1. Welcome & Introduction<br />

<strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> 2011 – venturing into new horizons<br />

In 2011 <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> is reaching towards a totally new geographical spread compared to previous years.<br />

The rally reaches new, larger audiences close to the capital area and offers the organiser as well as the competitors<br />

a new challenge.<br />

The new FIA WRC regulations, giving the organisers more freedom in their choice of event format, will bring us an<br />

interesting variety of events this year. As we cannot get more growth just by staying in Jyväskylä, we have chosen to<br />

expand our itinerary further south. Still <strong>Finland</strong> shall be an example of extremity with its 3-day concept and just<br />

over 300 stage kilometres.<br />

Last year’s concept with Saturday finish proved to be extremely popular so we did not want to give up this idea. We<br />

are facing huge challenges this year with our main service area in Jyväskylä, as the construction of a new hotel, new<br />

office building, new housing, new roads and what not are severely taking their toll on the space available, not to<br />

mention the cosmetic challenges a construction site always brings to its environs. We believe this is now the right<br />

time to put <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> on tour.<br />

Hence the ‘semi-exodus’ which on Friday brings us through some very exciting stages, some well-known to rally<br />

veterans from the 1980’s, to the city of Lahti on the south shores of Lake Päijänne, thus giving us a direct waterway<br />

link from Paviljonki service park to Lahti remote service. The special stages around Lahti bring the rally as close as<br />

80 km from downtown Helsinki!<br />

After a new Super Special Stage on the Jokimaa trotting track in Lahti, the competitors will complete their tour<br />

around the Lake Päijänne and return to Jyväskylä along the eastern shores, closing the day with one more stage in<br />

Mynnilä.<br />

But there is more to the rally than just the Friday. On Thursday the rally stays close to its tradional home town<br />

Jyväskylä. The day will start bright and early with the Shakedown in Ruuhimäki, and continue with three stages,<br />

finishing with hugely popular Laajavuori stage in Jyväskylä, as introduced last year. On Saturday our traditional<br />

stages in Korpilahti, Petäjävesi and Keuruu will sort out the final results, with some extra points offered to the winner<br />

of the PowerStage in Isojärvi.<br />

We believe this concept brings additional sporting and commercial value to the drivers and teams, a great story<br />

for the media to tell the world and loads of entertainment to our rally fans, both Finnish and international. We also<br />

see this as the future of rallying – venturing to new horizons, exploring new stages and bringing the event to new<br />

audiences using the regulatory tools given to us by the FIA and the promotional support by the WRC Promoter.<br />

We are looking forward to working towards a successful event together with all of you, let’s keep in touch and make<br />

4.2 Criteria for Acceptance of Entries<br />

Anyone wishing to take part in <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> 2011 must send the entry form published together with the<br />

Supplementary Regulations of the rally, duly completed to the <strong>Rally</strong> Secretariat before Monday 27 June 2011 at<br />

18.00 Finnish time (17.00 CET). Manufacturers and WRC Teams entered in the FIA WRC and competitors of the FIA<br />

Production WRC/FIA Super 2000 WRC/WRC Driver Academy use the entry form supplied by the FIA.<br />

All Finnish license holders (granted by AKK-Motorsport ry) may enter using the KITI-Service.<br />

To be accepted, this entry form must be accompanied by proof of payment of the entry fee. Competitors and drivers<br />

wishing to enter international competitions organised abroad, may only do so with the approval of their own ASN.<br />

4.6 Guest Drivers for Support Championsips<br />

According to article 8.5 (FIA WRC Regulations) each organiser of a Support Championship (P-WRC and S-WRC)<br />

rally may nominate 2 guest drivers (holding a licence issued by their ASN) not entered in the Championship to<br />

take part in the rally organised on the territory of that ASN.<br />

The Finnish ASN, AKK-Motorsport, has decided to nominate these drivers according to the following criteria:<br />

1. Leader in Class SM1 of the FRC after Round 6 in the Finnish <strong>Rally</strong> Championship<br />

2. Member of the AKK-Motorsport driver academy<br />

3. In case of no interest from those above, others in discretion of the organiser<br />

More information about the guest driver entries for Finnish drivers will be given in an information bulletin in<br />

Finnish on the event website.<br />

5. Service Park and Remote Service Zone<br />

5.1 Location<br />

GPS Coordinates: North 62° 14.271’ East 25° 45.352’<br />

The Service Park is located in the area around the Jyväskylä Paviljonki <strong>Rally</strong> HQ and Jyväskylä Harbour. Manufacturers<br />

and WRC Teams entered to the FIA WRC will have their designated areas in the Service Park according to the<br />

agreement with the Championship Promoter. There will be a dedicated area for the auxiliary vehicles in an auxiliary<br />

parking area within the Service Park. Due to the restricted space in the Service Park, private entries will not be given<br />

any auxiliary plates.<br />

Part of the service bays for the private entries will be located inside the exhibition halls where the use of generators<br />

is not permitted. The exhibition halls have a concrete floor, the outside areas are on gravel or equivalent surface.<br />

The area of Paviljonki HQ is under major development, so the layout of the Service Park has changed from last year.<br />

As the area is currently undergoing major construction works which full effect on the area in our disposal is currently<br />

not confirmed, a preliminary layout of the Paviljonki Service Park will be published at a later date.<br />

Final lay-out will be published at the event website after closing date of entries.<br />

5.2 Access to the Service Park<br />

The Service Park will be opened on Monday, 25 July 2011 at 09.00 for the Priority Drivers and on Wednesday, 27 July<br />

2011 at 12.00 for the non-priority drivers.<br />

All parties are kindly asked to respect these opening times. Manufacturers, WRC Teams or Tyre Manufacturers<br />

wishing to bring equipment or sea containers to the Service Park area before the given opening time must inform


the organiser thereof. If the organiser has not received such notification, we cannot guarantee any access to the<br />

area. All costs of moving the equipment either within or from outside the Service Park to its final position will be<br />

Competitors are kindly asked to remind all their team staff to always carry their Team/Service Passes, as the organiser<br />

will be collecting an admission fee into the service park from anyone without a valid pass.<br />

5.3 Facilities in the Service Park<br />

The organiser will be offering the following facilities in the Service Park:<br />

- waste collection for mixed waste, oil, paper etc.<br />

- toilet facilities (these exist both in the outside area as well as inside the HQ building)<br />

- WLAN connection<br />

- general security in the service park area<br />

- water (direct pipelines to Manufacturers and WRC Teams plus common sources for others)<br />

- car wash before the TC IN<br />

The organiser can contract various services for the Manufacturers, WRC Teams, North One Sport and Tyre<br />

Manufacturers DMACK and Michelin. The following can be ordered through the organiser:<br />

- portable toilets to your team area<br />

- portable waste water tanks<br />

- waste water tank and motorhome septic tank emptying<br />

- electricity<br />

- forklift service and sea container handling<br />

5.4 Remote Service Zone - Lahti<br />

GPS Coordinates: North 62° 59.651’ East 25° 38.969’<br />

On Friday, 29 July, a Remote Service Zone will be located at the harbour of City of Lahti, some 170 km from Jyväskylä.<br />

A regrouping area will precede the 15-minute service. At the regroup the drivers will be presented to the spectators,<br />

who also have the possibility to get autographs from the drivers.<br />

The competitors have the possibility to use a number of restaurants and restaurant ships in the harbour to take care<br />

of their team catering during the regroup. For more information, please contact <strong>Rally</strong> Office.<br />

6. Two-way Radio<br />

GSM and UMTS mobile stations, LA (CB), PR 27 and PMR 446 (analog and digital) telephones are exempted from<br />

licensing, provided they fulfill the requirements of relevant equipment standards and specifications. The use of all<br />

other kinds of radio transmitters is subject to a licence issued by the Finnish Communications Regulatory Authority<br />

(FICORA). FICORA shall be notified of the frequencies in the equipment in question, upon which it will decide on<br />

assigning the customer a suitable frequency and will issue a licence for the radio transmitter.<br />

Throughout the rally, the use of frequencies for amateur radio is prohibited.<br />

At the pre-event scrutineering, the radio transmitters and licences will be inspected. Radio transmitters in aircrafts<br />

will be inspected, too.<br />

The use of radio transmitters will be monitored throughout the rally. Unlicensed use, or use outside the terms of<br />

a licence, of a radio transmitter, may lead, in case of serious interference, to prohibition of the use of the radio<br />

transmitter, in accordance with the Act on Radio Frequencies and Telecommunications Equipment in <strong>Finland</strong>.<br />

Licence applications for (Appendix 6) the use of radio transmitters are due on Friday 24 June 2011. Further<br />

7. Tyres and Fuel<br />

7.1 Tyre Suppliers<br />

7.2 Competitor Requirements<br />

7.2.1 Entrants of 4WD cars<br />

All entrants of 4WD cars must use the specific tyres produced by the FIA nominated tyre companies (see 7.1) except<br />

for 4WD 2litre turbocharged Gp. N cars driven by non-priority drivers.<br />

7.2.2 Priority 2 & 3 drivers<br />

Prioriy 2 & 3 drivers of 4WD cars must use FIA specified tyres supplied by the nominated tyre companies (see 7.1).<br />

7.2.3 WRC and S2000 cars<br />

WRC cars and S2000 cars driven either by priority or non-priority drivers must use the specified tyres produced by<br />

the FIA nominated tyre companies (see 7.1).<br />

7.2.4 Non-priority drivers<br />

When driven by non-priority drivers, all 2WD cars, Gp. R4 and Gp. N 2-litre turbocharged cars may use free tyres.<br />

Such tyres must be conformity with Appendix J and Appendix V of FIA WRC Regulations.<br />

7.3 Collection of Tyres and tyre service during the event<br />

Michelin and DMACK will transport tyres to the event and supply the tyres to be used during the event in accordance<br />

with FIA WRC regulations.<br />

7.3.1 DMACK<br />

In our event, DMACK offers their DMG2 gravel tyre in G4 medium compound for 170 Euros plus VAT. The tyre comes<br />

in differing patterns for left and right in 205/65 R 15 for 7 x 15 inch rims. Fitting is included in the price.<br />

The tyre orders must be sent to sales@dmacktyres.com or faxed to +44 1228 819 954. A confirmation will be sent<br />

and payment details advised within three working days of the order.<br />

Test tyres can be ordered through the same channel.<br />

7.3.2 Michelin<br />

Michelin, through their logistics partner Ceerta, offers their Latitude Cross H Soft for 300 Euros plus VAT. The tyre<br />

comes in differing patterns for left and right. Fitting is included in the price.<br />

The tyres must be ordered at wrc.order@ceerta.com. A proforma invoice will be sent to the competitor and this<br />

must be paid before the event. Only tyres used must be paid for – unused tyres may be returned to Michelin and a<br />

refund will be paid for these. Credit cards are accepted but with a 3% surcharge.<br />

Test tyres can be ordered through the same channel. The price is the same with transport costs added. WRC tyres<br />

cannot be ordered through your local Michelin dealer!<br />

7.4 Number of tyre changes during the event<br />

Five tyre changes have been scheduled.<br />

Maximum quantities of new tyres to be used during the event are as follows:<br />

Priority 1 drivers 30 (+ 6 additional for Shakedown)<br />

Priority 2 drivers: 30 ( + 6 additional for Shakedown)<br />

All other 4WD cars: 20<br />

P3 2WD and non-priority: 30 ( + 6 additional for Shakedown only for P3 entries)<br />

7.5 FIA Fuel and Fast Couplings<br />

Refuelling will be located at the Service Park Paviljonki (Sections 1, 2, 5 and 6), as well as in Kuhmoinen (Section 2),<br />

Hämeenkoski (Sections 2 and 4) and Sysmä (Section 4) and in Keuruu (Sections 5 and 6). The competitors need to<br />

pay special attention to the various refuel locations when making their service plans.<br />

All cars of the Priority drivers must be fitted with FIA fuel sample couplings for taking fuel samples and with fast<br />

couplings for refuelling. All competitors must comply with WRC regulations Art 59.3.2.<br />

The use of FIA fuel is obligatory for all Priority drivers. No later than 3 weeks prior to the event (6 July 2011), the<br />

7.6 Dispensing of FIA Fuel<br />

For sporting, environmental and safety reasons, during the rally the fuel must be dispensed from a single source.<br />

Thus all cars must use this centralised refuel service. The total price of the fuel will be 4.68 € per litre, including the<br />

refuel services at the site of the event.<br />

7.7 Dispensing of 98E Pump Fuel<br />

For the non-priority drivers, the use of FIA fuel is not obligatory and normal pump fuel may be used from petrol<br />

stations directed in the Road Book of the rally. As previous years, the organiser has managed to find suitable petrol<br />

stations along the route of the rally to be used for non-priority drivers’ refuelling, which means considerable savings<br />

in their event budgets.<br />

However, these drivers’ attention is drawn to the fact that the list of available petrol stations for the 98E pump fuel<br />

will be published later as a separate document (these will also be shown in the Road Book), i.e. the locations are not<br />

given in the itinerary of the rally (as Appendix 1) and the distances from one refuel to the next are different from the<br />

ones given in the afore mentioned itinerary. More details of the refuel process at the petrol stations will be given in<br />

<strong>Rally</strong> <strong>Guide</strong> 2.<br />

8. Import of Vehicles and Spare Parts<br />

8.1 Competitors from the European Union<br />

Competitors coming from the European Union do not need to make any special customs clearance. They may use<br />

any vehicle in <strong>Finland</strong> for up to 6 months without clearing it, provided that the vehicle is not brought to <strong>Finland</strong><br />

with the intention of selling it. All vehicles need to have a valid traffic insurance. Tyres and spare parts can also be<br />

imported without clearance.<br />

It is always good to have a list of tools and equipment you bring into the country, in case you will be asked to prove<br />

what you had with you on the way in.<br />

8.2 Competitors from outside the European Union<br />

Competitors coming from outside the European Union will have to report at the customs on their way in. Please<br />

prepare a list of all the tools and equipment you are bringing with you. This list will be stamped at the customs and<br />

they may collect a security (the amount is negotiable). Tyres are under customs as they are non-durable goods. The<br />

customs payment will be returned if the used tyres are exported from the country on the way out, as well as the<br />

security, if all equipment is exported.<br />

9. Helicopters<br />

9.1 Registration & Briefing<br />

As in previous years, the organiser will be working in close co-operation with the Finnish Civil Aviation Authorities.<br />

This means all pilots using the helipads provided by the organiser must attend the pilots’ briefing and must acquire<br />

the organiser’s pilots’ pack, including all GPS coordinates, aviation / rally maps, list of helicopters and pilots and the<br />

necessary ID plates for the helicopter. Price for this package will be announced in May.<br />

Details about pilot´s briefing will be given in <strong>Rally</strong> <strong>Guide</strong> 2. The operators must be ready to present all necessary<br />

documentation at the briefing, as well as to send copies of the required pilots’/operators’ licences already at the<br />

time of registration. These may also be submitted to FCAA/TraFi at an earlier date in order to speed up the process<br />

at the briefing. More information will be given in <strong>Rally</strong> <strong>Guide</strong> 2.<br />

Details of the possible Drop Zone at the <strong>Rally</strong> HQ / Service Park will be given in <strong>Rally</strong> <strong>Guide</strong> 2.<br />

All pilots wishing to use the other official helipads of the rally must register with the organiser using the registration<br />

form, which can be found on the event website early May at the latest. There may be restrictions concerning aircraft<br />

type used or experience level of the pilot. Deadline for the submission of helicopter registration forms is 1 July 2011.<br />

In <strong>Finland</strong>, you must always have the landowners permission to land. Should any helicopter land without such<br />

permission, the landowner may charge whichever sum he may see suitable.<br />

Jyväskylä Airport (JYV/EFJY) is located in Tikkakoski, 21 km north of Jyväskylä. Other options for travellers coming to<br />

City of Lahti is located 104 km north of Helsinki (100 km from Helsinki-Vantaa airport). Perhaps the most convenient<br />

12. Reconnaissance<br />

12.1 Registration for Reconnaissance<br />

Reconnaissance registration will take place as follows:<br />

For the Priority 1 & 2 drivers, the materials can be collected by a team member duly designated in writing. Others<br />

have to make the registration themselves.<br />

12.2 Reconnaissance only Registration<br />

Any driver wishing to take part in reconnaissance only, must respect the regulations of reconnaissance in its entirety<br />

(see 2011 FIA WRC Regulations and 2011 Supplementary Regulations of <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong>).<br />

A fee of 1 000 € + 9% VAT = 1 090 € for taking part in the reconnaissance must be paid in full.<br />

12.3 Regulations and Restrictions<br />

The reconnaissance has been devided to three days in order to make it more convenient for the drivers. The<br />

competitors will be divided into two groups during the reconnaissance at organisers discression. More specific<br />

information and detailed schedules will be given in the Supplementary Regulations and <strong>Rally</strong> <strong>Guide</strong> 2.<br />

13. Shakedown<br />

13.1 Who may Participate<br />

Shakedown on Thursday 28 July 2011 at 08.00 - 12.00 in Ruuhimäki is open to all Priority 1, 2 and 3 drivers.<br />

13.2 Schedule<br />

08.00 - 10.00 Priority 1 and Priority 2 drivers may participate (mandatory for Manufacturer and<br />

WRC Team entries)<br />

13.3 Location<br />

Shakedown will take place in Ruuhimäki, 29 km from the <strong>Rally</strong> HQ. The stage is 3.19 km in length. A shakedown<br />

service park will be set up at the karting circuit paddock in Ruuhimäki. The shakedown stage starts from the paddock<br />

and the distance from the stage finish to service is 400 metres.<br />

FIA fuel will be available in the Paviljonki Service Park during the Shakedown. Any other arrangements must be<br />

agreed with WRC fuel supplier.<br />

13.4 General Information<br />

Shakedown will be run like a special stage. Times will be published in the <strong>Rally</strong> HQ and Media Centre. Competitors<br />

must use all safety equipment, just as on special stages during competition.<br />

Any person found onboard the car during shakedown, who is not part of the entry of the rally must sign a disclaimer<br />

which indemnifies the organiser. This disclaimer can be collected from the <strong>Rally</strong> Office. Please inform Secretary of<br />

the <strong>Rally</strong> if disclaimer is needed.<br />

14.PR-Activities<br />

14.1 Start of the <strong>Rally</strong><br />

Start of the rally will take place in the pedestrian zone in central Jyväskylä at 16.00 on Thursday, 28 July. There will<br />

e a pre-start holding area, where the teams should report according to a schedule given later in the Supplementary<br />

Regulations of the rally.<br />

There will not be a separate <strong>Rally</strong> Show this year, but the drivers will be introduced at the start venue and they will<br />

have time to meet their fans before taking the start. It is recommended for teams to bring any promotional material<br />

to be given to the rally fans at the start.<br />

14.2 FIA European Historic Sporting <strong>Rally</strong> Championship - Lahti Historic <strong>Rally</strong><br />

This year <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> joins forces with the Finnish round of the FIA EHSRC, Lahti Historic <strong>Rally</strong>. As <strong>Neste</strong><br />

<strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> is venturing to traditional Lahti territories and the events would only have had one week between<br />

them, it was a great opportunity for both events to make a joint effort in offering only the best of rally entertainment<br />

to their customers.<br />

Lahti Historic <strong>Rally</strong> will remain in its traditional Lahti base, but uses the same special stages with the WRC event on<br />

Friday and Saturday morning. A ceremonial start will be organised in Lahti harbour on Thursday evening. Historic<br />

cars can be seen after the WRC event on stages Hassi, Evo, Koukunmaa, Koivukehä and Jokimaa on Friday, and after<br />

the first running of WRC on Leustu, Surkee and Urria on Saturday. The rally finishes in Lahti on Saturday afternoon.<br />

For the spectators this means several hours of full-blown rally action on most stages, and for the historic competitors<br />

this offers the biggest audiences they have ever driven for! More information on the historic event can be found on<br />

14.3 Mobilia - <strong>Rally</strong> Hall of Fame<br />

The <strong>Rally</strong> Hall of Fame was opened at the automobile and road traffic museum Mobilia in July 2010. This exhibition<br />

is a unique international project of Mobilia and AKK-Motorsport. To celebrate its opening the museum called for the<br />

first four legendary rally drivers: Erik Carlsson (Sweden), Paddy Hopkirk (Great Britain), Rauno Aaltonen (<strong>Finland</strong>)<br />

and Timo Mäkinen (<strong>Finland</strong>). This February (2011) two new legendary rally drivers were nominated: Walter Röhrl<br />

(Germany) and Hannu Mikkola (<strong>Finland</strong>).<br />

Mr. Kari O. Sohlberg, Mr. Pekka Honkanen, Mr. Martin Holmes, Mr. Neil Duncanson and Ms. Michelle Mouton are<br />

part of an international committee that elects new members to the <strong>Rally</strong> Hall of Fame each year. These legends are<br />

appointed from among past rally drivers and people who have otherwise been an active part of the rally world.<br />

New rally drivers are nominated every year in February, just before the first World <strong>Rally</strong> Championship event of the<br />

season. The nominees will also be recognised in the <strong>Rally</strong> Hall of Fame exhibition with a special section that presents<br />

not only general information of the careers of the legendary drivers, but also their individual driving gear, vehicles<br />

and other memorabilia from the time of their careers.<br />

Mobilia’s <strong>Rally</strong> Hall of Fame exhibition is located in scenic Kangasala, less than half an hour’s drive from the city<br />

centre of Tampere and a two-hour drive from Helsinki. Mobilia is open daily, in winter time between 10am-4pm and<br />

in summer between 10am-8pm. On request, it is possible to arrange group visits to the <strong>Rally</strong> Hall of Fame outside<br />

the normal opening hours.<br />

accreditation set out by the FIA, the international governing body of motorsport. Please follow the instructions<br />

carefully, ensure that all the requested information is included and that it is forwarded to the correct organisation<br />

15.3 Accreditation Criteria<br />

Important factors in the decision-making are:<br />

- Respect of the accreditation deadline<br />

- Compliance with the requested elements of the procedure<br />

- Commitment of coverage devoted to the event<br />

- Match with circulation and/or quality criteria<br />

Coverage: For a daily news paper, a substantial amount of coverage for the event is required. For example, an<br />

introductory article in the Thursday edition, follow-up articles in Friday, Saturday and where applicable, Sunday<br />

editions, plus an event report in the Monday edition. For a weekly or monthly publication, a substantial amount of<br />

coverage for each event is required.<br />

Circulation and quality: Accreditation decisions are based on the relative ‘media market’ in the country of the<br />

applicant. The highest standard of fairness and accuracy are expected as a minimum quality requirement from the<br />

printed press.<br />

Photographers applications must follow the same criteria as stated above. In addition publications or agencies<br />

applying for single round accreditation must supply evidence of independent coverage of a minimum of 15<br />

pictures per pass issued at each WRC event they have been accredited for in the previous year’s Championship.<br />

Please note, FIA regulations state that the number of photographers’ media passes issued for Finnish<br />

photographers will not exceed the number of 12.<br />

Freelance journalists must apply for credentials via their own agencies. The onus is on the freelance applicant to<br />

prove the supply of regular stories to at least five publications corresponding to the FIA accreditation criteria.<br />

Photo agencies must be able to prove that its pictures have been regularly sold to publications matching the<br />

FIA criteria and have been paid for at the normal commercial rate. A publication must be able to prove that the<br />

pictures published are the original work of the publication’s accredited photographer.<br />

Please note that all accredited publications must be on sale to the general public via retail outlets (trade, club or<br />

internal company magazines will not be accredited).<br />

Photographers not complying with the above criteria (eg, commercial photographers) must apply for accreditation<br />

from North One Sport Accreditation Service (see 15.2.4).<br />

15.4 Manufacturers’ Room<br />

Upon request, the organizer will provide working facilities at the <strong>Rally</strong> HQ for the press personnel of Manufacturer<br />

Teams entered in the FIA WRC and tyre companies. For more information, please contact the National Press<br />

Officer of <strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong>.<br />

16. General Facts and Information<br />

16.1 Medical Information<br />

At the administrative checks before the rally all drivers must present their Medical Certificate of Aptitude in<br />

accordance with the FIA medical standards, and as given to them by their own ASN. Normally this Medical Certificate<br />

of Aptitude is included to International Competitor´s License, but if it is not, competitor is responsible to present a<br />

separate document.<br />

A decision in accordance with Finnish law has been taken by the Health Care District Central <strong>Finland</strong> that an individual<br />

living elsewhere than in <strong>Finland</strong> must pay the total cost of treatment received unless other provision has been made<br />

in international agreements.<br />

Residents of EU/EEA/ and Switzerland<br />

By presenting your European Health Insurance Card, you will receive medical treatment on the same terms as the<br />

local residents. However, not all doctors and hospitals operate within the reimbursement system, which means that<br />

any costs you incur outside the system will have to be paid by yourself. As a general rule, public health services are<br />

covered by the reimbursement system.<br />

The European Health Insurance Card mainly covers emergency treatment in the event of an illness or injury and<br />

other medically necessary treatment. You can also get medical treatment if you have a pre-existing chronic condition<br />

that requires medical attention while you are abroad.<br />

Please contact your national health insurance authorities to get your card before travelling to <strong>Finland</strong>.<br />

Residents of other countries<br />

If you are a resident of a country other than those mentioned above, the patient charge will be the equivalent of the<br />

total cost of treatment plus the patient charge for an individual living in <strong>Finland</strong>.<br />

Payment of the patient charge<br />

If you require first aid, collection of the patient charge will be made as you leave hospital. Collection of the charge<br />

will take place in advance in cases where you have agreed with the hospital on treatment that is not urgent.<br />

Should an insurance institution be responsible for your patient charges, acceptable evidence of this must be<br />

presented to the hospital.<br />

All competitors living in the European Community should organise themselves a European Health Insurance Card to<br />

be able to get free medical services at the communal health care centres and hospitals.<br />

This card can be obtained from your local social services.<br />

16.2 General Facts about <strong>Finland</strong><br />

Population<br />

5.3 million, giving an average density of only 17.4 per sq. kilometre; annual growth rate 0.127%. Life expectancy<br />

78.66 years. The demographic pyramid resembles that of most other industrial countries, with the middle-aged<br />

groups predominating. Average household sizes 2.1 persons. 54% of the population live in single-family houses, 46%<br />

in apartment blocks; room area per person 36 sq. metres. 74% are urban-dwellers, with 1 million in Helsinki and the<br />

adjacent cities of Espoo and Vantaa. Other major cities include Tampere, Turku, Oulu and Lahti.<br />

Area<br />

338,145 sq. kilometres, of which 10% is water. There are more than 60,000 lakes in <strong>Finland</strong>. 7% of the land is under<br />

cultivation, barley and oats being the main crops. Forests (mainly pine and spruce) cover 76% of the country.<br />

Climate<br />

The Finnish climate is considerably milder than one might expect from the country’s northerly location. There are<br />

major variations in the seasons. During the rally, it is late summer and the weather may vary quite a lot, although it<br />

is predominantly warm. It can be sunny and warm, well over 20 degrees Celsius or it can rain and be only about 10<br />

degrees Celsius.<br />

Time zone<br />

Finnish time is two hours ahead of Greenwich Mean Time (UTC +2 hours). Daylight saving time is used from the last<br />

Sunday of March to the last Sunday of September.<br />

All these banks have several cash dispensers all over the city. They usually operate on Visa/Eurocard. From the<br />

ATMs you can withdraw notes in denominations of 20 and 50 €. The closest cash dispenser to the <strong>Rally</strong> HQ is in<br />

Matkakeskus (the railway station). You can recognise the ATMs from an orange sign ”OTTO”.<br />

Credit Cards<br />

All major credit cards are very widely accepted in hotels, car rental offices, department stores, restaurants, shops<br />

and most taxis. Foreign credit cards can be used to withdraw cash from almost all ATMs.<br />

Medical Services<br />

Medicines are sold at pharmacies (APTEEKKI). Usually pharmacies are open until 17.00 or 18.00. There is one<br />

pharmacy (Yliopiston Apteekki) at Kauppakatu 39, which is open daily 08.00 – 23.00.<br />

All hospitals have doctors on duty around the clock. In emergencies, patients should be directed to a health care<br />

centre or hospital emergency unit. Dental care is mainly provided by private practitioners.<br />

Vaccinations<br />

There are no regulations requiring visitors to <strong>Finland</strong> to have vaccinations.<br />

Water<br />

The tap water is safe to drink.<br />

Electricity<br />

The electric current in <strong>Finland</strong> is 230 Volts. Plugs and sockets are the same as in the continental countries of the<br />

European Union.<br />

16.3 City of Jyväskylä<br />

<strong>Neste</strong> <strong>Oil</strong> <strong>Rally</strong> <strong>Finland</strong> has been hosted by the City of Jyväskylä since the very beginning of the event, for over 50<br />

years. The role of the city has grown to be a more central one over the years, as the event has grown from a modest<br />

concentration run for a handful of enthusiasts to a full-blown world level event.<br />

General Information<br />

The city of Jyväskylä was inaugurated as a town in 1837 and is located in the lake district of Central <strong>Finland</strong>. It is easily<br />

reached by road, air and water. Lively, youthful Jyväskylä is <strong>Finland</strong>’s seventh largest city with a population of almost<br />

130 000. New Jyväskylä was formed at the beginning of 2009 as a result of the merger of Jyväskylä, Jyväskylä Rural<br />

Municipality and Korpilahti. Today Jyväskylä is a bustling centre for business, education, sports and culture. The<br />

Jyväskylä region – comprising of the city of Jyväskylä and six municipalities surrounding it – has 170 000 inhabitants.<br />

Jyväskylä is a school and university town with 45 000 students during the academic year, providing a diversity of<br />

educational offerings for people of all ages. The multi-disciplinary University of Jyväskylä and Jyväskylä University<br />

of Applied Sciences and the Jyväskylä Vocational Institute are among <strong>Finland</strong>’s leading research and educational<br />

institutions with an increasing number of international students.<br />

Bustling Centre of Innovation<br />

Jyväskylä is one of <strong>Finland</strong>’s five centres of growth. Special expertise can be found in the fields of paper manufacturing<br />

and paper machinery as well as energy production, environmental, information, welfare and nanotechnology.<br />

In recent years, Jyväskylä has gained reputation as organiser of many national and international congresses and fairs<br />

in the Jyväskylän Paviljonki Fair and Congress Centre.<br />

Quality of Life<br />

The landscape of Jyväskylä is varied with lakes, forests and hills within a walking distance of the city centre. The<br />

Laajavuori skiing centre and recreation area with its new outdoor theatre facility provides excellent opportunities<br />

for sports and other activities, and that is where the shakedown of the rally also takes place. Lively pedestrian<br />

precinct and beautiful university campus right in the city centre are central places for different events. The trail<br />

around Lake Jyväsjärvi is a great recreational area for both residents and visitors alike.<br />

The Jyväskylä region is easily reached by land and air: the distance of 270 kilometres from Helsinki takes only 35<br />

16.4 City of Lahti<br />

Lahti Region<br />

The Lahti region is <strong>Finland</strong>’s fifth largest urban region. With its versatile range of services the City of Lahti forms the<br />

centre of an economic region with 200,000 inhabitants, as well as a thriving business city. The surrounding ridge<br />

and lake landscapes provide a natural living environment. Lahti is also the gateway to the Finnish Lake District. The<br />

waterway stretching from Lake Vesijärvi via the Vääksy Canal to Lake Päijänne allows you to reach as far as Central<br />

<strong>Finland</strong> by water.<br />

Lahti occupies an ideal logistic location in the centre of Southern <strong>Finland</strong>, with good traffic connections to other<br />

parts of <strong>Finland</strong>. Lahti is only an hour’s drive away from the greater Helsinki region and Helsinki-Vantaa international<br />

airport. The new Helsinki–Lahti railway has shortened the travelling time from Helsinki to Lahti to less than 50<br />

minutes by train.<br />

Lahti, City of Innovations and Design<br />

Lahti is one of <strong>Finland</strong>’s leading design cities. Designers educated in Lahti have gained international recognition<br />

especially for their jewellery and industrial design. Other areas of expertise include metal, woodworking and<br />

furniture industries. In addition, a lot of Finnish environmental expertise is concentrated in Lahti region focusing<br />

especially on soil and water research, as well as waste treatment and recycling.<br />

Lahti is internationally known for winter sports and it has hosted the Nordic World Ski Championships six times. In<br />

addition, Lahti Symphony Orchestra has achieved international award and success for its accounts of Jean Sibelius<br />

masterpieces.<br />

The wood-built Sibelius Hall on a beautiful site by Lake Vesijärvi is a model of new technology and modern<br />

wood construction. The architectural masterpiece plays host for both international congresses and classical and<br />

entertainment concerts. The Sibelius Hall is worth visiting.<br />

The licence fees shall be paid before the radio equipment can be taken into use. The licences<br />

will be controlled at technical scrutineering.<br />

GSM mobile stations as well as LA (CB), PR 27 and PMR 446 (analog and digital) telephones are<br />

exempted from licensing, provided that they fulfil the requirements of relevant equipment standards<br />

and specifi cations. The use of all other kinds of radio transmitters is subject to a licence issued by the<br />

Finnish Communications Regulatory Authority (FICORA). FICORA shall be notified of the frequencies<br />

in the equipment in question, upon which it will decide on assigning the customer a suitable<br />

frequency and will issue a licence for the radio transmitter.<br />

The radio transmitters and the licences will be inspected during the event. Radio transmitters in<br />

aircraft will be inspected as well. The use of radio transmitters will be monitored throughout the<br />

event. Unlicensed use or use outside the terms of the licence of a radio transmitter, may in case of<br />

serious interference lead to prohibition of the use of the radio transmitter (as stated in the Act on<br />

Radio Frequencies and Telecommunications Equipment in <strong>Finland</strong>).<br />

We are pleased to specify here below the order procedure for TESTING and for the EVENTS.<br />

1) COMPANY DATA<br />

Only at the first order (and in case of changes to the Company details), please fill in the attached<br />

Company details FORM A.<br />

2) HOW TO ORDERING THE TYRES?<br />

The COMPETITORS must specify the type and the quantity of the TYRES.<br />

To order the TYRES, please fill in the FORM B attached and send it by E-MAIL:<br />

3) TIMING TO ORDER THE TYRES AND DELIVERY LOCATION<br />

TYRES for TESTING and for the EVENT will be ordered no later than 15 (fifteen) calendar days from the<br />

delivery date indicated on our FORM B provided that the delivery schedule and the quantity of TYRES are<br />

confirmed by CEERTA in writing in the following 5 business days, In the absence of CEERTA's written<br />

confirmation within 5 business days, the TEAMS's order will be considered as NOT CONFIRMED by<br />

CEERTA.<br />

The tyres for TESTING will be shipped by the CEERTA to the delivery location given by the competitor. The<br />

shipping cost will be charged to the competitor.<br />

The tyres for the EVENT will be supplied directly at our technical base in the servicepark.<br />

On the following EVENTS (Australia, Jordan, Mexico, Argentina), the tyres will be leased by the CEERTA to<br />

the competitors. At the end of these events, the competitors have to return those tyres used and new. Only the<br />

used tyres will be invoiced to the competitors as well as the not returned tyres. Moreover, a payment of a<br />

caution of 50,00 € (VAT not included) will be invoiced per tyre leased and will be refund at the end of the event<br />

in case the tyres are returned to CEERTA.<br />
