13 th Session of the Regional Coordination Mechanism of UN Agencies and Organizations Working in Africa in Support of the African Union and its NEPAD Programme (RCM-Africa) leadership; effective communication; strengthening domestic resource mobilization; and promoting the active participation of the private sector. 24. He identified several ways by which RCM-Africa could be involved in capacity-building activities for NEPAD in the context of TYCPB-AU: 12 i. Sharing information and exchanging views with NEPAD stakeholders on programme and project implementation structures, based on UN experience; ii. Active participation in the proposed regional coordination platform for NEPAD and sharing of information and lessons by coordinating the work from UN system; iii. Developing guidelines to facilitate the establishment of NEPAD implementation structures and harmonize NEPAD processes; iv. Developing training material and providing training in the use of guidelines; v. Developing a database, tracking tool and reporting framework for NEPAD programmes and projects; and vi. Developing NEPAD communication strategies. Discussants 25. Professor David Abdulai and Dr. Afeikhena Jerome were the discussants under this agenda item. Professor Abdulai emphasized the need for effective implementation arrangements, monitoring and evaluation as well as flexibility of implementation strategies. He also emphasized the need for strong linkages between APRM National Plans of Action and NEPAD programmes and projects; effective coordination; and active participation of the private sector in the implementation of NEPAD. 26. Dr. Jerome highlighted a number of principles that could accelerate the implementation of NEPAD, including subsidiarity and leveraging partnerships. He also stressed the importance of effective communica-
Meeting Report: Experts Group Meeting on Implementation of NEPAD and Ten-Year Capacity Building Programme for the African Union tion, as well as involvement of the private sector and civil society organizations (CSOs). To this end, he recommended that NEPAD should have a closer and formalized relationship with the Economic and Social Council (ECOSOC). He underscored the importance of having new political champions for NEPAD, especially as many new leaders are replacing the founding fathers of NEPAD at the national stage. Overall, there is a need for NEPAD to be institutionalized rather than centring around individuals. 27. Dr. Jerome emphasized that NEPAD had a key role to play in shaping the post MDG agenda and should start assuming that role. General discussion 28. The following issues were raised during the general discussions: i. Ways of enhancing the involvement of countries that are not directly represented at the HSGOC in NEPAD processes should be explored; and ii. NPCA should establish close relationships with Chambers of Commerce. 5.5. Overall recommendations on the Draft Report 29. The recommendations include the following: i. There should be a specific section/chapter that elaborates on the methodology of the study. This should include data collection methodology - interviews, focus group discussions (using for example, RCM clusters and RECs), etc.; ii. The report should focus on capacity-building in support of the implementation of NEPAD and the problem statement should be well defined; iii. Emerging outcomes and impacts of UN system support to AU on NEPAD programmes should be highlighted; 13
