Administration’s<br />

operations<br />

❯❯ In a bid to analyse its various activities,<br />

the Swedish Maritime Administration<br />

has compiled income<br />

statements for its operations. The basis<br />

for distribution is that resource<br />

utilisation is charged as fairly as possible<br />

to the appropriate operation. All<br />

items involving administration are<br />

broken out and reported under “Joint<br />

functions”. Administrative items are<br />

subsequently allocated via standard<br />

amounts as indirect items among the<br />

various operations. The standard<br />

amounts are primarily based on each<br />

operation’s payroll costs. Fairway<br />

dues, which finance most of the Administration’s<br />

operations, have not<br />

been distributed.<br />

During 2005, the Swedish Maritime<br />

Administration established new<br />

standard amounts for the distribution<br />

of the indirect items among operations.<br />

The basis for the standard<br />

amounts is the work time that each<br />

organisational unit is estimated to expend<br />

on administrative tasks on behalf<br />

of the various operations. The<br />

calculations proceed on the basis of<br />

the resource distribution that each<br />

unit manager makes in connection<br />

with the budget process, supplement-<br />

ed with more specific calculations of<br />

the expended work time for central<br />

administration. In the income statement<br />

for each operation, indirect<br />

items for the preceding year are restated<br />

using the new standard amounts.<br />

The Government’s letter of appropriation<br />

states that the Swedish Maritime<br />

Administration’s aggregate income<br />

and costs are to be reported in<br />

the operational areas of production,<br />

and sector and agency activities. The<br />

Administration has defined the agency’s<br />

tasks as being distributed among<br />

the operations below, where production<br />

operations refer to components<br />

under the headings Infrastructure<br />

and Maritime Traffic:<br />

1) Infrastructure<br />

● Fairways<br />

● Icebreaking<br />

● Hydrogeographic information<br />

2) Maritime traffic<br />

● Maritime traffic information<br />

● Pilotage<br />

● Maritime search and rescue<br />

3) Maritime Safety Inspectorate<br />

4) Sector and agency tasks, excluding<br />

the Maritime Safety Inspectorate<br />

5) Joint functions ❮❮<br />
