This k Mtc fifth and Aim! article in a erls about
Social Security pufelkhed asa public service bv this
newspaper.
' There are five times when you should contaet the
Social Security office. Knowing the five time for
action is extremely important. It can mean greater
security for you and your family.
1. Before you get your first job. You iwad a Social
Security card to get proper credit for your earnings.
2. After a death in your family. This is necessary to
find out if survivor's benefits arc payable.
3. When someone in your family it disabled.
Disability benefits under Social Security or SSI may
be payable.
4. When you reach retirement age. Retired workers
covered under Social Security are eligible for full cash
benefits at age 65 or for . sduccd payments al age 62.
Persons should sign up for Medicare two or three
months before age 65, even if they plan to keep
working.
5. Whenever you have a question about Social
Security or need to report a change that affects
monthly benefits.
Tr first step in contacting oocial security should
always be to call the number listed in the white pages of
the telephone directory. Almost al! Social Security
business can be handled ertirely by telephone. Ti.s is a
special service called Teieservicc which helps you save
the time and travel expense required to visit the office.
In a few cases, it may bi necessary to visit the Social
Security office in p;rson. By calling first, however, we
can tell you what you might need to bring with you and
pbssibly save a second trip. The people at Social
Security can tell you how much work you need to be
insured, who can qualify for benefits, how to replace a
lost Social Security card or Medicare care, how to get
a free statement of yrur earnings record, and what
documents you need when you apply for benefits.
Social Security is hzrt to stay. It is a fundamental
part of the social and economic structure of the nation.
It is a dynamic program, however, and will continue to
Change as ii has changed in the past 47 years to reflect a
changing society, almost certainly, changes will be
needed in the future to ensure the financial soundness
of the system. While there is no doubt that the system
will be funded, there are many different ways in which
this can be done. Public awareness and involvement is
needed to ensure that these changes reflect tl.e needs of
the public.
The Lubbock Social Security office provides
important public information services to facilitate the
effective involvement of the public.
The LubbockSocial Security office has a number of
pkmphlets available free to the public which explain
the program. We encourage questions and will provide
speakers to any group that would like to learn more
about the program in general or discuss a specific area
of concern.
One gets into debt by borrowing from
others.
It is not that one does not always havs
the money Jfor a certain item or is unable
to make a performance of a certain
thing himself thai he will become
obligtted to aomeot . else. Many times
it is considered wise to go into debt
ra'" er than invest a large sum c money
purcnaae-or- .
at one time for a major
performance. Such ould be the cu'se
with a mortgage to purchase ? house or
business building; pay a contractor to
construct a building instead of building
the said building oneself. However,
most people get into debt because they
do not hav- - the necessary money or
h vy spent unwisely the money they did
have.
A few of the unnecessary reasons for
debt by business owr-r- s are: (1) do not
make a budget plan for in ome and
expenses; (2) making unnecessary
purcnasta on installment end charges
Unemployment Rate Also Hurts Those With Jobs
. We cannot affora to
continue to follow the
m that says: "A
recession is when the
other guy is out of work,
and a depression is when
unemployment reaches
me..."
Cleirly, the soaring
unemployment rate hurts
those without jobylt
also undetnines the
entire community.
Whenever unemployment
climbs another
precentage point, the
federal government loses
about $25 , billion tax
receipts. "Yet, when this
happens, more revenues
must be spent for
unemployment payments
and for other
so-call- ed
"safety net" programs,
greatly aggravating the
fiscal problem caused by-thloss
of revenue.
The resulting increased
government deficit forces
interest rates higher. This
in turn, keeps the overall
economy sluggish. Under
such conditions,
less willing to
iiffest or hire more. In
fact, they'ookfor ways to
trim costs, which in most
instances means a further
reduction in workTorce.
In past years, when
such a negative economic
cycjj developed, Con-gfe- s'
authorized more
rfevpnues for public
employment, job training
asnJ Unemployment
issfitaiice. However,
uhdaS Rgagan reign,
9onbfs voted the
vbppolro in the current
ftderal budget as well as
in th eones voted this
month by the House and
Vhe Senate to begin
f
'xo
October 1 (fiscal year
1983). The latter are
presently being reconciled
by House-Sena- te
conferees.
That is why clergy
from the district of
Chicago and its surburbs
that I represent recently
lobbied leaders of
Congress for some relief.
If we arc to rebound from
the slump of unemployment,
we must raise a
mass, national lobby for
meaningful job-relat- ed
legislation.
The Black church well
could take . its lead from
Chicago's Clergy Crusade,
under the leadership
of Revc. Claude
Wyatt, N. A. Allen, H.
Brady, James Tillman
and Jesse Cotton.
Also in Chicago
recently, an organization
of the unemployed held a
bonference, out of which
came an ad hoc committer
called "Jobs or
Income'. Now" (JOIN).
Further dark clouds
loom on the horizon. In
the fall, the Comprehensive
Employment and
Training Act (CETA) is
scheduled to expire. By
next winter or spring,
many of those recently
unemployed will have
run ot't of unemplpyment
compensation payments.
The jobless and those
with jobs nc?d to unite in
massing pressure on
Congress to changejithe-fina- l
version of Mhe
federal ,budget for fiscal
year 1983. We still hve
time to force Congress to
respond to the need for
job:., justice and peace.
Depression Doing its Duty
Ignore Inflation
Out of the frying pan and into the fire. Finally
inflation is flickering out. it is suggested by most
leading economist that the end of the era ofnigh
inflation and inflationary expectation is at hand.
Predictions now by some economists take the annual
inflation rate down, as low as. three nereent hnrV tn th
not withstanding inflation is withering as the economic
depression worms its way across the nation,.
U. S. Department of Commerce composite index of
leading indicators continues to decline. Doing a drop1
for ten straight months in a row, rcvealmg how qlusf
acyJinpc of recovery for the economy ir in the
immediate future.
President Regan's $100 billion budget deficit is
expected to damage any tomic turn around
attempt by the economy. Even Republican
representatives and senators sense the stupitity of
standing pat by the President on the bjidget deficit.
Doing something about the budfet deficit now almost
invariably means cutting the defense budget. Big deai.
Democrats and others have been demanding a cut
consistently with no response from President Reagan.
Republicans may have better luck, especially since
some senior Republican senators are up to?
in November when they are out of a job!
H is presumed by even Presidential advisors that a
The soul of the NAACP
By JtUiaa Bead
If all van ttmcrht nf the rMnt NA 4f!P rnnvMiHrvn In Rrtiu
ton wat a quick cut on the evening news, you rr.iseed something.
Even if you heard the stirring speeches by NAACP President
Benjamin Hooks, Sen. Edward Kennedy and former
Vice .'. resident Walter Mondale, as well as the sober call to
action by NAACP Board Chairperson Margaret Bush Wilson,
you may have miseed the heart and soul of the nation's oldest
and largest civil-righ- ts organization.
The real NAACP wasn't in Boston. The leaders were there,
and the board, and most of the New York-base- d staff. Nearly
9,000 NAACP members were there, too from Amarillo,
Texas, and Anchorage, Alaska, and 1,800 other towns and
Jitiec.
The delegates are back home now, revived by a week's
wor .shops and speeches, and by some marvelous victories
that happened to occur during conv ntion week.
On June 29, President Reagan signed into law the extension
of thc 1965 Voting Rights Act. The NAACP had labored
for two years to get that signature.
And on July 1 and 2, the U.S. Supremo Court upheld thc
NAACP position in two stunning legal victories. The first
outlawed an at-lar- ge voting system that discriminated
against blacks in Burke Cotinty, Ga. The second overturned a
state court ruling that held the NAACP liaole fvr damages
suffered by white merchants during a boycott in Port
Gibson, Miss.
Supreme Court victories and successful political action
over the wishes of a recalcitrant president are nothing new
for the NAACP. The organization has achieved these many
times before.
But the true grit of what Hooks calls "Jhe NAACP
movement" wasn't evident until the convention's final
session. That's when the NAACPfamily honored its own with
the presentation of its Thalheimer Awards.
The awards given annually since 1944 recognize the
achievements of NAACP branches from thc smallest to the
largest, from memberships below 250 to memberships
greater than 1,000, from units to the few
branches able to hire a staff.
More important, they answer the questions about what
and where the civil-righ- ts movement is today.
It is in Duplin County, N,C, where nearly 2,000 blacks
have supported a range of NAACP programs that might put
more affluent chapters to shame. The branch helped elect
seven blacks to public office, ran a tutorial program that
reduced failure rates for black schoolchildren and helped
local blacks retail 4,000 acres of land valued at $1.2 million.
The Racine, Wis., branch ended all-whi- te luries in Racine
County. The Trenton, N J., branch counseled Vietnam veterans
and helped remove three prejudiced members from the
local school board. i
The Richmond, Calif., branch negotiated "agreement
against the county's at-lar- ge election system.
The Atlantic City, N.J., equal-employme- branch monitors the nt
performance of the city's casinos. The Kokomo
The Nyack, N.Y., branch investigated complaints of police
brutal.ty. The Monterey Pemnsula, Calif., branch examined
the affirmative-actio- n plan , of local businesses.
The Fa'rfax County, Va., branch is assisting ia a suit
against the local government. The Battle Creek, Mich.,
branch found jobs for 161 black youJis.
The Co-o- p City, N.Y., branch runs a program
without government funds. The Madison Jounty, Ind.,
branch studied local lending institutions and, after discovering
that they were red-linin- g black communities, is helping
to start a credit union.
The Syracuse, N.Y., branch helped to pass local legislation
that provides a If) percent set-asi- de for minority businesses.
And the list goes on and on.
"If we got a membership from everyone we helped," a
branch president said in Boston, "every black person in
America would belong. People curs us until they need us.
"And by the way," he asked, "are you a member & root?
Or are you just a part of the problemT'
The Road to
Heaven
In Romans 3:23 we read "A. have sinned and come
short of the glory of God." The word sin rr nns "to be
without a shire in, thus 'to miss the mark, to fail of
doing." The human race has missed the mark, .namely,
a life lived to the glory of God. Our Lord, in John 14:6
says, "I am the way, the truth, and the life."
The word way could refr to a road or a method or
manner of accomplishing something. The road leading
to a certain place is the method of getting there. Our
Lord is the literal road which a sinner must take if he is
to reach heaven, and Jesus hus becomes the method
by which he is savid. Missing the glory of God is
evidence of the fact that the sinner has not hone in the
right direction, and that shows that he has not been &n
the right roaJ. He has missed the road. To reach
heaven, the sinner must put himself on thfc road to
heaven. Jesus is that road.
The principle of attitude, or
the way yot M about thing ,
also rotnd into play when1
judging fcthers especially
those per&ns who are usually
successful in life have a very
good olikudc or feeling about
themselves. They believe in
themselves, and fsuaHy have a
good mental attitude. They
p&mn to know who they arc,
what they are about, and what
succc&fui person you met
abottt his or her attkude,
especially towards themselves,
and you'll see what 1 mean.
In ""ddkkxi to the proper
found that people tend to
"I just needed to live by myself for awhile."
. , These arc but a few expressions uttered by one or
befh of the mates in a relationship that if joining to an
end. These statements seem to have a common j . mm m nn mm gy to
iem. They suggest that one or both of the mates is in
rcletienshiD for what shehe can - t out of it anH i
not prepared to give anything to the relationship in
ujracr 10 mac ti worK.
An enduring, compassionate, loving relationship
that lasts for a long period of time is far more difficult
to achieve than a relatk nship that lasts for weeks or
months and then fades into nothingness. Practically
anyone can entice a member of the opposite sex to like
himher for a few weeks or months but making a
rehtionsrtip grow and last for years requires care,
planning, understanding, receiving and giving. Such
relationship requires "giving to such an extent that
one cares very deeply about the feelings of the mate
and expresses this caring often.
A friend once said that she knew that she was in love
when she cared more ahout her spouse than she cared
about herself. But, this feeling must be a two-wa- y
street in order for the relationship to endure. The
insecure person who enters a relationship in order for
the relationship to endure. The 'secure person who
enters a relationship for the over-ridin- g nurpose of
obtaining emotional or sexual fulfillment will soom
become bored and frustrated due to the absence (or
less) pi the challenge; complacent and even
- obnoxious. One or both persot.s will soon tire of each
other and obtain fulfillment only when a new
challenging mate is found. It is
mot uncommon for one to search for years to find lhat
one person will soon give love and understanding, bui'
tire of it and resume the tormenting search.
This person may actually chase the loving' mate
away accepting love but rejecting the mate's efforts to
obtain Iqve in return. This is an ideal case of a person
fading goal, tiring of the joy that it can bring and
tossing it aside, then, starching high and low, often
without success, for another pa), of g- - Id. We often
destroy the very thing we heed.
." Deeply imbedded within the hard exterior of each of
isa soft, jridden, individual in need of love but often
foaid, to reveal itselffor fear that it will be rejecfea; If ft
lit :s ever rejected it will be very, very difficult for a
Tpcrson to again find the strength and nerve to express
(ihe soft, inner self that dwells in the depth of o,ur
personalities wanting, but fearing, to unveii iiself.
pnly we really know that it is there but we will widom
jcveal it. After all, isn't it a sign of weakness to let
someone else know how much ve need tOjbe loved?
Yet, the very person who o badly needs to be loved
by someone else is in no hurry to provide the kind,
unselfish love' that, someone else needs. ThisMs
unpuestionably the primary cause of unhappinss and
failur cs in many relationships.
, A young lady once said that when a
very tender moment, shed a tejr, she interpreted that
behavior as weakness and sought to end the
relationship. Wouldn't it have been gratifying if she
had held her mate tightly and said, "I understand." We
reject the deep emotional needs of others but spend
pur live searching for the same thing for ourselves.
Deaj Doctors: In ftpim column oh reasons for
homosexuality you ami the ierm "birth 'defect" is
stigmatizing and is ttrhllar to suggesting', gayt are
sexui! deviants.
Are you saying gays itfe not sexual deviants? Please
clairify D. R, Dallas, Texas
Dear D. R.: We do not th-V- there is enough
supporting evidence to labfjMiomoaexualUy as
sexually deviant Jpchaviar. although there Is
controversy about this issue among psychiatrists, the
officeal position of :the Amerfati Psychiatric
Association is that homosexuality per se is not a
mental disorder. A gay lifestyle is believed to be just
one example of sexual behavior in a wide continuum
of normal sexual activity I
It would not be scientific nor fair to view
homosexuality as sexuaUy deviant merely because
exclusive homosexuals a small percentage of the
population. Gay behavior is not the norm in most
cultures, but t hasfObably existed in most societies
to some decree.
It is possible thy a homosexual himself or herself
may view his or her sexual orientation as deviant Such
individual feci abrToTmal and disturbed. Part of this
feeling is due to societal attitudes and treatment of
homosexuals, when homosexuals are rejected,
discriminated against and stigmatized it is quite likely
that many will come to sje themselves as "sick. "These
internalized feeHngs often create snxicty, insecurity
and depression. As a resjilt, a high percentage of gays
are lonely and have difficult s with alcohol abuse. The
gay community Js --trying to cope with many of these
problems.
There are some gays who do seek psychiatric help
and wish to become heftej-osexual,
at least to some
degree. They want to avoid what they view as an
"abnormal" adaptation. Many, fdTf instance, might
w'sh to marry a member of the opposite sex, raise
children and have a family. From the psychiatric point
of view, these gays are. not comfortable with their
sexual orientation. In psychiatfftf-nomenclatur- e this
disposition is called "eo-dyton- ic homosexuality."
Homosexuals, in general, 4aU into the'same range of
personality types as heBosexuals
Dear Doctor: I retired, 1 became acquainted with a
black woman long enough so that I could speak freely
with her. She was intelligent, good looking and well-educat-
ed.
One day I chanced to remark on the fact that
she never rharried. Seemingly, with some bitterness
And sadness, this woman claimed that she had been
engaged at different times in her life to
high-calib- er,
well-educat- ed black men who were interested in her
jut had encde up marryirtg while women. She Said she
lt her chances of gettinl'married wire slim forthat
reason.
1 felt, from talking with her, thdt she felt white
women were grabbing the cream imong the educated
and successful blacks and leaving the skim milk for the
black women. Since she seemed quite bitter about the
matter I thought 1 might ask iiew prevalent this
problem is fo? black women, or is hers an isolated
view1 D. G.Everett, Wt shington.
Wear D. G.: The experience of this black woman k
not an uncommon one, I'M one that is often
exaggerated. Blat men do marry white women but hi
much smaHer percentages han most people realize.
Although thi number of black men marrying white
women has doubled m the psst few decades, onlv 2 to 3
fcfrcent of married black men are married to white
women. It follows the vast majority of black men ar
married to black women.
Perhaps the most important issue is the general
shortage of available black men. Life expectancy for
bleck males is about 63 years and many die relatively
young. Life expectancy for black women Is abou'i 7e
yeers. In addition, there are many black men injail and
the armed services. Many more are unemployed
because of the economy and not likely ic thinking
of taking on the resftonsibilities of ..airiage.
Because of thes shortage of b'juk men, many black
women feel a great threat from white women as
competitors for bkrk men who are already in short
supply. They also worry that men married to white
women are prejudiced and anti-blac- k. From our
oheen atiens, only a small percentage of such men are
