Mission of the document Tourism is a dynamically increasing activity which significantly participates in the economic development of the Šumava region. Undoubtedly tourism in the entire territory seems to have a considerable potential even for the future. The intention to take advantage of its long-term advancement led to the update of the Tourism Development Concept for Šumava, which is based on the current situation analysis and contains a plan of activities aimed at sustainable tourism development in the Šumava region. As to its program, the presented concept of tourism development corresponds with the document „Tourism in the Šumava region – Developmental concept of tourism and action plan“ of 1995, and with its updated version of 2001. Unlike the preceding materials, the new document focuses on tourism quality and on its relation to the environment and nature conservation. The principal objectives were to react to new stimuli in tourism emerging at various levels – local, nation-wide as well as international, to involve political changes ensuing from our membership in the EU and very recently from our attachment to the countries of Schengen area. It was necessary to provide regional tourism organizations with the most concrete guidelines in the sense of destination management, with a sphere of action covering the whole Šumava region. Another reason for the concept update was the UNEP/GEF international project „Soft tourism – an opportunity for the Šumava Biosphere Reserve“ which instigated the creation of sustainable tourism strategy for the Šumava Biosphere Reserve. The common outcome strives for an acceptable compromise between entrepreneurial activities and environment protection within the area of Šumava, so valuable in respect of natural values. The presented concept mainly represents „a scope of opportunities“. Its plan of action includes a list of subjects which can take immediate use of the opportunities, but it is also meant for those who decide to participate in the wide range of activities defined in the document. It concerns all subjects engaged in tourism, in state administration and local government, regional authorities, communities and communal associations, entrepreneurs and professional associations, tourist agencies, schools and other NGOs. The concept is a consensual document defining opportunities within the broader Šumava region which is administered by two neighbouring regions - Jihočeský and Plzeňský. Its incorporation in the current plans of regional development means that the concept consequently becomes a strategic planning document. As such it should be comprised in territorial planning of the Šumava region communities and, as an important input, in the emerging management plan of the Šumava National Park. Social importance of the document can increase due to its connection with the process of territorial planning but the main factor regarding its successful implementation will always be the commitment and effort of all involved subjects. 6
1. Methodology and Approach The Strategy of Sound Tourism Development in the Šumava Mts. can in fact be considered as an update of the Concept of Tourism Development in the Šumva Mts. elaborated in 1995 and updated in 2001. It differes, however from the above mentioned documents in two aspects: • It reflects changes in social trends and tendencies and thus it put more attention to development of sound forms of tourism. • The area of interest is composed of the Counties of Klatovy and Prachatice and a part of the Český Krumlov County. Having an area defined this way, the document complies with the fact that despite Šumava Mts can be considered a territory having a strong authenticity, it is a territory internally differentiated (see the map). Similarlly as in 1995 and 2001, participatory approach was used as a guiding idea in the Strategy formulation with the aim to involve as many as possible local and regional stakeholders into the process 1 . Background data and information were, step by step, gained mainly from the following sources: • Secondary analysis of relevant documents and proffessional literature (research papers, research reports, etc. relevant in the subject and territory). • Monitoring of visitors to the Šumava touristic region, conducted in the second half of the zear 2006 and at the beginning of the year 2007 as a part of the nation wide project aimed at identifying of visitors profile in touristic regions of the Czech Republic. 2 . • Dabases of the Czech Statistical Institute in České Budějovice were explored with the aim to get data describing touristic facilities within the region 1 List of involved stakeholders is attached at the end of the document 2 More detailed information about the priject can be found at http://www.czechtourism.cz/?show=002025 • Field statistical survey having a form of standardized interview, the respondents being mayors of municipalities lying within the area of interest (29 respondents), people working in inforamtion centres (11 respondents) and entreprenerurs in tourism business (15 respondents). The aim was to identify main problems the destination is facing, and expected trends of further • development in tourism in the Šumava Mts Round tables, organised as a part of the GEF project Sound tourism – the chance for the Šumava Biosphere Reserve with mayors of municipalities in question proved to be a very important source of information as well. The effort to involve locals into the proces of Strategy preparation was as well manifested by the structure of project team and division of labour among individual working gropus. The Core team collected and processed information and formulated individual chapeters of the document. It was done in close cooperation and communication with the Panel of experts that discussed and commetns prepared documents and thus particiapted in their finalization. The communication had a form of 3 expert workshops focused on SWOT analysis, Strategy and Action Plan. The final document was delivered to the local and regional political representation for discussion. 7
