13 th Session of the Regional Coordination Mechanism of UN Agencies and Organizations Working in Africa in Support of the African Union and its NEPAD Programme (RCM-Africa) VI. Recommendations 45. The following recommendations are drawn from the discussion: 20 i. ECA and other development partners should support NPCA in developing a unified and comprehensive M&E framework that assigns roles and responsibilities to the various actors in the implementation of NEPAD programmes and projects; ii. Baselines for monitoring and evaluating NEPAD should be determined by working closely with institutions that have relevant data; iii. Member States should commit to providing information on the implementation of NEPAD during meetings of RECs policy organs; iv. RECs should report on progress in NEPAD related activities during SRCM meetings; v. A study should be undertaken to identify existing M&E mechanisms of NEPAD programmes and projects; and vi. Performance reporting of government ministries at the national level should include progress in the implementation of NEPAD programmes and projects. VII. Closing Remarks 46. Closing remarks were made by Mr. Gengezi Mgidlana and Mr. Emmanuel Nnadozie, who thanked all the participants for their passionate and frank contributions to the deliberations. Both speakers expressed the view that the meeting was successful, as all the objectives had been met.
