COUNTRIES: BRIEF PROFILES and IMPORTANT CONTACTS<br />
The Southern <strong>African</strong> Development Community (SADC)<br />
The Southern <strong>African</strong> Development Community (SADC) has been in existence since 1980, when it<br />
was formed as a loose alliance <strong>of</strong> nine majority-ruled States in Southern Africa known as the Southern<br />
<strong>African</strong> Development Coordination Conference (SADCC), with the main aim <strong>of</strong> coordinating<br />
development projects in order to lessen economic dependence on the then apartheid South Africa.<br />
The founding Member States are: Angola, Botswana, Lesotho, Malawi, Mozambique, Swaziland,<br />
United Republic <strong>of</strong> Tanzania, Zambia and Zimbabwe.<br />
SADCC was formed in Lusaka, Zambia on April 1, 1980, following the adoption <strong>of</strong> the Lusaka<br />
Declaration - Southern Africa: Towards Economic Liberation. The transformation <strong>of</strong> the organisation<br />
from a Coordinating Conference into a Development Community (SADC) took place on August 17,<br />
1992 in Windhoek, Namibia when the Declaration and Treaty was signed at the Summit <strong>of</strong> Heads <strong>of</strong><br />
State and Government thereby giving the organisation a legal character.<br />
The Member States are Angola, Botswana, the Democratic Republic <strong>of</strong> Congo, Lesotho, Madagascar,<br />
Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, United Republic <strong>of</strong> Tanzania,<br />
Zambia and Zimbabwe.<br />
SADC headquarters is in Gaborone, Botswana.<br />

ECONOMIC AND COMMERCIAL REPORT<br />
INTERNAL<br />
Economy:<br />
1. The 2005 Ethiopian election aftermath has had negative impacts on the economic<br />
development <strong>of</strong> the country. Businesses have been declining after the election. This is reflected in the<br />
current status <strong>of</strong> the exchange rate between banks and parallel markets. The purchasing power <strong>of</strong> the<br />
birr is declining, and that <strong>of</strong> the dollar is going up rapidly. According to the National Bank <strong>of</strong><br />
Ethiopia, the reason behind this that the transaction between supply and demand has become low and<br />
this led the foreign exchange to be stable. Moreover, it stated that business transaction is very low<br />

after the election. Therefore the gap in the purchasing power between banks and parallel markets has<br />
increased.<br />
Investment:<br />
2. The Ethiopian Investment Commission stated that it had issued licenses to 1,190 investors<br />
with an aggregate capital <strong>of</strong> over 20 billion birr (US$2.3 billion) in last Ethiopian fiscal year<br />
(2004/05). The Commission said the number <strong>of</strong> foreign investors had been steadily growing due to<br />
aggressive promotional activities focusing on sectors on which the country had placed much attention.<br />
The investors will be engaged in agriculture, industry, education, health, hotel and tourism as well as<br />
construction and other sectors.<br />
Loan and Aid<br />
3. The Ministry <strong>of</strong> Finance and Economic Development (MoFED) said that Ethiopia has<br />
acquired 18.13 billion birr (US$2.2 billion) in loans and aid during the last Ethiopian budget year<br />
(July 8, 2004 to July 7, 2005). The country secured 10.13 billion birr (US$1.2 billion) <strong>of</strong> the loan and<br />
aid from multilateral organizations. Most <strong>of</strong> the loans and aid would be used on agriculture, food<br />
security, capacity building, roads, health, education, water development and energy expansion projects.<br />
Floriculture:<br />
4. The Ethiopian Customs Authority has secured 105 million birr (US$12.5 million) revenue<br />
from exported floriculture products in the last Ethiopian budget year (2004/05). The revenue has<br />
more than doubled when compared to last year’s performance. Among the countries which received<br />
the horticultural products, Germany took the larger portion followed by Holland, Middle Eastern<br />
countries and other European countries.<br />
Tourism:<br />
5. The Ethiopian Tourism commission stated that tourism sector has contributed US$100<br />
million in last Ethiopian fiscal year (2004/05). The number <strong>of</strong> foreign tourists in the same period was<br />
210,000 whose number exceeded by 14 per cent than that <strong>of</strong> the previous year. The Commission said<br />
that it has been engaged in aggressive promotion <strong>of</strong> the country’s tourist attractions by taking part in<br />
exhibitions held in eight countries this year and much remains to be done to exploit the country’s vast<br />
tourism potential.<br />
Road Development Project:<br />
6. Responding to the growing demands for improved road infrastructure, the Ethiopian Roads<br />
Authority (ERA) allocated 3.6 billion birr for the coming Ethiopian fiscal year for road building and<br />
upgrading. The Authority announced that it had adopted a new five year action plan to upgrade road<br />
infrastructure in the country so as to build new roads <strong>of</strong> better quality and upgrade and strengthen old<br />
roads. The new program contains “concrete plans” to upgrade 36,500 kilometers <strong>of</strong> asphalt road.<br />
The authority is also ready to improve and repair 348 kilometers <strong>of</strong> main roads in the country and 60<br />
kilometers <strong>of</strong> tributary roads.<br />

Ethiopian Airlines:<br />
7. The national carrier, Ethiopian Airlines, has <strong>of</strong>ficially signed its biggest order to date as it<br />
purchased 10 <strong>of</strong> the world’s most advanced twin-engine aircraft, the Boeing 787, at an estimated cost<br />
<strong>of</strong> US$1.3 billion. The cost <strong>of</strong> the new airplanes would be secured from foreign banks in loans.<br />
Ethiopian Airlines is a major international air carrier and the largest <strong>African</strong> Airline. It has a good<br />
safety record and is one <strong>of</strong> the few pr<strong>of</strong>itable <strong>African</strong> airlines. The airline this year gained a net pr<strong>of</strong>it<br />
<strong>of</strong> over US$35 million, growth <strong>of</strong> 33.5 per cent over last year. EAL also agreed to pay US$10 million<br />
to acquire 24 per cent <strong>of</strong> the shares in Ghana International Airlines.<br />
Addis Ababa <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> and Sectoral Associations:<br />
8. The Addis Ababa <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> (AACC) was re-established with a new name, the<br />
Addis Ababa <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> and Sectorial Associations, at its first general assembly in<br />
September 1, 2005. . Mr. Iyessuswork Zafu was elected first president <strong>of</strong> this newly structured<br />
organization.<br />
Addis <strong>Chamber</strong> International Trade Fair & AGRIFEX Ethiopia:<br />
9. The Addis Ababa <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> announced that the10 th Addis <strong>Chamber</strong><br />
International Trade Fair (ACITF) would be organized under the theme “Quality and Standards in<br />
Market Competitiveness” from February 23 to March 1, 2006 in Exhibition Centre, Addis Ababa.<br />
The trade fair aims at, among others, connecting suppliers <strong>of</strong> new technologies and customers, sharing<br />
experiences among stakeholders, and encouraging local and foreign businesspersons forge closer trade<br />
cooperation. ACITF would exhibit various goods, up-to-date technologies and services from local<br />
and foreign companies. 138 local and 125 foreign companies took part in the 9 th ACTIF. The<br />
<strong>Chamber</strong> also stated that the 2 nd AGRIFEX Ethiopia 1998 Trade Fair that focuses on agricultural<br />
products would be held under the theme “Promoting Market-Focused Products” from 1-5 June, 2006<br />
at the Addis Ababa Exhibition Centre.<br />
EXTERNAL<br />
China:<br />
10. A loan agreement amounting to US$4.9 million signed between the Governments <strong>of</strong> Ethiopia<br />
and China in the month <strong>of</strong> August, 2005. The loan, which is free <strong>of</strong> interest, will be used to finance<br />
projects to be agreed upon through the consultation <strong>of</strong> the two governments.<br />
Egypt:<br />
11. The Government <strong>of</strong> Egypt donated food assistance to Ethiopia worth US$40,000 during<br />
August, 2005. The food aid comprises 35 tons <strong>of</strong> wheat flour, 25 tons <strong>of</strong> rice and 3600 litres <strong>of</strong><br />
cooking oil. Egypt donated food assistance earlier this year to the tune <strong>of</strong> US$60,000 in addition to<br />
medical assistance.<br />
Italy:<br />
12. An agreement between the Governments <strong>of</strong> Italy and Ethiopia to avoid Double Taxation with<br />
respect to Taxes on income and to prevent Fiscal Evasion entered into force in the second week <strong>of</strong><br />

August, 2005. The agreement signed in Rome on April 8, 1997, would be applicable to residents <strong>of</strong><br />
both Ethiopia and Italy. Ethiopia and Italy will also exchange information on how to prevent fiscal<br />
evasion.<br />
Japan:<br />
13. The Ethiopian Roads Authority (ERA) and the Tokyo based Kajima Corporation signed a<br />
contract agreement providing for the construction <strong>of</strong> the 41 km Goha Tsion-Dejen road and the Abay<br />
Bridge at a cost <strong>of</strong> US$45.9 million. According to the agreement, work in the construction <strong>of</strong> the road<br />
and bridge would be launched in September 2005. The project is expected to be finalized in<br />
December, 2008.<br />

EU<br />
14. The Government <strong>of</strong> Ethiopia and the European Union signed a 20.9 million birr (US$2.5<br />
million) grant accord for the implementation <strong>of</strong> various project components in the country’s transport<br />
sector development programme.<br />
BILATERAL<br />
BHEL<br />
15. Bharat Heavy Electricals Limited, New Delhi signed a contract with Ethiopian Electric Power<br />
Corporation (EEPCO) in August, 2005 to construct 230 KV substations in Northern Ethiopia. The<br />
deal includes the designing, supplying, erecting, civil construction and commissioning <strong>of</strong> 230 KV<br />
Nefas Mawchia and Gishen sub-stations. BHEL is also expected to expand the Kotebe sub-station in<br />
Addis Ababa. The completion <strong>of</strong> the projects will see to the electrification <strong>of</strong> 17 towns in Nefas<br />
Mawchia and another 11 towns in Gishen.<br />

Manufactures <strong>of</strong> Metals, Paper/Wood Products, Plastic Products, Rubber manufactured products,<br />
Textiles/Yarns, Cosmetics/Toiletries, Glassware, etc. Commodity wise composition <strong>of</strong> Ethiopia’s<br />
exports consists <strong>of</strong> Raw Hides & Skins, Pulses, Spices, Metal Scrap and leather.<br />

17. The Mission monitored 40 Tenders floated in Ethiopia, conveyed their details to Indian firms<br />
and took follow up action. Trade inquiries from Indian and Ethiopian firms were attended to and<br />

(cables and wires, lamps, lighting fixtures,<br />
chandeliers, MCB, MCCB, and other industrial<br />
equipment.)<br />
Following the expiry <strong>of</strong> the Pre-shipment Inspection Services contracts on 30 th June 2005, the Kenya<br />
Bureau <strong>of</strong> Standards wishes to notify all importers and the general public that it has taken over the role<br />
<strong>of</strong> verification <strong>of</strong> imports with respect to quality.<br />
As from 1 st July 2005,all goods/ products must demonstrate conformity to Kenya Standards or<br />
approved equivalents by evidence <strong>of</strong> Test Report or certificate from an ISO/IEC 17025 accredited<br />
Laboratory or recognized by the International Laboratory Accreditation Co-operation (ILAC) or<br />
preferably from any conformity assessment body recognized by the International Federation <strong>of</strong><br />
Inspection Agencies (IFIA).<br />
Importers should note that the available shelf life at the time <strong>of</strong> entry for products with a defined shelf<br />
life should not be less than 75% for general products and 50% for pharmaceuticals.<br />
All used motor vehicles other than motor vehicles originating from Japan and the United Arab<br />
Emirates (UAE)- Dubai, will be subject to destination inspection. Importers <strong>of</strong> motor vehicles from<br />
Japan and the U.A.E will be expected to present their motor vehicles to Japan Auto Appraisal Institute<br />
(JAAI) in Japan and JAAI/CAAC in Dubai who will inspect the motor vehicles and issue a certificate<br />
<strong>of</strong> roadworthiness, which shall be presented for clearance purposes.<br />
Importers are further advised that Goods/products Imported without the above mentioned certificates<br />
or reports would be held at the port <strong>of</strong> entry, at the importer’s expense, until their Quality is<br />
determined. Goods/products found NOT to comply with the relevant Kenya Standards, will not be<br />
