TRAINING AND WATCHKEEPING<br />

List of competent persons maintained by the Secretary-General<br />

pursuant to section A-I/7 of the STCW Code<br />

1 Under the provisions of the revised STCW Convention and the STCW Code, the<br />

Secretary-General has been assigned certain functions, particularly with regard to information<br />

communicated under article IV and regulation I/7 of the STCW Convention and section A-I/7 of<br />

the STCW Code.<br />

2 Among these functions, the Secretary-General is required to maintain a list of<br />

competent persons approved by the Maritime Safety Committee, including competent persons<br />

made available and recommended by Parties, who may be called upon to assist in the<br />

preparation of the report required by regulation I/7, paragraph 2.<br />

3 To this effect, the Maritime Safety Committee, at its sixty-eighth session<br />

(28 May to 6 June 1997) approved a list of competent persons to be maintained by the<br />

Secretary-General (MSC/Circ.<strong>797</strong>). At its subsequent sessions, the Committee approved<br />

additional competent persons and issued revisions of the circular (MSC/Circ.<strong>797</strong>/<strong>Rev</strong>.1 to 19).<br />

4 The attached list has now been updated to incorporate competent persons<br />

approved by the eighty-eighth session of the Maritime Safety Committee (24 November<br />

to 3 December 2010). This list will be expanded and updated at any session of the Committee<br />

where nominations are submitted for approval. Reference should be made to Circular<br />

letter No.1882 dated 3 April 1996 for the format to be used when submitting nominations that<br />

should only be made by Parties to the STCW Convention but may include non-governmental<br />

experts in the maritime industry.<br />

5 Competent persons may be identified as having knowledge of the system of training<br />

and certification in a country other than the Party that submitted their nomination. As far as<br />

practicable, competent persons will not be assigned to panels invited to evaluate information<br />

communicated by that country, for the purposes of meeting the requirements of section A-I/7,<br />

paragraph 6, of the STCW Code, if that country objects to such appointments.<br />

6 Pursuant to section A-I/7 of the STCW Code, the Secretary-General will call upon<br />

individuals identified in the list of competent persons approved by the Maritime Safety<br />

Committee to assist in evaluating information communicated by Parties under article IV and<br />

regulation I/7 of the STCW Convention, as amended, as well as in the preparation of the report<br />

required by regulation I/7, paragraph 2, thereof.<br />

7 Parties to the STCW Convention, which have nominated persons to serve as<br />

competent persons, are requested to inform the Secretary-General whenever any of those<br />

persons is no longer available to serve in that capacity, so that they may be removed from the<br />
