Fighting Crime
Security
is key
Whether you’re going on
holiday this summer or
staying home you don’t
want to advertise your
home to burglars.
The lighter and warmer nights
mean you’re likely to open your
windows and doors and of course
it’s peak time for travelling.
By following the tips opposite, you
should keep your property safe:
Each of Trafford’s four
neighbourhood policing teams
has a dedicated crime reduction
advisor (CRA) to provide the public
with expert advice.
The individual CRAs have a detailed
working knowledge of their area,
allowing them to provide bespoke
crime prevention solutions to local
problems.
With over 50 years policing
experience between them, the
four advisors use their skills and
knowledge to fight crime in a
variety of ways including consulting
with and advising local groups who
Today
promote community safety issues,
giving community talks regarding
relevant community safety and
security advice and developing
and evaluating crime reduction
initiatives.
How did you first
become a councillor?
By accident. I became
involved in a minor local
issue in 2003, one thing
led to another and I
found myself winning an
election.
Do you represent
What are the key
issues in your ward?
Cycling was celebrated in
Trafford with a variety of
events during Bike Week
(13-21 June).
There was a week-long exhibition
at Sale Waterside, plus organised
bike rides and sessions offering
information for all levels of cyclists.
The opening event at Sale Waterside
was met by glorious sunshine which
brought crowds of people out
to enjoy the attractions with the
The Trans
Pennine Trail
The Trans Pennine Trail, coast-tocoast
from Southport to Hornsea,
is 215 miles (346Km) long, and
the section within Trafford’s
boundary experiences the highest
levels of cycling anywhere along
the trail.
Over the past two years,
Trafford Council has funded vast
improvements to the surface,
signage and access, and Trafford's
cycling officer is developing the
network further to link to schools,
the Bridgewater Canal and local
communities. The investment in
the TPT over this two year period
is in excess of £150,000 and has
provided significant benefits
along the route.
turned out to be a very busy event
at the Trafford Centre.
Councillors and Trafford Council’s
director of environment strategy
John Lamb braved the rain to
complete a ride along a section of
the Trans Pennine Trail, which has
been considerably improved over
the past two years.
Executive Councillor Alan Mitchell
said: “Cycling is an excellent way of
staying healthy and, if more people
got on their bikes, there would be
less cars travelling through Trafford
which would really boost road
safety and help the environment at
the same time. I would encourage
anyone who doesn’t already use
a bike to learn more about the
benefits of cycling.”
What’s your favorite
piece of music?
Too many to list
specifically. I developed
a taste for opera and
classical music while living
in Germany but that does
not preclude rock and
some jazz.
A Cleaner Greener Borough
Homegrown is a hit!
Allotment holders play a vital role in keeping the
borough clean, green and full of colour as well
as producing healthy food for themselves, their
friends and family. They also provide valuable
habitats for wildlife and improve the sustainability
of our open space.
Large parts of the borough have a long tradition of
market gardening - producing vegetables, plants and
flowers for the local town and city markets.
While commercial growing has declined in recent years,
the allotment movement has grown from strength to
strength.
Staff at Trafford Council work closely with allotment
holders to make the most of their plots, managing the
sites and the events that are held to celebrate them.
Case study
Seymour Grove
Allotment, in
Old Trafford, is
flourishing thanks to
the commitment of
volunteers who have
helped to raised funds
to improve the site.
A £10,000 Awards for
more environmentally plant sale and open day earlier this
summer. This gave local people the
chance to buy seedlings, walk around
panels to provide light, ‘growing their own’.
an energy efficient
and new windows to save heat.
Partners including BlueSCI and Groundwork have helped
to develop the site. It even has its own ‘community plot’
which enables people to socialise with others while
improving their fitness levels, learning about organic
growing and cooking, and relaxing in the open space.
Gardeners Evening
Once a year, allotment
skills are rewarded at
Recycling rates
keep rising
'A very efficient, excellent
service' - just one of the
comments fed back from local
people giving Trafford’s new
kerbside recycling and refuse
service the thumbs up.
Local people are actively using the
new service, which has helped the
borough’s recycling performance
improve to second best in Greater
Manchester. Recycling rates soared
to almost 34 per cent in 2008/09
(against a target of 30 per cent), in
comparison to the 2007/08 figure of
28 per cent.
Compare this to the recycling rate in
2004/05 of 10.74 per cent and we can
see the rate has tripled over the past
five years.
In fact in 2008/09, 138.04 kg was
recycled per head - the equivalent to
the weight of more than 60 bags of
sugar.
Executive Councillor Jonathan Coupe
said: “I’m really pleased residents are
happy with the new service we’ve
provided and thanks to their support
we’re continuing to see our recycling
rates rising and money being saved
on landfill spending. I feel confident
our campaign to make Trafford a
cleaner, greener borough will go
Your Youth Cabinet
It’s been a busy time for your Trafford
youth cabinet representatives, who’ve
been working hard, representing local
young people.
The cabinet is the voice of all Trafford’s young
people. It’s keen to take up concerns young people
have and help bring about changes.
So what’s the latest news?
“Our main target is making sure young people are
better represented and able to influence issues
across Trafford. We allow young people to have a
real say in services and issues affecting them. There
are four groups dealing with anti-discrimination,
sexual health, the media and young people’s
facilities and common interests such as public
transport.
“We’re consulted regularly on many topics, like
the Stamford Park redevelopments. Through our
representation on the GMPTE Transport Youth
Forum, we share views in the regional youth
parliament. The youth parliament’s biggest
regional and national campaigns are the abolition
of university tuition fees, public transport
improvements and improved political education in
secondary schools.” - Areeq Chowdhury.
Partington sports village
“We were involved in selecting the winning bid
for a local youth facility. Working with members
of the Myplace board, we studied all the bids,
before deciding on Partington Sports Village, near
Broadoak school.
“This work took us to London, visiting iconic
buildings to look at structures and designs,
before meeting with designers to discuss how
our completed building should look. It’s been
important local young people have got involved,
after all it is their building. Seeing the building rise
out of the ground will be exhilarating for everyone
involved.” - Matthew Bowcott
Sexual health
“Good advice and guidance around sexual health
is something all young people should be interested
in. With the cabinet’s involvement, sexual health
outreach workers are now available across the
borough. They’ll increase awareness of good sexual
health, encourage a more open attitude towards
sexual health and positive relationships.
“What’s also exciting is that some youth cabinet
members will also be trained as sexual health peer
educators. This is important as sometimes it is
hard to talk to an adult about sexual health issues.
With peer educators, young people can approach
someone of their own age and talk confidently and
confidentially about sexual health and any concerns
they’ve got.” - Georgia Quinn.
cabinet can e-mail
securing £1.1m capital
funding for approximately
22 new play areas from the
Government's Department
for Children, Schools and
The funding allows the council
and partners to improve play
sites aimed at eight to 13-yearolds,
offering new, exciting
outdoor play opportunities.
Working with Play England,
priority sites were identified
and a detailed bid showing
their importance to local young
people aged between eight and
13 submitted.
The first year will see play sites
Value for Money
Innovative ways to put
people first
Innovative new care
service proposals
providing value for
money were what
Trafford Council looked
for – and got – recently.
Local care service providers and
community groups submitted
36 funding applications under
the council’s new Putting
People First Innovation Fund
- with the best 14 securing
between £37,500 and £700
from the £150,000 pot.
The fund is part of the council’s
commitment to greater choice
for local people, buying support
through personal care budgets.
A diverse range of services can
only benefit people considering
what best meets their needs
and expectations.
Each successful bid
demonstrated innovation,
ability to meet an unmet need
and council requirements to
deliver individually tailored care
Handy Help could be for you!
Are you aged over 60 or
disabled and need help
with odd jobs around the
house? Trafford Council’s
supporting people team
funds the Handy Help
service, run by Trafford
Care and Repair, which
could be the solution.
The service has been expanded
thanks to a Communities and
Local Government grant. It’s
available to residents across
the borough who are unable
to do essential DIY in their
homes, from small plumbing
jobs to fitting extra hand rails,
for a low fee.
The service’s aim is to maintain
the home and make sure it’s
Trafford Council’s ‘traffic light’ system
for financial health reporting has been
hailed an example of best practice by
the Audit Commission.
Introduced as part of the council’s financial
management improvement programme, it
allows for better reporting of this important
financial information.
Executive Councillor John Tolhurst said: “The
council’s determined to provide the best
possible value for money for local people and
improve its reporting of extremely technical,
detailed financial information.
“Being praised is excellent, but more
important to us is to help local people,
services for people through its
‘Putting People First’ initiative.
They also showed sustainability,
value for money, that they
could make a difference and
impact positively on people’s
wellbeing and quality of life.
After careful consideration a
judging panel including local
people allocated the funding.
Carer member Jo Bergin said:
“I’ve been keen since caring for
my terminally ill grandmother
to see greater support for
carers coping during harrowing
times. I know how important
it was for her to stay at home,
surrounded by what and who
she knew. The Innovation
Fund is a huge step towards
improving services and choice.
“I was honoured to be invited
on the panel. We were
impressed with the high
standards and creativity, which
made our decisions extremely
difficult. I’m looking forward
to monitoring progress among
safe so the resident can keep
their independence. The
group of workers involved
in Handy Help have links,
through the council, with
housing and benefits and can
carry out risk assessments so
they can advise people on
things like fall prevention and
carry out the work.
Mr Feneley, from Timperley,
has been using the service
for three years now and told
Trafford Today: “This is an
excellent value for money
service and I can trust the
handymen to give good advice
and listen to my needs. I have
already recommended this to
others and will continue to do
the services.”
Services range from Age
Concern’s home computer
training for older people, to
United Response’s time banking
scheme.
Jo Wood from Altrincham’s
Counselling Centre, which
will provide vulnerable,
housebound people mobile
counselling, said: “Considering
sending counsellors into homes
came from wondering how, for
example an agoraphobic, or
full time carer for whom every
moment out of the house is
shot through with anxiety could
get the professional emotional
support to make a real
difference. With Innovation
Fund backing we can now help
meet this need,” she said.
Look out for more information
about individual projects in
future editions of Trafford
Today.
so in the future.”
You can access Handy Help
if you are aged over 60 or
disabled. It does not matter
if you own or are renting the
property. Contact 0161 873
National recognition for financial
management
elected members, stakeholders and anyone
else wanting to see how we are doing.
As the financial health indicator report
is not subject to executive or corporate
management team approval, it reinforces the
council’s commitment to openness and public
accountability,” he said.
In its ‘Summing Up: A National Review of
Financial Management in Local Government
2005-2008’ the Audit Commission describes
the reporting as easy-to-read and accessible,
areas requiring attention and where to find
The council’s committed to
Protect your home from future Care Home fees
Does this sound familiar? “We have made our Wills
leaving everything to each other then to the children”.
These are known as ‘Mirror Wills’. Sounds reassuring
enough doesn’t it! But your children could in fact end up
with very little or even nothing at all. The main reason
for this is your surviving spouse going into care when
you are no longer here to look after them. Although the
possibility of care may seem a long way off, there are
steps you should take now to protect your home.
Care Costs - If your surviving spouse has to go into care,
they will have to use all their assets to pay for their care
until they get down to to their last £13,500. It is therefore
not a good idea to leave your half share of the home in
your Will to your surviving partner.
“We’ve worked hard and saved all our lives, why
should the Local Authority get it all?”
APRIL KING Property Trust Wills - The answer to the
above is to make new Property Trust Wills. You may be
unaware that the legislation is already in place for you to
take advantage of these types of Wills.
Most of our clients come to us having already made
standard ‘Mirror Wills’. Property Trust Wills allow you to
leave your respective shares of the home to the children
in Trust but say that they cannot have it whilst the
surviving spouse/partner is still alive. This half would
then NOT be included in any future means test
calculations. The surviving spouse can sell the home,
raise cash or move house. Your children are powerless to
intervene but simply have to wait for their inheritance,
as they would have done under your old ‘Mirror Will’.
Do you qualify? Property Trust Wills must be written
whilst you are both still alive and in good mental health.
Unfortunately, these are unsuitable if you are single or a
surviving spouse who now owns the property outright. It
is therefore important for couples to act now.
Our free information pack tells you all you need to
know about protecting your home from future care
charges and also includes details of our special
'Bloodline Trust Wills' which prevent your children and
grandchildren from losing their inheritance due to a
child's divorce, remarriage or financial difficulties.
St. Antony's
has taken the Every Child Matters Agenda really to heart, as pupils have been
encouraged to join in many diverse sports.
The School Sports Co-Ordinator, Miss Emma Nuttall has pulled out all the stops
to ensure that pupils have a wide range of activities to choose from. Pupils
from all years have had the opportunity to enjoy skiing and snowboard
sessions, while some Year 7 pupils have had the opportunity to experience free
of charge 8 weeks of water sports. Youngsters can also take part in street
dance and skateboarding, as well as the more traditional school sports.
The girls have had particular success on the football field and recently won the
Greater Manchester Schools Girls Football Cup, having battled against several
sports colleges on their way to victory. Add to that the fact that two of our
pupils are due to compete in an international Hip Hop competition in Las Vegas
in the summer, whilst another is representing England in U12 Girls' Football, it
is clear to see that St Antony's pupils are taking to heart all the recent
government advice on keeping fit and healthy.
Make the most of y
There’s more to our town centres than just shopping and we’re lucky in Trafford that we have four to choose from. This means everyone in
the borough has their local shops, cafés, restaurants, bars, services, leisure time activities and events on the doorstep.
We decided to pick out the best bits to help you find what’s on offer for you in your nearest town centre.
FREE Parking After 3!
At the beginning of this month we introduced free after 3pm
parking in council-run town centre car parks to encourage
people to use our wide ranging facilities including local shops,
restaurants and sports/leisure facilities more often.
The free parking applies after 3pm Monday to Friday in the council’s
off-street car parks at Oakfield Road and Regent Road in Altrincham,
Cecil Road and Victoria Road in Hale and Oakland’s Drive in Sale. Onstreet
parking in town centres will also be free after 3. These car
parks and on-street parking bays are also free on Sundays.
New signs clearly identify the changes across the borough with a
full breakdown of locations for this offer available on the council’s
website at www.trafford.gov.uk/parking
We asked shoppers in Trafford’s town centres
why they choose to shop there……
Anthony and
Nikki Dutton: "We really like
shopping in Urmston because of the
friendly, personal service you are
offered. We try to use shops that offer
a wide range of fair trade products in
addition to offering great food
and good value."
Clare: “It’s just so convenient
and it is improving. I also
think it is important that
people should support local
businesses.”
Urmston
Urmston has undergone a major change. The
first phase of the Eden Square shopping centre
development by Ask developers is now complete.
There’s a new secure shoppers car park, which is free
for up to three hours and anchor store Sainsbury’s
which is already bringing people back to the town and
attracting new visitors. There are also 64 residential
apartments which are to be completed over the
summer, together with a number of modern retail
units.
When Sainsbury's
Urmston opened its
doors on Wednesday 24 June, shoppers
were welcomed by the 210 local
people Sainsbury's have employed
in the store, more than 100 of
Urmston’s new state-of-the-art library is now
open to the public. A brand new Access Trafford
service is located within the library providing
library services and a one-stop shop for residents
who need to get in touch with the council. There
are 10 public access computers - along with another
10 in the dedicated learning centre and 24,000 books, DVD's and CD's
- compared to around 18,000 in the original library. The new library will be
offering a number of other services including children’s library, family area and
buggy park, exhibition space which can also be divided into 3 meeting rooms
holding between 40 and 70 people. Some of the new features include CCTV, a hearing loop
system, MP3 talking books, lift and escalator.
In addition to the redevelopment of the shopping centre, the council has added to the overall
town centre improvement programme with other works, including pavement upgrades, new
signage, refurbishment of street furniture and additional bike parking areas, to enhance
Urmston’s shopping environment. The council long-stay car parks at Golden Hill and Manor
Avenue recently received Park Mark awards recognising safety, access and maintenance.
10 top reasons for supporting your local town centre
1. Support local businesses - they invest in your area,
provide jobs for local people and get involved in
community activities.
2. There’s a great choice of independent, specialist
and high street shops and services. You can get
your hair done, have keys cut, give your wardrobe
a boost, spruce up your home, stock up on treats,
purchase that special gift, put some clothes in for
dry cleaning and have your shoes repaired all in one
go.
3. Make the most of the café culture to meet up with
old friends and make new ones.
Stretford
The town has a big
indoor shopping
centre featuring
high street stores
with a number of
independent retailers
in and around the
area.
Work is ongoing
to enhance the
Bridgewater Way
www.saletowncentre.co.uk
Sale
Sale is a great place to relax and unwind in its
waterside setting with the Bridgewater Canal
running through it.
There’s a good selection of shops, bars and
restaurants as well as Waterside Arts Centre.
If you fancy catching a play, some music or
comedy there’s the Robert Bolt Theatre or if
art is more your
thing head to
the Lauriston
Art Gallery
which is also
conveniently
located at Sale
Altrincham
Altrincham town centre is changing - there have
been a number of recent developments, including
the Stamford Quarter’s major makeover which has
brought some exciting new retailers and created a
fashion hotspot in the town. There’s also an award
winning multi-screen cinema and an ice rink which
bring a number of additional visitors to Altrincham
plus environmental improvements to complement
the work that has already taken place. And there
are other developments still to come -Nikal’s £150m
Altair plans include a hotel, leisure and more retail,
proposals for the Altrincham General Hospital site,
Railway Street and The Graftons Shopping Centre.
Altrincham is also steeped in history and the
4. Free parking after 3pm and on Sundays too in
council-owned car parks and on-street pay and
display bays.
5. They are easy to access with good transport links,
parking and the option to have a brisk walk or
gentle stroll.
6. There’s a host of activities going on in and around
your town centre. You can browse for a library
book, have a salsa session or get involved in
seasonal events and a park is never far away.
7. It’s better for the environment! You’ll use less petrol
and time getting there and the local produce on
along the canal in Stretford, and linking it with
Sale. It is all part of the successful Sustrans
lottery bid to improve walkways. This will mean
there’s even more nature accessible in
Stretford alongside the area’s many parks and
gardens that provide places to relax.
And of course there’s the great sporting and
leisure attractions on offer. Stretford is the home
of Manchester United and Lancashire County
Cricket Club and has the Imperial War Museum
North on its doorstep.
The arts centre hosts
a number of leisure
and cultural activities
throughout the
year – go to www.
watersideartscentre.co.uk
A new Aldi development
scheme on School Road
will be opening this
summer to help attract
more shoppers to that part of the town. In
addition to the new store, over half of the
apartments in the development have been
pre-sold with only one or two remaining.
There has been a good level of interest in the
three smaller retail units which are part of the
scheme and discussions are progressing well.
historic market, which was first established in
1290, is still a big feature of the town and recently
attracted attention from a national competition
looking for new and innovative market traders.
Work to enhance transport links to Altrincham
Interchange is also scheduled for this summer.
offer means there’s less food miles!
8. After a hard day at work, or shopping, why
not make the most of the local bars, pubs and
restaurants on offer?
9. Explore your local area and find our more about its
history and the interesting characters that the town
centres have to offer!
10. Supporting your town helps to maintain its
individuality and you benefit from a personalised
service where businesses value your custom.

We use low-odour, biodegradable, water based
cleaning products to remove stubborn built-on
carbon and grease from interior surfaces.
In the past people had no choice but to buy highly
pungent and messy cleaning aerosols to try and
clean their ovens - now our system allows us to
clean ovens, hobs, extractor hoods and
microwaves to an exceptionally high standard.
We don't leave a mess, our products are low-odour
and we can restore your oven to an excellent
condition in a few hours.
We provide free no-fuss over-the-phone quotations.
We have straightforward pricing, with no hidden
‘Kushti Atchin'
Tan for Roma
wagon
A beautiful bow
top Roma wagon,
built from scratch in
Partington, has found
a Kushti Atchin ‘Tan
(fine stopping place)
at Partington Primary
School. With local
Travellers children going
to the school it seems
the wagon’s found its
spiritual ‘home’.
The maroon and gold,
elaborately decorated wagon,
traditionally called a vardo,
was worked on by pupils
from Sale Grammar School
and secondary school aged
Traveller young people.
Supervised by wagon maker
Nick Dow, who created all the
finished artwork, completion
took three years.
As part of Gypsy, Roma,
Traveller History Month,
Partington Primary School
hosted a fun-filled day of
celebrations.
Pupils from each year
‘got creative’ with wagon
modelling and colouring
activities, dressing up,
studying books and Gypsy,
Roma and Traveller artefacts,
painting traditional barge
art, making cardboard models
and designing Crown Derby
plates.
They also revelled in
traditional storytelling and
But the wagon does more
than just look great. It’s an
important future learning
resource for Trafford pupils.
"It was one of the best things
I've ever been part of. From
learning how to 'chamfer'
wood to helping Nick paint
the horses and patterns. I'm
so proud when I look at it.
Please
quote
‘AID700’
It's kushti," said Danny-Boy
Locke, young person from the
Gypsy community involved in
this project.
"I didn't know much about
Gypsies and their culture
before, just what I read in
papers and saw on TV. I loved
working on the wagon and
learnt a lot from the project."
ADVICE FROM
TRAFFORD
CAB
My husband is selfemployed
and his work
has dried up as a result
of the recession. We’re
thinking of letting out
our house. Any advice?
Renting out a property
can provide extra income,
but landlords have serious
legal responsibilities you
need to be aware of
before going any further.
You can avoid unexpected
costs and pitfalls by
following these new tips
from LACORS, the local
government regulatory
authority:
Speak to your mortgage
lender - Check you won’t
be in breach of your
mortgage agreement.
Get references from
potential tenants - To
minimise your financial
risks.
Kumon can help your child progress with their maths and English
studies, boost their confidence and help them shine.
 complement the school curriculum
potential. Contact your local Instructor today.
kumon.co.uk
Prepare a formal tenancy
agreement - To make it
easier to deal with any
disputes should they arise
If you take a deposit,
it must be properly
protected - You face
serious penalties if you
don’t use one of the
government-approved
schemes.
Obtain an energy
performance certificate -If
you don’t, you can be
fined.
Find out whether you
need a property licence
from your local council -
Check before you let, or
you face a possible fine of
up to £20,000.
Get all your gas and
electrical appliances
checked - A gas certificate
is needed annually and you
must ensure all electrical
Realise your child’s potential
Have your say in Old Trafford
Old Trafford’s
neighbourhood forums
have changed over the
past year, meaning
more and more people
are now taking the time
to make it along to
the regular council-run
events.
HOW?
People in Old Trafford
were asked, by Old
Trafford Neighbourhood
Management Team, what
mattered to them and
what they wanted to
“It is vital
residents are able
to get information from,
and speak to, service
providers. It’s the most
effective way of finding
out what’s going on.”
Eileen McDonnell,
secretary of Friends of
Old Trafford.
discuss at the forums so
they became tailored to
the people who live there.
Activities for families were
introduced, such as face
painting, so no-one had to
miss out on having their
say or getting information.
WHY?
The forums are the chance
for local people to voice
their opinions directly
to Trafford Council staff
and representatives from
partner organisations
including the police,
fire service, various
environment groups,
and the primary
care trust,
on matters
affecting their
community
- things
like roads,
recycling,
w a s t e ,
budgets,
housing and
planning.
They’ve had
the chance to
find out about future
Celebrations put culture on show
Four Weeks of Culture began on 8
June with writer Joolz Denby, at Sale
Waterside Arts Centre, launching
Wordfest.
Just some of the highlights of Four Weeks
Of Culture were Avalon by Trafford College,
Sale Festival, tea dancing and drama in
parks.
Four Weeks of Culture aims to bring
together, promote and celebrate the exciting
and diverse range of cultural activities and
events taking place across Trafford.
Executive Councillor John Reilly said: "There
are hundreds of organisations across the
borough doing events in isolation day in
day out and this celebration aims to bring
as many of them together as possible under
the umbrella of 4 Weeks of Culture.
"Through Trafford's cultural partnership
we support many organisations and events
and this is an example of just one of the
successful projects run by the partnership. It
aims to encourage local people to check out
what's happening in their own area. I would
urge local people to have a look at what's
happening in Trafford before they think
about going to venues outside the borough
- there's loads happening all year round!"
cultural partnership, visit
