INTRODUCTION


THE MARINE SOCIETY OF THE CITY OF NEW YORK 2<br />

<strong>The</strong> initial accession <strong>of</strong> records took place in 1969 when <strong>the</strong> Minute Books, Journals<br />

<strong>of</strong> <strong>the</strong> Proceedings and <strong>the</strong> Treasurer’s Accounts were deposited in <strong>the</strong> <strong>Maritime</strong> <strong>College</strong><br />

Archives. In 1975 a second group was accessioned. <strong>The</strong>se records consisted <strong>of</strong> Allotment<br />

and Cash Books, Membership Dues Books and Minutes, from May 10, 1948 to December 13,<br />

1954. <strong>The</strong>re were also accounts <strong>of</strong> <strong>Marine</strong> <strong>Society</strong> members compiled by Nelson Proctor,<br />

several <strong>Society</strong> Certificates and an old copy <strong>of</strong> <strong>the</strong> By-laws (1811). Also included were<br />

Records <strong>of</strong> <strong>the</strong> Retreat Property, receipts from chartered cruises taken from 1909-1913 and<br />

photographs <strong>of</strong> members (c.1950’s) as well as copies <strong>of</strong> <strong>the</strong> <strong>Marine</strong> <strong>Society</strong> Charter. Audits<br />

by <strong>the</strong> Horace S. Ely and Company were a part <strong>of</strong> <strong>the</strong> financial records.

In November <strong>1769</strong>, thirty-two people met in <strong>the</strong> Exchange Building to discuss <strong>the</strong><br />

formation <strong>of</strong> a society to provide relief for distressed ship masters, or <strong>the</strong>ir widows and<br />

children, and to promote maritime knowledge. A committee was appointed to draw up<br />

articles. <strong>The</strong>se were adopted and served as <strong>the</strong> basis <strong>of</strong> <strong>the</strong> charter granted by King George III<br />

for “<strong>The</strong> <strong>Marine</strong> <strong>Society</strong> <strong>of</strong> <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>York</strong> in <strong>the</strong> Province <strong>of</strong> <strong>New</strong> <strong>York</strong> in America”,<br />

incorporated in April 1770. Membership quickly grew.<br />

During <strong>the</strong> Revolutionary War, members sided with both camps; loyalist groups aided<br />

English troops in <strong>the</strong> defense <strong>of</strong> <strong>New</strong> <strong>York</strong> <strong>City</strong> and <strong>the</strong> Sons <strong>of</strong> Liberty counted many <strong>Marine</strong><br />

<strong>Society</strong> members in its ranks. In 1786, by Act <strong>of</strong> Legislature, <strong>the</strong> <strong>Society</strong> became “<strong>The</strong><br />

<strong>Marine</strong> <strong>Society</strong> <strong>of</strong> <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>York</strong>, in <strong>the</strong> State <strong>of</strong> <strong>New</strong> <strong>York</strong>”. Membership was not<br />

limited to masters <strong>of</strong> vessels, but included merchants, attorneys and many o<strong>the</strong>r prominent<br />

individuals with an interest in maritime affairs. Such members included Alexander Hamilton,<br />

John Marshall and Leonard Lispenard, first Presidents <strong>of</strong> <strong>the</strong> <strong>Society</strong>. In 1783, George<br />

Washington and De Witt Clinton became Honorary Members.<br />

While <strong>the</strong> <strong>Society</strong> diligently carried out its charitable obligations, it also fulfilled its<br />

o<strong>the</strong>r purpose, that <strong>of</strong> fur<strong>the</strong>ring maritime knowledge. <strong>The</strong>re were petitions for lighthouses<br />

along <strong>the</strong> coast and <strong>the</strong> placement <strong>of</strong> buoys in <strong>the</strong> channels, tests on <strong>the</strong> durability <strong>of</strong> various<br />

woods used in ship building, and <strong>the</strong> examination <strong>of</strong> new charts to determine <strong>the</strong>ir accuracy.<br />

In 1873, <strong>the</strong> <strong>Marine</strong> <strong>Society</strong> petitioned <strong>the</strong> <strong>New</strong> <strong>York</strong> State Legislature for a school to train<br />

<strong>of</strong>ficers in <strong>the</strong> Merchant <strong>Marine</strong> and helped to bring about <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> <strong>New</strong> <strong>York</strong><br />

Nautical School aboard <strong>the</strong> ST. MARY’S. Today that school is <strong>the</strong> <strong>Maritime</strong> <strong>College</strong>, whose<br />

archives serve as repository for <strong>Marine</strong> <strong>Society</strong> records. During both world conflicts, <strong>Society</strong><br />

members served as masters <strong>of</strong> troop and cargo vessels and in <strong>the</strong> War Shipping<br />

Administration which controlled all merchant shipping.<br />

Members also serve actively in o<strong>the</strong>r charitable <strong>Marine</strong> Societies. In 1801, Capt.<br />

Robert Richard Randall established <strong>the</strong> Sailors’ Snug Harbor in his will. This institution<br />

provides free care for old or disabled seamen. <strong>The</strong> President and Vice-President <strong>of</strong> <strong>the</strong><br />

<strong>Marine</strong> <strong>Society</strong> serve, by <strong>of</strong>fice, as members <strong>of</strong> its Board <strong>of</strong> Trustees. In 1854 <strong>the</strong> <strong>Marine</strong><br />

<strong>Society</strong> founded <strong>the</strong> <strong>Marine</strong>r’s Family Home on Staten Island, which provides for <strong>the</strong> wives<br />

or relatives <strong>of</strong> seamen.

“Retreat Property”, mentioned <strong>of</strong>ten in <strong>Society</strong> records, has a long history. Briefly, in<br />

1784, <strong>the</strong> State <strong>of</strong> <strong>New</strong> <strong>York</strong> passed an Act to establish a quarantine hospital for <strong>the</strong> Port <strong>of</strong><br />

<strong>New</strong> <strong>York</strong>. Funds accumulated from a tax paid by every passenger and seaman entering <strong>the</strong><br />

Port. Thirty acres <strong>of</strong> land were bought on Staten Island and a small hospital was built. Open<br />

from June to October, it was used only for persons entering <strong>the</strong> United States who were<br />

suffering from infectious diseases. <strong>The</strong> cost <strong>of</strong> maintaining <strong>the</strong> hospital was small, but <strong>the</strong><br />

receipts from <strong>the</strong> tax were so large, that by 1831, <strong>the</strong>re was a credit balance <strong>of</strong> $341,000.<br />

Since a large part <strong>of</strong> this tax was paid by seamen who received little or no benefit from <strong>the</strong><br />

hospital, ano<strong>the</strong>r Act was passed, allowing <strong>the</strong> tax collected from <strong>the</strong> seamen to be paid into a<br />

special account called “<strong>The</strong> Seamen’s Fund and Retreat”. This fund was administered by a<br />

Board <strong>of</strong> Trustees, including <strong>the</strong> President <strong>of</strong> <strong>the</strong> <strong>Marine</strong> <strong>Society</strong>. Thirty-five acres was<br />

purchased on Staten Island and in 1853 a hospital was built. Known as <strong>the</strong> Seaman’s<br />

Retreat”, it cared for sick and disabled seamen and was <strong>the</strong> first <strong>of</strong> its kind in this port.<br />

In 1851, <strong>the</strong> State Legislature directed that <strong>the</strong> Trustees <strong>of</strong> <strong>the</strong> Seaman’s Fund give six<br />

acres <strong>of</strong> Retreat Property and $10,000 to establish <strong>the</strong> <strong>Marine</strong>r’s Family Asylum, and in<br />

addition, to allot annual sums for its upkeep. O<strong>the</strong>r monies from <strong>the</strong> Fund were allocated to<br />

support charities not connected with seamen. When <strong>the</strong> Fund eventually ran out, <strong>the</strong> <strong>Marine</strong><br />

<strong>Society</strong> sought <strong>the</strong> help <strong>of</strong> <strong>the</strong> Federal Government to provide facilities for <strong>the</strong> care <strong>of</strong> sick<br />

and disabled seamen. It recommended that while <strong>the</strong> title <strong>of</strong> <strong>the</strong> Retreat property remain in<br />

<strong>the</strong> <strong>Marine</strong> <strong>Society</strong>, <strong>the</strong> property should be sold, proceeds <strong>of</strong> this sale to be divided between<br />

<strong>the</strong> <strong>Marine</strong>r’s Family Asylum, <strong>the</strong> <strong>Society</strong> for <strong>the</strong> Relief <strong>of</strong> Destitute Children <strong>of</strong> Seamen and<br />

<strong>the</strong> <strong>Marine</strong> <strong>Society</strong>.<br />

In 1882, <strong>the</strong> State Legislature passed a law which vested title to <strong>the</strong> Retreat Property in<br />

<strong>the</strong> <strong>Marine</strong> <strong>Society</strong>. <strong>The</strong> following year, <strong>the</strong> <strong>Society</strong> leased <strong>the</strong> property to <strong>the</strong> <strong>Marine</strong><br />

Hospital Service. Although United States <strong>of</strong>ficials were willing to establish a Federal <strong>Marine</strong><br />

Hospital on <strong>the</strong> property, efforts were blocked by local residents and twenty years passed<br />

before favorable legislation was enacted in 1903. <strong>The</strong>n, <strong>the</strong> Federal Government bought all<br />

but five acres for $300,000 and established a fine <strong>Marine</strong> Hospital. <strong>The</strong> money was shared by<br />

<strong>the</strong> groups mentioned above. In 1931 <strong>the</strong> remaining five acres was sold to <strong>the</strong> government<br />

and <strong>the</strong> proceeds shared once more.<br />

Today, <strong>the</strong> <strong>Marine</strong> <strong>Society</strong> continues to be a thriving <strong>Society</strong>, dedicated to <strong>the</strong><br />

founding principles set forth in its charter over two hundred years ago.
