agencies (NYCHA, HRA, judges, etc.). It was no surprise that so many of <strong>the</strong> individuals in <strong>the</strong> room<br />

were <strong>the</strong>mselves developers and providers of supportive housing, who possessed <strong>the</strong> valuable inter-<br />

disciplinary fluency <strong>to</strong> perform such environmental scans of fragmented systems. Like supportive<br />

housing, <strong>the</strong> initiative alone was incapable of overcoming decades of fragmentation in government. Yet<br />

what emerged was a real governmental movement <strong>to</strong>wards rational and deliberative policymaking, led by<br />

those very agencies that served as ―dramatic indica<strong>to</strong>rs‖ of <strong>the</strong> presence of institutional failures, <strong>to</strong>wards<br />

viewing <strong>the</strong> needs of individuals in <strong>the</strong>ir entirety, and <strong>to</strong>wards picking up <strong>the</strong> pieces of our fragmented<br />

social policy <strong>to</strong> forge a new system that will prevent and end homelessness among people leaving<br />

incarceration.<br />
