Reminder: Electronics<br />
Recycling is Required<br />
On July 1, 2011, the <strong>Dubuque</strong> <strong>Metropolitan</strong> <strong>Area</strong> <strong>Solid</strong> <strong>Waste</strong> <strong>Agency</strong> changed<br />
its electronics disposal program to conserve space in the<br />
<strong>Dubuque</strong> Metro Landfill and to properly handle the hazardous<br />
materials contained in some electronics - lead, mercury,<br />
cadmium, nickel, chromium, lithium, and PCBs, among others.<br />
Electronics are defined as anything containing a circuit board<br />
and/or cathode ray tube (CRT or “picture tube”). Examples<br />
include: computer monitors and CPUs, cell phones,<br />
televisions, printers, DVD players and VCRs.<br />
Therefore, electronics CANNOT be set out at the curb<br />
or placed in garbage bags, dumpsters, or roll-off containers<br />
destined for landfill disposal.<br />
However, all types of electronics can be brought to the <strong>Dubuque</strong> Metro<br />
Landfill for recycling. Those electronics are subsequently broken down into<br />
salvageable components at a secure demanufacturing facility in Davenport.<br />
To ensure data security, computers are not refurbished or reused and their<br />
hard drives are destroyed. The costs charged to the <strong>Agency</strong> by the Davenport<br />
contractor for this service are passed back by the <strong>Agency</strong> to its customers.<br />
Electronics Recycling Fees:<br />
$5.00 each Monitors and small televisions (screen size under 27”),<br />
laptop computers<br />
$10.00 each Larger televisions and monitors (screen size 27” or greater)<br />
$15.00 each Console televisions and rear projection televisions<br />
No Charge All other electronics and accessories<br />

By recycling electronics, valuable natural resources are reused to make new<br />
products, water pollution is prevented, and energy is saved through reduced<br />
extraction and manufacturing processes.<br />

Why Should <strong>You</strong> Avoid Using<br />
Plastic Bags?<br />
•The U.S. goes through 100 billion plastic checkout shopping bags annually at an estimated<br />
cost to retailers (and their customers) of $4 billion.<br />
• It requires 12 million barrels of oil to manufacture the plastic bags we consume each year<br />
in the United States.<br />
• Plastic bags cannot be easily recycled and are therefore almost universally banned from<br />
curbside collection programs.<br />
• EPA research has shown that only 1 percent of plastic bags get recycled through retailer<br />
sponsored programs.<br />
• It takes 15 to 1000 years for plastic bags to break down. As they break down, toxic<br />
substances can leach from them and enter the food chain.<br />
• Approximately 1 million seabirds and mammals die each year by<br />
ingesting plastic bag pieces.<br />
• Plastic bags are highly-mobile litter, often seen hanging from trees<br />
and floating on ponds, rivers, and lakes.<br />
There is one simple action we can all take that will have an enormous<br />
impact on the health of our planet and everything living on it. The<br />
next time you shop, don’t leave the store carrying a plastic bag.<br />
Remember to bring along your reusable bags.<br />
Shingle Recycling Program<br />
Due to recent storms in the <strong>Dubuque</strong><br />
area, the DMASWA Landfill is recycling<br />
asphalt shingles. The shingles will be<br />
shredded and used to make asphalt<br />
based products. By federal law, only<br />
asphalt shingles from residential homes<br />
can be recycled by the <strong>Agency</strong>.<br />
Acceptable materials are clean asphalt<br />
shingles and felt paper, if attached to the<br />
shingles and not easily separated.<br />

Make your Home the Solution to<br />
Stormwater Pollution!<br />
As rainwater and snowmelt (stormwater) flows over driveways, lawns, and sidewalks,<br />
debris, chemicals, dirt, and other pollutants are carried into a storm sewer system or directly into a<br />
lake, stream, river, or wetland. Anything that enters a storm sewer system is discharged untreated<br />
into the water bodies we use for swimming, fishing, and providing drinking water. Polluted runoff is<br />
the nation’s greatest threat to clean water.<br />
By practicing healthy household habits, homeowners can keep common pollutants like pesticides, pet<br />
waste, grass clippings, and automotive fluids off the ground and out of stormwater.<br />
Healthy Household Habits for Clean Water:<br />
• Wash your car at a commercial car wash or on an unpaved surface to minimize the amount of dirty,<br />
soapy water flowing into the storm drain.<br />
• Check your vehicles for leaks. Make repairs as soon as possible.<br />
• <strong>Recycle</strong> used oil and other automotive fluids at participating service stations and automotive repair<br />
centers. DO NOT dump these chemicals down a drain or catch basin.<br />
• Use pesticides and fertilizers sparingly. Avoid application if the forecast calls for rain.<br />
• Select native plants that are drought and pest resistant.<br />
• Sweep up and properly dispose of construction debris such as concrete and mortar.<br />
• Use hazardous substances like paints, solvents, and cleaners in the smallest amounts possible, and<br />
follow the directions on their labels. Clean up spills immediately, and dispose of the waste safely.<br />
• Purchase and use nontoxic, biodegradable, recycled, and recyclable products whenever<br />
possible.<br />
• When walking your pet, remember to pick up the waste and dispose of it properly. Flushing pet<br />
waste down a toilet is the best disposal method. Leaving pet waste on the ground increases public<br />
health risks by allowing harmful bacteria and nutrients to wash into storm drains and<br />
eventually into local water bodies.<br />

The <strong>Dubuque</strong> <strong>Metropolitan</strong> <strong>Area</strong> <strong>Solid</strong><br />
<strong>Waste</strong> <strong>Agency</strong> has been participating in the State of Iowa’s Environmental Management System<br />
(EMS) program. The EMS program was established by the 2008 Iowa Legislature, with the intent<br />
that the pilot planning areas concentrate on improving their overall performance in the areas<br />
of yard waste management, hazardous household waste collection, water quality improvement,<br />
greenhouse gas reduction, recycling services, and environmental education. Through the EMS<br />
program, a planning area is evaluated for demonstrated continuous improvement of its services<br />
and its focus on exploring other opportunities for environmental resource management.<br />
The foundation of the DMASWA’s EMS program is its Environmental Policy. The <strong>Agency</strong>’s<br />
Environmental Policy expresses the commitment of its Board of Directors and workers to improve<br />
the <strong>Agency</strong>’s environmental performance, ever mindful of pollution prevention and regulatory<br />
compliance. Objectives and targets have been developed to guide continuous improvement toward<br />
<strong>Agency</strong> goals.<br />
Some initiatives implemented to date as a result of the EMS program include establishing<br />
additional drop-off recycling locations, installing illegal dumping surveillance systems in problem<br />
areas and purchasing an alternative fuel (compressed natural gas) vehicle.<br />

Since the beginning of the program in 2005, twelve<br />
schools have received the award and several more are working towards<br />
achieving it.<br />

2750 families are participating in the Green Vision Education Program.<br />
The program recognizes student and staff efforts to reduce waste in their<br />
schools, as well as the schools’ recently implemented energy-saving<br />
practices. Green Vision schools receive flags to hang outside their buildings<br />
and banners to display in their hallways or gyms. Some of the practices<br />
that have been implemented by the schools include food scrap composting,<br />
worm bin composting, increased paper and container recycling, and<br />
reduction in the use of disposable products.<br />
Green Vision evaluation and support partners include the DMASWA, the<br />
<strong>Dubuque</strong> Community School District, the Holy Family Catholic Schools,<br />
Durrant Inc., the <strong>Dubuque</strong> County Conservation Board, the Iowa Department<br />
of Natural Resources - Mines of Spain, the Catfish Creek Watershed Project<br />
- <strong>Dubuque</strong> County Soil and Water District, the Maquoketa Valley Electric<br />
Cooperative, Keep <strong>Dubuque</strong> County Clean & Green, the City of <strong>Dubuque</strong>, and<br />
Green <strong>Dubuque</strong>.<br />
