' There are five times when you should contaet the<br />
Social Security office. Knowing the five time for<br />
action is extremely important. It can mean greater<br />
security for you and your family.<br />
1. Before you get your first job. You iwad a Social<br />
Security card to get proper credit for your earnings.<br />
2. After a death in your family. This is necessary to<br />
find out if survivor's benefits arc payable.<br />
3. When someone in your family it disabled.<br />
Disability benefits under Social Security or SSI may<br />
be payable.<br />
4. When you reach retirement age. Retired workers<br />
covered under Social Security are eligible for full cash<br />
benefits at age 65 or for . sduccd payments al age 62.<br />
Persons should sign up for Medicare two or three<br />
months before age 65, even if they plan to keep<br />
working.<br />
5. Whenever you have a question about Social<br />
Security or need to report a change that affects<br />
monthly benefits.<br />
Tr first step in contacting oocial security should<br />
always be to call the number listed in the white pages of<br />
the telephone directory. Almost al! Social Security<br />
business can be handled ertirely by telephone. Ti.s is a<br />
special service called Teieservicc which helps you save<br />
the time and travel expense required to visit the office.<br />
In a few cases, it may bi necessary to visit the Social<br />
Security office in p;rson. By calling first, however, we<br />
can tell you what you might need to bring with you and<br />
pbssibly save a second trip. The people at Social<br />
Security can tell you how much work you need to be<br />
insured, who can qualify for benefits, how to replace a<br />
lost Social Security card or Medicare care, how to get<br />
a free statement of yrur earnings record, and what<br />
documents you need when you apply for benefits.<br />
Social Security is hzrt to stay. It is a fundamental<br />
part of the social and economic structure of the nation.<br />
It is a dynamic program, however, and will continue to<br />
Change as ii has changed in the past 47 years to reflect a<br />
changing society, almost certainly, changes will be<br />
needed in the future to ensure the financial soundness<br />
of the system. While there is no doubt that the system<br />
will be funded, there are many different ways in which<br />
this can be done. Public awareness and involvement is<br />
needed to ensure that these changes reflect tl.e needs of<br />
the public.<br />
The Lubbock Social Security office provides<br />
important public information services to facilitate the<br />
effective involvement of the public.<br />
The LubbockSocial Security office has a number of<br />
pkmphlets available free to the public which explain<br />
the program. We encourage questions and will provide<br />
speakers to any group that would like to learn more<br />
about the program in general or discuss a specific area<br />

unemployment rate hurts<br />

Whenever unemployment<br />
climbs another<br />
precentage point, the<br />
federal government loses<br />
about $25 , billion tax<br />
receipts. "Yet, when this<br />
happens, more revenues<br />
must be spent for<br />
unemployment payments<br />
and for other<br />
so-call- ed<br />
"safety net" programs,<br />
greatly aggravating the<br />
fiscal problem caused by-thloss<br />
of revenue.<br />
The resulting increased<br />
government deficit forces<br />
interest rates higher. This<br />
in turn, keeps the overall<br />
economy sluggish. Under<br />
such conditions,<br />
less willing to<br />
iiffest or hire more. In<br />
fact, they'ookfor ways to<br />
trim costs, which in most<br />
instances means a further<br />
reduction in workTorce.<br />
In past years, when<br />
such a negative economic<br />

employment, job training<br />

the slump of unemployment,<br />
we must raise a<br />
mass, national lobby for<br />
meaningful job-relat- ed<br />
legislation.<br />

Chicago's Clergy Crusade,<br />
under the leadership<br />
of Revc. Claude<br />
Wyatt, N. A. Allen, H.<br />
Brady, James Tillman<br />
and Jesse Cotton.<br />
Also in Chicago<br />
recently, an organization<br />
of the unemployed held a<br />
bonference, out of which<br />
came an ad hoc committer<br />
called "Jobs or<br />
Income'. Now" (JOIN).<br />
Further dark clouds<br />
loom on the horizon. In<br />
the fall, the Comprehensive<br />
Employment and<br />
Training Act (CETA) is<br />
scheduled to expire. By<br />
next winter or spring,<br />
many of those recently<br />
unemployed will have<br />
run ot't of unemplpyment<br />
compensation payments.<br />
The jobless and those<br />
with jobs nc?d to unite in<br />
massing pressure on<br />
Congress to changejithe-fina- l<br />
version of Mhe<br />
federal ,budget for fiscal<br />
year 1983. We still hve<br />
time to force Congress to<br />
respond to the need for<br />
job:., justice and peace.<br />

invariably means cutting the defense budget. Big deai.<br />
Democrats and others have been demanding a cut<br />
consistently with no response from President Reagan.<br />
Republicans may have better luck, especially since<br />
some senior Republican senators are up to?<br />
in November when they are out of a job!<br />

Benjamin Hooks, Sen. Edward Kennedy and former<br />
Vice .'. resident Walter Mondale, as well as the sober call to<br />
action by NAACP Board Chairperson Margaret Bush Wilson,<br />
you may have miseed the heart and soul of the nation's oldest<br />
and largest civil-righ- ts organization.<br />
The real NAACP wasn't in Boston. The leaders were there,<br />
and the board, and most of the New York-base- d staff. Nearly<br />
9,000 NAACP members were there, too from Amarillo,<br />
<strong>Texas</strong>, and Anchorage, Alaska, and 1,800 other towns and<br />
Jitiec.<br />
The delegates are back home now, revived by a week's<br />
wor .shops and speeches, and by some marvelous victories<br />
that happened to occur during conv ntion week.<br />
On June 29, President Reagan signed into law the extension<br />
of thc 1965 Voting Rights Act. The NAACP had labored<br />
for two years to get that signature.<br />
And on July 1 and 2, the U.S. Supremo Court upheld thc<br />
NAACP position in two stunning legal victories. The first<br />
outlawed an at-lar- ge voting system that discriminated<br />
against blacks in Burke Cotinty, Ga. The second overturned a<br />
state court ruling that held the NAACP liaole fvr damages<br />
suffered by white merchants during a boycott in Port<br />
Gibson, Miss.<br />
Supreme Court victories and successful political action<br />
over the wishes of a recalcitrant president are nothing new<br />
for the NAACP. The organization has achieved these many<br />
times before.<br />
But the true grit of what Hooks calls "Jhe NAACP<br />
movement" wasn't evident until the convention's final<br />
session. That's when the NAACPfamily honored its own with<br />
the presentation of its Thalheimer Awards.<br />
The awards given annually since 1944 recognize the<br />
achievements of NAACP branches from thc smallest to the<br />
largest, from memberships below 250 to memberships<br />
greater than 1,000, from units to the few<br />
branches able to hire a staff.<br />
More important, they answer the questions about what<br />
and where the civil-righ- ts movement is today.<br />
It is in Duplin County, N,C, where nearly 2,000 blacks<br />
have supported a range of NAACP programs that might put<br />
more affluent chapters to shame. The branch helped elect<br />
seven blacks to public office, ran a tutorial program that<br />
reduced failure rates for black schoolchildren and helped<br />
local blacks retail 4,000 acres of land valued at $1.2 million.<br />
The Racine, Wis., branch ended all-whi- te luries in Racine<br />
County. The Trenton, N J., branch counseled Vietnam veterans<br />
and helped remove three prejudiced members from the<br />
local school board. i<br />
The Richmond, Calif., branch negotiated "agreement<br />
leasing tensions tetween,thfi black communityand thejotfal<br />

complaints against the local state hospital and filed suit<br />
against the county's at-lar- ge election system.<br />
The Atlantic City, N.J., equal-employme- branch monitors the nt<br />
performance of the city's casinos. The Kokomo<br />

The Nyack, N.Y., branch investigated complaints of police<br />
brutal.ty. The Monterey Pemnsula, Calif., branch examined<br />
the affirmative-actio- n plan , of local businesses.<br />
The Fa'rfax County, Va., branch is assisting ia a suit<br />
against the local government. The Battle Creek, Mich.,<br />
branch found jobs for 161 black youJis.<br />
The Co-o- p City, N.Y., branch runs a program<br />
without government funds. The Madison Jounty, Ind.,<br />
branch studied local lending institutions and, after discovering<br />
that they were red-linin- g black communities, is helping<br />
to start a credit union.<br />
The Syracuse, N.Y., branch helped to pass local legislation<br />
that provides a If) percent set-asi- de for minority businesses.<br />
And the list goes on and on.<br />
"If we got a membership from everyone we helped," a<br />
branch president said in Boston, "every black person in<br />
America would belong. People curs us until they need us.<br />
"And by the way," he asked, "are you a member & root?<br />

The Road to<br />
Heaven<br />
In Romans 3:23 we read "A. have sinned and come<br />
short of the glory of God." The word sin rr nns "to be<br />
without a shire in, thus 'to miss the mark, to fail of<br />
doing." The human race has missed the mark, .namely,<br />
a life lived to the glory of God. Our Lord, in John 14:6<br />
says, "I am the way, the truth, and the life."<br />
The word way could refr to a road or a method or<br />
manner of accomplishing something. The road leading<br />
to a certain place is the method of getting there. Our<br />
Lord is the literal road which a sinner must take if he is<br />
to reach heaven, and Jesus hus becomes the method<br />
by which he is savid. Missing the glory of God is<br />
evidence of the fact that the sinner has not hone in the<br />
right direction, and that shows that he has not been &n<br />
the right roaJ. He has missed the road. To reach<br />
heaven, the sinner must put himself on thfc road to<br />
heaven. Jesus is that road.<br />

very tender moment, shed a tejr, she interpreted that<br />
behavior as weakness and sought to end the<br />
relationship. Wouldn't it have been gratifying if she<br />
had held her mate tightly and said, "I understand." We<br />
reject the deep emotional needs of others but spend<br />

Dear D. R.: We do not th-V- there is enough<br />
supporting evidence to labfjMiomoaexualUy as<br />
sexually deviant Jpchaviar. although there Is<br />
controversy about this issue among psychiatrists, the<br />
officeal position of :the Amerfati Psychiatric<br />
Association is that homosexuality per se is not a<br />
mental disorder. A gay lifestyle is believed to be just<br />
one example of sexual behavior in a wide continuum<br />
of normal sexual activity I<br />
It would not be scientific nor fair to view<br />
homosexuality as sexuaUy deviant merely because<br />
exclusive homosexuals a small percentage of the<br />
population. Gay behavior is not the norm in most<br />
cultures, but t hasfObably existed in most societies<br />
to some decree.<br />
It is possible thy a homosexual himself or herself<br />
may view his or her sexual orientation as deviant Such<br />
individual feci abrToTmal and disturbed. Part of this<br />
feeling is due to societal attitudes and treatment of<br />
homosexuals, when homosexuals are rejected,<br />
discriminated against and stigmatized it is quite likely<br />
that many will come to sje themselves as "sick. "These<br />
internalized feeHngs often create snxicty, insecurity<br />
and depression. As a resjilt, a high percentage of gays<br />
are lonely and have difficult s with alcohol abuse. The<br />
gay community Js --trying to cope with many of these<br />
problems.<br />
There are some gays who do seek psychiatric help<br />
and wish to become heftej-osexual,<br />
at least to some<br />
degree. They want to avoid what they view as an<br />
"abnormal" adaptation. Many, fdTf instance, might<br />
w'sh to marry a member of the opposite sex, raise<br />
children and have a family. From the psychiatric point<br />
of view, these gays are. not comfortable with their<br />
sexual orientation. In psychiatfftf-nomenclatur- e this<br />
disposition is called "eo-dyton- ic homosexuality."<br />

Dear Doctor: I retired, 1 became acquainted with a<br />
black woman long enough so that I could speak freely<br />
with her. She was intelligent, good looking and well-educat-<br />

And sadness, this woman claimed that she had been<br />
engaged at different times in her life to<br />

black women. Since she seemed quite bitter about the<br />

not an uncommon one, I'M one that is often<br />
exaggerated. Blat men do marry white women but hi<br />
much smaHer percentages han most people realize.<br />
Although thi number of black men marrying white<br />
women has doubled m the psst few decades, onlv 2 to 3<br />
fcfrcent of married black men are married to white<br />
women. It follows the vast majority of black men ar<br />
married to black women.<br />
Perhaps the most important issue is the general<br />
shortage of available black men. Life expectancy for<br />
bleck males is about 63 years and many die relatively<br />
young. Life expectancy for black women Is abou'i 7e<br />
yeers. In addition, there are many black men injail and<br />
the armed services. Many more are unemployed<br />
because of the economy and not likely ic thinking<br />
of taking on the resftonsibilities of ..airiage.<br />
Because of thes shortage of b'juk men, many black<br />
women feel a great threat from white women as<br />
competitors for bkrk men who are already in short<br />
supply. They also worry that men married to white<br />
women are prejudiced and anti-blac- k. From our<br />
oheen atiens, only a small percentage of such men are<br />
defjniteiy mti-bke- k.<br />
