EXECUTIVE SUMMARY<br />
In 2004, the <strong>Villa</strong> <strong>Tarabya</strong>, a timber structure on the shores of the Bosphorus, was perceived as a<br />
building in such a perilous physical condition that its collapse was considered a serious possibility<br />
and that restoration would cost €10 million . Investigations undertaken by experts in the conservation<br />
of timber structures from the ICOMOS International Wood Committee and the Turkish Timber<br />
Association demonstrated that most of the building is in relatively good condition and that the<br />
structural problems (mainly caused by lack of maintenance) are few and clearly identifiable.<br />
Consequently, restoration will cost substantially less than had been previously estimated. At the<br />
request of the Italian Ministry of Foreign Affairs, the report and budget for conservation of the<br />
main building only, originally prepared in 2004 and updated in 2005, was extended to cover the<br />
whole complex, including conversion of the main building to permit use for the promotion of<br />
“Made in Italy”.. Following further meetings in <strong>Istanbul</strong> and Rome in 2006, it is proposed that the<br />
project should start with emergency works (including propping the structure over the main staircase)<br />
and the studies and documentation necessary to produce a full conservation proposal. The present<br />
report concerns identification of faults and the proposal for emergency propping. International coordination<br />
for the process of investigations and the preparation of preliminary proposals and budgets<br />
has been led by the ASSOCIAZIONE PALATINA-ISTANBUL, in collaboration with the Italian<br />
Chamber of Commerce in Turkey.<br />
COMMISSION TO PREPARE A CONSERVATION PROPOSAL FOR THE VILLA TARABYA<br />
On the occasion of the UNESCO-sponsored search conference Managing Historic <strong>Istanbul</strong>, held on<br />
October 2004, the Italian Institute of Culture in <strong>Istanbul</strong> requested assistance from the President of the<br />
ICOMOS (International Council on Monuments and Sites) International Wood Committee to reassess<br />
the condition of the <strong>Villa</strong> <strong>Tarabya</strong>, which was at that time perceived as in danger of imminent collapse and<br />
with restoration costs that were thought to require the unattainable sum of €10 million. Specifically, at a<br />
meeting on 15th October 2004, the ASSOCIAZIONE PALATINA-ISTANBUL was requested to produce a<br />
confidential report on the building, in collaboration with timber conservation experts from the ICOMOS<br />
International Wood Committee, the ICOMOS Turkey Wood Committee and the Turkish Timber<br />
Association.* The brief was to prepare an outline conservation proposal that could be implemented as<br />
economically as possible in phases costing approximately €70,000 per annum, with an initial aim of making<br />
the building secure and waterproof.<br />
By arrangement with the Italian Embassy in Turkey, a technical team consistingof David Michelmore<br />
(President, ICOMOS International Wood Committee), Emine Erdogmus (President, ICOMOS Turkey<br />
Wood Committee), and Ersat Demirel (Board Member, Turkish Timber Association) initially inspected the<br />
<strong>Villa</strong> <strong>Tarabya</strong> on two occasions in October 2004, with co-ordination and liaison with the Italian authorities<br />
being provided by Eugenia Bolognesi Recchi-Franceschini (President, ASSOCIAZIONE PALATINA-<br />
ISTANBUL). The areas showing signs of damage to the timbers were investigated by the ICOMOS/TTA<br />
expert team and the cause of the damage determined. In accordance with the brief, a budget was then<br />
prepared by David Michelmore and Esat Demirel for economical repairs to the main building only, with<br />
professional fees kept to the very minimum. The report and budget was finalised on 26 November 2004 and<br />
transmitted to the Italian authorities by the ASSOCIAZIONE PALATINA-ISTANBUL; the report demonstrated<br />
that conservation of the building was feasible both in terms of practicalities and budget and that damage was<br />
limited and due to clearly identifiable causes, mainly resulting from lack of maintenance of the rainwater goods.<br />
* ICOMOS (International Council on Monuments and Sites) is an organisation of international professionals specialising<br />
in the conservation of architectural heritage and is the international expert body with primary responsibility for<br />
advising UNESCO on tangible cultural heritage. The TURKISH TIMBER ASSOCIATION has been responsible for a<br />
UNESCO-endorsed “Save Our Roofs” Campaign to save the timber architectural heritage of <strong>Istanbul</strong> and represents<br />
timber conservation experts in the city. The ASSOCIAZIONE PALATINA-ISTANBUL is an international NGO<br />
based in Rome and <strong>Istanbul</strong> which is responsible for a UNESCO-endorsed project for the valorisation of the heritage<br />
of the core of the historic city, a project which is supported through a protocol with the Italian Ministry of Culture.<br />

The input of the ICOMOS/TTA/ASSOCIAZIONE PALATINA-ISTANBUL team and the realisation that<br />
conservation was financially feasible made possible the preparation of active proposals for fund-raising to<br />
carry out the restoration. Following consultation with the Ambassador of Italy to Turkey, at meetings at the<br />
Italian Cultural Institute and Italian Chamber of Commerce, held on 8th and 16th September 2005, the<br />
ASSOCIAZIONE PALATINA-ISTANBUL was requested collaborate with the ICOMOS and TTA experts in<br />
revising the 2004 report and updating the budget. Further site visits were made, some in the company of A.<br />
Giuseppe Moggi, President of the Italian Chamber of Commerce in Turkey. In October 2005, by<br />
arrangement with the Italian Embassy, the area of most serious damage, over the stairs, was partially<br />
opened up to ascertain the cause of the sagging of this part of the timber structure.<br />
Meanwhile, the exterior of the building had been scaffolded, a proposal that had been made at a time when<br />
the building was incorrectly thought to be in danger of imminent collapse, and the caretakers were withdrawn<br />
in July 2005. The scaffolding provided easy access for thieves, who caused extensive damage and stole all<br />
the chimney pieces and much other architectural detail in August 2005. The budget in the revised report<br />
therefore included costs to cover this new damage. At the request of the Italian Chamber of Commerce,<br />
guards have since been reinstated.<br />
In 2005, during his State Visit to Turkey, the President of Italy had announced that the <strong>Villa</strong> <strong>Tarabya</strong> was<br />
to be restored and a brochure had been issued by the Embassy of Italy in Ankara. On 23 rd March 2006<br />
a meeting was held at the Ministry of Foreign Affairs in Rome, also attended by Paola Piccinini Tosato<br />
(Deputy Chairman of SIMEST), Eugenia Bolognesi (ASSOCIAZIONE PALATINA-ISTANBUL) and<br />
David Michelmore (ICOMOS International Wood Committee). The meeting decided that it was practical<br />
to restore the building in a single campaign rather than over a number of years, as had previously been<br />
considered, and that the conservation proposals were complimentary to the proposals for reuse that had<br />
been prepared by Prof. Gian Michele Calvi (University of Pavia). The meeting requested that the ICOMOS/<br />
TTA expert team should therefore revise their previous report to accommodate proposals for reuse,<br />
conversion of the outbuildings to living accommodation and for works to be undertaken as a single, rather<br />
than a staged, process, and to prepare a revised budget to cover the extra works envisaged. The updated<br />
report was completed on 11 April 2006 and forwarded to the Italian authorities by the ASSOCIAZIONE<br />
PALATINA-ISTANBUL.<br />
Following a meeting in the Italian Foreign Ministry in May 2006 attended by representatives of SIMEST<br />
and the ASSOCIAZIONE PALATINA-ISTANBUL, a visit to <strong>Istanbul</strong> of Italian experts was agreed and<br />
supported by the Ministry. on 4th and 5th June 2006, two site visits and three meetings were held, two of<br />
the meeting taking place at the <strong>Villa</strong> <strong>Tarabya</strong> and one at the Consulate General of Italy. Present were<br />
representatives of the Ministry, the Consulate, SIMEST, the ASSOCIAZIONE PALATINA-ISTANBUL<br />
as well as the ICOMOS/TTA expert team. In addition, this visit also provided the first opportunity for a<br />
site inspection by Prof. Dr. Gennaro Tampone, the Secretary General of the ICOMOS International<br />
Wood Committee. In-depth discussion of the needs and approaches to the conservation of the <strong>Villa</strong><br />
<strong>Tarabya</strong> during these meetings resulted in a decision that funds should be raised to prioritise emergency<br />
repairs and the examination and study of the building necessary to prepare the full conservation proposal.<br />
Subsequent to the <strong>Istanbul</strong> meetings, Prof. Tampone prepared full proposals on the emergency works and<br />
a proposal and budget for the necessary investigations. The proposals for the emergency works were<br />
transmitted to the Italian Foreign Ministry by the ASSOCIAZIONE PALATINA-ISTANBUL.<br />
On 27 September 2006, a meeting of potential donors was held in the Italian Ministry of Foreign Affairs,<br />
also attended by representatives of SIMEST, by David Michelmore and Gennaro Tampone (ICOMOS<br />
International Wood Committee), Eugena Bolognesi and Glora Arditi (ASSOCIAZIONE PALATINA-<br />
ISTANBUL) and by Diana Barillari, the international expert on Raimondo D’Aronco (University of Trieste<br />
Friuli Venezia Giulia).<br />

The present report builds on the earlier investigations, but is focussed on a condition analysis, the proposed<br />
emergency works and the investigations necessary to prepare the full conservation proposal.<br />
INTRODUCTION<br />
At the time the process of investigation was initated in 2004, it had been suggested that the <strong>Villa</strong> <strong>Tarabya</strong><br />
was overall in extremely bad structural condition and indeed could be in danger of collapse. The investigations<br />
showed that this was not the case and that areas of damage and consequently threat to the integrity of the<br />
building could be easily identified and rectified in situ, without need for extensive dismantling and most<br />
importantly without need for constructing an expensive overall shelter structure. The causes of damage are:<br />
- lack of maintenance of roof drainage;<br />
- lack of repair to the tile covering following storm damage in 1999;<br />
- damage by vandalism to the fallpipes, which has not been repaired; a leaking WC;<br />
- poor housekeeping by the former caretakers;<br />
- theft of architectural detailing in August 2005.<br />
The main structural problems:<br />
1. The two columns at the top of the main stairs do not directly support a beam, as the main structural<br />
member supporting this part of the roof structure is located to the north, over the landing. This is<br />
seriously decayed and the frame above has sagged downwards over the two columns. Since the timber<br />
structure above the two columns is sagging, the box gutter which it supports drains towards the middle<br />
of the building rather than towards the ends, as it should. Therefore 25% of the water which falls onto<br />
the roof drains directly into the building. This is an extremely serious fault which must be rectified as<br />
soon as possible. Failure to do so will result in collapse of the roof over the staircase.<br />
2. Zinc is not a particularly long-lasting material and there are holes in the valley gutters on the southern<br />
side of the roof - eight in all. It is therefore proposed that the rainwater goods should be upgraded to<br />
copper. None of the fallpipes extend to the ground - some are not connected to the roof gutters at all,<br />
while others have their bottom halves missing - presumably stolen for the zinc. Water therefore pours<br />
out of the ends of the pipes over the face of the cladding planks and has led to decay of the soleplate of<br />
the timber frame where this occurs, and a fallpipe which is not connected to the gutter at the top is<br />
responsible for the extensive damage to the south-east comer of the building.<br />
3. The WC in the caretakers’ quarters is leaking and water is constantly dripping onto the timber frame<br />
of the rear elevation as a result.<br />
4. There is a problem with housekeeping and the former caretakers had not been instructed that it was part<br />
of their duties to keep the drains clear. The rubbish which had fallen onto the south terrace had not<br />
been cleaned up and had been allowed to block the drains, so that there was ponding of water on the<br />
surface of the terrace. This standing water caused the ceilings in the rooms below to fall. The hatch<br />
onto the roof was open at the time the building was inspected. The caretaker stated that they had been<br />
instructed to leave it open except when it rained, when they closed it, but it seemed likely that this<br />
procedure was not strictly followed and that in fact water had been falling into the building through the<br />
open hatch. In the past, water appears to have been falling through the roof hatch over a long period of<br />
time and areas of floor beneath the hatch show areas of decay through all the upper storeys.<br />
5. Minor subsidence is evident in the area of the main staircase. This requires investigaton in relation<br />
to the piles on which it is thought that the building is constructed.<br />

Nevertheless the problems which are putting the building at risk have been<br />
identified and are relatively few. The cost cost of saving the building is much less<br />
than originally envisaged.<br />
BACKGROUND<br />
From the 16 th century onwards, governments in western Europe started to establish embassies in <strong>Istanbul</strong>,<br />
which were mostly located along the Pera ridge. By the early 18 th century, summer embassies were<br />
established in the Belgrade Forest, at the northern end of the Bosphorus. Subsequently these were<br />
abandoned in favour of timber yails directly on the shores of the Bosphorus, those of the European<br />
powers being clustered to the north and south of <strong>Tarabya</strong>. The summer embassy of Italy was reconstructed<br />
by Raimondo D’Aronco in 1905-6. D’Aronco, an architect of international importance, is noted for<br />
having introduced the art nouveau style to <strong>Istanbul</strong>.<br />

The design and planning of the building is highly<br />
original, but it incorporates references to<br />
traditional Ottoman architecture in the form of<br />
the wide, overhanging, eaves and the jetty of<br />
the third storey, which is supported on large,<br />
wooden brackets. The use of timber for<br />
construction also respects the normal<br />
constructional system for an Ottoman yaZz.<br />
Masonry was utilised in the construction of the<br />
ground floor, which on the northern side was<br />
carried up a further two storeys, where the<br />
supporters of the royal arms of Italy double as<br />
Atlas figures and seem to carry the weight of<br />
the roof. The purpose of these two blocks of<br />
masonry was to carry external terraces.<br />
ANALYSIS OF THE PROBLEMS<br />
This single fault is the main cause of damage<br />
to the building. The large area of the upper<br />
half of the north slope of the roof drains into<br />
this gutter and now flows to the middle (because<br />
of sagging) and straight down into the<br />
body of the building, over the stairs and down<br />
to the ground floor, where ponding occurs<br />

The wide sweep of the northern side of the roof is interrupted<br />
halfway down the slop by a box gutter running horizontally<br />
along the line of the roof. The lack of maintenance<br />
of this feature is the principal cause of the damage to the<br />
building. There has been loss of the zinc lining and capping<br />
from the gutter and from the flat roofs of the dormer windows<br />
which extend out from the roof just below the level<br />
of the gutter. Externally, the upstand of the gutter has lost its<br />
zinc lining and the tiles have slipped downwards from beneath<br />
the cover flashing. Budget item 1.1 relates to the<br />
repair of the roof and upgrading the rainwater goods from<br />
zinc to copper.<br />

opens into this room between two<br />
columns. The frame above these<br />
has sagged downwards due to the<br />
decay of a transverse beam over<br />
the staircase landing. It is anticipated<br />
that this section of the roof,<br />
including the wooden ceiling over<br />
the staircase, will need to be reconstructed<br />
and needs to be<br />
propped in the short term to prevent<br />

On the fourth storey gallery level, immediately above the columns at the head of the stiarcase, there is<br />
frame on the east-west access of the building containing a number of doors. This shows signs of serious<br />
sagging, because of the decay of the supporting beam below. There has been significant deterioration of<br />
this section of the building between 2004 and 2006 and the amount of deflection appears to be increasing.<br />

The sagging of the frame on the fourth storey has been<br />
caused by the decay of the supporting beam below.<br />
The top of this frame supports the box gutter which<br />
divides the northern slope of the roof in half, so that<br />
the gutter now drains towards the middle of the building<br />
and water pours through onto the grand staircase when<br />
it rains.<br />

There has been substantial loss of tiles and sections of zinc cover flashings along the verges of the roof<br />
caused by storm damage, said to date from 1999, which was not subsequently repaired. This is undoubtedly<br />
resulting in water penetration, particularly to the overhanging eaves, but is not as serious a problem as<br />
the leaking box gutter on the north slope of the roof.<br />

The south-western corner of the roof was damage<br />
by the fall of a large plane tree some fifteen years<br />
ago. Although this caused substantial damage to the<br />
eaves of the southern side of the roof, this portion<br />
principally shields the open terrace on the second<br />
storey, resulting in water lying on the terrace rather<br />
than penetrating into the main body of the building.<br />

None of the fallpipes draining the roof gutters extend to the ground - some are not connected to the roof<br />

One area particularly badly effected is the south-east comer of the building, where the top of the fallpipe<br />
does not connect to the gutter it is supposed to drain. Water from the southern slope of the roof is therefore<br />
channelled over the timber wall, which has led to the loss of plaster finishes and fungal infestation in this<br />
comer of the building from the roof to the ground.<br />
The water draining off the south-east quadrant of the roof is directed to a gutter box below the chimney (above right); the fallpipe<br />
which should drain the gutter is not connected at the top, leading to water cascading over the this section of the timber frame, with<br />
consequent loss of finishes and fungal infestation, as can be seen by the exterior brown stain (left above). This is the second most<br />
seriously damaged part of the building.<br />
Zinc is not a particularly long-lasting material and there are holes in the<br />
valley gutters on the southern side of the roof - eight in all (right). It is<br />
proposed that the roof flashings and rainwater goods should be upgraded<br />
to copper (easily available in Turkey) , as was included in the revised<br />
budget prepared in 2005.<br />

Some low-quality repairs have been carried<br />
out in the recent past, including the<br />
rerendering of areas of masonry with cement<br />
render. Cement is an impervious<br />
material and is trapping damp inside the<br />
building because water enters through the<br />
hairline cracks which are inevitably present<br />
in this unforgiving and inflexible material.<br />
Such cement render should be removed<br />
and replaced with lime render .<br />

reconstruction and resetting of uneven flooring<br />
and steps, but the connected slight distortion<br />
of the upper flights of the staircase can be<br />
accepted as part of the natural ageing process<br />

There is a need for improved housekeeping and the new caretakers should receive more detailed instructions<br />
on specific items of concern. The rubbish on which had fallen on the terrace had not been cleaned up<br />
and had been allowed to block the drains, so that there was ponding of water on the surface of the terrace.<br />
This standing water created a damp environment at the south end of the building and has caused the limeplaster<br />
ceilings in the rooms below to fall. The terrace drains were quickly and easily unblocked during the<br />
initial visit of the expert ICOMOS/TTA team in 2004 and should be kept free in the future. Guard dogs<br />
should not be allowed to defecate in the building, as at present - a highly unheigenic practice.<br />
The foul-water drain of the WC in the caretakers’<br />
quarters is leaking and in consequence water is constantly<br />
dripping onto the timber frame of the rear elevation. A<br />
plumber should be called in immediately to rectify the leak.<br />

The hatch providing access to the roof was<br />
open. The expert team was informed by the<br />
previous caretakers that they had been<br />
instructed to leave it open and close it only<br />
when it rains, but it seemed uncertain that<br />
this practice was always followed. The upper<br />
floors are well ventilated and there is no need<br />
to leave the hatch open, which would be<br />
better kept closed to keep out the rain.<br />

Timber buildings normally perform well in<br />
earthquakes, hence their popularity in <strong>Istanbul</strong><br />
after the experience of the 1509<br />
earthquake, and the ubiquity of timberframed<br />
construction in high-risk areas such<br />
as California. However, the investigation<br />
of conservation needs of the <strong>Villa</strong> <strong>Tarabya</strong><br />
should assess seismic issues, since <strong>Istanbul</strong><br />
is an area of high earthquake risk. The<br />
roof structure appears to be properly<br />
braced and well constructed, but it is proposed<br />
that this should be assessed during<br />
the preliminary investigations by Gennaro<br />
Tampone, an Italian engineer specialising<br />
in timber structures, who is both Secretary<br />
General of the ICOMOS International Wood Committee and the ICOMOS Scientific Committee for<br />
the Analysis and Restoration of Structures of Architectural Heritage, as well as being a member of ICOMOS<br />
Italy.<br />
OUTBUILDINGS AND GROUNDS<br />
The <strong>Villa</strong> <strong>Tarabya</strong> did not originally<br />
have a kitchen in the main<br />
building - the kitchen was located<br />
on the first floor of an outbuilding<br />
in the northern courtyard,<br />
linked to the main house by a<br />
bridge. The ground floor of this<br />
building served as a boathouse<br />
for the ambassadorial barge, the<br />
iron cradle for which is still in the<br />
courtyard. This structure is now<br />
in a state of partial collapse. At<br />
the meeting held in the Italian<br />
Foreign Ministry in Rome on<br />
23rd March 2006, the ASSOCIAZIONE PALATINA-ISTANBUL was asked to arrange for the<br />
ICOMOS/TTA team to increase the provisional restoration budget to include the outbuildings.<br />
The revised budget also included provisional sums for work to the terraced garden.<br />

OBTAINING PLANNING APPROVAL AND SPECIFICATION OF THE WORKS<br />
Turkish legal requirements for schemes for the restoration of historic buildings are exceptionally rigorous.<br />
The budget must include provision for the preparation of a project proposal that will meet these requirements<br />
and receive approval from the Protection Board.<br />
The input of specialist expertise in the conservation of timber structures into the project proposal will<br />
enable the precise specification of individual repairs to the parts of the structure that have been damaged<br />
by water penetration or affected by settlment. The conservation of historic buildings always involves<br />
unknowns, as there may be hidden faults that could not be established when the original repair schedule<br />
was produced. The provisional budget therefore included a contingency for unknowns.<br />

Timber buildings in a state of disrepair often appear to be in far worse condition than is really the case and<br />
the <strong>Villa</strong> <strong>Tarabya</strong> is no exception. Nevertheless, it is a large building (of four storeys and an attic) and its<br />
mere size reflects on the cost.<br />
The investigations of the ICOMOS/Turkish Timber Association expert team, with the co-ordination of the<br />
ASSOCIAZIONE PALATINA-ISTANUL, have identified the problems with the building and have<br />
prepared preliminary proposals and a provisional budget to rectify them.<br />
The conservation of the <strong>Villa</strong> <strong>Tarabya</strong>, an outstanding work of a famous Italian architect, should not be<br />
seen as presenting insuperable problems. The building certainly requires urgent attention, particularly with<br />
regard to repairing the leaking box gutter which is causing such damage to the interior, but is otherwise not<br />
in danger of immediate collapse. The problems which the building faces have all been caused by lack of<br />
maintenance and some merely by poor housekeeping.<br />
The next stage is to carry out emergency repairs and propping over the staircase and to carry<br />
out a series of detailed investigations to prepare the specifications and bill of quantities for the<br />
full conservation scheme.<br />

(2000) drafted also a plan of possible areas to be excavated in the planning for an urban-historical park in<br />

of the topographical study at the basis of the feasibility study for the urban-historical park proposed by the<br />
