2008-2009 Registration Information Package
Welcome to a new season of swimming!
As of April 1, 2008 the new Swimming Canada National Registration system replaced Swim
Direct. There are some significant improvements to the new system. Although club registrars
are still in full control of their club’s registration, the parents are responsible for the registration of
swimmers which will ensure accurate contact information and birthdates.
To guide you through the registration process, a Registrar’s Guide is available on Swim
Ontario’s website www.swimontario.com and on the Registration system – Help tab. You can
also email Swim Ontario for assistance.
Your feedback is welcome. If you have recommendations or comments concerning the new
system please submit directly to SNC or Swim Ontario via email, or through the Support
Request tab on the registration site.
All current affiliated clubs will be inactivated as of midnight August 31, 2008. To gain access
after this date, the club must:
1. Complete and submit the enclosed waiver form.
2. Complete and submit Club affiliation fees and form.
3. Complete and submit OSCA membership form.
4. Pay any outstanding invoices/gold bonus from the previous season.
Once these items are received, Swim Ontario will set up the registrar in the new system. The
registrar will receive an auto email with their login name and default password. The registrar
can then login to the system at http://www.swimming.ca/registration.aspx. The registrar may
change their password at anytime during the year. Usernames should not be email addresses.
If there is a change in registrar during the year, a new Registration Waiver must be completed
and sent to Swim Ontario. Reminder that access to the registration system is for the person
signing the waiver form only and is not to be shared with other members of the club.
It is the responsibility of the club registrar to ensure that the Swimmer information in the
registration system exactly matches the information in the club’s HYTEK meet entry program. A
roster including the swimmer name, birthdate and Registration number has to be forwarded to
the person responsible for maintaining your club’s Hytek Team Manager program. In addition,
all clubs must validate their ATHLETE ROSTER at www.swimming.ca/rostercheck.aspx.
All swimmers must be registered. A swimmer may participate in a club’s activities for a two
week trail period after which he/she is required to properly register with Swim Ontario. Any
swimmer participating in a Swim Ontario sanctioned event must be registered in the appropriate
COMPETITIVE category.

Fee Changes: There is a new SNC fee structure for swimmer registration fees. Registration
between September 1 and March 31 will be invoiced at full cost. New registrations after March
31 in the three competitive categories (skills, development and open) will be reduced by 50%.
Please note that fees are based on category and ages as of December 31 st , 2008.

Swimmer Categories: Swimming Canada has clarified their registration classifications for
Competitive and Non-Competitive swimmers. Competitive swimmers are now classified as
swimmers who take part in sanctioned competitions while Non-competitive swimmers do not
participate in sanctioned competitions. Swim Ontario will no longer Approve pre-competitive
meets. Swimmers requiring official times will need to be registered in the competitive
categories. Swimmers may be upgraded from non-competitive to competitive at anytime paying
the difference in fees. Swimmers may move from competitive to non-competitive (Fitness),
however not within the same season.

Non competitive:
The Introduction category is aimed as the first entry point for swimmers 10&U.
� Members in the Introduction category may compete as exhibition in ONE competitive
opportunity per swimming year (September 1 to August 31); their results will be uploaded to
the swimmeets.ca site.
- No other sanctioned events are permitted
- No regional/interclub competitions or Time-trials are permitted
� The Introduction category is aimed at the “Learn to competitive swim” market.
� Clubs are encouraged to “graduate” swimmers from the non-Competitive Introduction
category into the Competitive – Skills category once they have demonstrated the competitive
readiness to do so.
� The Fitness category is targeted for swimmers 11-17 who wish to pursue
recreational/fitness-only; no competitive opportunities are permitted in this category.
� Clubs are encouraged to “graduate” swimmers from the Fitness category into the Competitive
– Development / Competitive – Open categories once they have demonstrated the
competitive readiness to do so.
� All swimmers registered in this category will be able to access the SNC “Swim Well/Swim
Fast” Program.
Competitive:
� The three Competitive registration categories (Skills, Development and Open) allow
members to enter unlimited sanctioned competitions.
� The reduced fee for Skills category (10&U swimmers) is aimed at encouraging movement
from the ‘Non-Competitive’ to the ‘Competitive’ registration categories.
University:
� All swimmers participating in a University/CEGEP/College-League programs MUST register
in this registration type; membership is available in two categories:
� The (University) Varsity category is targeted for swimmers who will compete at
CIS/CEGEP/College-League affiliated competition (CIS Champs, Provincial College/CEGEP
Championships, CIS Conference meets, dual/tri meets between CIS/ CEGEP/College-
League teams) and in any SNC competition excluding SNC designated competitions (Bell
Grand Prix/Canada Cup/Eastern/Western Canadian Championships/Spring Nationals or
Spring Trials); this membership category is valid from September 1 to March 31.
� Varsity swimmers wishing to compete in SNC designated competitions during the varsity year
must also register in the (Competitive) Open category, this membership is valid for the entire
swim year (September 1 to August 31)
In addition to the swimmer fees, a $100 per team fee will be assessed
Other:
The Limited Event Membership category is targeted as a “one-off membership. This
membership is limited to a single sanctioned competition (i.e. World Police/Fire Games, NAIG,
etc) for those not participating and registered in FINA, SNC, PSO, SNC Club programs
(training/competition).

Sessional:
Sessional Swimmers must be registered on the hard copy registration form and not on
the on-line system. Sessional swimmers are learn-to-swim children who do not compete.
These swimmers must register for each session in which they participate. Sessions are
between 8 and 12 weeks in length. Swimmers in this category do not have any member
privileges with SNC. This category covers swimmers with insurance only. Swimmers may
move to non-competitive or competitive at any time paying the required fee.
Submitting payment: Once the registrar completes the initial registration, don’t forget to create
an invoice and then forward to Swim Ontario a copy of the invoice and one cheque made
payable to Swim Ontario for full invoice amount. Fall registration deadline is October 15,
2008. Please remember registration is an ongoing process. Swim Ontario accepts swimmer
registrations throughout the year. Please ensure all new swimmers register with Swim Ontario
in the appropriate category. Swimmer upgrades are accepted on the registration system at any
time. Please be sure to create an invoice after each batch of upgrades. Swimmers will be
activated once the invoice has been paid.
Refunds: Refund of Swim Ontario registration fees are only provided for a valid medical reason
with a written requested received by Swim Ontario before December 31 of each season. After
this date there will be no refunds.
Foreign Swimmers: The Foreign Swimmer Identification form must be completed for
swimmers who are non-landed immigrants or who are not Canadian citizens. Also required is a
“Letter of Permission” from the country the swimmer left prior to registering or competing in
Canada. A foreign swimmer ranked in the top 100 in the world shall not be registered with a
club unless approved in advance by Swimming/Natation Canada in writing.
Swimmer transfers: In accordance with the Swimming/Natation Canada transfer policy, a
transfer must be initiated by the club to which the swimmer is transferring through the Swimming
Canada Registration system. This action then sends an auto email to the releasing club
requesting the transfer. The releasing club must grant the transfer within 30 days after which
time the transfer is done automatically. The transfer is effective 30 days after the date that
Swim Ontario processes the transfer, the swimmer will then be in a 30 day unattached period
where they can not represent the new club and must use the club code UN-ON. The following
motion was passed at the April 2006 Swim Ontario Board of Directors meeting.

That the Swimmer Release/Transfer policy be amended so that a swimmer’s release may be
held up for a maximum of 30 days pending a resolution of outstanding matters after which time
the club is obliged to release the swimmer, effective September 1, 2006.
PIPEDA: Swim Ontario takes the issue of privacy of personal information very seriously and the
Swim Ontario Personal Information Policy reaffirms this position. A copy of this policy is located
on our website and has been previously sent to all clubs. Registration or affiliation with Swim
Ontario implies that we have the consent of the registrant/affiliate to access the personal
information collected. This information can be used for the purposes of updating the registration
database or other related Swim Ontario business. All members have a reasonable opportunity
to “opt out” as indicated in our policy.

The Federal Personal Information Protection & Electronics Document Act (PIPEDA) governs
SNC’s collection of information and requires a signed consent form when collecting personal
information. The consent form must be included in your club’s registration package and
collected from each family upon registration. These forms are kept on file with the club and not
forwarded to Swim Ontario, however the club must submit to Swim Ontario the PIPEDA
compliance form.
University Swimmers: Any swimmers registered in the University category who wishes to
compete at any SNC designated meet during the Varsity season (ie. Bell Grand Prix) must also
be registered in the Competitive Category with an age group club.
Club Contact Information: It is the responsibility of the club registrar to update all club contact
information including coaches, officials and club board members on the Swimming Canada
registration system and the Swim Ontario website under club profiles. Club registrars will be
able to set up accounts for coaches in which they will register on-line similar to swimmers.

2008-2009 CLUB AFFILIATION FEES
Club Affiliation Fee
Member Club affiliation fees are based on the total number of swimmers (Competitive and Pre-
Competitive) registered with Swim Ontario on August 31, 2007. Clubs are charged $5.00 per
swimmer plus GST (Minimum $100.00 plus GST - Maximum $1,000.00 plus GST).
University Affiliation Fee - $50.00 plus GST (Sept 1 - March 31)
Swim Ontario will also collect the SNC $100.00 University Club affiliation fee on behalf of SNC
The $100.00 institutional fee entitles the participating CIS university to register all varsity
swimmers listed on the team roster with SNC. This will allow SNC to issue a sanction for
the 2008 CIS Championships.
Annual Sanction Fee - $20.00 plus GST (to be paid with affiliation fee)
OSCA Membership Fee - $100.00 plus GST (to be paid with affiliation fee)
Covers all club coaches - Please complete the attached OSCA membership form.
Coaching Criteria: It is required that every club of Swim Ontario employ coaches (paid or
volunteer) as follows:
1. Head Coach - certified at a minimum of NCCP Skills coach (Level 1) and a member of
OSCA & CSCTA.
2. Assistant Coach(es) (responsible for conducting practices on their own) - certified at a
minimum of NCCP Skills Coach (Level 1) and a member of OSCA & CSCTA.
3. Coach(es)-In-Training (who are not yet fully certified at NCCP Skills Coach (Level 1) -
member of OSCA & CSCTA, enrolled in NCCP Skills Coach (Level 1) for a period not to exceed
1 year, and under direct supervision of a certified coach during all practice sessions. This
applies regardless of whether or not the facility supplies lifeguards.

Swim Ontario Online Registration Program
Swim Ontario registration data is confidential information. We do not divulge the information to outside
agencies, and always exercise our best judgement when asked for contact information from people outside
the Ontario swimming community.
We value the privacy of our members, and we want to extend our concern to the internet, as we move our
registration system online. As before, the club registrar is the custodian of the registration data for each
club, and only the registrar should have full access to it.
Registrars will be given password-protected access to club data, and they should exercise the same good
judgement they always have. The waiver below is meant to formalize this concept.
Upon receipt of the fully completed form, the registrar will be given access to the site with the email
address provided below.

Executive Director of Swim Ontario. I will use the system as it is intended: for the purposes of
maintaining the club registration data with Swim Ontario.

Personal Information Protection & Electronic Documents Act
(PIPEDA)
Regulation
As of January 1, 2004, the federal government is enforcing the PIPEDA (Personal
Information Protection & Electronic Documents Act). The Act regulates the collection,
use and disclosure of personal information.
Swim Ontario, in essence, is asking its members to allow personal information such as
name, address, date of birth, e-mail addresses, telephone numbers, etc., on their families
to be entered electronically on a nation-wide database. Hard copy lists are also on file at
the Swim Ontario office. They are kept in a secure location to which no one other than
the Swim Ontario staff has access. The Executive Director is the appointed designate for
overseeing the data collection process and is ultimately accountable for compliance with
this policy.
Purpose of Information Collection
This information is necessary to allow our athletes to train and compete in an age
appropriate environment, and to have personal information on hand when direct contact
is necessary. The latter also applies to volunteers and coaches. Swim Ontario also collects
donor information for Swim-A-Thon tax receipt purposes.
Security & Safeguards
The SNC database is secure, and personal information is not accessible to the general
public (see Appendix A). Each club’s registrar has access to the database only as it
pertains to their club members. Swim Ontario, as the parent organization, can access

personal information on all its registered members. Swimming Canada uses the database
to determine total registration numbers, rankings, as well as meet results, for the entire
country. Passwords are mandatory for all identified groups to access required
information.
Limited Use of Information
Personal information is not divulged to anyone without prior permission from the family.
Occasionally Swim Ontario will publish athletes names, genders, ages and club affiliation
on our web page or in results, news releases and ranking reports. Swimming Canada
accesses the information for statistical and tracking purposes. Swim Ontario
Meet managers need name and date of birth (DOB) for swimmers entering competitions.
Names, ages, and event results are published electronically as well as in hard copy format
after the conclusion of competitions. Other personal information is not made available at
any time without prior contact with the coach or the parents/guardians of under-aged
swimmers.
Consent & Withdrawal Thereof
Swim Ontario requires consent from each family to continue with this practice. Each club
registrar should keep a signed consent form (see attached) on file for each registered
member (athletes, volunteers, coaches, etc.) until such time at which a member wishes to
withdraw consent or leaves the organization. Withdrawal of consent for the use of
personal information must be received immediately in writing to the Executive
Director of Swim Ontario.
Personal information is kept on file for the duration of a member’s participation in Swim
Ontario programmes. At the end of each season (August 31), the data is archived and will
only be re-activated for those members who re-register with the association. After six (6)
years, all outdated information will be purged entirely from the SNC database.
Individual Access
Swim Ontario will be happy to provide registered individuals with personal data as it
appears on the SNC database within 30 days of receipt of a written request.
Complaints
Complaints are to be directed to the Executive Director of Swim Ontario who will
attempt to remedy each situation as it arises expeditiously and in strict confidence.

SECURITY OF DATA
Appendix A
* Clubs must provide Provincial Section with an officially signed user id request form.
There is one registrar per club authorized to use account/password combination.
* All user id’s are either expired or deleted on Aug 31 each year at the Provincial Section
Office's (PSO) discretion.
* Swim Ontario has chosen to remove a Club's affiliation until it has settled all
outstanding invoices and fees, and has paid the upcoming season's club fee. The club
cannot access its data until the club affiliation is valid.
* No meta-tags have been used in the HTML to facilitate search engine access.
* SecureIIS Web site protection software from eEye Digital Security has prohibited
unauthorized access. The site has avoided all "hacking" since its inception.
* Website encryption will be added this year using a 128 bit encryption certificate. This
will provide a foundation for financial transaction support, if that is required.
* Site resides behind a router/firewall which only permits access to the web server via
restricted ports. Although port 80, the public http protocol port, is open other ports are
locked down to prevent "backdoor" access.
* The database server on which the data resides, has no external (internet/web) exposure.
It is not visible to the outside world and is only accessed via an internal onsite LAN or
from the web/appserver. The IP associated with this server is within the range of private
IP’s – not addressable outside an internal LAN.

transferring to another club in Ontario, a new consent form must be completed and filed
with the accepting club. “Unattached” persons are to send this form directly to the Swim

REMINDER for Club Presidents & Administrators:
Swim Ontario’s Personal Information Protection & Electronic Documents Act is now
in effect. Our policy is attached, and consent forms must be signed by every family in
order for children to be accepted into any club programme. Please be sure to look after
this at registration time.
The signed forms (be they the Swim Ontario version or the adapted club version) must be
kept on file at the club office until such time when a family wishes to withdraw from the
sport of swimming, or wishes to switch clubs.
The club President and the club Administrator are asked to complete the form below and
