1 INTRODUCTION<br />
1.1 Project Background<br />
The IL 47 study area is located in McHenry County extending approximately 4.5 miles from US Route<br />
14 to Charles Road (See Figure 1‐1 for Location Map). The proposed improvements are anticipated to<br />
address geometric modifications, through either widening/resurfacing or reconstruction, to<br />
accommodate existing and projected 2030 travel demands. Under existing conditions, sections <strong>of</strong> IL<br />
47 carry as much as 15,600 Average Daily Traffic (ADT) on the two lane roadway. The corridor is<br />
developed with a mix <strong>of</strong> residential, commercial, and agricultural uses. The study area traverses<br />
Woodstock, <strong>Illinois</strong>. This area is experiencing substantial growth with much <strong>of</strong> the agricultural area<br />
slated for residential or commercial development on the north end.<br />
Given the potential impacts that a proposed improvement could have, the project has been<br />
designated as a Context Sensitive Solutions (CSS) project by the <strong>Illinois</strong> <strong>Department</strong> <strong>of</strong> <strong>Transportation</strong><br />
(IDOT). CSS is a collaborative approach that involves all stakeholders to develop a facility that fits into<br />
its surroundings and preserve scenic, aesthetic, historic, and environmental resources while<br />
maintaining safety and mobility. A Stakeholder Involvement Plan (<strong>SIP</strong>) is critical to the success <strong>of</strong> CSS<br />
principles on a project. The <strong>SIP</strong>, by its very nature, is a work in progress throughout the life <strong>of</strong> the<br />
project, and thus, subject to revision anytime events warrant.<br />
