Reminder: Electronics 

Recycling is Required 

On July 1, 2011, the Dubuque Metropolitan Area Solid Waste Agency changed 

its electronics disposal program to conserve space in the 

Dubuque Metro Landfill and to properly handle the hazardous 

materials contained in some electronics - lead, mercury, 

cadmium, nickel, chromium, lithium, and PCBs, among others. 

Electronics are defined as anything containing a circuit board 

and/or cathode ray tube (CRT or “picture tube”). Examples 

include: computer monitors and CPUs, cell phones, 

televisions, printers, DVD players and VCRs. 

Therefore, electronics CANNOT be set out at the curb 

or placed in garbage bags, dumpsters, or roll-off containers 

destined for landfill disposal. 

However, all types of electronics can be brought to the Dubuque Metro 

Landfill for recycling. Those electronics are subsequently broken down into 

salvageable components at a secure demanufacturing facility in Davenport. 

To ensure data security, computers are not refurbished or reused and their 

hard drives are destroyed. The costs charged to the Agency by the Davenport 

contractor for this service are passed back by the Agency to its customers. 

Electronics Recycling Fees: 

$5.00 each Monitors and small televisions (screen size under 27”), 

laptop computers 

$10.00 each Larger televisions and monitors (screen size 27” or greater) 

$15.00 each Console televisions and rear projection televisions 

No Charge All other electronics and accessories

By recycling electronics, valuable natural resources are reused to make new 

products, water pollution is prevented, and energy is saved through reduced 

extraction and manufacturing processes.

Why Should You Avoid Using 

Plastic Bags? 

•The U.S. goes through 100 billion plastic checkout shopping bags annually at an estimated 

cost to retailers (and their customers) of $4 billion. 

• It requires 12 million barrels of oil to manufacture the plastic bags we consume each year 

in the United States. 

• Plastic bags cannot be easily recycled and are therefore almost universally banned from 

curbside collection programs. 

• EPA research has shown that only 1 percent of plastic bags get recycled through retailer 

sponsored programs. 

• It takes 15 to 1000 years for plastic bags to break down. As they break down, toxic 

substances can leach from them and enter the food chain. 

• Approximately 1 million seabirds and mammals die each year by 

ingesting plastic bag pieces. 

• Plastic bags are highly-mobile litter, often seen hanging from trees 

and floating on ponds, rivers, and lakes. 

There is one simple action we can all take that will have an enormous 

impact on the health of our planet and everything living on it. The 

next time you shop, don’t leave the store carrying a plastic bag. 

Remember to bring along your reusable bags. 

Shingle Recycling Program 

Due to recent storms in the Dubuque 

area, the DMASWA Landfill is recycling 

asphalt shingles. The shingles will be 

shredded and used to make asphalt 

based products. By federal law, only 

asphalt shingles from residential homes 

can be recycled by the Agency. 

Acceptable materials are clean asphalt 

shingles and felt paper, if attached to the 

shingles and not easily separated.

The Dubuque Metropolitan Area Solid Waste Agency sponsors seven drop-off recycling stations 

in Dubuque county. The facilities are open at all times unless otherwise indicated.

Make your Home the Solution to 

Stormwater Pollution! 

As rainwater and snowmelt (stormwater) flows over driveways, lawns, and sidewalks, 

debris, chemicals, dirt, and other pollutants are carried into a storm sewer system or directly into a 

lake, stream, river, or wetland. Anything that enters a storm sewer system is discharged untreated 

into the water bodies we use for swimming, fishing, and providing drinking water. Polluted runoff is 

the nation’s greatest threat to clean water. 

By practicing healthy household habits, homeowners can keep common pollutants like pesticides, pet 

waste, grass clippings, and automotive fluids off the ground and out of stormwater. 

Healthy Household Habits for Clean Water: 

• Wash your car at a commercial car wash or on an unpaved surface to minimize the amount of dirty, 

soapy water flowing into the storm drain. 

• Check your vehicles for leaks. Make repairs as soon as possible. 

• Recycle used oil and other automotive fluids at participating service stations and automotive repair 

centers. DO NOT dump these chemicals down a drain or catch basin. 

• Use pesticides and fertilizers sparingly. Avoid application if the forecast calls for rain. 

• Select native plants that are drought and pest resistant. 

• Sweep up and properly dispose of construction debris such as concrete and mortar. 

• Use hazardous substances like paints, solvents, and cleaners in the smallest amounts possible, and 

follow the directions on their labels. Clean up spills immediately, and dispose of the waste safely. 

• Purchase and use nontoxic, biodegradable, recycled, and recyclable products whenever 

possible. 

• When walking your pet, remember to pick up the waste and dispose of it properly. Flushing pet 

waste down a toilet is the best disposal method. Leaving pet waste on the ground increases public 

health risks by allowing harmful bacteria and nutrients to wash into storm drains and 

eventually into local water bodies.

The Dubuque Metropolitan Area Solid 

Waste Agency has been participating in the State of Iowa’s Environmental Management System 

(EMS) program. The EMS program was established by the 2008 Iowa Legislature, with the intent 

that the pilot planning areas concentrate on improving their overall performance in the areas 

of yard waste management, hazardous household waste collection, water quality improvement, 

greenhouse gas reduction, recycling services, and environmental education. Through the EMS 

program, a planning area is evaluated for demonstrated continuous improvement of its services 

and its focus on exploring other opportunities for environmental resource management. 

The foundation of the DMASWA’s EMS program is its Environmental Policy. The Agency’s 

Environmental Policy expresses the commitment of its Board of Directors and workers to improve 

the Agency’s environmental performance, ever mindful of pollution prevention and regulatory 

compliance. Objectives and targets have been developed to guide continuous improvement toward 

Agency goals. 

Some initiatives implemented to date as a result of the EMS program include establishing 

additional drop-off recycling locations, installing illegal dumping surveillance systems in problem 

areas and purchasing an alternative fuel (compressed natural gas) vehicle.

Through these schools, over 600 staff members, 4000 students, and 

2750 families are participating in the Green Vision Education Program. 

The program recognizes student and staff efforts to reduce waste in their 

schools, as well as the schools’ recently implemented energy-saving 

practices. Green Vision schools receive flags to hang outside their buildings 

and banners to display in their hallways or gyms. Some of the practices 

that have been implemented by the schools include food scrap composting, 

worm bin composting, increased paper and container recycling, and 

reduction in the use of disposable products. 

Green Vision evaluation and support partners include the DMASWA, the 

Dubuque Community School District, the Holy Family Catholic Schools, 

Durrant Inc., the Dubuque County Conservation Board, the Iowa Department 

of Natural Resources - Mines of Spain, the Catfish Creek Watershed Project 

- Dubuque County Soil and Water District, the Maquoketa Valley Electric 

Cooperative, Keep Dubuque County Clean & Green, the City of Dubuque, and 

Green Dubuque.
