Message from the President<br />
For the last two years, and then some, James City<br />
County has been involved in an open and transparent<br />
process to guide its future through development<br />
of a forward-thinking comprehensive plan. The<br />
staff and volunteer leadership of this process has<br />
been inspiring, the process exemplary.<br />
Your <strong>Chamber</strong> & <strong>Tourism</strong> <strong>Alliance</strong> has been involved<br />
representing the business community since the<br />
start. Our effort has been led by a task force chaired<br />
by our new board chair, Jim Golden. That group<br />
included Nick Barrett (Prime Outlets), Robin Carson<br />
(Kingsmill Resort & Spa), Brien Craft (Walmart Distribution<br />
Center), Paul Gerhardt (Kaufman Canoles),<br />
Tory Gussman (Colonial <strong>Williamsburg</strong>), Charlie<br />
Martino (Cooke’s Gardens), Gary Massie (Jack L.<br />
Massie Contractor), Joe Mastaler (Witt Mares),<br />
Brian McNelis (Anheuser Busch), Marc Sharp<br />
(Bush Construction), Mike Matthews (The Structures<br />
Group), Bob Singley (RJS & Associates), Randy Smith<br />
(Prudential Town Realty), and Marshall Warner<br />
(Chesapeake Bank). This group worked tirelessly<br />
to attend every public meeting and develop our<br />
recommendations throughout the process. They<br />

The process has not been without disagreement, as<br />
has been chronicled in the press. This is as it should<br />
be when a community is considering a plan that will<br />
provide guidance for years into the future. As with<br />
any such process, compromise will eventually be the<br />
end result.<br />
Our most recent involvement was to provide remarks<br />
at a recent James City County Board Meeting. Excerpts<br />
of our remarks are included here. Once the plan is<br />
adopted, we will move to stage two, working with the<br />
County as it makes changes to zoning regulations to<br />
bring them into compliance with the Comprehensive<br />
Plan. We hope that the end result will be conditions<br />
that will foster business success for you, as well as a<br />
quality of life we all seek. That is one of the reasons<br />
this organization exists.<br />

Excerpts of Remarks to JCC Board,<br />
November 10, 2009<br />
The <strong>Chamber</strong> & <strong>Tourism</strong> <strong>Alliance</strong> has been privileged to<br />
participate in the comprehensive planning process from<br />
its earliest dates. We have attended all the community<br />
conversations, surveyed our membership, reported the<br />
findings and interacted with the steering committee and<br />
staff. The process has truly been inclusive in its attempt<br />
to involve citizens of James City County, and we have<br />
been particularly impressed with the caliber of discussion<br />
by individuals and organizations.<br />
The survey of our membership confirmed that the six<br />
issues identified in the comprehensive plan – uniqueness<br />
of the area, business development, tourism, workforce<br />
development, transportation and master planning – were<br />
all very important. Of specific importance to us were the<br />
inclusion of tourism, the area’s largest single industry;<br />
workforce housing to ensure that our workers are able to<br />
live near where they work; transportation systems that<br />
facilitate their ability to get to work and provision for<br />
balanced growth to occur in the future.<br />
We are very pleased with the plan that has been recommended<br />
to you. While not everything we wanted is<br />
included, all ideas were considered as part of the process<br />
and we respect the ideas of others that may have taken<br />
precedence. There has been considerable discussion of<br />
growth as it relates to the future of James City County.<br />
This, of course, is a fundamental issue, both as it affects<br />
lifestyle considerations and the economy. It deserves the<br />
serious discussion it has had.<br />
The <strong>Chamber</strong> & <strong>Tourism</strong> <strong>Alliance</strong> believes that growth<br />
in the County’s economic base must be accommodated<br />
in the plan. Without some growth in that base, we will<br />
have increasing tax burdens caused by growing imbalance<br />
with planned residential expansion. Our members<br />
recognize the importance of maintaining the uniqueness<br />
of our area. James City County’s quality of life is an asset<br />
for every resident as well as being our key competitive<br />
advantage to attract businesses, residents, and visitors.<br />
We need a balanced economic portfolio that preserves<br />
the uniqueness of our historic area and attracts and<br />
maintains complementary businesses. One important<br />
part of achieving balance will be clear guidance in the<br />
plan concerning large tracts of land that are appropriate<br />
for development and those that are not. The economic<br />
opportunity zones reflected in the plan are one means<br />
of ensuring that the scope of growth is measured and<br />
the location is established in a proper area.<br />

human touch back into your life. Typical advertising and blanket marketing are great for spreading the word about your business,<br />
but they should never be used for “Relationship Marketing.”<br />
True “Relationship Marketing” is about reaching out and genuinely caring about the customer or client. They’re not just<br />
names on a database...they’re not just somebody you’re trying to promote to or get business from...they’re human beings. They<br />
have needs, goals and desires…they have children, birthdays and special occasions. They’re looking for people who care about<br />
them just like we all are. Bob Burg said it best, “People do business with and refer others to those they know, like and trust.”<br />
When our client or prospect thinks about our product or service, we want our name at the top of their mind. To create this<br />

Rejuvenate<br />
The <strong>Alliance</strong>’s Lisa Pacheco<br />
returned from the 2009<br />
Rejuvenate Marketplace, October 27-30, in<br />
Birmingham, Alabama, having conducted 28 individual<br />
appointments with meeting planners of faith-based events and<br />
organizations. Lisa generated 8 leads which translate to more<br />
than ,000 rooms.<br />
On December 9 - 0, Lisa is set to attend the 4th Annual Mid-Atlantic<br />
Conference & Exposition, 2009 (MACE), taking place at the Gaylord<br />
National Resort and Convention Center in National Harbor, MD.<br />
This educational conference provides attendees an opportunity to<br />
connect with other meeting professionals and exchange ideas and<br />
relevant knowledge geared toward changing the way business is<br />

The <strong>Alliance</strong> is again offering members the opportunity<br />
to participate in a series of classes presented by the<br />
College of William &<br />
Mary Mason School of<br />
Business in<br />
conjunction with the<br />
College’s Technology &<br />
Business Center.<br />
Business Transformation Education II is similar to the<br />
program offered last spring. It consists of a five-part<br />
program focusing on Business Evaluation; Finance;<br />
Business Process Design & Analysis; Sales & Marketing<br />
and Business Strategy. Each class will have two parts:<br />
an initial three-hour concepts session followed by a<br />
one and one-half hour interactive session.<br />
Classes, scheduled to begin February 5, 20 0, will<br />
run on successive Fridays through March 2 at the<br />
Discovery Center in New Town beginning at 9:00 a.m.<br />

The newest artist to exhibit in the Art Gallery of the <strong>Greater</strong> <strong>Williamsburg</strong><br />
<strong>Chamber</strong> & <strong>Tourism</strong> <strong>Alliance</strong> is abstract painter Dorothy Grebos. Her<br />
works will be on display through the end of January.<br />
Dorothy Grebos, originally trained as a musician at Carnegie Mellon<br />
University, recently retired from a lifelong career in music and is now a<br />
full-time artist residing in <strong>Williamsburg</strong>. She describes her painting as<br />
an extension of her musical background with emphasis on rhythm,<br />
“Caribe”<br />
movement, color and harmony. Grebos has exhibited at the Glen Allen<br />
Cultural Arts Center, the Senate Building in Richmond, and locally at the Trellis Restaurant and<br />
This Century Art Gallery. Her work has also been featured in two publications: Best of Virginia<br />
Artists and Artisans and Best of National Artists and Artisans. Her work currently can be seen at<br />
Prince George Art and Frame in <strong>Williamsburg</strong>.<br />

Counselors to America’s Small Business<br />
If you have a “cash” business,<br />
customers pay in full at the time of<br />
product or service delivery. However,<br />
it is customary in some industries for<br />
purchases to be made on account. In these<br />
cases the term “receivables” is one that<br />
small business owners quickly become<br />
familiar with. This is money owed to your<br />
business. Receivables can become a problem<br />
if clients are slow to pay—or worse, if<br />
they are not paying at all.<br />
The process of collecting money from<br />
customers is simply part of running a<br />
business and it has to be managed. There<br />
are three things—just three—that business<br />
owners need to put in place in order to get<br />
paid according to your terms.<br />
• Grant credit only to customers who<br />
are both willing and capable of paying<br />
on time. Using a credit application<br />
and checking credit references is a<br />
good place to start. The form should<br />
also ask who is authorized to place<br />
orders, whether purchase orders are<br />
required and who should receive the<br />
invoice. Customers that are new<br />
businesses with no credit history<br />
should be considered for a trial period<br />
of COD sales.<br />
• Prepare and send an invoice that is<br />
professional, concise, clear and<br />
accurate. Customers are more likely<br />
to pay promptly if your invoice arrives<br />
in a timely fashion and it is clear and<br />
simple. Of course your invoice should<br />
be computer-generated and should<br />
clearly be labeled “Invoice.” Be sure to<br />
specify how the check should be made<br />
out and where it should be sent; include<br />
a phone number and contact name<br />
for questions<br />
• Systematically follow up on overdue<br />
invoices. Even with credit-worthy<br />
customers and great invoices, not all<br />
bills will be paid on time. Your job is to<br />
ensure that someone in your business<br />
is assigned to follow up (preferably by<br />
phone, preferably weekly) to determine<br />
the payment status of the invoice. Don’t<br />
wait too long to begin follow-up; if you<br />
sell net 30, a polite phone call on Day 35<br />
is certainly appropriate.<br />
