This study was conducted by the Police Inspectorate and the<br />
Health Care Inspectorate. It investigates police intervention<br />
in situations involving people with psychiatric and/or somatic<br />
problems who are not able (anymore) to get the necessary help<br />
and are a danger to themselves or a nuisance to their<br />
environment. Part one contains an inventory of the existing<br />
policy frameworks, rules and agreements. Part two is an<br />
inventory of the nature and scope of police intervention with<br />
regard to these “people without care”. Police practice on over<br />
2400 cases were analysed. The results shows that the group<br />
consists largely of men, with the emphasis on young and middle<br />
aged adults, with (as viewed by the police) a psychiatric<br />
disorder. In this sample, the percentage of cases who had<br />
addiction problems or were homeless was considerably lower.<br />
The findings lead to the conclusion that the police have a<br />
role in primary intervention, mainly as a result of requests<br />
made for assistance by the general public. Consultation at<br />
regional levels are needed between the police and care givers<br />
to update one another on changes in policy and care policy.<br />

This report funded by the Amsterdam municipality describes;<br />
1) the (pattern of) use that is made of the services for the<br />
homeless in Amsterdam: the ‘Sociale Pensions’ for homeless<br />
people with psychiatric problems en the ‘Internaten’ for the<br />
general homeless, 2. the characteristics and medical problems<br />
of the residents within these services. Various sources were<br />
used for this purpse, namely 1) administration data of the<br />
past year of the two services 2). the Central Methadon<br />
Registration system (to establish the number of (hard)drug<br />
users), 3). The health insurance database for Amsterdam and<br />
it's surrounding areas (to establish the morbidity of the<br />
group) and 4) the local council database (to establish the<br />
number of deaths). The results indicate that a large part of<br />
the population of the residents suffer from addiction,<br />
psychiatric and somatic health problems. No differences were<br />
found in duration of service use between different groups<br />
except for people registered at the Methadone Registration but<br />
not currently using methadone. They were found to leave<br />
services quicker.

This report funded by the Rotterdam municipality gives an<br />
account of the size of the roofless and houseless people in<br />
Rotterdam and their characteristics and problems. Data were<br />
gathered by means of analysing administration data and<br />
carrying out semi-structured face-to-face interviews.<br />
Definitions of homelessness were established through study of<br />
the literature and two focusgroups. Administration data<br />
showed an increase in the use of services. However, it is not<br />
clear whether this relates to the increase in the number of<br />
roofless and houseless people or that a increase is due to<br />
better administration or increases in the capacity of the<br />
shelter facilities. The semi-structured interviews were<br />
confined to roofless people. These were found to be mostly<br />
men, single and with a low level of education. People that<br />
became roofless in their teens had run away from home or from<br />
a children’s home. Becoming roofless in later life had mostly<br />
to do with problems associated with addiction, mental health<br />
problems, debts, divorce or conflicts with inmates. People<br />
that are more than two years roofless have the least chance of<br />
getting out of their situation. The respondents gave a lot of<br />
suggestions for improving the (system of) support.<br />

This study funden by the Dutch Ministry of Health, Wellbeing<br />
and Sports describes the 1) risk factors for marginalization<br />
and 2) characteristics, health problems, quality of life, need<br />
of care, contacts with the law and use of services of three<br />
groups of marginalized people in The Hague, the third city of<br />
The Netherlands. The first research question was answered by<br />
studying the literarure and carrying out group interviews with<br />
marginalized people, family members and professionals. To<br />
answer the second question 360 marginalized people were<br />
interviewed: roofless people, houseless people, and marginally<br />
housed. The results of the study indicate amongst others large<br />
differences between the groups of marginalized people in<br />
objectieve and subjective quality of life. However, what many<br />
people were found to have in common were multiple problems<br />
that were not easily tackled by the specialised services<br />
available to them. In all respects, the situation of roofless<br />
people was found to be the worst.

This academic study concerns the processes that underlie the<br />
episodic nature of homelessness. The problem definition<br />
focuses on its origination, continuation and termination. The<br />
study is longitudinally structured and was conducted in<br />
Utrecht, the fourth major city in the Netherlands. It focuses<br />
on homeless people living mainly on the streets. The main<br />
source of data gathering consists of the monitoring of two<br />
cohorts of respondents. The first concerned 64 persons who at<br />
the outset of this study were practically all homeless. They<br />
were monitored from 1993-2000. The second concerned a cohort<br />
of 20 former homeless persons that were monitored between<br />
1997-2000. The conceptual framework of the book was based on<br />
two perspectives. The first perspective concerns the<br />
development in the lives of homeless people and the<br />
biographical elements in it. The main conclusion in this<br />
respect is that great importance should be attached to the<br />
influence of culture and socialization processes.The second<br />
perspective is directed at the relationship between<br />
homelessness and its institutional environment. It was<br />
concluded that the relationship between these elements is<br />
highly problematic. In the explanation of this the concept of<br />
culture once more occupies an important position. From the<br />
findings five suggestions for policy are derived.<br />

This study was conducted by order of the GGZ Nederland (Dutch<br />
Organisation of Mental Health Care providers). It concerns the<br />
characteristics of Dutch homeless people living in the steets<br />
, their mental health problems according their own judgement<br />
and the degree in which they make a nuisance. Criterium for<br />
this were contacts with the law. A street survey was performed<br />
and 500 roof- and houseless people were interviewed in 20 big<br />
and medium-size Dutch municipalities. 95 experts in 44<br />
municipalities were also interviewed by telephone to cover<br />
the same topics and were asked to make an estimate of the<br />
number of homeless in the Netherlands. From these estimations,<br />
a total of 15.200 roof- and houseless peoplewere extrapolated<br />
for the whole of the Netherlands. This wasfound to be much<br />
lower than older estimations. Concerning the topic of<br />
nuisance, the main conclusion of the streetsurvey was that no<br />
statistical significant differences were found in relation to<br />
mental health problems and nuisance. The experts, however had<br />
a different view. The Police thougt that most homeless people
with mental health problems created a nuisance whilst shelter<br />
and mental health professionals thougt that homeless people<br />
that made a nuisance have mental health problems.<br />

This dissertation focuses on the life stories of homeless men<br />
and women and is about the relationships that can be<br />
distinguised between the various factors that lead to<br />
homelessness on structural, socio-relational and individual<br />
levels. People are considered homeless if they roam the<br />
streets or make use of general shelters for the homeless, or<br />
specific facilities for battered women. Over 40 homeless<br />
people were interviewed, 19 of these interviews are central to<br />
this book. Inspired by Anthony Giddens life stories are seen<br />
as constructions in which the narrators form their identity.<br />
In the stories a number of different narrative forms are<br />
distinguished, discourses of citizenship and of individual<br />
personhood and constructions of positive and negative<br />
(marginal) identities. The dominant discourses of the homeless<br />
differ with the perceptions and assumptions of social workers<br />
as embodied in client files. They argue mainly in terms of<br />
individual responsibility, autonomy and conforming to<br />
institutional rules. It seems - from the client files - that<br />
the ability and willingness of homeless clients to narrate<br />
their life stories in a way that is acceptable to others is a<br />
crucial factor in succesful participation in asssistance<br />
programmes. Homeless people who do not have this ability are<br />
usually denied care and assistance. New ways of dealing with<br />
(the problems of) these people is necessary, for exemple<br />
pressure, intervening care or, finally, coercion. A moral<br />
reassessment of practices and starting points in assistance is<br />
advisable.<br />

The Dutch parliament commissioned the "Algemene Rekenkamer"<br />
to examine the services and provisions for homeless youth.<br />
This was because the Ministry of Health were unable to answer<br />
questions in Parliament regarding these issues. The topics<br />
covered in the research concerned policy goals, financing and<br />
information about results and effects. The results of the<br />
investigation show that the complicated legislation and poor<br />
attunement between (public) authorities interfere with<br />
appropriate care giving and hinder a just account of<br />
achievements and effects.
