PREsiDENT’s
REPORT
Sally McCarthy
As always, the past 12 months has been busy within College,
with significant progress made on many initiatives old and new,
and undoubtedly even more change in the medico-political
landscape externally.
in April the Council of Australian Governments announced a four hour
National Access Target as part of health reforms for Australian ED.
The New Zealand government had implemented a six hour shorter stays in
ED target in July 2009. in response to these initiatives, the College statement
on time-based targets was developed with wide consultation, and is available
on our website.
leading up to the Australian federal election a very welcome pre-election
announcement by Prime Minister Gillard and Health Minister Roxon
allocated funding to provide additional emergency medicine training places,
to support supervision time for specialists in 129 emergency departments
across the country, plus an additional 10 places to provide training
supervision in the private sector, funding for emergency medicine education
officers to assist in implementation of College’s educational programs,
and for College to administer additional training places, and to develop
educational resources to support the roll-out of non-specialist training
programs across the country.A meeting with representatives from the
Department of Health and Ageing will occur shortly to progress these items.
A planning day was held late in 2009 and considerable progress has been made
across the broad range of priorities identified for further development.
A full report of planning day outcomes and the progress since was included in
the september edition ofYD, available on the College website and i encourage
all Fellows and Trainees to read this, if you have not already done so.
i will mention just a few of the many activities continuing within College
during the year. With regard to Trainees, significant changes have occurred
related to the training program with respect to the delivery of, and progress
through, the primary exam, and changes to requirements for the research
component. The Trainee Committee Chair now has voting rights on additional
committees, and Council is considering this question for itself as well.
Within Council committees and working groups there is increasing engagement
with other Colleges to produce joint policies and position statements, and
more focus on external collaborations in disaster management, and public
health. There is ongoing work on Fellow support resources as well. The Board
of Education has successfully implemented and bedded down the significant
governance changes of some time ago, and has overseen many initiatives to
further improve our training program content and structure. As part of the
continued evolution and fine-tuning of College’s educational activities, the
Training and Assessment ReviewWorking Group will be submitting a report
to Council in November which will provide advice to Council on required
changes to the training program. College has also benefitted from the work
of the Educational Advisory Group this year.Administratively, i am sure all have
welcomed the move to electronic means of communication rather than paper,
which now extends to almost all correspondence.
i reported last year that work was continuing on development of educational
programs for non-specialist doctors practising emergency medicine. i am now
able to report that the pilot of the Emergency Medicine Certificate six month
course has commenced in a number of EDs in Australia.A successful Course
in Clinical supervision for Fellow supervisors for the pilot was recently held
at College, and it is planned to conduct this course
regionally in future. The pilot will be evaluated by
external experts, and feedback incorporated into
future courses.Work to finalise the Diploma course
is underway, with the involvement of key stakeholders
including RACGP and ACRRM.
College contribution to the broader medical
environment continues principally through our
involvement in CPMC and other stakeholder
committees.The health workforce, and the
inextricable link with training, is currently occupying
federal government and other stakeholder groups.
There has been consultation on a national
competency based framework for the health
workforce, and discussion regarding simulated
learning environments for training.
With commencement of national registration in July,
the focus has been on finalising accreditation, and
specialist recognition, arrangements.
i attended the iFEM Board meeting at the very
successful iCEM in singapore this year. unfortunately
i was unable to attend the recent meeting in
las Vegas, where Peter Cameron took the chair as
iFEM President for the first time. ian Knox continues
in the role of Treasurer, with ACEM providing the
secretariat through Carol Reardon.
i would like to mention the resignation of Debra
O’Brien as Censor-in-Chief of the College from
November this year, and record my thanks for her
unstinting hard work, attention to detail, and drive to
have the best training program possible, as evidenced
by her wish for College to not only fully meet, but
stay ahead of AMC requirements. Debra will have
held this position for the past three years, during
a time of significant change in the structure of the
then Board of Censors to the Board of Education,
and has overseen the transition of the Board and its
committees tirelessly and enthusiastically. Deb will
continue to contribute in her role as Examiner, and
i know all join with me in thanking her, and wishing
her the best for her future endeavours.
Once again, i am very thankful for the hard work and
dedication of our College staff under the leadership
of Jenny Freeman. The smooth conduct of all College
processes, and their ability to incorporate new
initiatives and changes continues to be impressive.
it is an honour to serve the College as President,
and i thank you all for your support.
HONORARY
sECRETARY’s REPORT
Anthony Lawler
As to be expected in an Australian election year, especially with
an election that seemed to start some months before polling
day and continued some weeks thereafter, health featured
prominently in the public discussion space.Appropriately,
emergency medicine had its place firmly at the forefront at
these discussions.
Following on from the success of the access block summit in september
2008, there was much focus federally on initiatives intended to address
resourcing and access issues in Australia’s emergency departments.
The Rudd Hospital Reform process shone the spotlight on the adoption
nationally of the ‘4 hour target’.While this has been variably taken up over
the country, and while each Fellow and trainee will have his or her own view
on it, the College has been active in clarifying its view on the initiative,
and has made clear that time-based indicators should feature as a part of
a suite of system-wide indicators related to access. in addition, any move
to a time-based indicator should be applied only when clinically appropriate
on a patient-by-patient basis.The development of the College’s statement
on this issue was a good example of the capacity of ACEM to reflect a broad
range of views, with discussions involving Council, Faculties, various College
committees including the Trainee Committee, and Fellows leading local
implementation projects.
The College’s statement can be found on the College’s easily navigable
website – as can all of the College’s policies, publications, statements and
governance information.
This year has also seen a number of innovations in the provision of
emergency training, many of which will be addressed elsewhere in this report.
There was no Winter symposium this year, owing to the iCEM being held
in singapore. The 2009 Annual scientific Meeting, held in Melbourne in
November, was an outstanding success, with over 800 registrations.
it explored several initiatives, including the provision of the meeting handbook
electronically and the purchase of carbon credits to offset the impact of the
meeting. Congratulations to the convenors and organising committee for
such a successful endeavour.
in order to integrate more effectively the functions of the faculties and
‘head office’, and more importantly to provide a support resource for faculty
officials when issues of national relevance impact locally, the role of Honorary
secretary will be expanded to encompass the function of a Faculty liaison
Officer. it is envisaged that this will complement the provision by the College
of administrative support for Faculty Board activities.
As a result of the continued growth of the College, and due to some
resignations, we have been pleased to welcome the following new staff
members during the year: Helen Kaminski, Jane Macaulay, suzi Taleska, Hydie
Pallier, Freda ligaras, Katherine Ebbs, sarah McArthur, and Carol Reardon.
Jackie King, Myra Karantzas, Helen Cooper and sarah smith have gone on to
other things and we thank them for their contribution. On behalf of Council
i would like to acknowledge the commitment of all staff members of the
College and of the Fellows, trainees and committees that that they support.
i would also like to note the resignation of
Debra O’Brien as Censor-in-Chief of the College
which will take effect from November this year.
We wish her the best and extend our thanks for
her massive contribution.
The work of the College would grind to a halt
without the dedicated contribution of Fellows
and trainees across Australasia. individuals who all
have full enough plates with their own clinical load,
administrative, research or teaching work, and study
give further of themselves to assist in ensuring the
highest quality training, robust clinical standards and
sound system reform.
i would like to end this report with a heartfelt note
of thanks to all Fellows and trainees who give of their
own time, in many capacities, to the advancement of
emergency medicine in Australasia through the
activities of the College.ACEM has a role as a training
and standards body, but is also seen as the preeminent
body advocating the provision of emergency
care in Australia and New Zealand.
HONORARY
TREAsuRER’s REPORT
Andrew Maclean
i am pleased to report this year that the operating result shows a
strong surplus of $1,597,851 and net assets have now increased
to $12,555,826 ($10,680,936 in 2009). it is pleasing to see the
College in such a sound financial position.
The surplus is up from $956,798 in 2009 and reflects the fact that the year
has largely been one of consolidation following the very significant increase
in staff, the finalisation of the new premises and the effect of the Global
Financial Crisis on the previous year.
in reviewing the income and Expenditure Account there are increases in
costs associated with the rise in activity within the Council and Board of
Education Committees and conducting of courses, which was to be
expected. However, savings can be seen in other areas such as printing,
postage and stationery due to the introduction of electronic mailing.
Venues to cater for the increased size of the Primary Examination were
sourced early for this year and as a result significant savings were made in
that area. Also, it was noted that there had been some difficulty with the
allocation of exam expenses in general during the somewhat turbulent staff
changes in the last financial year, and it would appear that some of the costs
associated with the Fellowship Examination were allocated to the Primary
Exam codes which distorted the 2009 figures.
The iT requirements of the College have been reviewed recently and a report
will be delivered to Council in November. it is expected that additional funds
will be expended in this area in the coming year. Work has commenced in
this area with a full upgrade to the server and associated hardware being
recently completed. Additional significant expenditure over the next financial
year is not expected.
The College is clearly in a very sound position which will allow future
development without financial impediment.
My thanks to Mandy strates, for her diligent work as Bookkeeper and
to the staff at Headquarters for their support.
Andrew Maclean, Honorary Treasurer

CENsOR-iN-CHiEF’s
REPORT
Debra O’Brien
it has been a very busy year and i would like to start my report
by acknowledging the wonderful work and support of members
of the Board of Education and its committees.
The BOE and each of the Committees has had a very productive year and
information about the work completed and work underway within each of
the committees is contained in the Board of Education committee reports
that follow my report.
At the strategic Planning Workshop in November last year, it was agreed
that the main focus for 2010-2011, would be to review the existing training
and assessment program to better identify learning objectives for trainees
as they move through their years of training, and to adjust the methods of
assessment where necessary. The aim is to enhance the current curriculum,
highlight potential gaps, achieve optimal clinical competence and, it is
anticipated, build on the existing syllabus.
To assist in this a Training and Assessment Review Working Group (TARWG)
was established early this year and they are well underway with their task.
The first full report of the TARWG will come to the Board of Education for
consideration at the November Board of Education meeting.
Also at the planning workshop, the recommendations from the AMC
accreditation were again reviewed, with the remaining requirements being
identified for action. The majority of the recommendations had either been
actioned or are currently underway and a number of those remaining form
part of the training program review.
A further initiative was to develop an Educational Advisory Group.
Appointed in February this year, the EAG, whose members have educational
qualifications or a particular interest in education, and or an interest in iT,
has been formed to provide advice to the Board and to the Director of
Education on matters under consideration. The group’s first task has been
to provide advice to the TARWG. The College is fortunate to have many
Fellows with a strong interest in education and they represent a very
valuable resource.
Director of Education
The Director of Education,Alana Killen, has been co-ordinating the Training
and Assessment Review Project and my thanks to her for all she has done
in this area.Amongst other tasks,Alana has involvement in the delivery of
the DEMT Course, held an MCQ writing and review workshop in March
and a further workshop on standard setting for representatives of the exam
committees is planned.
Online Training Assessment
The major addition to the OTA during the past year was the addition of
the Trainee Term Feedback form. This form provides feedback from the
trainee on their term and is completed prior to completion of the iTA.
At the completion of each year, de-identified information will be fed back
to the DEMT and the director of each department, along with de-identified
comparative data in regard to hospital performance.Trainees will also be
providing feedback on their non ED terms.
DEMT Course
The Basic and Advanced DEMT Courses have been
run during the past year. The faculty who deliver
the courses are again to be congratulated on the
consistently high quality of the courses and the
energy and enthusiasm with which the material
is delivered. We all know a little more about our
personality type thanks to Bob Dunn’s Myers-Briggs
sessions. The DEMTs have a very important role in
the College and it is pleasing to be able to provide
some support to them through these initiatives.
Trainee Committee
The Trainee Committee, through the Chair, continues
to provide valuable input to the Board meetings and
to the Committees on which they are represented.
My thanks to shane George for his excellent input
as Chair this year.
Election to Fellowship
were elected to Fellowship since the last Annual
Finally, my thanks to all those who have contributed in so many ways during the
year. To the Censors and Deputy Censors, the members of the Committees
and their subcommittees, to the Court of Examiners, the Adjudicators and
those who have attended accreditation visits and delivered DEMT Courses.
it is indeed a vast number of Fellows involved in the delivery of all the elements
that make up the training program. As a College we are so fortunate to have
their collective dedication and skill enabling the provision of such high quality
training, education and assessment.
i would like to pay particular thanks to James Taylor and to ian Rogers.
James retired as Censor for Victoria in November last year, completing three
years as Censor and six years as Deputy Censor. On his retirement
as Censor, James was also the Chair of the Overseas Credentials Committee
– a role he has continued to hold during this year. He continues to hold
positions on the Accreditation Committee and the Adjudicator Panel.
His contribution to the Board over so many years and his unfailing support
for the trainees and their welfare as Censor and Deputy Censor was
exemplary. We are pleased to have his continued input as Chair of the OCC.
We are pleased to welcome Ruth Hew to the position of Censor for Victoria.
ian resigned his position as Censor for Western Australia and Chair of the
Examiners Committee in March and continues as a Peer support Examiner
and a member of the Adjudicator Panel. ian has held many positions over
many years including Censor, Chair of Accreditation, Chair of the Fellowship
Examination Committee and member of the Court of Examiners. To all these
roles he brought his attention to detail, his clear thinking and his enthusiasm
and energy. His contribution to the Board over so many years is much
appreciated and highly valued.
We are pleased to welcome Yuresh Naidoo to the position of Censor for
Western Australia and Di King as Chair of the Examiners Committee.
Finally, many thanks go to Jenny Freeman and the many members of staff
who support the work of the Board and its Committees. Their patience and
diligence make it all possible. The expansion of the headquarters at Jeffcott
street, has meant that we have been able to bring on board additional staff
to help keep pace with the rapid growth of our College. The extraordinary
knowledge of the longstanding staff members is so vital and is now being shared
and passed on to new staff. We are indebted to Jenny’s extremely capable and
dedicated stewardship through this period of great change.
This will be my last report as Censor-in-
Chief as i have decided to step down from
the position at the end of this year.
it has been an honour to serve in this
role for the past three years and to
contribute to the Board of Censors/
Board of Education for 10 years. i feel very
fortunate to have been able to work with
the many Fellows who give so generously
of their time and expertise to the
specialist training activities of the College
and i look forward to continuing my
involvement on the Court of Examiners.
Best wishes
BOARD OF EDuCATiON
COMMiTTEE REPORTs
Accreditation
Committee
This past year has seen the Accreditation
Committee continue to undertake work
to streamline the accreditation process
for emergency department and special
skills terms.
With respect to the structure of the
committee, we welcomed Robert Day and
David Ward as new members and James
Taylor took on the role of Deputy Chair.
The committee, with the aid of Regional
Censors, Deputy Censors, DEMTs
and Fellows, completed 20 emergency
department inspections and 18 special
skills term inspections in the last
12 months.There are currently 113
emergency departments accredited for
training and 51 special skills terms
available for trainees across Australasia.
The committee would like to thank all
Fellows who have provided their time to
serve in accreditation inspection teams.
From an administrative perspective, the
committee has taken over from Credentials
the role of assessing all Category C
special skills term applications.This will
allow a more consistent approach across
all categories of special skills terms. New
criteria have also been generated with
respect to paediatric logbook accreditation.
The creation of Rural Health special skills
terms and the inclusion of CiCM accredited
Basic Training intensive Care units to satisfy
the critical care component of training, have
provided additional training opportunities
for trainees.
Finally, i would like to express sincere
appreciation to Kirsty MacDowell of the
College office for her considerable efforts
in facilitating the work of the committee.
James Collier, Chair
Credentials Committee
2010 has been another busy year for the
Credentials Committee.The change in
the ACEM Board of Education structure
to form the Credentials Committee has
proved most fruitful. Rather than being
time pressured and only able to consider
urgent matters, the committee has
been able to examine its practices and
undertake some strategic planning.
The main thrust of this planning has been
to develop procedures and policies to
allow the committee to make rulings in
a transparent and consistent fashion.
Two major advances in this area have been
the introduction of clear leave guidelines for
trainees and the introduction of a process
for managing poorly performing trainees.
Previously, trainees who were performing
at below expected levels could be handled
in a variety of manners.A clear, published
guideline now exists to inform all ACEM
members and ensure trainees are supported
and managed in a consistent fashion.
2010 has seen consolidation of the OTA
program.The on-line process has been
embraced by the majority of trainees and
DEMTs.This has allowed a streamlining of
credentials processes and contemporaneous
updating of trainee records.
As Chair, i am indebted to liv Cameron
and the rest of the ACEM secretariat for
their tireless efforts. liv’s attention to
detail and her vast corporate knowledge
of ACEM processes are invaluable to the
smooth running of the committee.
Michael Bastick, Chair
Examiner Committee
in March 2010, ian Rogers resigned as
Chair but has continued on the Court
of Examiners as a Peer support Examiner.
i would like to thank ian for his valuable
contribution in setting up the Examiner
Committee (EC).
The EC continues to develop into its new
role.Three new members were appointed
in July – Bob Dunn, Bernard Foley and
Jenny Brookes and these members will
participate in our meeting in October.
The annual appointment of new examiners
continues, with orientation occurring at
the first primary exam of the year.
The appointment process for 2010 has not
yet been completed but interest from the
Fellows continues to be strong. Examiners
appointed to the senior Court in 2010
were Peter Aitken, Bernard Foley,
Wayne Hazell, Debbie leach,
lindsay Murray and Kim Yates.
High numbers of examiners continue
to be required for both primary and
fellowship exams and the EC aims to
maintain required examiner numbers,
provide ongoing opportunity for Fellows
to participate as examiners, and maintain
adequate experience and mentoring
capability within the Court.
The EC this year has been focussed on
strengthening the feedback to trainees
with the dissemination of a Feedback
Package to Examiners, Censors and
DEMTs which provides ‘best practice’
practical advice in providing feedback
specific to the examination process for
trainees. This has been very well received.
Work is also underway to develop a
system to improve the consistency and
transparency of the fellowship written
paper marking for the sAQs and the VAQs.
Fellowship Examination
Committee
The Fellowship Examination Committee
(FEC) has continued its efforts to
set exit examinations that assess a
broad range of relevant and important
curriculum topics reflecting contemporary
emergency medicine practice. increasingly,
our subcommittees have adopted the
continued
in preparing the written sections, which
shows promise for facilitating question
development with enhanced security.
Further work has progressed the standard
setting and quality of the MCQ database,
with one result of this being a move to
four distracter items in 2011.
The clinical examinations ran smoothly
in Brisbane and Canberra in 2009/2010
and were excellently coordinated at all
sites involved. My thanks go to all site
coordinators and their teams.
During 2010, a much improved process for
feedback to unsuccessful candidates has
been introduced, which we anticipate will
aid these trainees in subsequent attempts.
Finally, i wish to thank the hard working
Chairs and members of each of the FEC
Committee (MOPS)
2009/2010 has been an interesting year
for the MOPs Committee, but 2010/2011
promises to be much more interesting.
The committee’s activities this year
have focused around the usual role of
management of the MOPs program,
monitoring compliance with the program
and performing audits of Fellows’
MOPs returns.
We are pleased to report that Fellows
are maintaining a compliance rate with the
program that is effectively 96.8% (including
Fellows who have currently been approved
for exemption from the program).
We would like to note quite clearly that
compliance has become a requirement
for ongoing specialist registration with the
new Medical Board of Australia, and that
there are ongoing issues to be addressed

since its inception in 2006, over
200 FACEMs and senior registrars have
participated in an ACME Participants’
Course.Approximately 50 fellows have also
completed the ACME Facilitators’ Course.
Course demand was strong during the
2009/2010 year and most courses were
fully subscribed. While some of this
demand came from senior registrars,
the majority of participants were
FACEMs. some courses were oversubscribed,
resulting in a need to waitlist
prospective participants or refer
them to alternative centres. interest in
conducting ACME courses in New Zealand
and Western Australia is strong with a
number participants coming from these
regions. Recent ACME courses saw the
participation of senior registrars alongside
Fellows for the first time. All agreed
that this was a positive experience and
feedback from participants continues to
be very good in general terms.
subcommittee members are in the final
stages of reviewing and editing the content
and structure of the course based on
their experiences, participant feedback
and evolving medical knowledge. it is
envisaged that these changes will be
implemented in 2011.
i would like to acknowledge Tim Gray
and other subcommittee members for
their work prior to my involvement with
the subcommittee and for their
continued assistance.
Overseas Credentials
Committee
The Overseas Credentials Committee
(OCC) has been a separate committee
of the BOE for 12 months. The majority
of the processes have been streamlined
to allow decisions and recommendations
to be made online. We aim to have all
applicants interviewed and reviewed
within three months.
To ensure reliability and accountability
of OCC recommendations, our interview
panels regularly include a Fellow from the
applicant’s intended state or country.
in addition ‘cross Tasman’ representatives
have been included to ensure
comparability between Australian
and New Zealand panels.
The OCC has revised the structured
Reference to set the benchmark as
‘substantially equivalant with a newly
qualified Australasian Fellow’. it has also
established guidelines regarding suitability
of specialists in Training (siT) and Area of
Need (AoN) positions. in essence, only
applicants from countries with recognised
training programs, which are members
of the international Federation for
Emergency Medicine (see iFEM website)
will be considered for these positions.
The OCC has continued to expand
its activity and has overseen a record
number of applicants.Twenty-two new
OTs applications have been received to
date and we expect to have processed
approximately thirty by the end of 2010,
plus siT and AoN applications.
The OCC would like to thank the
members of the interview panels for
their support. in addition we recognize
the efforts of those Fellows who have
provided structured References during
the year.
i would like to congratulate Peter Ritchie
on his appointment as Deputy Chair of
the OCC, and thank Corinne Millane for
her valuable assistance in supporting the
committee.
Primary Examination
Committee
2010 has been a challenging and busy year
for the Primary Examination Committee
(PEC). At the annual workshop in February,
the changes to the syllabus brought about
by the curriculum review in 2009 were
consolidated by extensive revision of the
MCQ examination bank. Members of the
PEC attended an MCQ writing workshop,
run by Alana Killen at the College, aimed
at increasing the level of expertise in
question setting. As a result, we have seen
an increased emphasis on making the basic

sciences accessible to trainees with clinically
framed questions where appropriate.
The growing numbers of candidates
presenting at the primary examination
(over 450 at the latest 2010/2 exam) has
been recognised as creating unsustainable
logistical difficulties. Plans have been
developed to administer the MCQ
component of the exam as a regionalbased
on-line examination, with selective
invitation to the subsequent Viva for
potential pass candidates.The first
examination of 2011 will see these
changes implemented.
The PEC contributed a submission to
the Training and Assessment Review
Working Group and looks forward to
the outcome of this review. We have
developed closer links with the Fellowship
Examination Committee, streamlining
processes where applicable, and have
participated in the Examiner Committee
and Board of Education. late 2010 will
see PEC involvement in a standard setting
workshop at the College.
On a personal note, i will be relinquishing
the Chair of this committee at the end
of the year and wish to thank all the
committee members, especially the PEC
Executive, for their hard work. i have no
doubt that under the leadership of David
lightfoot the committee will continue to
develop in innovative ways. My final words
must be to thank the College officers
and in particular Dee Reynolds, a pillar of
strength and wisdom in PEC matters, with
whom it has been a pleasure to work over
these years.
Trainee Research
Committee
This has been another dynamic year
for the TRC.The alternative pathway to
satisfy the College’s research requirement
has been successfully established with
approximately 25% of trainees choosing
this option and 27 subjects from
11 universities accredited thus far.
A meeting of adjudicators will be held in
November aimed at further improving
the standard of adjudication of TRPs.
An important part of this will be orienting
adjudicators to the minimum criteria for
a TRP - the standard that all TRPs will be
judged against from January 1 2011.
There has been a 50% increase in the
number of trainees who will complete
the research requirement this year and
as a result of this increased workload,
Kirsty MacDowell has had to hand on
her role as the College officer for the
TRC to concentrate fully on assisting
the Accreditation Committee. On behalf
of the TRC, i would like to thank Kirsty
very much for her enthusiasm, good
humour and hard work for the TRC since
its inception a few years ago.We are
fortunate, however, to be able to welcome
Freda lisgaras as the new College officer
for the TRC and are sure she will also be
a valuable asset to the TRC.
Finally i would like to thank all adjudicators
for their important work in helping the
development of research skills in our
Fellows, and the members of the TRC
for their considerable and intelligent
commitment to the working of the TRC.
Bob Dunn, Chair
Trainee Committee
The past year has once again seen a very
busy Trainee Committee.We have had
increased involvement with all relevant
committees of the College, and have
welcomed the proactive involvement
of trainees in all relevant areas of
College business.
Trainees have embraced the training and
assessment review process with a large
number of submissions to the review from
trainees, as well as the group submission
from the Trainee Committee. As a group
we look forward to the outcomes of this
process and the resultant improvements in
the emergency medicine training program.
The planned 4-hour national access target
continues to worry trainees with the
potential for adverse effects on training
and patient care if not implemented for
the right reasons and with the engagement
of the profession.The Trainee Committee
has been involved in the formulation of the
College position on the targets and looks
forward to further involvement as the
targets are implemented and evaluated.
The Trainee Committee would like to
sincerely thank Virginia Cunsolo for
the support, guidance and time she has
provided the committee as our college
officer over the years.
i will step down from the position of
Trainee Committee Chair in November
this year. i would like to thank all the
members of the committee for their work
and support over my term as chair and
wish Andrew Perry all the best as he takes
on the role. Thanks also to the Board of
Education and Council for their support
over my term as chair.
COMMiTTEE REPORTs
continued
Joint Training
Committee for
Paediatric Emergency
Medicine
2010 has been a year of consolidation
for the JTC-PEM as the ACEM-RACP
partnership continues to grow and
strengthen. Paediatric emergency medicine
is now viewed as a serious career choice
among emergency trainees.
Trainee numbers have remained relatively
static throughout 2010. Currently, there
are approximately 50-60 trainees training
in paediatric EM under the JTC. Of these,
60% are RACP stream and 40% are
ACEM stream.
The recent year has seen the ACEM and
RACP streams grow closer together.
ACEM has adopted a similar policy
to RACP, which will now allow post
FACEM training in paediatric emergency
medicine under the JTC.To align with
their ACEM stream counterparts, RACP
stream trainees have also been granted
permission to satisfy their formal project
requirements via an alternative pathway
(ie. university short courses, etc.).
RACP has undertaken a major review
of advanced training for all of its subspecialty
programs with the results
recommending some significant changes
for advanced trainees, including the
introduction of formative assessments.
These changes will be introduced in
2011.This has meant a busy time for the
JTC, as the entire paediatric emergency
medicine curriculum required revision to
accommodate for the proposed changes
in assessment.This process is nearing
completion and it is hoped that the
curriculum will be released shortly.
2010 has seen the chairing of the
committee revert to the RACP
representatives. Peter Barnett will chair
the committee until April 2012.
COuNCil COMMiTTEE
REPORTs
Constitution and
Regulations Committee
Following the revision of the
Constitution of the College overseen
by my predecessor,Anthony lawler,
the Constitution and Regulations
Committee has commenced an extensive
review of the College’s Regulations.
several amendments to the Regulations
have already been endorsed by Council at
its most recent meeting in July 2010, but
there is still a significant amount of work
to be done.
in addition, given the dynamic nature of
the College and the need to regularly
review the Regulations, processes have
been put in place to ensure that we are able
to promptly respond to the needs of the
College and incorporate decisions of the
various committees into the Constitution
and Regulations in a timely fashion.
A needs analysis is being undertaken,
particularly with regard to faculty
regulations, special interest group
regulations, the development of
regulations relating to subcommittee
structure and tenure of the Board
of Education and the review of
communication regulations in light of
the move to electronic communication.
The committee is also currently reviewing
its Terms of Reference and this will be
brought before Council.
i am indebted to Jenny Freeman,
liv Cameron and the other committee
members for their support and advice.
AlanTankel, Chair
Private Practice
Committee
The Private Practice Committee (PPC) has
three main agenda items on its workstream:
Role Delineation for Private EDs
With standards Committee revising
the role delineation document, it was
agreed that there would be separate role
delineation for private EDs, recognising
the fact that private EDs operate under
different organisational conditions.
A draft document has been developed
and is undergoing further refinement, prior
to presenting to the standards Committee
and Council.
Private ED involvement in National
Termset Project
As some FACEMs may be aware, the
Department of Health has developed
a standardised national termset for
presenting problems and diagnosis.The
termset is to be pilot tested in a few
public EDs around the country prior
to being rolled out. it was felt that the
termset should also be piloted in at least
one private ED. However, there was
little enthusiasm from private hospital
CiOs, nor funding to allow this to occur.
The PPC will continue to watch the
development of the termset.
CMBS Items & Descriptors
The recent Medicare schedule has revised
the CMBs descriptors. it appears that this
has occurred without consultation. PPC
intend to review this in more detail and
prepare a response for the HiC.
The issue of inadequate CMBs rebates
is also on the agenda. However, with
the current government there is little
sympathy towards a review of these rates.
Yusuf Nagree, Chair
Public Health
Committee
The Public Health Committee (PHC) has
continued work on policies and statements
relevant to emergency medicine. Policy
statements currently under review and
submitted to standards are: statement on
Early Access to Defibrillation; Policy on
Early Access to Defibrillation for Cardiac
Arrest in Healthcare settings; Policy
on immunisation in EDs;The Policy on
Domestic and Family Violence .A draft
policy on heatwave is in the final stages
of development prior to submission
to standards.
The engagement of speakers and
finalisation of topics for the ACEM Annual
scientific Meeting 2010 - ‘Emergency
Medicine and Public Healthcare Planning
and Policy’ is complete, with excellent
local and international speakers presenting
on public health and disaster medicine.
Contact has been made with the Public
Health Association of Australia (PHAA)
regarding the development of joint policies
and statements. Discussions are ongoing.
Both the PHC and DsC made submissions
to the Training and Assessment Review
Working Group (TARWG) to ensure
that public health and disaster will be an
important part of the revised training
program.A submission was also made
to the iFEM curriculum development
committee to include public health, and
this was supported and adopted.
We are hoping to take a more proactive
role in the future by developing web based
public health bundles, which would contain
information and links for Fellows to access.
The first bundle we are working on is the
heatwave information.
Diana Egerton-Warburton, Chair
Disaster Subcommittee
The Disaster subcommittee (DsC) has
had an active year with many tasks either
completed or continuing to progress.
The Disaster Working Group’s paper
‘ED surge Capacity: Recommendations of
the Australasian surge strategy Working
Group’ has been published by Academic
Emergency Medicine. There has been a
positive reception to the paper and the
group is looking into the possibility of
development of a surge Action Card.
Contact has been made with iFEM about
the development of linkages between
Disaster Committees in various member
nations to aid future collaboration and
sharing of learning and experience.

COuNCil COMMiTTEE
REPORTs continued
A Disaster Medicine session has been
organised at the 2010 ACEM Annual
scientific Meeting in Canberra, with
the generous support of the organising
committee.This promises to be both
interesting and informative.
Members of the subcommittee have been
part of an NHMRC funded review of the
impact of H1N1 on Australian emergency
departments.A number of other research
activities, in early stages of development,
are underway.
The subcommittee has reviewed a
number of College Policies, including:
‘Hazard Material Responses Plan: staff
Participation’;‘Disaster Medical services’
and ‘infectious Disease and Biohazard
Exposure in the ED’.
The subcommittee has also drafted a
College position statement on manmade
climate change and potential for disasters
for consideration by Council, and
supported in principle a proposal from
the Chair of the ANZCA Disaster
Response Executive to explore the
possible establishment of a frozen blood
and blood products capability in Australia.
Bruce Bartley has been appointed as Deputy
Chair of the Disaster subcommittee.
Peter Aitken, Chair
Rural and Regional
Committee
The work of the Rural and Regional
Committee continues and we acknowledge
the contribution of the previous Chair,
liz Mowatt. We have met by teleconference
and will be assembling from far
and wide for a face-to-face meeting at the
College in October.
During the year, the main point of
discussion has been the implementation
by ACEM of a Certificate in Emergency
Medicine for non-specialists, which has
the support of the committee. This should
help consolidate ACEM as the leading
provider of non-specialist training in
emergency medicine across Australia
and New Zealand.
The issue of encouraging and supporting
trainees to spend time in a rural or regional
emergency department remains a priority
for the committee as a way of ensuring
that a broad spectrum of experience is
available to ACEM trainees. The casemix and
experience available in these departments
will be quite different to that available to
trainees in larger metropolitan emergency
departments.Work is underway with the
BOE to look at ways of supporting trainees
spending training time in rural and regional
emergency departments.The various
regional health departments all have
different views on how best to encourage
trainees from all specialities to work in
rural and regional hospitals, and Di Badcock
has been working with the Department of
Health inVictoria in this area.
The new federal program: Rural Health
Continuing Education (RHCE) is now
underway with expressions of interest
submitted to the program.The committee
has participated in the planning for this
program on behalf of the College, and
looks forward to support being allocated
to some of the proposed programs.
The annual ACEM Fellow information
sheet now includes the option for
Fellows to identify themselves as a rural
or regional practitioner and it is hoped
this will allow more Fellows to become
involved in the work of the committee.
We will also be looking at other ways of
continuing to promote rural and regional
emergency medicine through the ACEM
website and the trainee newsletter.
Recruiting and retaining a rural workforce
remains a big challenge which has been
made more challenging following the
introduction of the new APHRA process
mid year! Hopefully, the system will ‘bed
down’ quickly and we can all realise the
benefits of a national registration system.
Niall Small, Chair
Scientific Committee
Perhaps two of the committee’s most
significant achievements this year have
related to College endorsement of
externally generated documents. The
National stroke Foundation Guidelines
2010 and ANZCA’s Procedural sedation
Policy are both now co-badged with
ACEM. This came about after extensive
consultation and discussion and i feel
the views of FACEMs are now well
represented in those areas that relate to
our practice and had generated, at times,
significant controversy.
A large, ongoing body of work relates
to oversight of the College’s scientific
Meetings, representation on external
bodies and review of a wide range of
documents.
The Committee is also undertaking a
review of the guidelines for the conduct
of scientific Meetings. This is partly a
routine review of an ageing document,
but also aims to address recent points of
discussion. in particular, the relationships
with industry, keynote speakers, meeting
profits and conference organisers are
being addressed to reflect the current
views of Fellows.
Once again, i would like to thank the
Committee members for their invaluable
time and contribution to another very
productive year.
REPORTs continued
Emergency Medicine Clinical
Trials Group Subcommittee
Paul Middleton took over the chair of
the EMCTG at the April 2010 meeting,
following ratification at the March 2010
Council meeting.
Members had previously emphasised
that the original purpose behind the
establishment of the EMCTG, as a
subcommittee of the scientific Committee,
was to set up collaborative clinical
research in emergency medicine under
the auspices of the College and to
promote research in emergency medicine.
The EMCTG membership comprises
researchers with a wide breadth of
experience in the design, execution and
processes involved in clinical trial research,
and as such can provide expert input into
the development of other people’s ideas,
and can provide a process for seeking
College endorsement for clinical trials.
The EMCTG has agreed that the priorities
of the subcommittee should therefore be
education, promotion and organisation.
The focus will be to foster research and
provide the training necessary to set
up research projects, particularly the
development of large, collaborative projects.
The EMCTG terms of reference do not
require all projects to be conducted by
subcommittee members, therefore it is
planned to encourage research and to
train others to conduct projects. it is also
planned to seek allocated time on the
agenda of each scientific meeting to provide
seminars for College members on clinical
trial methodologies.
The EMCTG is currently considering a
multi-centre intervention trial targeting
pain management.
Paul Middleton, Chair
Standards Committee
The standards Committee has been active
throughout 2010. Following on from
the ground work in 2009, the committee
has had an extensive workload with
reviews of existing policies, statements
and guidelines according to the program
developed in 2009. The year has seen a
number of personnel changes at College
headquarters, which has slowed some
of the workload completion. Now that
this situation has stabilised, a number of
documents have been reviewed, updated
and finalised.A complete list of the
updated policies, guidelines and statements
can be found on the College website.
Committee members can access agendas
and minutes on the website.
New policies, statements and guidelines
in development address areas such as the
roles of Nurse Practitioners in emergency
departments and implications of proposed
new performance indicators following
the new COAG agreement.A complete
revision and restructure of the Emergency
Departments Role Delineation statement
has been undertaken.
To a large extent, the committee and
subcommittees have achieved the program
set in 2009. subcommittees have been
working tirelessly to complete their
workload for this year. Please see the
individual subcommittee reports for
progress during 2010.
Policies, guidelines and statements are
reviewed on a five year cycle. in addition
to this, it is intended to review the full list
of documents next year with regard to
the numbering, identification and
tracking systems to further enhance
document control.
As Chair, i would like to thank the
members of the standards Committee
for some outstanding work this year
and their contributions to the workload
for 2010. Additionally, the Chairs and
members of the subcommittees are to be
congratulated on their achievements and
work throughout the year. Their work
and contributions are invaluable to the
success of the standards Committee.
Chris May, Chair
Emergency Department
Ultrasound Subcommittee
The ED ultrasound subcommittee
continues to work to improve ultrasound
education and credentialing.The
international conference on point of
care ultrasound,WiNFOCus 2009, was
held in sydney in september as a satellite
conference to the ‘World Federation
for ultrasound in Medicine and Biology’
international meeting. Most of the
members of the organising committee are
members of ACEM, and it was pleasing to
see the demonstration of the high level of
expertise in emergency ultrasound that
exists within the College standing equal
to international experts.The residual
profit from the conference will be used to
create the ACEM WiNFOCus ultrasound
Bursary, to support emergency ultrasound
research and development.Additionally,
in recognition of this success and the
growing role of ultrasound for non-imaging
specialists, the Australasian society for
ultrasound in Medicine is considering
hosting regular sections or satellite
meetings for clinicians during its annual
scientific meeting.
Work has continued with Alana Killen,
the College Director of Education, to
create a web based education resource
for emergency ultrasound. special thanks
are extended to Justin Bowra, who has
contributed much of this material.
A survey of the current state of
emergency ultrasound in Australasia has
recently been published by Nagaraj, Chu
and Dinh in Emergency Medicine Australasia,
22
ACEM AR 2010
COuNCil COMMiTTEE
REPORTs continued
with a covering editorial. This confirms
the growing use of emergency ultrasound
but also reveals the variable standards of
credentialing that are applied within EDs,
often less than College recommendations.
The subcommittee will continue to work
on this area, to ensure that the benefits of
ultrasound are realised while minimising
the risks inherent in the utilisation of a
new skill by those who are inexperienced.
The growing number of accredited
courses and experienced and credentialed
practitioners is positive, and should allow
those who are still gaining experience
to be properly supervised and assessed
to gain accreditation in keeping with the
College standards.
in response to increasing requests,
the subcommittee has begun to look
at standards for bedside echo in the
periarrest/arrest setting.This is being
undertaken in concert with other relevant
colleges and societies, with the aim of
creating a uniform standard for Australasia.
i would like to thank all of the members
of the subcommittee and our support
staff for their time and efforts during the
past year in assisting this still new area of
practice to continue to develop.
Hospital Overcrowding
Subcommittee
This was the inaugural year for this
subcommittee of the standards Committee.
it was formed from the access block
special interest group due to the clear
need for a subcommittee to advocate on
issues around emergency department
overcrowding. During the first year of its
existence it underwent a name change
to ‘Hospital Overcrowding’ due to the
need to clarify the issue and also because
‘overcrowding’ identifies the hospital
system-wide problem - not just the
ED problem.The subcommittee has been
involved in replying to a number of articles
in medical journals on overcrowding,
as well as providing vital input into the
ACEM and AMA position statements on
the 4 hour rule. The subcommittee seeks
to achieve a more widespread consensus
on ACEM public pronouncements and
advocacy regarding overcrowding and
potential solutions. it is keen to hear from
Fellows and to be a clearing house for
information on research, solutions and
issues raised by this, the most pressing issue
facing our College. Clarity in statements
in the media on causes of and myths
regarding overcrowding and related issues,
and the implementation of time based
rules are areas of ongoing import for the
subcommittee.The need for a co-ordinated
advocacy on the Australian 4 hour rule and
the New Zealand 6 hour rule will be vital
in the coming year as results from these
experiments in system change become
available. Exciting times ahead!
David Mountain, Chair
Pre-Hospital Care
Subcommittee
2010 has been yet another year where
we have seen ACEM Fellows and trainees
actively engaged in pre-hospital care
with excellent outcomes. in concert with
our colleagues in the other critical care
specialties, this expertise continues to
shape and lead this area of practice.
The past year has seen important
advancements in the area of governance.
This has included the revision of the
document ‘Minimum standards for
intrahospital Transport of Critically
ill Patients’, a process coordinated by
ANZCA, as well as the ACEM initiated
revision of the key document ‘Minimum
standards for interhospital Transport of
Critically ill Patients’. By the time this
report goes to print, we should also
have the final draft of suggested KPis
for prehospital activities. This will be the
first time KPis have been drafted on an
Australasian basis.
With the ongoing pressures occurring
within EDs across Australasia at the
moment, the year ahead will be an
interesting one.The pressure to move
patients out of ED within specified time
frames has flow on effects, both within the
hospital and also to pre-hospital providers.
We will watch with interest and become
actively engaged in those areas where we
can make a positive contribution.
My thanks to all current and past
members, who work tirelessly in a field
that is mostly out of the limelight but is
none the less a vital facet of our specialty.
Garry Wilkes, Chair
Quality Management
Subcommittee
There have been a number of initiatives
undertaken by the subcommittee during 2010.
Yusuf Nagree, Carmel Crock and
Kim Hansen have been part of a joint
working party with the Royal Australian
and New Zealand College of Radiologists
(RANZCR) which has recently completed
guidelines for imaging in emergency
medicine.These guidelines will be available
soon on the College website and i am sure
that you will join with me in congratulating
the members of both Colleges for
developing such comprehensive and
sensible guidelines for the imaging of
emergency department patients.
Committee representatives David
spain and myself have also been involved
in discussions with Royal College of
Pathologists of Australasia (RCPA) in
developing appropriate guidelines for
the ordering of pathology tests in EDs.
We will be having our second meeting
23
ACEM AR 2010
COuNCil COMMiTTEE
REPORTs continued
early in October and are hopeful that we
will be able to circulate some guidelines
for appropriate test ordering in the next
few months.
Carmel Crock has also been involved
with the Australian Patient safety
Foundation (APsF) in an initiative to
develop an Australasian incident reporting
system for emergency medicine.To date
we have been unable to secure funding for
this proposal, but remain hopeful that the
federal government will be convinced
this is a worthwhile project to support.
Fellows may be interested to know
that the APsF is sponsor of ‘The
Australasian Conference on Error in
Medical imaging: Making imaging safer’,
11-12 November 2010 at the swiss
Grand Bondi, sydney. Carmel Crock is the
College representative on the organising
committee and this conference will have
content which will be of interest to
College Fellows and trainees.
The subcommittee is also currently
working on the development of
Australasian Emergency Department
Key Performance indicators which should
be available in draft form for Fellows to
comment on in early 2011.
A policy on ‘Handover in the ED’ has
been recently finalised and will be sent to
the standards Committee for ratification
before going to Council for final approval.
The subcommittee has also been asked to
comment on a number of proposals from
the Australian Committee on safety and
Quality in Healthcare (ACsQHC) as well as
the latest Australian Council on Healthcare
standards (ACHs) Clinical indicators.
As i will be stepping down as Chair of the
subcommittee at the end of 2010, i would
like to take this opportunity to thank all
the members of the subcommittee as well
as the College administrative officers for
their hard work and cooperation over the
last two years. Carmel Crock has kindly
agreed to take over as Chair and i am sure
she will do an excellent job in this role.
Tony Joseph, Chair
Trauma Subcommittee
The Trauma subcommittee wishes to
thank Andrew Pearce for his valuable
contribution as the previous Chair.
Andrew continues to provide guidance
through his ongoing involvement in
the subcommittee.
ACEM and subcommittee members are
working towards forging stronger links
with the Royal Australasian College of
surgeons (RACs) to enhance the care of
trauma related presentations, which we
hope will also improve communication and
teamwork for surgical patients in general.
Tony Joseph, a past Chair of the Trauma
subcommittee is the ACEM representative
on the RACs Trauma Committee. Tony
will also coordinate subcommittee input
to development of the Rural Health
Continuing Education (RHCE) Rural
Trauma project. Through this project,
RACs proposes to develop an increased
range and variety of trauma workshops for
rural surgeons and emergency
medicine specialists.
Other subcommittee members are
participating in the trauma verification
process as part of the RACs Trauma
Verification Group.This comprehensive
review process encompasses all the
contingencies involved in trauma care,
including significant resources which are
not generally readily available, and assists
the institution involved to ‘benchmark’ its
trauma services. This process may also
provide a benchmark for other ancillary
services. Andrew Pearce, Gordian Fulde
and Colin Myers generously give their
time to this group.
A ‘Trauma Tool’ has been developed by
the subcommittee, which will identify
and act as a guide to key areas in trauma
management. intended as an aid to
advanced trainees, the document is
currently being reviewed in line with
the College curriculum.
We encourage participation in trauma
team simulation training: multi-disciplinary,
scenario based, often videotaped, followed
by a debrief. The training is targeted to
the level of expertise available locally
and focuses on communication, decision
making and working as team. The ultimate
aim is to make the training affordable
and relevant and to develop a bank of
scenarios/multiple choice questions for
Fellows and trainees to use.
As the provision of trauma care is a key
role and function of our specialty,
we would like to encourage all Fellows
to work with us in providing leadership
and excellence in care. We value your
feedback and ideas and look forward
to hearing from you.
Ezila Kapilan, Chair
Workforce Subcommittee
The subcommittee has continued to
monitor the response to the ‘Guideline
for Constructing an Emergency Medicine
Medical Workforce’.A literature review
has been carried out to identify new
evidence to add to the document.
Additionally, the longitudinal workforce
study has been progressing and a
workforce survey is nearing completion.
Results of this survey will provide an
understanding of the present state and
construction of the ED workforce across
Australasia. it is hoped that elements of
the survey will form the basis of a future
yearly survey to track the emergency
medicine workforce.
i would like to thank all the members
of the Workforce subcommittee for their
great efforts this year.
FACulTY REPORTs
Australian Capital
Territory
it has been a fairly busy year for the
ACT Faculty. in October, the fellowship
examination was held for the first time in
Canberra. it worked well and thanks go
to the whole faculty for helping out, and
especially to sam scanlan and lisa Bell
who coordinated the two sites.
Most of the past year has been spent
preparing to host the Annual scientific
Meeting in November 2010.Again, this has
been an ‘all-in’ effort by faculty members and
we are looking forward to a great meeting.
The faculty’s training program also
continues to perform well, with success in
both primary and fellowship examinations
during the year.We are also beginning to
see some growth in interest amongst JMOs
in pursuing emergency medicine as a career,
which we hope will translate into both new
Fellows and trainees in the future.
Both hospitals have seen some major
issues. For Calvary, it has been the
proposal to sell the public hospital to the
ACT Government.Whilst this initially
appeared to have widespread support,
the offer was eventually withdrawn.
Negotiations have continued throughout
the year, though without a resolution.
We hope a resolution will be reached
soon.Work has begun on the
redevelopment of the combined iCu/
CCu at Calvary, and major redevelopment
works are commencing at TCH, preparing
for the new Women’s and Children’s and
Mental Health buildings.
issues for TCH have included a recent
rapid growth in attendances after a period
of relative stability, and the creation of two
new units: the Mental Health Assessment
unit at the back of the emergency
department, and the opening of the nurserun
Walk-in Centre.As expected, the latter
has had no impact on ED attendances.
Thanks again to all the faculty members
for their work and ongoing support of
the activities of the College.
Andrew Singer,
Faculty Chair and Councillor
New South Wales
There has been continued activity in
relation to the Garling Recommendations.
The NsW Department of Health
states that they have met the
timelines of approximately 60% of the
recommendations, although this has not
included any of the recommendations
that will have significant impact and
therefore be more difficult to implement.
Currently, focus is on ‘recognition of
the deteriorating patient’. standardised
observation charts, including colour coding
of abnormal vital signs as triggers for
escalating assessment and management
(‘between the flags’) are being developed,
along with a range of other projects.
Meetings between the NsW Director-
General of Health and the committee of
NsW Faculty Chairs (ACEM and other
colleges) have continued. The Faculty
Chairs remain keen to provide clinical
feedback and input into the NsW
implementation plan for the National
Health Reform agenda.
Considerable concerns have been raised
by Fellows at the potential nationwide
implementation of a four hour rule for
emergency departments.The Faculty
Chairs contributed to extensive
discussions with College Executive about
this issue during the formation of the
College Position statement on national
time based emergency access targets.
Despite a number of communications with
the Department of Health about influenza,
there has been little progress on this issue.
The NsW DOH plan for managing H1N1
influenza, released in June, was a high
level public health document with little
operational information.The plan gave no
indication that EDs would not be used as
the point of assessment of these patients.
The NsW Faculty Chair has again raised
with the NsW Chief Health Officer, the
need for a definitive plan to prevent these
patients being assessed in EDs, which may
potentially compromise ED care.
Overall, there have been no major adverse
effects from the introduction of the NsW
Trauma Plan. information from both
RPAH and Westmead indicates that the
increased urgent trauma surgical load,
and subsequent surgical and iCu bed
utilisation, is impacting on semi-elective
and elective surgical cases. Discussion
continues regarding the impact of this plan,
particularly on Western sydney.
shalini Arunanthy continues to represent
the faculty on the institute of Medical
Education and Training Emergency
Medicine Training implementation Group
(EMTiG), which is being co-chaired
by Jon Hayman (FACEM). standard
selection criteria for EM trainee positions
and unaccredited positions has been
distributed.The implementation of
network based recruitment and ‘lifetime
of training’ contracts has been deferred
to next year.
The tragic and potentially preventable
death of Vanessa Anderson in a NsW
hospital, after the teenager was struck
on the head with a golf ball, prompted
Jillian skinner, the shadow Minister for
Health to introduce a Private Member’s
Bill to NsW Parliament in June 2010.
The Bill sought to mandate paediatric
review of all children (

New Zealand
The year has been a busy one for the
NZ Faculty Board. There have been three
teleconference meetings, held 2-3 weeks
following the College Council and one
face-to-face meeting held in conjunction
with the Regional ED Meeting in October
last year.
Currently New Zealand has 140 FACEMs
and 180 trainees.
Faculty Courses and Meetings
A ninth pre Fellowship exam course will
be held in Auckland in early November,
convened again by louise Finnel.
As previously reported, these workshops
continue to be very popular and successful.
This year’s course is again fully subscribed,
with a total of 24 registrations and a
number on the waiting list.
A very successful and enjoyable Regional
ED meeting, hosted by Central Region
Emergency Care Coordinating Team
(ECCT) was held in Taupo in October
2009, which was attended by the Minister
of Health. Another meeting is planned for
October 2010, with the theme ‘EDs, their
place in the community and the 6 hour
target’. The conference is aimed at
providing a forum where we can explore
aspects of where we fit in the bigger
network of acute care providers regionally
and nationally.
New Zealand has been asked to host
the 2011 Winter symposium which will
be held in Queenstown and organised by
Fellows in Christchurch.
New Zealand ‘Shorter Stays in ED’
Ministry Target
This year has seen twelve months of the
6 hour ED length of stay target. The New
Zealand emergency medicine community
has been generally supportive of this
initiative which has Mike Ardagh as the
national champion. if shorter stays in EDs
is a measure of success of the project,
the initiative has been a resounding
success, as the national average has risen
to 87% compliance – with patients being
admitted, discharged or transferred
from the ED within six hours of arrival.
The compliance rate for the final
quarter ranges from 74% to 100% and
each District Health Board (DHB) has
been visited by the Ministry monitoring
group to encourage improvement, share
initiatives and check on reliability of
data. The emphasis of the New Zealand
initiative is on quality of care rather
than speed of care, so much of the
improvement has been in bed management
and inpatient responsiveness to admission.
Council of Medical Colleges
The faculty is a member of the Council
of Medical Colleges (CMC) and meetings,
held every three months, are attended by
the faculty chair or representative. in the
past, CMC has been a useful networking
body but not particularly effective in
influencing change. However, CMC is
now looking to position itself in a more
Emergency Department IT Systems –
National Health IT Board
The Ministerial Review Group last year
called for ‘a higher level of strategic
leadership and ownership…from clinicians,
managers and governors of iT projects’.
it stated that ‘There is a tendency to
look for iT solutions without getting
the fundamentals right, like looking at
standardising clinical process and assessing
readiness for changes in behaviour
necessary to make the systems work
effectively’. A Clinical leadership Group
(ClG) was established late last year
in recognition of the fact that clinical
leadership was required at a national level
for ‘transfer of care’.The group was made
up of nominations from colleges
and professional bodies including emergency
medicine. With the creation of the National
Health Board, and specifically the National
Health iT Board, the role of the ClG was
extended to provide clinical leadership input
to the National Health iT Plan. The work of
the emergency medicine iT advisory group
has been to develop national standards
for iT support of EM practice. The iT
Board plans to curtail fragmentation of iT
development within DHBs and take the
initiative with regard to standardisation of
practice and iT support. The problem has
been that, over the last 15-20, years each
DHB has purchased their own systems and
each has different platforms and interfacing
problems. The National Health iT Board
have engaged with the Faculty to establish a
common view of iT solutions for emergency
departments and Peter Freeman has been
approached to be the project lead for
this work.
Access Block Point Prevalence Study
This study was undertaken by the
emergency research teams at Auckland
City Hospital and North shore Hospital
by Peter Jones and sarah Olsen, with
the support of the NZ Faculty. it was
identical to the studies carried out in
Australia by Drew Richardson on behalf
of ACEM. The project was approved in
New Zealand by the Multi-Region Ethics
Committee as observational research.
The information gathered will assist in
determining the extent of access block
and ED overcrowding in New Zealand
and the ability of EDs to cope with a
major incident. Data was collected at a
single ‘point in time’ from all New Zealand
EDs. The survey was a great success,
with a 100% return rate. The Faculty had
been advised that the emergency research
team at Auckland City Hospital had been
successful in the Health Research Council’s
funding round for their research proposal
‘implementing Performance improvement;

The NT Faculty met informally (not
minuted) four times in 2010 with
representatives from Darwin and Alice
springs. Most discussions are at present
at an operational level, but the key
strategic discussions, actions and outcomes
have focused on the following areas:
NT Medical Officers Pay Agreement
Conclusion of this agreement is presently
running behind all other states and
territories except Tasmania.This is an
important factor limiting recruitment and
retention of specialists and hampering
development of EM in the NT. FACEM led
negotiation on specialist pay is now close
to agreement.
Alcohol legislation in the NT
The NT has the highest per capita rate of
alcohol consumption in Australia, highest
alcohol related health costs per capita
(both trauma and chronic illness) and
highest per capita rate of alcohol related
Police costs. Cross college lobbying by NT
branches of ACEM, RACP, RACs,AFPHM
to the Minister of Health, in concert with
the Health Ministers Advisory Council
(which has FACEM representation) and
the NT News who have spotlighted
the issue, has resulted in new alcohol
legislation for drinkers causing harm and
increased awareness of the next potential
legislative steps amongst policy makers.
Inaccurate reporting of NT ED data
to the Commonwealth
A letter to Minister Roxon and CE DHF,
has resulted in an apology from Minister
Roxon and re-enforcement of DHF policy
regarding release of data.
We will work to formal and minuted
meetings in 2011
Queensland
Queensland Faculty continues to be very
energetic in providing a forum for Fellows
to communicate and discuss the issues of
the moment.The monthly faculty meetings
are accessible by both teleconference
and videoconference and despite the
challenges of finding time, provide a great
opportunity for Fellows to be involved.
The key issues of the moment in Queensland:
The Generalist in Emergency Medicine
program
Being administered by the Australian
College for Rural and Remote Medicine
(ACRRM), the program has progressed
to the stage of reviewing credentials for
accreditation of the first cohort of GEM
doctors in Queensland. it is fair to say
there are mixed opinions from FACEMs
around the state regarding this. At this
point in time, the faculty position is that
ACEM provides an excellent environment
for training and credentialing of emergency
medicine specialists capable of providing
specialist services in emergency
departments, regardless of size or location.
Whilst ACEM has not formally endorsed
the GEM curriculum or program, FACEMs
continue to be involved at various levels
in a collaborative fashion. The Qld Faculty
strongly supports the need to upskill,
standardise and recognise the rural and
regional sMO workforce, but it does not
support the need for alternative pathways
for specialist training.
Qld DEMT group formalised
James Collier and Philip Richardson
have been very busy strengthening
communication and coordination of the
DEMTs around the state. Formal meetings
are scheduled to address training issues at
a local level and the faculty is working with
the Queensland Health Medical Workforce
Advisory unit to promote a greater
understanding of training opportunities
and deficits around the state.
Autumn Symposium
Held in Brisbane on May 21-22, the
symposium was attended by over
110 Fellows andTrainees. An excellent
program was very well received and the
quality of 4.10 presentations was extremely
satisfying.The Deputy Premier and Health
Minister attended to present QEMRF
research grants to Queensland FACEMs
and trainees and the symposium was a great
opportunity to showcase the cohesive and
collaborative network of the faculty.
QHealth collaboration
The faculty continues to have a strong
positive contribution to Queensland
Health initiatives and is an active member
of the state ED Network, the Queensland
Council of Medical specialist Colleges
and the National Health Reform External
stakeholders Panel.This provides the
faculty with a fantastic opportunity to
promote the ACEM agenda at multiple
levels within Queensland Health.
Queensland Emergency Medicine
Research Foundation
QEMRF continues to progress very
strongly with over $4 million in grant
applications for the upcoming round.
The quality of grant applications has
exponentially increased, indicating the

2010 began welcoming Judy Cornish to
the position of ACEM Councillor for sA.
simon Chu was also welcomed as the
Deputy Censor. in addition to simon,
James smyth also joined the Faculty Board,
which now includes representation from
all ACEM accredited sites within the
Adelaide Health service. Di King, Bob
Dunn,Tony Eliseo and Hendrika Meyer
complete the local board.We continue
to have bi monthly meetings.Andrew
Perry – our state trainee representative –
also attends these meetings and provides
feedback to and from the trainee group.
His attendance has provided a further
means of communication between groups,
which is always welcome and i would like
to thank Andrew for the hard work and
enthusiasm that he puts into his role.
The ‘4 hour rule’, not surprisingly,
dominated many faculty meetings
during the year. As with our colleagues
across the nation, we are keeping a close
watch on developments both locally and
federally. At a state level, we are engaging
with our Minister of Health to discuss
implementation issues and the concerns
that faculty members have. it is hoped
that this dialogue will continue, to ensure
the best outcomes for all involved, but
particularly for our patients and the quality
of care provided to them. The faculty is also
represented on the state emergency access
taskforce. This is in addition to the existing
DEM representation within this group.
Representatives of the sA faculties of
ACEM, CENA and ACAP combined to
host EMsA 2010 in Adelaide.
This combined emergency health
professional conference was well
supported by all disciplines over its two
day duration. in keeping with a trend
seen at ACEM meetings recently, a variety
of practical workshops were run with
trainees and specialist MOPs in mind.
Feedback from these was generally positive
and the inclusion of the workshops was
welcomed by the conference delegates.
i would like to thank all those who
participated in some way to the success of
the event. i would particularly like to thank
our colleagues from interstate who came
to present at the conference and to assess
the 4.10 presentations.
Faculty again hosted a booth at the ‘Big
Careers in Medicine’ expo held at the
Adelaide Entertainment Centre. This is an all
day expo held by the state Department of
Health showcasing careers in all specialties.
Junior medical officers and students are
encouraged to attend.Although the ACEM
booth always attracts visitors, we felt that
we had a lot more interest in emergency
medicine careers than in previous years.
it will be interesting to see whether this
translates into an increase in job applications
and College membership in this state during
the next year.
Hendrika Meyer, Chair
Tasmania
The Tasmania Faculty has had a ground
breaking year in planning and establishing
the Tasmania Emergency Care Clinical
Network.The inaugural ECN development
workshop was held in May 2010 with
representation from multiple stakeholders
across the state.Terms of reference are
drafted and a steering committee is being
formed. We are currently recruiting for an
experienced FACEM clinical leader and it
is anticipated that this will be filled by the
time this report goes to print. This is
obviously a fantastic endeavour for
emergency medicine in Tasmania and we
look forward to more to come from the
workings of this new clinical network.
Current technology allowed the Tasmania
Faculty to organise monthly Emergency
Medicine Grand Rounds via videoconference.These
are beamed across all
accredited emergency departments in
Tasmania, as well as some other sites.
This has been seen as a great opportunity
to get the departments together on a
monthly basis and share some high-end
topics in emergency medicine.We have
a rotating roster for the presenting
hospital of the Royal Hobart Hospital,
the launceston General Hospital, and
the North West Regional Hospital.These
Grand Rounds have resulted in the
largest gatherings of Tasmania FACEMs
and trainees outside formal conferences
and we are excited to see this continue.
We would strongly encourage other state
faculties to give this a go.
Emergency departments in Tasmania
have encountered some of the typical
recruiting issues problematic in many
areas of Australia. There are FACEM level
vacancies in almost all public hospitals.
As is everyone else, we are supervising a
larger quota of interns. it is hoped this
will result in some light at the end of the
tunnel when a number of them become
trainees of the College.
Among other things, the Tasmania faculty
has also had ongoing involvement with
quality assurance, feedback on the 4
hour rule, research opportunities and
the regular TasFAsT introduction to
Emergency ultrasound Workshops.
Brian Doyle, Chair
Victoria
The last year has seen a number of
interesting events and challenges for the
faculty in Victoria.
The most significant of these was the
staging of the Annual scientific Meeting
held in Melbourne in November of 2009.
This was an extremely well attended event,
with a great program and a conference
dinner that will be remembered for
years to come. it also set a benchmark in
being the ‘greenest’ emergency medicine
conference held to date.Again, thanks
and congratulations go to Di Egerton-
Warburton and the organising committee
for their great efforts. We are all looking
forward to seeing what the team in the
ACT can do.
There was also a changing-of-the-guard at
board level. After two years of dedicated
and passionate service, David Eddey stepped
down as the Faculty Chair. Mary Buchanan
handed over theTreasurer’s position to
EmmaWest,Thomas Chan was superseded
by Julia Fisher as secretary and Fergus Kerr
was newly elected as a board member.
Attendance at the faculty meetings
fluctuates, but the dedication of those
who attend in contributing to the
evolution and expansion of emergency
medicine in Victoria is impressive.
The main issue on the agenda has been
the National Access Target ( the ‘4 hour
rule’) but many other issues have stirred
debate, including workforce levels,
relationships with Ambulance Victoria and
the emergence of the Victorian Emergency
Physicians Association (VEPA).
The faculty also reconvened the directors
meeting.All directors of accredited
departments were invited to attend and
this promises to be a positive initiative.
The Victorian scientific Meeting was
held at southern Health on election
day - the day we couldn’t decide who
was going to manage the public hospital
system for the next three years. This
was an excellent meeting and will be the
stepping stone for a bigger event next
year. The faculty is discussing the merits
of taking the pressure off individual health
services in hosting this event and moving
to a centralised meeting with a diverse
organising committee.
The main issue we are facing in Victoria is
the decision by the Federal Government
to introduce the 4-hour national target.
Debate continues as to its pros and
cons, but we remain hopeful that with a
proper understanding of the problems
that contribute to access block and the
injection of funds into the right areas by
the Department of Health, this may be a
positive change. We are asking all of our
Fellows to contribute to this debate and
our Directors to come up with models of
care that we feel are most appropriate for
the Victorian health system. Meetings with
the Health Minister have, so far,
been positive.Watch this space …
Western Australia
The WA Faculty has been active in a
number of areas, including: Healthy Roads,
WA Donation and Transplant Advisory
Committees and WA Careers Expo -
attended by medical students and junior
medical staff.
We held a very successful annual seminar
in May 2010. This was run by Royal Perth
Hospital and had over 80 registrants.
Our thanks go to Michelle Johnston
for organising this. Next year’s seminar
is being coordinated by swan District
Hospital using the facilities of
Notre Dame university.
A significant number of metropolitan based
Fellows are providing clinical services to
regional hospitals on a fly-in, fly-out basis.
Our Fellows have been very positively
received by these hospitals.There remains
considerable difficulty attracting and
retaining Fellows to live and work in
regional centres, particularly Bunbury.
The faculty position on the 4 hour rule
is one of qualified engagement.A number
of our Fellows are actively engaged in
the implementation of these processes.
We have emphasised the importance of
adequate resourcing behind these changes.
Appropriate quality measures have been
implemented to monitor the changes to
our services. To date, the teaching hospitals
are rarely meeting the target compliance
goals, although a number of Fellows report
significant reduction in access block and
improved working conditions in the
departments.The metropolitan general
hospitals are currently in the early stages
of implementation of these new processes.
it is too early to say how effective these
changes have been.
We are very pleased to acknowledge the
election of David Mountain to President
of the WA Branch of the AMA. David
has contributed extensively to the
development and promotion of
emergency medicine in this state.
i would like to extend my thanks to
Adam Coulson for his efforts as the
previous Chair of the WA Faculty.
EMERGENCY MEDICINE
AuSTRALASIA
The high point of the year was the release of the first impact
Factor (iF) for the journal in mid-June, which surpassed our
expectations at an impressive 0.901.
This iF ranks Emergency Medicine Australasia (EMA) at 11th out of the
19 journals in the 2009 ISI Journal Citation Reports®: Emergency Medicine
Category produced by Thomson Reuters. in fact we were close to the median
Emergency Medicine Category iF of 0.916, between scores that ranged from
4.232 (Annals of Emergency Medicine) to 0.075 (Notarzt), with the Emergency
Medicine Journal (EMJ) sitting in 6th spot at 1.477 (yet whose iF was 0.801 as
recently as 2005).Thus 0.901 is an outstanding result, and a truly impressive
international benchmark to rate the quality of our own journal’s scientific
content.
if anyone wonders how this iF figure of 0.901 was reached, it was calculated
from the numerator of 137 citations in 2009 to the denominator of source
articles of which there 152 items published in total in 2007 and 2008
(84 and 68 in respective years). Clearly this does not tell you which actual
papers were cited, or that most papers are not cited at all whereas others were
cited several times! However you wish to interpret this iF on a personal level,
Emergency Medicine Australasia’s inaugural impact Factor is a fine achievement,
and a proud testimony to a first-class editorial and publishing process that we
should all be proud of – from the journal Editorial staff themselves, who are
now spread across 19 different sections, to the Editorial Board, peer reviewers
and Wiley-Blackwell staff. i can assure you, the readers, that you are accessing a
scientifically solid and internationally reputable journal.
An important change that took place in early August was to launch a new
web-based platform Wiley Online Library that now offers integrated access to
more than 4 million articles from 1,500 journals, 9,000 books, and hundreds
of reference works and databases, and replaces Wiley InterScience. Wiley Online
Library provides a clear and simple interface with easier intuitive navigation,
enhanced discoverability options and with an expanded range of functionalities
and personalisation options. All Wiley Interscience content has been migrated
across, along with all online licences for current and perpetual access rights,
so that there should have been no problems for ACEM and AsEM subscription
members and others in continuing to utilise content.
The results of the EMA Readership survey became available compiled from
a sorry total of just 61 respondents (including 48 from Australia, 8 from New
Zealand and 22 trainees). lack of sample size validity aside, 69% respondents
still prefer to read the journal in print, and of the content the most highly
ranked for interest included reviews, original research, trauma, toxicology and
paediatric emergency medicine (no real surprises in that list). importantly the
most influential general reasons that shaped readers’ decision which journal
to submit a paper to included speed and quality of peer review, followed
by speed of first publication. it is worth noting then that EMA is able to
immediately publish original research and review papers online in Early View,
then in the next paper issue. i apologise personally to those thankfully few
individuals (you know who you are) who clearly fell outside the acceptable
article turn-around time, and suffered long and frustrating waits – sadly in
reality a problem with every journal.
Challenging all of us who run EMA, the three worst things about the journal
gave ample scope for catharsis with comments about the low quality of
articles, often too long, that fail to pass the ‘so what test’; review papers that
are waffly and not more rigorously evidence-based
complete with number needed to treat/harm etc
(NNT/NNH); and one respondent who simply stated
“Only 3!”. On a slightly more creative front, the three
things that should be changed about the journal
brought comments that mirrored those above,
but also included more emphasis on educational
articles, reflective essays from high-profile emergency
medicine practitioners demonstrating leadership
and advocacy for our specialty, and the enlightening
quip “More clinical, less clerical, more innovative”.
The Editorial Executive will take on board all of these
comments and endeavour to bring you what you
want. unfortunately, this still fundamentally depends
on what you submit, so as i have written many times
before, if you don’t like what you read, your moral,
practical and pre-emptive response should be to
send EMA your best articles. if you want to take a
leadership role and advocate for better emergency
medicine care in Australasia, put this in writing in
a punchy editorial or perspective piece, send us a
useful and concise review paper, and or submit your
cutting edge research. start writing – blow your
own trumpet and join in, don’t simply add to the
background cacophony.
Finally we welcomed some new faces in 2010
including Kevin Chu (original research), Diana
Egerton-Warburton (public health), Andis Graudins
(toxicology) and Garry Wilkes (case reports). i would
like to sincerely thank two outstanding outgoing
editors simon Brown and Geoff isbister for their
tireless work over the years that did much to shape
the journal. Thanks also to all of the section Editors,
peer reviewers,Wiley-Blackwell staff and Editorial
Board with new member Eillyne seow (singapore)
for their hard work in 2010.The journal could not
exist without your help given so generously and
creatively. let’s look forward to 2011 not for ‘more
of the same’ but for something better, that fulfils the
needs of our readers and acts to convert some of
our doubters.
1. Statement of Significant Accounting
Policies
The financial statements are for The Australasian College for
Emergency Medicine as an individual entity. The Australasian
College for Emergency Medicine is limited by guarantee,
incorporated and domiciled in Australia.
Basis of Preparation
The financial statements are general purpose financial statements
that have been prepared in accordance with Australian Accounting
standards (including Australian Accounting interpretations) and the
Corporations Act 2001.
Australian Accounting standards set out accounting policies that
the AAsB has concluded would result in the financial statements
containing relevant and reliable information about transactions,
events and conditions. Material accounting policies adopted in the
preparation of these financial statements are presented below.
They have been consistently applied unless otherwise stated.
The financial statements have been prepared on an accruals basis
and are based on historical costs modified, where applicable,
by the measurement at fair value of selected non-current assets,
financial assets and financial liabilities.
Accounting Policies
Income Tax
The Australian Taxation Office has advised that income of the
College is exempt from the payment of income tax under
section 50-5 of the Income Tax Assessment Act 1997, as amended.
Property, Plant and Equipment
Each class of property, plant and equipment is carried at cost or
fair values as indicated, less, where applicable, any accumulated
depreciation and impairment losses.
Property
Freehold land and buildings are not revalued to an amount above
their recoverable amount, and where carrying values exceed this
recoverable amount assets are written down.
increases in the carrying amount arising on revaluation of land
and buildings are recognised in other comprehensive income
and accumulated in the revaluation surplus in accumulated funds.
Revaluation decreases that offset previous increases of the same
class of assets shall be recognised in other comprehensive income
under the heading of revaluation surplus. All other decreases are
charged to the statement of comprehensive income.
Plant and equipment
Plant and equipment are measured on the cost basis less
depreciation and impairment losses.
The carrying amount of plant and equipment is reviewed annually
by Councillors to ensure it is not in excess of the recoverable
amount from these assets. The recoverable amount is assessed on
the basis of the expected net cash flows that will be received from
the assets’ employment and subsequent disposal. The expected
net cash flows have been discounted to their present values in
determining recoverable amounts.
The cost of fixed assets constructed within the College includes
the cost of materials, direct labour, borrowing costs and an
appropriate proportion of fixed and variable overheads.
subsequent costs are included in the asset’s carrying amount or
recognised as a separate asset, as appropriate, only when it is
probable that future economic benefits associated with the item
will flow to the College and the cost of the item can be measured
reliably. All other repairs and maintenance are charged to the
statement of comprehensive income during the financial period
in which they are incurred.
Depreciation
The depreciable amount of all fixed assets including buildings,
but excluding freehold land, is depreciated on a straight line
or diminishing value basis over their useful life to the College
commencing from the time the asset is held ready for use.
The depreciation rates used for each class of depreciable
assets are:
Class of Fixed Asset Depreciation Rate
Buildings (College Headquarters) 2.5%
Plant & Equipment 5 - 30%
library 15%
Computer Equipment 20 - 50%
Anatomy Models 10 - 21.42%
The assets’ residual values and useful lives are reviewed, and
adjusted if appropriate, at the end of each reporting period.
An asset’s carrying amount is written down immediately to its
recoverable amount if the asset’s carrying amount is greater than
its estimated recoverable amount.
Gains and losses on disposals are determined by comparing
proceeds with the carrying amount. These gains or losses are
included in the statement of comprehensive income. When revalued
assets are sold, amounts included in the revaluation reserve relating
to that asset are transferred to retained surpluses.
Financial Instruments
Initial recognition and measurement
Financial assets and financial liabilities are recognised when the
College becomes a party to the contractual provisions to the
instrument. For financial assets, this is equivalent to the date
the College commits itself to either purchase or sell the asset.
Financial instruments are initially measured at fair value plus
transaction costs except where the instrument is classified
‘at fair value through surplus or deficit’ in which case the
transaction costs are expensed to surplus or deficit immediately.

Classification and subsequent measurement
Financial instruments are subsequently measured at either fair
value, amortised cost using the effective interest rate method or
cost. Fair value represents the amount for which an asset could
be exchanged or a liability settled, between knowledgeable, willing
parties.Where available, quoted prices in an active market are
used to determine fair value.
(i) Financial assets at fair value through surplus and deficit
A financial asset is classified in this category if acquired
principally for the purpose of selling in the short term or if
so designated by management and within the requirements
of AAsB 139: Financial instruments: Recognition and
Measurement. Derivatives are also categorised as held for
trading unless they are designated as hedges. such assets are
subsequently measured at fair value with changes in carrying
value being included in surplus or deficit.
(ii) Loans and receivables
loans and receivables are non-derivative financial assets with
fixed or determinable payments that are not quoted in an
active market and are subsequently measured at amortised
cost using the effective interest rate method.
(iii) Held-to-maturity investments
These investments have fixed maturities, and it is the College’s
intention to hold these investments to maturity.Any heldto-maturity
investments held by the College are stated at
amortised cost using the effective interest rate method.
(iv) Available-for-sale financial assets
Available-for-sale financial assets are non-derivative financial
assets not included in the above categories.Available-for-sale
financial assets are reflected at fair value.
(v) Financial liabilities
Non-derivative financial liabilities are subsequently measured
at amortised cost.
Fair Value
Fair value is determined based on current bid prices for all quoted
investments.Valuation techniques are applied to determine fair
value for all unlisted securities.
Impairment of Assets
At the end of each reporting period, the College reviews the
carrying values of its tangible and intangible assets to determine
whether there is any indication that those assets have been
impaired. if such an indication exists, the recoverable amount of
the asset, being the higher of the asset’s fair value less costs to sell
and value in use, is compared to the asset’s carrying value.
Any excess of the asset’s carrying value over its recoverable
amount is expensed to the statement of comprehensive income.
impairment testing is performed annually for goodwill and
intangible assets with indefinite lives.
Where it is not possible to estimate the recoverable amount of an
individual asset, the College estimates the recoverable amount of
the cash-generating unit to which the asset belongs.
Where an impairment loss on a revalued asset is identified, this is
debited against the revaluation surplus in respect of the same class
of asset to the extent that the impairment loss does not exceed
the amount in the revaluation surplus for that same class of asset.
Intangibles
Web-site costs are initially recognised on the cost basis.
After initial recognition, web-site costs are carried at their cost,
less any accumulated amortisation over their estimated useful life
or 5 years, and any accumulated impairment losses.
Employee Benefits
Provision is made for the College’s liability for employee benefits
arising from services rendered by employees to the end of the
reporting period. Employee benefits that are expected to be
settled within one year have been measured at the amounts
expected to be paid when the liability is settled, plus related
on-costs. Employee benefits payable later than one year have
been measured at the present value of the estimated future cash
outflows to be made for those benefits.
Contributions are made to employee superannuation funds and
are charged as expenses when incurred. All employees are entitled
to varying levels of benefits on retirement, disability or death.
The superannuation plans or equivalent provide accumulated
benefits. Contributions are made in accordance with the statutory
requirements of each jurisdiction.
Provisions
Provisions are recognised when the College has a legal or
constructive obligation, as a result of past events, for which it is
probable that an outflow of economic benefits will result and that
outflow can be reliably measured. Provisions recognised represent
the best estimate of the amounts required to settle the obligation
at reporting date.
Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, deposits held
at-call with banks, other short-term highly liquid investments with
original maturities of six months or less, and bank overdrafts. Bank
overdrafts are shown within short-term borrowings in current
liabilities on the statement of financial position.

Revenue
Revenue from the sale of goods is recognised when the goods
are delivered to customers.
interest revenue is recognised on a proportional basis taking
into account the interest rates applicable to the financial assets.
Subscriptions and Exam Fees
subscriptions and Exam Fees have been included on an accruals
basis which is consistent with the accounting policy adopted in
the previous year. The revenue is recognised when the service
has been provided.
Revenue from the providing of all other services is recognised
when the service is provided.
Borrowing Costs
Borrowing costs directly attributable to the acquisition,
construction or production of assets necessarily take a substantial
period of time to prepare for their intended use or sale, are
added to the cost of those assets, until such time as the assets are
substantially ready for their intended use of sale.
All other borrowing costs are recognised in income in the period
in which they are incurred.
Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount
of GsT, except where the amount of GsT incurred is not
recoverable from the Tax Office. in these circumstances, the GsT
is recognised as part of the cost of acquisition of an asset or as
part of an item of the expense. Receivables and payables in the
balance sheet are shown inclusive of GsT.
Cash flows are presented in the statement of cash flows on
a gross basis, except for the GsT component of investing and
financing activities, which are disclosed as operating cash flows.
Comparative Figures
When required by Accounting standards, comparative figures
have been adjusted to conform to changes in presentation for
the current financial year.
Trade and Other Payables
Trade and other payables represent the liability outstanding at the
end of the reporting period for goods and services rendered by
the company during the reporting period which remain unpaid.
The balance is recognised as a current liability with the amounts
normally paid within 30 days of recognition of the liability.
Critical Accounting Estimates and Judgements
The Councillors evaluate estimates and judgements incorporated
into the financial statements based on historical knowledge and
best available current information. Estimates assume a reasonable
expectation of future events and are based on current trends and
economic data, obtained both externally and within the College.
Adoption of New and Revised Accounting Standards
During the current year, the College adopted all of the new and
revised Australian Accounting standards and interpretations
applicable to its operations which became mandatory.
The adoption of these standards has impacted the recognition,
measurements and disclosure of certain transactions. The following
is an explanation of the impact the adoption of these standards
and interpretations has had on the financial statements of the
College.
Terminology changes – The revised version of AAsB 101 contains
a number of terminology changes, including the amendment of the
names of primary financial statements.
Reporting changes in accumulated funds – The revised AAsB
101 requires all non-Fellow changes in accumulated funds to be
presented in the statement of comprehensive income.
Statement of comprehensive income – The revised AAsB
101 requires all income and expenses to be presented in either
one statement, the statement of comprehensive income, or two
separate statements, a separate income statement and a statement
of comprehensive income. The previous version of AAsB 101
required only the presentation of a single income statement.
The College’s financial statements now contain a statement of
comprehensive income.
Other comprehensive income – The revised version of AAsB
101 introduces the concept of ‘other comprehensive income’
which comprises of income and expenses that are not recognised
in surplus or deficit as required by other Australian Accounting
standards. items of other comprehensive income are to be
disclosed in the statement of comprehensive income.
New Accounting Standards for Application in
Future Periods
The AAsB has issued new and amended accounting standards and
interpretations that have mandatory application dates for future
reporting periods. The College has decided against early adoption
of these standards.A discussion of those requirements and their
impact on the College follows:
• AAsB 9: Financial instruments and AAsB 2009-11:
Amendments to Australian Accounting standards arising from
AAsB 9 [AAsB 1, 3, 4, 5, 7, 101, 102, 108, 112, 118, 121, 127,
128, 131, 132, 136, 139, 1023 & 1038 and interpretations
10 &12].
• AAsB 2009-4:Amendments to Australian Accounting standards
arising from the Annual improvements Project [AAAsB 2 and
AAsB 138 and AAsB interpretations 9 & 16] and AAsB 2009-
5: Further Amendments to Australian Accounting standards
arising from the Annual improvements Project [AAsB 5, 8,
101, 107, 117, 118, 136 & 139].
• AAsB 2009-12:Amendments to Australian Accounting
standards [AAsBs 5, 8, 108, 110, 112, 119, 133, 137, 139, 1023
& 1031 and interpretations 2, 4, 16, 1039 & 1052].
The College does not anticipate early adoption of any of the above
Australian Accounting standards.

price risk on available-for-sale financial assets. such risk is managed
through diversification of investments across managed funds.
2. Interest Rate Risk
3. Sensitivity Analysis
The following illustrates sensitivities to the College’s exposures
to changes in interest rate and prices,The amounts indicate the
impact on how surplus and accumulated funds reported at the
end of the reporting period would have been affected by changes
to the relevant risk variable that management considers to be
reasonably possible. These sensitivities assume that the movement
in a particular variable is independent of other variables.
4. Net Fair Values
The fair values of financial assets and financial liabilities are
presented in the above interest rate risk tables and can be
compared to their carrying values as presented therein as per the
statement of financial position. Fair values are those amounts for
which an asset could be exchanged, or a liability settled, between
knowledgeable, willing parties in an arm’s length transaction.
The net fair values of listed investments have been valued at
the quoted market bid price at balance date and adjusted for
transaction costs expected to be incurred. For other assets and
other liabilities, the net fair value approximates their carrying
value. No financial assets and financial liabilities are readily traded
on organised markets in standardised form other than listed
investments. Financial assets where the carrying amount exceeds
net fair values have not been written down as the College intends
to hold these assets to maturity.
17. Reserves
The financial assets reserve records revaluation increments and
decrements (that do not represent impairment write-downs) that
relate to financial assets that are classified as available-for sale.
AuDiTOR’s REPORT
TO THE FELLOWS OF
THE AUSTRALASIAN COLLEGE FOR EMERGENCY MEDICINE
Report on the Financial Report
We have audited the accompanying financial statements of
The Australasian College for Emergency Medicine, which
comprises the statement of financial position as at 30 June 2010,
and the statement of comprehensive income, statement of changes
in accumulated funds and statement of cash flows for the year
ended on that date, a summary of significant accounting policies
and other explanatory notes and the Councillors’ declaration.
Councillors’ Responsibility for
the Financial Report
The Councillors of the College are responsible for the
preparation and fair presentation of the financial statements in
accordance with Australian Accounting standards (including the
Australian Accounting interpretations) and the Corporations Act
2001.This responsibility includes designing, implementing and
maintaining internal controls relevant to the preparation and fair
presentation of the financial statements that are free from material
misstatement, whether due to fraud or error; selecting and
applying appropriate accounting policies; and making accounting
estimates that are reasonable in the circumstances.
Auditors’ Responsibility
Our responsibility is to express an opinion on the financial
statements based on our audit. We conducted our audit in
accordance with Australian Auditing standards. These Auditing
standards require that we comply with relevant ethical
requirements relating to audit engagements and plan and perform
the audit to obtain reasonable assurance whether the financial
statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence
about the amounts and disclosures in the financial statements.
The procedures selected depend on the auditors’ judgment,
including the assessment of the risks of material misstatement
of the financial statements, whether due to fraud or error.
in making those risk assessments, the auditors consider internal
control relevant to the entity’s preparation and fair presentation
of the financial statements in order to design audit procedures that
are appropriate in the circumstances, but not for the purpose of
expressing an opinion on the effectiveness of the entity’s internal
control. An audit also includes evaluating the appropriateness of
accounting policies used and the reasonableness of accounting
estimates made by the Councillors, as well as evaluating the overall
presentation of the financial statements.
We believe that the audit evidence we have obtained is sufficient
and appropriate to provide a basis for our audit opinion.
Independence
in conducting our audit, we have complied with the independence
requirements of the Corporations Act 2001.We confirm that the
independence declaration required by the Corporations Act 2001,
provided to the Councillors of The Australasian College for
Emergency Medicine on 5 October 2010, would be in the same
terms if provided to the Councillors as at the date of this auditor’s
report.
material respects, the financial position of The Australasian
financial performance and cash flows for the year then ended
in accordance with the Corporations Act 2001 and the
Australian Accounting standards (including Australian
Accounting interpretations).
