Local School Security Examined Continued from Page 1
readily identifiable.
Principal Jane Brown said, “That’s
something we haven’t had before so
we have a little better eye on who is
in the building.”
The safety committee meets two or
three times a year to discuss student
safety and building security. Visitor
tags were one thing that came out of
those meetings.
Procedures are in place for lockdowns.
Regular fire and security
drills are conducted. Brown said
the teachers know what to do and
where to go.
The school also has excellent communication
with local fire and law
enforcement authorities who know
the building well in the event of an
emergency. Sheriff Dan Osmond
comes through once a year to do
safety checks.
The teachers, Brown said, love
their students and she is has no doubt
in her mind they will do whatever is
Oconto Community Christmas
was celebrated Monday
evening. Christmas carolers
delivered soup and sandwiches
to households as they caroled.
All met at the community hall
for soup and sandwiches and
they enjoyed a music concert
necessary to protect them, just like
a parent would.
Osmond said the school staff have
more to worry about in custody disputes
between divorcing parents. The
staff has to guard against a parent
coming into the school to unlawfully
take their child if the other parent
has custody and they do not. There
are policies and procedures in place
for that, too.
Still, it’s a public building and
there is only so much that can be
done. The doors are glass. The
shooter at Sandy Hook simply shot
his way through them.
You could armor the doors but
the windows remain. During nice
days, students are outside for PE
activities.
Osmond said you can’t stop an
intruder from coming in if they really
want to.
So how about an armed guard
patrolling the hallways?
Yes, Osmond said, that could be
bers selected the Williams and
Long Company out of Kansas.
We are also looking for a
clown to entertain during the
rodeo and should know something
by next month.
Other topics discussed were
the pancake supper, trail ride,
admission cost, and minor repairs
to the rodeo grounds. All
were tabled for the time being.
Brad Miller was voted in as
a new member.
Meetings will be held on the
second Tuesday of every month.
The next one will be 7 p.m., Jan.
be Dec 14, at the home of Joann
done though in the 13 years he has
been here, only one lock-down has
taken place — a man with a belt knife
was let in a side door but no malice was
intended, it was just a mistake.
So, if you pay a guard $30,000 a
year to patrol the halls, that’s pretty
expensive with little likely return.
“It doesn’t make any sense for a
school like ours,” he said. “We have
to remember, even as horrific as
that is, this is a situation that can
happen. You cannot stop them. They
will find a way so you have to balance
what is appropriate and what
is reasonable.”
So what about metal detectors?
That’s possible, Osmond said, but
what about ball games? Do you make
like the TSA at airports and screen
everyone coming into the gym while
searching purses and gym bags? He
said he is fairly sure people would
not stand for that.
Brown said it would be nice to have
a buzzer and speaker system so visitors
South Loup Bobcat Cheerleaders hosted a cheer camp last Saturday
in Arnold. There were 33 girls from Arnold and Callaway
attending. The girls were taught several chants, cheers and a short
dance routine. Each received a cheer camp t-shirt for participation.
They will be performing a few cheers and the dance routine
at homes games in Arnold on Saturday, Jan.12 and in Callaway
on Friday, Feb. 8. The performances will be during the half-time
of the boys varsity games. Pictured are, l-r: Front — Cheyenne
Hicks, Tesa Pandorf, Ava Pandorf, Lauryn Johnson, Ella Cool,
could be “buzzed in” rather than leaving
the front door unlocked but such
measures are expensive and where
would the dollars come from?
Osmond said the building could
be made a fortress though it would
likely be impractical and expensive
in a public building accessed by
many. It’s not a measure, he believes,
anyone will want.
The debate has been renewed
about gun control, assault weapons,
detecting potential mental illness
and the warning signs to prevent
Sandy Hook and others like it from
happening again. President Barack
Obama’s speech Monday night hinted
that new efforts will be pursued to
reduce or eliminate such horrific acts
though he did not spell out what.
The Sandy Hook shooter used
an AR-15 (civilian equivalent of a
military M-16) and reportedly had
30 round magazines. These weapons
can be fired at a 40 round per
minute clip.
Lower Loup Natural Resources
District Board of Directors has
approved applications for 3,009.5
new irrigated acres across the
NRD in 2013. The board approved
the new irrigation at its November
meeting.
NRD General Manager Leon
“Butch” Koehlmoos said that
approval was given to 179 of the
801 applications received by the
NRD for new irrigation in the
coming year. Koehlmoos said that
the approved applications scored
the highest using ranking criteria
established by the NRD Board.
The LLRND Board had set a
target of 3,000 new acres for 2013,
the final year that new irrigation
could be allowed under LB-483,
a bill approved by the Nebraska
Legislature in 2009. That law allowed
NRDs in river basins where
a fully-appropriated designation
Osmond said he sees no use
for such a weapon with that kind
of capacity in the hands of a civilian.
It’s certainly not necessary for
hunting or even home defense, he
said. However, the cold reality is
that they are legal for civilians — if
not the magazine capacity of 20 or
30 rounds.
The other cold reality is that these
kinds of monstrous acts have happened
in the past and continue to
happen around the world.
“It’s just gets you in the pit of your
stomach knowing it could happen
any time, any place in this country,”
he said. “But, life goes on. You still
have the mission. You still have to
educate kids.”
Brown said she has not heard
about frightened children asking
questions in the elementary school
hallways nor has she seen frightened
or sad faces. However, if those questions
are asked, the answer will be
given in a responsible manner.
