BEFORE CHRISTMAS 

Twas the night before Christmas, he lived 

all alone, 

In a one bedroom house made of plaster & 

stone. 

I had come down 

the chimney with 

presents to give 

And to see just who 

in this home did live. 

I looked all about a 

strange sight I did see, 

No tinsel, no presents, not even a tree. 

No stocking by the fire, just boots filled with 

sand, 

On the wall hung pictures of far distant 

lands. 

With medals and badges, awards of all kind 

A sober thought came through my mind. 

For this house was different, so dark and 

dreary, 

I knew I had found the home of a soldier, 

once I could see clearly. 

I heard stories about them, I had to see 

more 

So I walked down the hall and pushed open 

the door. 

And there he 

lay sleeping silent 

alone, 

Curled up on the 

floor in his one 

bedroom home. 

His face so gentle, 

his room in 

such disorder, 

Not how I pictured 

a United States soldier. 

Was this the hero of whom I’d just read? 

Curled up in his poncho, a floor for his 

bed? 

His head was clean shaven, his weathered 

face tan, 

I soon understood this was more than a 

man.

KEESLER AIR FORCE BASE, Miss. — Nov. 2 

wasn’t an average morning for Maj. (Dr.) Kermit 

Helo, who examined a record number of newborns 

in the 81st Inpatient Operations Squadron labor and 

delivery unit. 

The 81st Medical Operations Squadron pediatrician 

encountered the highest number of admissions and 

deliveries the family birthing center has seen over a 

48-hour period. 

“With a capacity of eight labor/delivery/recovery 

rooms, we were caring for nine moms and babies, 

while two other prospective moms were in labor. We 

also have two recovery rooms and three ante- partum 

rooms that can be utilized for our patients who are 

due to be discharged. “ said Maj. Amber Barker, 81st 

IPTS maternal child flight commander. “Our staff is 

phenomenal -- they work as a team, nurses and techs 

alike. The communication and dedication to provide 

our patients optimal care didn’t stop even with a ‘full 

house.’ 

“Several staff members worked extra hours, showing 

their concern for and willingness to care for their 

patients,” Barker continued. “This attitude allows us 

to keep our moms and babies together, giving them 

the best possible birthing and postpartum experience.” 

In addition to the labor and delivery staff members 

and the obstetrics providers, nurses and technicians 

from the family health, women’s health and pediatric 

clinics.

my Corps.” 

With that he rolled over 

nd drifted off into sleep, 

I couldn’t control it, I con- 

tinued to weep. 

I watched him for hours, so 

silent and still, 

I noticed he shivered from 

the cold night’s chill. 

So I took off my jacket, the 

one made of red, 

And I covered this Soldier 

from his toes to his head. 

And I put on his T-shirt of 

gray and black, 

With an eagle and an Army 

patch embroidered on back. 

And although it barely fit 

me, I began to swell with 

pride, 

And for a shining moment, 

I was United States Army 

deep inside. 

I didn’t want to leave him 

on that cold dark night, 

This guardian of honor so 

willing to fight. 

Then the soldier rolled 

over, whispered with a voice 

so clean and pure, 

“Carry on Santa, it’s 

Christmas Day, all is 

secure.” 

One look at my watch, and 

I knew he was right, 

Merry Christmas my friend, 

and to all a good night!

FORT SAM HOUSTON, TEXAS – A 

Wounded Warrior and his wife spoke about the 

Fisher House at a recent U.S. Army Medical 

Information Technology Center Commander’s 

Call. This event took place at the Blesse 

Auditorium on Fort Sam Houston. On behalf 

of the Fisher House at Brooke Army Medical 

Center (BAMC), and in an effort to help kick off 

the Combined Federal Campaign, Army Staff 

Sgt. Keith Dunn and his wife Kandi Dunn both 

gave heartfelt presentations on the Fisher House 

and on all it has to offer. 

Edward Barge, USAMITC CFC Project 

Officer, introduced Fisher House Manager Inge 

Godfrey, who spoke about the Fisher House, its 

history and the magnitude of support rendered 

to thousands of Military and their families. Inge 

Godfrey introduced the Dunns as current residents 

of the BAMC Fisher House. 

Staff Sgt. Dunn and his wife spoke to 

USAMITC next. Staff Sgt. Dunn began, with 

his hand over his heart, by welcoming home 

Vietnam Veterans. “You paved the way for 

us,” Dunn said. “And I give you a warm welcome 

back because you didn’t receive one after 

Vietnam.” Dunn, with his hand still over his 

heart, also thanked everyone for being there that 

day to listen to what he and his wife had to say. 

Recovering from an infection from a gunshot 

wound and also being treated for cancer, Dunn 

credited going to Iraq for saving his life. “Had I 

not been treated for the infection in Iraq, I never 

would have been diagnosed with cancer,” he 

said. 

Dunn doesn’t normally speak at events like 

this, even though he and his wife are invited to 

attend CFC functions on behalf of the Fisher 

House on a regular basis. Normally, she is the 

only one to speak. This time, however, he asked 

specifically to speak at this one. He also went 

into some detail about how grateful he was to 

the Fisher House staff for everything they’ve 

done for him and his wife. “The Fisher House 

Foundation gave us a place to live so my wife 

can be here with me while I recover,” he added. 

After, again, thanking the Fisher House and 

everybody in attendance for being there, the 

USAMITC crowd gave Staff Sgt. Dunn a rousing 

standing ovation. 

His wife, Kandi Dunn, spoke next. She spoke 

first about how proud she was of her husband. 

“He joined the Army in 1973 trying to go to 

Vietnam, and ended up going to Korea instead,” 

she said. “Since then, he volunteered for every 

war we’ve had.” 

Then she spoke about the Fisher House. “I 

had never heard of the Fisher House before, and 

walked into it for the first time on January 18th 

of this year [2011],” she began. “I was so grateful 

to have a place to lay my head down and not 

worry while I was helping him to recover,” she 

added, referring to her husband. “The Fisher 

House saved us over $18,000 this year, so far, 

if we had to live in hotels; and we would’ve lost 

our house.” She spoke about how they expected 

to be in the Fisher House for only or only two 

or three weeks, but have had a very pleasant 

stay regardless. “Volunteers come to prepare 

meals for us nearly every day,” she said. “The 

Fisher House is like a bread and breakfast for 

the Military; a place to sleep, relax, eat, socialize 

and become a family.” She also spoke about 

the support available at the Fisher House. “One 

of the biggest things I see is how Wounded 

Warriors help other Wounded Warriors through 

the healing process,” she said. “The Fisher 

House is definitely a healing place; a place to 

heal and recover with support,” she added. “It’s 

families helping families,” she concluded. 

At the end of their presentation, Lt. Col. 

Beverly Beavers, USAMITC Commander, 

handed Godfrey, Staff Sgt. Dunn and Kandi 

Dunn command coins, the first one that Kandi 

Dunn had ever received. Beavers also gave 

Godfrey and Kandi Dunn command certificates 

of appreciation.


Marine enrolls in NIU’s graduate program for rehabilitating blind veterans 

“I fell in love with NIU,” Nathan 

LaForte explains as he reflects on 

his first campus visit. “I felt like 

this is what college should feel like.” 

A native of Zion, Ill., LaForte enrolled 

in NIU during the fall of 2007. He 

received his undergraduate degree in 

Psychology in May of 2011. 

Now a graduate student with the 

College of Education, he is enrolled 

in the Masters in Special Education 

program with an emphasis on Blind 

Rehabilitation and Orientation 

Mobility. 

LaForte is one of just five students to 

receive a one-time grant that instructs 

them to work with veterans who have 

lost their sight. 

The special Congressional awarded 

grant was offered shortly after NIU was 

nationally recognized for being a veteran 

friendly campus. 

LaForte is learning to instruct visually 

impaired veterans how to live day 

to day and to do the same things they 

did before they lost their sight. 

LaForte’s journey began when Dr. 

Gaylen Kapperman, Professor and 

Coordinator of the Visual Disabilities 

Program, came into LaForte’s undergraduate 

class to give an informational 

speech about the unique opportunity. 

At the time, LaForte’s studies were 

preparing him to become a social studies 

teacher; however, the closer he came 

to reaching his goal, the more anxiety 

he felt about teaching an entire classroom 

full of adolescents. 

LaForte may have been looking for 

a different path when Dr. Kapperman 

walked into his classroom that day. 

LaForte recalls Kapperman’s persuasive 

speech. He laughs and says “Dr. 

Kapperman is a good salesman.” 

As Kapperman talked about the program 

designed to rehabilitate blind veterans, 

LaForte couldn’t help but recall

what it was like to work one-on-one 

with people in the military. 

He served eight years in active duty 

with the Marine Corps and one year in 

the reserves. 

In that time, he worked as a mechanic 

and as a journalist. LaForte recalls, 

“They always had me do the on-the-job 

training, which really trained me to go 

one-on-one with someone.” 

Kapperman’s announcement of the 

program evoked these memories in 

LaForte. Now that he could work oneon 

one with students, he began to regain 

confidence about his original goal of 

becoming a teacher. 

The program focuses on the rehabilitation 

of soldiers that return sightless 

from Iraq and Afghanistan. In reference 

to loss of sight, Kapperman states, “It 

is seen by many to be one of the most 

disastrous things that can happen to a 

human being.” 

And in stating the significance of the 

program he says, “We are here to help 

those people regain as much of their 

former lives as possible.” 

In part, the program teaches participants 

how to use and teach others to use 

products that can help re-socialize the 

visually impaired with the everyday 

world. These products include braille 

computers and electronic devices, such 

as, GPS systems for the blind. 

In addition, the program emphasizes 

the relearning of everyday tasks, like 

cooking. Kapperman calls the course 

“cooking without looking.” Kapperman 

stresses that the adjustment to life after 

losing one’s sight is as much of a psychological 

adjustment as it is physical; 

the program prepares its students for 

this obstacle. 

The program specialized for veterans 

includes instruction like the traditional 

classes for blind rehabilitation, in addition 

to coursework to help support veterans 

who suffer from post-traumatic 

stress disorder or traumatic brain injuries. 

LaForte believes there are no limits 

to what individuals with visual impairments 

can do. He plans to expand the 

learning experience beyond the classroom, 

to include “outward bound” kinds 

of excursions. 

“They don’t think they can do these 

kinds of things, but they can,” he says 

with conviction. Kapperman emphasizes 

the significant impact of LaForte and 

his fellow classmates : “Without the 

training that our students provide [for] 

their clients, the blinded soldiers would 

remain dependent helpless individuals 

relying on everyone else.” 

The five students are taking six courses 

for two semesters and then one year 

of internships. The six courses are keeping 

LaForte up till 2:30 in the morning, 

studying rigorously. LaForte says, “I 

feel that it has really been a team effort 

for the faculty to keep us going through 

our first semester. And without our 

faculty members, like Dr. Kapperman, 

Sean Tikkun, and Dr. Bill Penrod and 

everyone else answering our frenzied 

e-mails and phone calls about course 

material at all hours of the day, we 

couldn’t make it.” 

Additionally, LaForte believes his 

participation in extracurricular activities 

made him successful at NIU. LaForte 

was uninvolved and unfulfilled when 

he first arrived at NIU, but quickly he 

became a member to multiple organizations: 

Alpha Phi Omega (APO), 

Brazilian Jiu-Jitsu Club, Gymnastics 

Club, University 101 and 201 (UNIV), 

Orientation Leader, Military Student 

Services office. 

APO is a national service fraternity 

where LaForte participated in food 

drives, fundraisers, and auctions to 

help others. At the Gymnastics Club, 

LaForte learned how to push himself 

physically and mentally. “You have to 

commit to a movement or else you will 

fall. I have taken this and applied it to 

my personal philosophy. If you don’t 

commit in life, you’ll never reach the 

heights you can.” 

LaForte emphasizes the influence his 

extracurricular activities had on him, 

“I would not have stayed in college if 

I had not joined [these organizations]. 

Joining them made NIU a home.” 

LaForte’s dedication to higher learning 

and achievement has been recognized 

by the academic domain when 

he was the recipient of the Kevin D. 

Knight Leadership Award and was 

crowned Who’s Who on NIU’s campus 

in 2010. LaForte remains on his path of 

commitment to higher education as he 

pursues his graduate degree to become 

a lifeline for visually impaired soldiers 

and the rest of the world. 

McCain: Tricare fees must rise to control costs

Sen. John McCain, R-Ariz., said Thursday that “dire 

circumstances” are the reason he’s willing to make 

military retirees pay more for health care benefits. 

McCain, a decorated Vietnam veteran and former 

prisoner of war who is the ranking Republican on the 

Senate Armed Services Committee, has drawn fire 

from retirees because of his suggestion that they can 

pay more for Tricare health coverage for themselves 

and their families. 

“Military retirees and their families deserve the best 

possible care in return for a career of military service, 

and nothing less,” McCain said on the Senate floor 

during debate on the $526 billion defense authorization 

bill for fiscal 2012. 

“But we cannot ignore the fact that health care costs 

will undermine the combat capability and training and 

readiness of our military if we don’t begin to control 

the cost growth now,” he said. 

“I am solemnly aware of the commitment this 

nation has made to the men 

and women who have served in the military regard- 

ing health care and benefits. This nation has made 

promises for many years and has endeavored to 

keep those promises. We are faced with a set of dire 

circumstances regarding the long term viability of 

entitlement programs that threatens to undermine 

a whole range of promises we have made to every 

American,” he said. 

The defense bill being debated by the Senate 

includes two provisions to hold down health care 

costs, and McCain said he wished it did more. 

The bill trims $330 million off the $16.4 billion 

account to cover private-sector care for family members 

and retirees, a reduction made when the armed 

services committee voted Nov. 15 to cut an additional 

$21 billion from the version of the defense bill it had 

approved earlier this year. 

The bill also allows the Defense Department to 

increase Tricare Prime enrollment fees in the future, 

but caps the increases at the rate of annual cost-ofliving 

adjustments in military retired pay. 

“This is the first step and important progress in 

helping the Department of Defense control spiraling 

health care costs. But, as with other challenges we 

faced in this bill, we could have and should have 

done more,” McCain said. 

Separately, McCain has proposed barring military 

retirees from enrolling at all in Tricare Prime -- the 

health plan with the lowest out-of-pocket costs for 

most retirees -- while also supporting the creation of 

a $200 enrollment fee for Medicare-eligible retirees 

using the Tricare for Life benefit and an increase in 

copayments for prescription drugs. 

McCain’s views have drawn sharp criticism. In a 

Nov. 16 letter, retired Marine Corps Lt. Gen. Jack 

Klimp, president of the National Association for 

Uniformed Services, expressed “deep disappointment” 

in McCain’s views. 

“Certainly, Tricare costs have increased in recent 

years. We have, after all, been at war for more than a 

decade,” Klimp said, predicting costs will decline as 

the number of people in the military shrinks when 

U.S. troops withdraw from Iraq and Afghanistan. 

“Caring for our casualties, the moral responsibility, 

most certainly, helped drive up costs,” Klimp said. 

But he added that at the same time senior military 

leaders were complaining about skyrocketing health 

care costs, some lawmakers were diverting Tricare 

funds to pay for military medical research.

Do veterans 

have a right 

to free health 

care for life?

Time and time again, Stars and 

Stripes hears from readers who 

say they were promised free 

medical care for life when they joined 

the military. The topic usually comes 

up when there is talk of raising Tricare 

fees for military retirees. 

“I do mind paying more than $460.00 

per year,” one reader commented on 

such a story in January. “I was promised 

FREE medical and DENTAL for 

me and my family, for life. So to me 

any increase is a continuation of the 

break of a promise that was already 

broken.” 

Clearly, these folks feel betrayed, 

so The Rumor Doctor set out to see 

if there is any truth to this belief that 

troops and veterans are entitled to free 

health care for life. 

“The short answer is no,” said Peter 

Graves, a spokesman for the assistant 

defense secretary for health affairs. 

“Health care benefits for military members, 

retirees, and their families are, 

and have always been, as provided by 

law, and the law has never promised 

free health care for life.” 

The law provides free medical care 

for servicemembers on active duty and 

their families, Graves said in an email. 

Congressional Research Service, 

which provides analysis for Congress, 

issued a 2003 report that found veterans 

were not entitled to free medical care 

for life, even though they may have 

been promised exactly that by their 

recruiters. 

Since 1956, veterans and their families 

can be treated at military medical 

facilities “subject to the availability of 

space and facilities and the capabilities 

of the medical and dental staff,” the 

report found. 

“They have no right to military health 

care and the military services have 

total discretion in when and under what 

circumstances retirees and their dependents 

will get care in military treatment 

facilities,” the report said. 

Several veterans have taken their 

claims to court, alleging that recruiters 

promised them free medical care, 

but one court ruled that such promises 

did not constitute a contract, the report 

said. 

Moreover, since recruiters do not 

have the authority to make such promises, 

there is no way to enforce them, 

the U.S. Court of Appeals for the 

Federal Circuit ruled in 2002. The 

Supreme Court later refused to hear the 

case, ending the matter.

Rising Above the Flood: The Mission of AFRIMS

Bangkok, Thailand, is partially flooded, and 

the city is reeling with anxiety. 

It hasn’t happened in nearly half a century, 

ut it isn’t very surprising considering that the past 

ear’s weather pattern has given the world earthuakes, 

typhoons, tornadoes, hurricanes, extreme 

eat, frigid cold, and monsoon-like rain -- yes, lots 

nd lots of rain -- in record numbers. 

The Armed Forces Research Institute of Medical 

ciences located in downtown Bangkok carries on, 

usiness as usual, despite the fact that practically all 

taff members face possible flooding in their homes. 

As a Special Foreign Activity subordinate comand 

of the Walter Reed Army Institute of Research, 

nd ultimately the U.S. Army Medical Research and 

ateriel Command, AFRIMS plays a critical role 

n helping to protect both warfighters and civilians 

gainst potentially deadly diseases including malaria, 

apanese encephalitis, dengue, bacterial diarrhea, and

Although wading through water about 1.5 meters

AFRIMS maintains three large warehouse spaces in 

he Rangsit province, just north of Bangkok, and one

research samples. If the waters were to reach the

But the commander and his team refuse to let this

“Several teams of scientists and technicians from

regard, with good reason. 

“Maj. Paul Watkins, Chief of Logistics, Sgt. 1st 

Class Corey Powell, non-commissioned officer in 

charge of logistics and motor pool NCOIC, and Staff 

Sgt. Jeffery McDonald, NCOIC of medical maintenance 

were key in providing the leadership and establishing 

the resources for the AFRIMS rescue efforts,” 

said the commander. “Capt. Trent Peacock, a newly 

arrived Medical Service Corps microbiologist in the 

Department of Enteric Diseases, along with a team 

of medical maintenance technical specialists and volunteers 

from each department are to be most credited 

with the brick walls, tarps, and ingenuity that led to 

the protection of the entire freezer farm from flood 

waters no more than a half-inch deep inside the farm. 

Their proactive efforts allowed for no loss in property, 

no loss of electricity and, above all, no injuries.” 

As perhaps an affront to the existing threat, the 

entire AFRIMS staff is pressing forward to ensure that 

neither current nor future work will be affected. 

As Bowden said, “We continue to conduct our Phase 

III clinical trial in Northern Thailand, as well as all 

other IRB [Institutional Review Board] and IACUC 

[Institutional Animal Care and Use Committee] protocols. 

We continue to write proposals to MIDRP 

[Military Infectious Disease Research Program], 

GEIS [Global Emerging Infections Surveillance] and 

all other agencies. And all staff continues to perform 

temporary duty and other functions to conduct ongoing 

or future protocols.” 

“In conjunction with III Marine Expeditionary 

Force medical augmentation team, 5th Preventive 

Medicine Unit from the Eighth U.S. Army, Korea and 

the Royal Thai Army, Navy and Air Force, AFRIMS 

is supporting the flood recovery effort with subject 

matter expertise in dengue, malaria, insect (vector) 

control and assessment, diarrheal disease , respiratory 

illness, and veterinary services (human-animal disease 

interface). The III MEF Medical Team and AFRIMS 

met with the Royal Thai Army Medical Department 

Surgeon General and his staff, and together they have 

proposed a plan to join the Royal Thai Army military 

medical teams that attend patients affected by the 

flood currently residing at any one of six of the Royal 

Thai Army military evacuation shelters. This plan will 

include AFRIMS staff and III MEF medical forces as 

the mission requires. AFRIMS has suggested and 

facilitated a meeting of the III MEF medical team and 

the Royal Thai Navy Surgeon General and Royal Thai 

Air Force Medical leadership to discuss needs and a 

plan-ahead strategy for infectious disease prevention 

and surveillance.” 

All this seems rather impressive, but it doesn’t end 

here. 

Bowden says that AFRIMS currently is poised in 

support of other likely disease outbreaks that may 

occur subsequent to the flood waters receding in the 

Bangkok region. There are also reports of diarrheal 

disease in Nonthaburi, an area northwest of Bangkok. 

Nevertheless, the AFRIMS team is ready to help 

the surrounding Thai community with whatever is 

necessary, primarily because of the “fantastic” bond 

between the two. 

“We have a strong relationship with our Thai hosts 

and colleagues … [and] we stand ready with clinicians 

and laboratory support staff to help them,” said 

Bowden. 

“We would not abandon them in search of ‘higher 

ground.’” 

Celebrating its 50th anniversary, AFRIMS is the 

successful result of a collaboration involving the 

United States and Thailand governments to create a 

joint medical research laboratory in Thailand, initially 

formed to combat the spread of cholera throughout the 

country. Today, AFRIMS works to create vaccines, 

drugs, and diagnostics for tropical infectious diseases 

that affect millions of people each year. Without the 

efforts of this focused group of partnering individuals, 

the lives of many thousands around the world could 

be lost annually. 

The partnership is so strong, in fact, it dictates how 

the AFRIMS team takes care of its host community. 

“If it floods here [inside the campus], we’ll clean it 

up and make it shine. We’ll mitigate against mold or 

other issues that arise from long-term stagnant water 

collection. We’ll refurbish what may be damaged,” 

said Bowden. “We stand with our colleagues to 

assist.” 

While the damage to the AFRIMS facility is minimal 

at this point, the commander notes that a few 

items are still needed in anticipation of the recovery 

effort that lies ahead. These include 15 portable pressure 

washers, 50 mattresses for affected staff who are 

currently staying at AFRIMS, and sheets, towels, and 

blankets for these displaced staff members. 

Although the current outlook is positive, with electricity 

flowing, hospitals functioning, and no widespread 

disease, the AFRIMS team still must anticipate 

a worst-case scenario, and all plans are in place to 

mitigate extensive damage and illness in this unlikely 

event. Despite this, it’s probably safe to say that 

Bowden and his AFRIMS colleagues won’t let a little 

water get the best of them. Or even a lot of water.

Internet rumors that data 

theft letter is a scam

Officials with the military’s health 

care program have verified that a mass 

mailing informing beneficiaries they are 

eligible for free credit reports in the 

wake of a September data breach is not 

a scam. 

The letter from contractor Science 

Applications International Corp (SAIC). 

has aroused suspicions on an Air Force 

Facebook page and in retiree and military 

spouse Internet forums. It offers 

free credit monitoring and restoration 

services for one year to TRICARE beneficiaries 

whose personal information 

was exposed when backup computer 

tapes with health records of 4.9 million 

people were stolen from an SAIC 

employee’s car. 

Postings on the official Facebook page 

of Ramstein Air Force Base in Germany 

not only called the letter a scam, but said 

one squadron at the base “sent out an 

email saying it was a scam and to turn 

all letters into them as they had opened 

an investigation” with the Office of 

Special Investigation.” 

The Scam Checker website contains 

numerous posts depicting the message 

as a fake, and others deeming it authentic, 

One recipient even called the FBI to 

determine if the letter was legitimate, 

which the bureau confirmed. 

CincHouse, a website for military 

women and wives, confused the issue 

even more with posts that looked at different 

parts of the SAIC letter and came 

to the conclusion that there were two 

letters in circulation: a real one and a 

scam. An online forum at Military.com 

also mixed up parts of the SAIC letter 

and determined there were two versions 

floating around.
