preface Frank Gannon Executive Director European Molecular Biology Organization (EMBO) and Secretary General European Molecular Biology Conference (EMBC) EMBO & EMBC 2004 2004 was a time for reflection on the development of EMBO and the EMBC. There were significant anniversaries for both organisations and the joint celebration of EMBO’s 40th, EMBC’s 35th and EMBL’s 30th birthdays was also a symbolically important event. Marking the tremendous impact of the organisations, both independently and collectively, on the transformation of molecular biology in Europe, the event also gave those associated with the organisations the chance to reflect on their development. In my remarks at the anniversary meeting, I focused more on individuals than organisations. I strongly believe that the motor for organisational growth lies with those who contribute their energy and vision to the entity whose reputation they create. Today we still depend very much on individuals and their efforts in 2004 have resulted in a very successful year for both EMBO and the EMBC. At the beginning of 2004, the value of this kind of personal input was clearly demonstrated. EMBC discussions on the new financial framework for EMBO activities had stalled and it took the efforts of many from EMBO and EMBC to bring the talks to an acceptable solution. The subsequent agreement was an increase in the EMBC budget www.embo.org of 5% per annum for the next six years. Although this is less than seemed justified by the needs of EMBO’s programmes or, indeed, the willingness of a majority of the member states, on reflection, it is a very satisfactory outcome. This increase in funding will ensure that EMBO actions supported by the EMBC remain on a solid financial basis for many years to come. At times of budgetary uncertainties, EMBO activities come under very close scrutiny. Analysis this year at both EMBC and EMBO Council level, although challenging and time-consuming, was ultimately a rewarding and reassuring process. The final assessment of our actions brought both positive commentary and constructive suggestions for improvement. The contribution of the managers and staff at EMBO during this phase and in the development of EMBO programmes has to be highlighted. Today, EMBO has perhaps two distinguishing features – firstly the strength of its networks of members, young investigators and fellows and secondly the professionalism and commitment of the staff at the EMBO headquarters. Through their efforts, EMBO programmes continue to grow in impact and reputation. More recent ventures such as the EMBO Young Inves- tigator Programme have also become recognised and appreciated parts of the organisation’s scope. In addition, the engagement of the editorial staff of The EMBO Journal and EMBO reports should be noted and is well reflected, not only in the quality of these publications, but also in their outof-hours input to the journals. The fruit of EMBO’s labour may give us good reason to be satisfied, but we remain far from complacent. In 2004, EMBO saw a need to bring more exposure and structure to the emerging field of systems biology. This will result in the 2005 launch, together with Nature Publishing Group (NPG), of the new open-access, electronic journal – Molecular Systems Biology. Further reflection on the needs of European science led to a decision to build upon a fruitful collaboration with the Howard Hughes Medical Institute. Discussions within the EMBC are now well advanced towards starting a programme to support Strategic Development Installation Grants. The aim of these grants will be to encourage scientists to start their laboratories in European countries that are at a relatively early stage of scientific development. Finally, in order to benefit more from the collective wisdom of our members and the valuable data accumulated annually through fellowship applications, requests for support of courses and workshops and the themes of journal submissions, EMBO will establish a more structured form of policy input in 2005 to provide strategic advice to governments throughout Europe. This process will complement our ongoing efforts to bring about the establishment of a European Research Council. The continuing emergence of new activities at EMBO is driven by the needs of European science and motivated by a realisation that EMBO and EMBC have important roles to play in achieving a stronger science base for Europe. This is only possible through the dedicated input of EMBO members (particularly those on EMBO committees), EMBC delegates and EMBO staff. Together with them, I look forward to another significant year for EMBO in 2005 and am grateful to all who have worked with EMBO and EMBC over the last forty years to transform the ambitious aspirations of EMBO into realistic goals and significant achievements.
