OAV Registration Starts<br />

in Hong Kong<br />

As <strong>the</strong> <strong>Philippines</strong> gears up<br />

for <strong>the</strong> 2007 national elections,<br />

<strong>the</strong> <strong>Consulate</strong> is hopeful<br />

that <strong>the</strong> resumption <strong>of</strong><br />

registration for overseas<br />

absentee voters will draw<br />

maximum participation <strong>of</strong><br />

Filipinos working and residing<br />

in Hong Kong.<br />

Consul <strong>General</strong> Corazon L.<br />

Belmonte-Jover said <strong>the</strong><br />

registration <strong>of</strong> qualified new<br />

overseas absentee voters will<br />

be held from 1 October 2005<br />

to 31 August 2006 at <strong>the</strong><br />

<strong>Consulate</strong>. The first registration<br />

in 2003 covered a<br />

period <strong>of</strong> only two months.<br />

“We would like to commend<br />

members <strong>of</strong> <strong>the</strong> Filipino<br />

community who have<br />

volunteered <strong>the</strong>ir services<br />

for <strong>the</strong> process,” Consul<br />

<strong>General</strong> Belmonte-Jover<br />

said. “With <strong>the</strong>ir cooperation,<br />

we are optimistic that<br />

we can convince most <strong>of</strong> our<br />

kababayans in Hong Kong<br />

to participate in this<br />

important political exercise.”<br />

Registration will be held at<br />

<strong>the</strong> <strong>Consulate</strong> from Sunday<br />

to Thursday. Bayanihan<br />

Centre, located in central<br />

Hong Kong, will serve as a<br />

field registration area during<br />

Sundays next year. The<br />

<strong>Consulate</strong> will also hold<br />

mobile registration in conjunction<br />

with its monthly<br />

Post-Arrival Orientation<br />

Seminar (PAOS) for newlyarrived<br />

OFWs in Hong<br />

Kong.<br />

In 2003, Hong Kong registered<br />

<strong>the</strong> most number <strong>of</strong><br />

overseas absentee voters<br />

with more than 88,000. Out<br />

<strong>of</strong> this number, at least<br />

62,000 voted in <strong>the</strong> 2004<br />

national elections, <strong>the</strong> most<br />

by any country or territory.<br />

As part <strong>of</strong> its preparations,<br />

<strong>the</strong> <strong>Consulate</strong> conducted<br />

seminars for <strong>Consulate</strong><br />

personnel and Filipino<br />

community volunteers on<br />

<strong>the</strong> process and procedures<br />

to be used for <strong>the</strong> continuing<br />

registration.<br />

“I’m urging our OFWs and<br />

all Filipinos in Hong Kong<br />

to register as early as <strong>the</strong>y<br />

can,” Commissioner Tuason<br />

said. “I am confident that,<br />

with <strong>the</strong> cooperation <strong>of</strong> our<br />

embassies and consulates<br />

abroad, we can register at<br />

least one million overseas<br />

absentee voters.”<br />

OFWs to take first PEPT in HK in December<br />

and also self-fulfillment.<br />

The <strong>Consulate</strong> conducted a<br />

one-day seminar/workshop<br />

on 25 September 2005<br />

dubbed as “Piling-Pili, Pinong-Pino,”<br />

which was participated<br />

in by Filcom leaders<br />

in Hong Kong and some<br />

<strong>Consulate</strong> personnel.<br />

The seminar is aimed towards<br />

self-empowerment<br />

and building stronger communities<br />

among our Filipino<br />

migrant workers.<br />

The said seminar was <strong>the</strong><br />

third <strong>of</strong> its kind. The first<br />

seminar was organized by<br />

<strong>the</strong> Philippine Labor Extension<br />

Office and was held in<br />

Macau. Its success motivated<br />

<strong>the</strong> <strong>Consulate</strong> to replicate <strong>the</strong><br />

activity by holding successive<br />

similar seminars.<br />

Dr. Zenon Udani, <strong>the</strong> facilitator<br />

for each <strong>of</strong> <strong>the</strong> abovementioned<br />

seminars, is a<br />

seasoned human resource<br />

development trainer. He is<br />

currently a faculty member<br />

<strong>of</strong> <strong>the</strong> University <strong>of</strong> Macau.<br />

He expertly handled <strong>the</strong><br />

event and successfully elicited<br />

<strong>the</strong> enthusiasm <strong>of</strong> <strong>the</strong><br />

participants who actively<br />

participated in and enjoyed<br />

<strong>the</strong> methodology applied by<br />

Pr<strong>of</strong>essor Udani.<br />

Concert, <strong>the</strong> Philippine Children’s<br />

Choir joined o<strong>the</strong>r<br />

choir members from Benin,<br />

Canada, China, Finland, and<br />

Hong Kong. In a combined<br />

mass choir, <strong>the</strong> Filipino<br />

singers joined over 600 children<br />

all singing toge<strong>the</strong>r in<br />

different languages, harmony<br />

and expressions. The<br />

performance was so unique<br />

and enjoyable, and much<br />

appreciated by <strong>the</strong> audience.<br />

Guangzhou, China on 15<br />

July. In Guangzhou, <strong>the</strong><br />

choir participated in concerts<br />

with o<strong>the</strong>r choirs from Australia,<br />

Canada, Finland, and<br />

to verify <strong>the</strong> legitimacy <strong>of</strong><br />

such <strong>of</strong>fers with <strong>the</strong><br />

Philippine Overseas<br />

Employment Administration<br />

(POEA) and to deal only<br />

with POEA-accredited<br />

placement agencies.<br />

correction <strong>of</strong> clerical error<br />

shall also be required <strong>of</strong><br />

<strong>the</strong> petitioner for change <strong>of</strong><br />

first name.<br />

2. Clearance from authorities<br />

such as clearance from<br />

employer, if employed; <strong>the</strong><br />

National Bureau <strong>of</strong> Investigation;<br />

<strong>the</strong> Philippine<br />

National Police; and o<strong>the</strong>r<br />

clearances as may be required<br />

by <strong>the</strong> concerned<br />

C/MCR or CG. If <strong>the</strong><br />

person represented is a<br />

minor aged less that 15,<br />

such clearances shall be<br />

complied with only if<br />

required by <strong>the</strong> C/MCR or<br />

CG. If <strong>the</strong> petitioner is <strong>of</strong><br />

legal age, clearances may<br />

be obtained in <strong>the</strong><br />

seek employment abroad are<br />

Filipinos currently employed<br />

in Hong Kong and Macau<br />

are also likewise requested<br />

to advise <strong>the</strong>ir relatives or<br />

friends in <strong>the</strong> <strong>Philippines</strong> to<br />

first inquire from <strong>the</strong> POEA<br />

<strong>Philippines</strong> or its<br />

equivalent in <strong>the</strong> foreign<br />

country where <strong>the</strong> petition<br />

is filed.<br />

3. Pro<strong>of</strong> <strong>of</strong> Publication. An<br />

affidavit <strong>of</strong> publication<br />

from <strong>the</strong> publisher and<br />

copy <strong>of</strong> <strong>the</strong> newspaper<br />

clippings should be<br />

attached. The petition for a<br />

change <strong>of</strong> first name is<br />

required to be published in<br />

a newspaper <strong>of</strong> general<br />

circulation at least once a<br />

week for two (2)<br />

consecutive weeks.<br />

• Could <strong>the</strong> publication in<br />

<strong>the</strong> newspaper with<br />

circulation among Filipinos<br />

abroad be considered<br />

sufficient in form and be<br />

considered substantial<br />

compliance with <strong>the</strong><br />

before making any decision<br />

to work in Macau.<br />

Meanwhile, <strong>the</strong> <strong>Consulate</strong><br />

launched a twice-a-month<br />

consular mission to <strong>the</strong><br />

territory on 16-17 September<br />

2005 in response to<br />

numerous requests from <strong>the</strong><br />

Filipino community in<br />

Macau for consular and<br />

assistance to national<br />

services. The team was<br />

headed by Vice Consul Noel<br />

M. Novicio, toge<strong>the</strong>r with<br />

five (5) PCG personnel and<br />

an OWWA representative.<br />

PLEO-Macau provided<br />

administrative support to <strong>the</strong><br />

team.<br />

program by <strong>the</strong> <strong>Consulate</strong><br />

Applications for registration as overseas absentee voter<br />

shall be filled at <strong>the</strong> Philippine <strong>Consulate</strong> <strong>General</strong> in Hong<br />

Kong SAR, beginning 1 October 2005 up to 31 August<br />

2006, Sunday to Thursday, 9:00 am to 5:00 pm<br />

• Personally appear at <strong>the</strong> Philippine <strong>Consulate</strong> <strong>General</strong>,<br />

14/F United Centre, 95 Queensway, Admiralty, Hong<br />

Kong SAR. Tel. No. 2823 8500 / 8536/ 8540;<br />

• Seafarers may file <strong>the</strong>ir applications personally at any<br />

Embassy, <strong>Consulate</strong>, or Mission, indicating in his application<br />

from <strong>the</strong> specific address where he wants his ballot to<br />

be sent.<br />

How<br />

• Accomplish <strong>the</strong> appropriate application forms;<br />

• Submit <strong>the</strong> appropriate supporting documents;<br />

• Submit yourself to <strong>the</strong> capture <strong>of</strong> your biometric data.<br />

Documentary Requirements<br />

• Valid Philippine Passport (original and photocopy); and<br />

• If you are a seaman, photocopy <strong>of</strong> your Seaman’s Book,<br />

or any o<strong>the</strong>r document proving that you are a seafarer.<br />

• If you have reacquired or retained you Philippine citizenship<br />

under R. A. 9225, o<strong>the</strong>rwise known as <strong>the</strong><br />

“Citizenship Retention and Reacquisition Act <strong>of</strong> 2003,” a<br />

certified true copy <strong>of</strong> <strong>the</strong> signed Oath <strong>of</strong> Allegiance.<br />
