.<br />
Bringing <strong>together</strong> individualized career coaching, as well as<br />
vocational training, placement services and retention support,<br />
ECHO program participants reported an average wage increase<br />
of 9% in 2008, and more than 50% retained their employment for<br />
more than 12 months. Healthcare remains the number one sector.<br />
In an effort to promote career advancement, HOW has also created<br />
an in-house transitional employment program. HOW employs two<br />
program participants to serve as receptionists, while providing<br />
administrative and computer-skill training opportunities. Dana,<br />
HOW’s morning receptionist, is receiving critical on-the-job training.<br />
“Last year, I was living on a farm in Indiana. But after a divorce, I<br />
lost everything and came to Chicago to rebuild my life. When I was<br />
living on the streets or in the shelter, it was nearly impossible to get<br />
ready for work, or back to the shelter from my job in time to get a<br />
bed. Now, I have a safe place to call my own where I can get ready<br />
for work, and come and go as I need to. And I’m getting the skills I<br />
need to move ahead!”<br />

The average homeless person in the United States today is just nine<br />
years old. Numerous studies conducted within the last two decades<br />
demonstrate the negative effects of homelessness on children.<br />
Homeless children’s academic performance is hampered by both<br />
their poor cognitive development and by the circumstances of<br />
their homelessness. Homeless children experience developmental<br />
delays that hamper academic success at four times the rate of other<br />
children. They also suffer from emotional and behavior problems<br />
that affect learning at almost three times the rate of housed children.<br />
The circumstances of homelessness create stress and make it far<br />
more diffi cult for homeless children to enroll and attend school,<br />
or to perform well as the result of frequent absences. Homeless<br />
children are twice as likely to repeat a grade compared to nonhomeless<br />
children; they have twice the rate of learning disabilities;<br />
and one-half of school age children who are homeless experience<br />
anxiety, depression or withdrawal.<br />
In response, HOW provides a range of enrichment and educational<br />
services, including college prep and visits; the Girls Empowerment<br />
Module; comprehensive case management and holistic family<br />
services; mentorship; and After School Matters pre-apprenticeship<br />
and job readiness programming. As a result of housing and support<br />
services, 100% of children are now insured; more than 95% of<br />
school-aged children are performing at grade level; and 100%<br />
of high school students eligible for college enrollment received<br />
individual academic counseling.<br />
In 2008, HOW served 380 children through its housing and<br />
community-based programs.

Leading Innovations
HOW sustains its mission through innovative community<br />
partnerships. Since 2007, HOW has served as fi scal agent and<br />
lead agency for Partners for Rogers Park (PRP). A coalition of<br />
<strong>org</strong>anizations, residents and neighborhood stakeholders working<br />
collaboratively to address community development issues, PRP’s<br />
mission is to promote positive community development through<br />
open and inclusive partnerships to foster a more just and healthy<br />
community. The group recently launched a 12-month planning<br />
process designed to maximize resident input across several quality of<br />
life indicators including housing, education, safety and more. Focus<br />
groups and community visioning events are expected to conclude in<br />
the fall of 2009 and result in a community-wide strategic plan.<br />
Thanks to the generous support of the Eleanor Foundation, HOW<br />
has also launched the Center for Working Women (CWW). This<br />
innovative community-based career center will offer individualized<br />
and comprehensive support to women who are looking to take their<br />
careers to the next level. By emphasizing job skills training, career<br />
placement and advancement, CWW members will also have access<br />
to housing location assistance, tenants rights education, fi nancial<br />
management workshops and a matched savings program. CWW<br />
partners include Asset Builders and Lakeside CDC, and HOW<br />
anticipates serving 100 women in its fi rst year.<br />
These efforts are strengthened by HOW’s Community Partners<br />
Board (CPB)--a collaboration of vocational training and service<br />
providers, employer partners and workforce development<br />
professionals, including health care industry specialists. CPB’s overarching<br />
goal is to reduce barriers to living wage, career advancement<br />
opportunities for low-wage workers.

Housing Opportunities for Women hosts a number of events<br />
throughout the year to celebrate its partnerships, raise vital program<br />
dollars and serve the community.<br />
In September 2007, HOW celebrated in style with Fall Into Fashion.<br />
This unique fashion show fundraiser featured designers from<br />
Chicago and New York, volunteer models, and sponsors North<br />
Shore Community Bank, National City Bank, Fitted By the Best, the<br />
S&C Foundation and Juice Plus. HOW also presented Barbara Bates<br />
with the Design for Justice Award. Ms. Bates, a celebrated Chicago<br />
area designer, is known for creating prom dresses for under-served<br />
teen girls. A host of vendors and volunteers made the event a<br />
success, raising more than $6,000 in support of HOW’s mission.<br />
HOW’s annual meeting in October allowed board, staff, program<br />
participants, donors and community partners to refl ect on the<br />
year’s accomplishments. Nan Roman, President of the National<br />
Alliance to End Homelessness, shared her insights about the need<br />
for supportive housing, and relayed that HOW has created the gold<br />
standard among providers nationwide.<br />
Our spring annual gala dinner and auction was out of this world.<br />
Held at the Adler Planetarium, HOW Very Stellar raised nearly<br />
$200,000 in support of HOW’s mission. Board President John<br />
Moore and Executive Director Britt Shawver kicked off the<br />
evening’s program with a 25th Anniversary toast. Honorary Event<br />
Chair Mary Dillon, Event Chair Sylvie Légère, Host Zoraida<br />
Sambolin (NBC-5), Partners in Change awardee MB Financial Bank,<br />
Presenting Sponsor McDonald’s Corporation, and a very special<br />
gift from Joe and Marlene Ricketts, made the evening a night to<br />
remember, while silent and live auctions energized the generous<br />
crowd. HOW Very 2009 will be held on May 2 at Adler.
