Since 1999, AMERICORPS AND CHILDREN TOGETHER<br />

(ACT), a program of <strong>Stokes</strong> Partnership for Children, has<br />

been “Getting Things Done” for children in <strong>North</strong> <strong>Carolina</strong>.<br />

ACT combines the AmeriCorps national service program<br />

with <strong>North</strong> <strong>Carolina</strong>’s Smart Start initiative. ACT serves<br />

young children by placing AmeriCorps members in childcare<br />

settings as Early Childhood Education Assistants. The ACT<br />

program was designed to assist with the need for teacher<br />

education and the enhancement of quality childcare, for<br />

children birth to five. ACT does this by: 1) training<br />

AmeriCorps members in child development and early<br />

childhood education; 2) utilizing members as substitute<br />

teachers, thereby providing regular teachers/providers with<br />

release from the classroom to pursue coursework in early<br />

childhood education; and 3) utilizing members as assistant<br />

teachers as a means to reduce the high teacher-child ratios<br />

and provide additional resources to care providers.<br />

The AmeriCorps members receive a modest living<br />

allowance for providing these services, and an Education<br />

Award. As well, the program provides tuition for ACT<br />

members to enroll in college courses and earn NC Early<br />

Choosing Quality Child Care<br />

If you are a parent who is seeking child care for a young child,<br />

choosing quality care is one of the most important decisions you<br />

will ever make for your child.<br />

Some questions to consider:<br />

Is the program licensed by the Division of Child Development or<br />

Nationally Accredited?<br />

Do they have a Star Rating? 1 star facilities meet minimum<br />

licensing requirements. A 2 - 5 star rating means the facility<br />

meets higher program standards and higher staff education levels.<br />

Ask about the training, education and experience of staff.<br />

What is the program’s philosophy?<br />

Do they provide a safe and clean environment that ensures the<br />

health and safety of the children?<br />

Is the staff interaction nurturing, warm and caring?<br />

What is the staff to child ratio? Is it low enough so that there are<br />

enough staff to supervise all of the activities of the children?<br />

Do they provide an age appropriate, fun learning environment<br />

that promotes the social, emotional, physical and intellectual<br />

development of children?<br />

Is there an “open door” policy that encourages parent and family<br />

involvement?<br />

Are there nutritious meals and snacks provided for the children?<br />

• Because there are no physical scars, children exposed to<br />

violence are often forgotten, or even ignored.<br />

• Domestic violence happens in families of all social and<br />

economic levels.<br />

• Domestic violence always gets WORSE, and can result in<br />

suicide or homicide.<br />

• Children are present in half the homes where police are called<br />

because of domestic violence. Some have been abused.<br />

• Children in violent homes feel responsible for the abuse,<br />

suffer constant anxiety or worry about being abandoned.<br />

• They may experience cognitive or language problems,<br />

developmental delay, stress-related physical ailments and<br />

hearing and speech difficulties.<br />

• Boys who witness domestic violence are more likely to batter<br />

their female partners as adults than boys raised in non-violent<br />

homes.<br />

• Approximately 15 states have already passed legislation that<br />

presence of physical violence should affect child custody<br />

decisions.<br />

• Children are either on the scene or directly involved in over<br />

50% of documented domestic violence situations.<br />

• Domestic violence hits ONE in THREE families in our country.<br />

• Behavioral patterns learned by children in violent home<br />

situations affect their daily lives, often the adulthood.<br />

• Children who try to prevent a parent from being battered are<br />

at a greater risk of being hurt themselves.<br />

STOKES COUNTY PRESCHOOLS<br />

The following preschool programs are located within the <strong>Stokes</strong><br />

<strong>County</strong> School System:<br />

• Exceptional Children’s Program: This program serves<br />

children between the ages of 3 and 5 years that have been<br />

identified with delayed patterns of development in one or more<br />

of the following areas: physical, cognitive, communication,<br />

social/emotional, or adaptive development. Eligibility is based<br />

upon guidelines set forth by the NC Department of Instruction,<br />

Procedures Manual for Serving Children with Disabilities.<br />

• More At Four Program: A state-funded program that provides<br />

educational experiences for young children. Eligibility is based<br />

upon *age and income guidelines set forth by the More At<br />

Four Office.<br />

• Title I: A federal-funded program that provides educational<br />

experiences for young children. Eligibility for this program is<br />

based upon *age requirements and academic needs of young<br />

children.<br />

Each classroom is a blended program serving children based<br />

upon the stated eligibility requirements. Pre-K Screenings, which<br />

help determine eligibility, are held each spring across <strong>Stokes</strong><br />

<strong>County</strong>. Public announcements can be found in the local<br />

newspaper, on public radio, and other advertised areas.<br />

*Age requirement: A child must be 4 years of age on or before August 31 of the<br />

The Winston-Salem Children's Developmental<br />

Services Agency (CDSA) is part of a state-wide<br />

early intervention program that serves children with<br />

developmental delays from birth to age 3. Anyone<br />

in the community, including parents, may refer a<br />

child if he is concerned about a child's<br />

developmental skills.<br />

Concerns may include:<br />

• Difficulty learning to sit or crawl<br />

• Toddlers not walking or talking<br />

• Problems with eating<br />

• Medical conditions, including prematurity,<br />

that may affect skills<br />

• Concerns about overall development<br />

The Winston-Salem CDSA offers free evaluations<br />

and, for those who qualify, service coordination to<br />

assist a family with reaching their child's highest<br />

potential. The agency also provides service<br />

coordination to families whose babies need to<br />

remain in the hospital following their birth.<br />
