Historical background/context <strong>of</strong> the <strong>in</strong>itiative<br />

S<strong>in</strong>ce August 2011, an unusual number <strong>of</strong> youth sport<br />

<strong>sexual</strong> <strong>harassment</strong> <strong>and</strong> <strong>abuse</strong> cases around Greece have<br />

received media attention. These cases <strong>in</strong>volved both girls<br />

<strong>and</strong> boys as victims <strong>and</strong> covered a wide spectrum <strong>of</strong><br />

<strong>in</strong>appropriate behaviours exhibited by male coaches<br />

rang<strong>in</strong>g from <strong>sexual</strong> <strong>harassment</strong> to rape <strong>of</strong> multiple<br />

m<strong>in</strong>ors by the same coach. The cases received coverage<br />

that lasted for a few days <strong>and</strong> before long all <strong>in</strong>cidents<br />

had been forgotten.<br />

Two multi-case <strong>in</strong>cidents took place on the isl<strong>and</strong> <strong>of</strong><br />

Crete at the city <strong>of</strong> Rethymnon. A male athletics coach<br />

was accused <strong>of</strong> <strong>sexual</strong>ly harass<strong>in</strong>g two <strong>of</strong> his adolescent<br />

female athletes. Sadly, the coach committed suicide upon<br />

hear<strong>in</strong>g the accusations. Soon after, a male basketball<br />

coach was accused <strong>of</strong> <strong>in</strong>appropriate <strong>sexual</strong> conduct by<br />

two <strong>of</strong> his adolescent male athletes. Upon his arrest,<br />

some 36 – 40 accusations came forward from male<br />

athletes he had worked with; these further accusations<br />

are currently exam<strong>in</strong>ed by the Greek courts. The city <strong>of</strong><br />

Rethymnon was <strong>in</strong> turmoil for over a month.<br />

Alas, <strong>sexual</strong> <strong>and</strong> <strong>gender</strong> <strong>harassment</strong> <strong>and</strong> <strong>abuse</strong> has never<br />

been part <strong>of</strong> the Greek public agenda, <strong>and</strong> today no laws<br />

specific to <strong>sports</strong> are <strong>in</strong> effect for regulat<strong>in</strong>g the<br />

prevention <strong>and</strong> control <strong>of</strong> <strong>sexual</strong>ised violence. The<br />

General Secretariat <strong>of</strong> Sports, which is the primary <strong>sports</strong><br />

stakeholder <strong>in</strong> Greece <strong>and</strong> oversees all competitive <strong>sports</strong><br />

for all ages <strong>and</strong> levels, has yet to adopt any measures for<br />

combat<strong>in</strong>g <strong>sexual</strong> <strong>and</strong> <strong>gender</strong> <strong>harassment</strong> <strong>and</strong> <strong>abuse</strong> <strong>in</strong><br />

sport despite <strong>of</strong> the recent number <strong>of</strong> <strong>in</strong>cidents. In 2006<br />

an addition was made to the Labour Code to <strong>in</strong>clude<br />

“<strong>sexual</strong> <strong>harassment</strong>” as an <strong>of</strong>fensive act; however, this<br />

law concerns only the labour sector (Laws 3488/2006<br />

<strong>and</strong> 3896/2010). Any <strong>sexual</strong> <strong>harassment</strong> or <strong>abuse</strong> cases<br />

<strong>in</strong> sport that reach the courts are adjudicated on the basis<br />

<strong>of</strong> the Greek Penal Code. Moreover, no code <strong>of</strong> ethical<br />

conduct for coaches <strong>and</strong> all <strong>sports</strong> personnel is <strong>in</strong> effect<br />

<strong>in</strong> Greece. Coaches <strong>in</strong> Greece are either empiricists,<br />

graduates <strong>of</strong> physical education <strong>and</strong> <strong>sports</strong> science<br />

departments, or they hold certificates from coach<strong>in</strong>g<br />

cl<strong>in</strong>ics organised by their respective <strong>sports</strong> federation<br />

under the auspices <strong>of</strong> the General Secretariat <strong>of</strong> Sports.<br />

None <strong>of</strong> the five academic departments <strong>and</strong> coach<strong>in</strong>g<br />

cl<strong>in</strong>ics that <strong>of</strong>fer <strong>sports</strong> coach<strong>in</strong>g programmes <strong>of</strong> study<br />

provides education material on coach<strong>in</strong>g ethics or on<br />

acceptable/non-acceptable forms <strong>of</strong> conduct.
