SOLDIER’S NIGHT<br />
BEFORE CHRISTMAS<br />
Twas the night before Christmas, he lived<br />
all alone,<br />
In a one bedroom house made of plaster &<br />
stone.<br />
I had come down<br />
the chimney with<br />
presents to give<br />
And to see just who<br />
in this home did live.<br />
I looked all about a<br />
strange sight I did see,<br />
No tinsel, no presents, not even a tree.<br />
No stocking by the fire, just boots filled with<br />
sand,<br />
On the wall hung pictures of far distant<br />
lands.<br />
With medals and badges, awards of all kind<br />
A sober thought came through my mind.<br />
For this house was different, so dark and<br />
dreary,<br />
I knew I had found the home of a soldier,<br />
once I could see clearly.<br />
I heard stories about them, I had to see<br />
more<br />
So I walked down the hall and pushed open<br />
the door.<br />
And there he<br />
lay sleeping silent<br />
alone,<br />
Curled up on the<br />
floor in his one<br />
bedroom home.<br />
His face so gentle,<br />
his room in<br />
such disorder,<br />
Not how I pictured<br />
a United States soldier.<br />
Was this the hero of whom I’d just read?<br />
Curled up in his poncho, a floor for his<br />
bed?<br />
His head was clean shaven, his weathered<br />
face tan,<br />
I soon understood this was more than a<br />
man.<br />

KEESLER AIR FORCE BASE, Miss. — Nov. 2<br />
wasn’t an average morning for Maj. (Dr.) Kermit<br />
Helo, who examined a <strong>record</strong> number of newborns<br />
in the 81st Inpatient Operations Squadron labor and<br />
delivery <strong>unit</strong>.<br />
The 81st <strong>Medical</strong> Operations Squadron pediatrician<br />
encountered the highest number of admissions and<br />
deliveries the family birthing center <strong>has</strong> seen over a<br />
48-hour period.<br />
“With a capacity of eight labor/delivery/recovery<br />
rooms, we were caring for nine moms and babies,<br />
while two other prospective moms were in labor. We<br />
also have two recovery rooms and three ante- partum<br />
rooms that can be utilized for our patients who are<br />
due to be discharged. “ said Maj. Amber Barker, 81st<br />
IPTS maternal child flight commander. “Our staff is<br />
phenomenal -- they work as a team, nurses and techs<br />
alike. The communication and dedication to provide<br />
our patients optimal care didn’t stop even with a ‘full<br />
house.’<br />
“Several staff members worked extra hours, showing<br />
their concern for and willingness to care for their<br />
patients,” Barker continued. “This attitude allows us<br />
to keep our moms and babies together, giving them<br />
the best possible birthing and postpartum experience.”<br />
In addition to the labor and delivery staff members<br />
and the obstetrics providers, nurses and technicians<br />
from the family health, women’s health and pediatric<br />
clinics.<br />

With that he rolled over<br />
nd drifted off into sleep,<br />
I couldn’t control it, I con-<br />
tinued to weep.<br />
I watched him for hours, so<br />
silent and still,<br />
I noticed he shivered from<br />
the cold night’s chill.<br />
So I took off my jacket, the<br />
one made of red,<br />
And I covered this Soldier<br />
from his toes to his head.<br />
And I put on his T-shirt of<br />
gray and black,<br />
With an eagle and an Army<br />
patch embroidered on back.<br />
And although it barely fit<br />
me, I began to swell with<br />
pride,<br />
And for a shining moment,<br />
I was United States Army<br />
deep inside.<br />
I didn’t want to leave him<br />
on that cold dark night,<br />
This guardian of honor so<br />
willing to fight.<br />
Then the soldier rolled<br />
over, whispered with a voice<br />
so clean and pure,<br />
“Carry on Santa, it’s<br />
Christmas Day, all is<br />
secure.”<br />
One look at my watch, and<br />
I knew he was right,<br />
Merry Christmas my friend,<br />

FORT SAM HOUSTON, TEXAS – A<br />
Wounded Warrior and his wife spoke about the<br />
Fisher House at a recent U.S. Army <strong>Medical</strong><br />
Information Technology Center Commander’s<br />
Call. This event took place at the Blesse<br />
Auditorium on Fort Sam Houston. On behalf<br />
of the Fisher House at Brooke Army <strong>Medical</strong><br />
Center (BAMC), and in an effort to help kick off<br />
the Combined Federal Campaign, Army Staff<br />
Sgt. Keith Dunn and his wife Kandi Dunn both<br />
gave heartfelt presentations on the Fisher House<br />
and on all it <strong>has</strong> to offer.<br />
Edward Barge, USAMITC CFC Project<br />
Officer, introduced Fisher House Manager Inge<br />
Godfrey, who spoke about the Fisher House, its<br />
history and the magnitude of support rendered<br />
to thousands of <strong>Military</strong> and their families. Inge<br />
Godfrey introduced the Dunns as current residents<br />
of the BAMC Fisher House.<br />
Staff Sgt. Dunn and his wife spoke to<br />
USAMITC next. Staff Sgt. Dunn began, with<br />
his hand over his heart, by welcoming home<br />
Vietnam Veterans. “You paved the way for<br />
us,” Dunn said. “And I give you a warm welcome<br />
back because you didn’t receive one after<br />
Vietnam.” Dunn, with his hand still over his<br />
heart, also thanked everyone for being there that<br />
day to listen to what he and his wife had to say.<br />
Recovering from an infection from a gunshot<br />
wound and also being treated for cancer, Dunn<br />
credited going to Iraq for saving his life. “Had I<br />
not been treated for the infection in Iraq, I never<br />
would have been diagnosed with cancer,” he<br />
said.<br />
Dunn doesn’t normally speak at events like<br />
this, even though he and his wife are invited to<br />
attend CFC functions on behalf of the Fisher<br />
House on a regular basis. Normally, she is the<br />
only one to speak. This time, however, he asked<br />
specifically to speak at this one. He also went<br />
into some detail about how grateful he was to<br />
the Fisher House staff for everything they’ve<br />
done for him and his wife. “The Fisher House<br />
Foundation gave us a place to live so my wife<br />
can be here with me while I recover,” he added.<br />
After, again, thanking the Fisher House and<br />
everybody in attendance for being there, the<br />
USAMITC crowd gave Staff Sgt. Dunn a rousing<br />
standing ovation.<br />
His wife, Kandi Dunn, spoke next. She spoke<br />
first about how proud she was of her husband.<br />
“He joined the Army in 1973 trying to go to<br />
Vietnam, and ended up going to Korea instead,”<br />
she said. “Since then, he volunteered for every<br />
war we’ve had.”<br />
Then she spoke about the Fisher House. “I<br />
had never heard of the Fisher House before, and<br />
walked into it for the first time on January 18th<br />
of this year [2011],” she began. “I was so grateful<br />
to have a place to lay my head down and not<br />
worry while I was helping him to recover,” she<br />
added, referring to her husband. “The Fisher<br />
House saved us over $18,000 this year, so far,<br />
if we had to live in hotels; and we would’ve lost<br />
our house.” She spoke about how they expected<br />
to be in the Fisher House for only or only two<br />
or three weeks, but have had a very pleasant<br />
stay regardless. “Volunteers come to prepare<br />
meals for us nearly every day,” she said. “The<br />
Fisher House is like a bread and breakfast for<br />
the <strong>Military</strong>; a place to sleep, relax, eat, socialize<br />
and become a family.” She also spoke about<br />
the support available at the Fisher House. “One<br />
of the biggest things I see is how Wounded<br />
Warriors help other Wounded Warriors through<br />
the healing process,” she said. “The Fisher<br />
House is definitely a healing place; a place to<br />
heal and recover with support,” she added. “It’s<br />
families helping families,” she concluded.<br />
At the end of their presentation, Lt. Col.<br />
Beverly Beavers, USAMITC Commander,<br />
handed Godfrey, Staff Sgt. Dunn and Kandi<br />
Dunn command coins, the first one that Kandi<br />
Dunn had ever received. Beavers also gave<br />
Godfrey and Kandi Dunn command certificates<br />
of appreciation.

Marine enrolls in NIU’s graduate program for rehabilitating blind veterans<br />
“I fell in love with NIU,” Nathan<br />
LaForte explains as he reflects on<br />
his first campus visit. “I felt like<br />
this is what college should feel like.”<br />
A native of Zion, Ill., LaForte enrolled<br />
in NIU during the fall of 2007. He<br />
received his undergraduate degree in<br />
Psychology in May of 2011.<br />
Now a graduate student with the<br />
College of Education, he is enrolled<br />
in the Masters in Special Education<br />
program with an emp<strong>has</strong>is on Blind<br />
Rehabilitation and Orientation<br />
Mobility.<br />
LaForte is one of just five students to<br />
receive a one-time grant that instructs<br />
them to work with veterans who have<br />
lost their sight.<br />
The special Congressional awarded<br />
grant was offered shortly after NIU was<br />
nationally recognized for being a veteran<br />
friendly campus.<br />
LaForte is learning to instruct visually<br />
impaired veterans how to live day<br />
to day and to do the same things they<br />
did before they lost their sight.<br />
LaForte’s journey began when Dr.<br />
Gaylen Kapperman, Professor and<br />
Coordinator of the Visual Disabilities<br />
Program, came into LaForte’s undergraduate<br />
class to give an informational<br />
speech about the unique opport<strong>unit</strong>y.<br />
At the time, LaForte’s studies were<br />
preparing him to become a social studies<br />
teacher; however, the closer he came<br />
to reaching his goal, the more anxiety<br />
he felt about teaching an entire classroom<br />
full of adolescents.<br />
LaForte may have been looking for<br />
a different path when Dr. Kapperman<br />
walked into his classroom that day.<br />
LaForte recalls Kapperman’s persuasive<br />
speech. He laughs and says “Dr.<br />
Kapperman is a good salesman.”<br />
As Kapperman talked about the program<br />
designed to rehabilitate blind veterans,<br />
LaForte couldn’t help but recall<br />
NATHAN LaFORTE<br />
what it was like to work one-on-one<br />
with people in the military.<br />
He served eight years in active duty<br />
with the Marine Corps and one year in<br />
the reserves.<br />
In that time, he worked as a mechanic<br />
and as a journalist. LaForte recalls,<br />
“They always had me do the on-the-job<br />
training, which really trained me to go<br />
one-on-one with someone.”<br />
Kapperman’s announcement of the<br />
program evoked these memories in<br />
LaForte. Now that he could work oneon<br />
one with students, he began to regain<br />
confidence about his original goal of<br />
becoming a teacher.<br />
The program focuses on the rehabilitation<br />
of soldiers that return sightless<br />
from Iraq and Afghanistan. In reference<br />
to loss of sight, Kapperman states, “It<br />
is seen by many to be one of the most<br />
disastrous things that can happen to a<br />
human being.”<br />
And in stating the significance of the<br />
program he says, “We are here to help<br />
those people regain as much of their<br />
former lives as possible.”<br />
In part, the program teaches participants<br />
how to use and teach others to use<br />
products that can help re-socialize the<br />
visually impaired with the everyday<br />
world. These products include braille<br />
computers and electronic devices, such<br />
as, GPS systems for the blind.<br />
In addition, the program emp<strong>has</strong>izes<br />
the relearning of everyday tasks, like<br />
cooking. Kapperman calls the course<br />
“cooking without looking.” Kapperman<br />
stresses that the adjustment to life after<br />
losing one’s sight is as much of a psychological<br />
adjustment as it is physical;<br />
the program prepares its students for<br />
this obstacle.<br />
The program specialized for veterans<br />
includes instruction like the traditional<br />
classes for blind rehabilitation, in addition<br />
to coursework to help support veterans<br />
who suffer from post-traumatic<br />
stress disorder or traumatic brain injuries.<br />
LaForte believes there are no limits<br />
to what individuals with visual impairments<br />
can do. He plans to expand the<br />
learning experience beyond the classroom,<br />
to include “outward bound” kinds<br />
of excursions.<br />
“They don’t think they can do these<br />
kinds of things, but they can,” he says<br />
with conviction. Kapperman emp<strong>has</strong>izes<br />
the significant impact of LaForte and<br />
his fellow classmates : “Without the<br />
training that our students provide [for]<br />
their clients, the blinded soldiers would<br />
remain dependent helpless individuals<br />
relying on everyone else.”<br />
The five students are taking six courses<br />
for two semesters and then one year<br />
of internships. The six courses are keeping<br />
LaForte up till 2:30 in the morning,<br />
studying rigorously. LaForte says, “I<br />
feel that it <strong>has</strong> really been a team effort<br />
for the faculty to keep us going through<br />
our first semester. And without our<br />
faculty members, like Dr. Kapperman,<br />
Sean Tikkun, and Dr. Bill Penrod and<br />
everyone else answering our frenzied<br />
e-mails and phone calls about course<br />
material at all hours of the day, we<br />
couldn’t make it.”<br />
Additionally, LaForte believes his<br />
participation in extracurricular activities<br />
made him successful at NIU. LaForte<br />
was uninvolved and unfulfilled when<br />
he first arrived at NIU, but quickly he<br />
became a member to multiple organizations:<br />
Alpha Phi Omega (APO),<br />
Brazilian Jiu-Jitsu Club, Gymnastics<br />
Club, University 101 and 201 (UNIV),<br />
Orientation Leader, <strong>Military</strong> Student<br />
Services office.<br />
APO is a national service fraternity<br />
where LaForte participated in food<br />
drives, fundraisers, and auctions to<br />
help others. At the Gymnastics Club,<br />
LaForte learned how to push himself<br />
physically and mentally. “You have to<br />
commit to a movement or else you will<br />
fall. I have taken this and applied it to<br />
my personal philosophy. If you don’t<br />
commit in life, you’ll never reach the<br />
heights you can.”<br />
LaForte emp<strong>has</strong>izes the influence his<br />
extracurricular activities had on him,<br />
“I would not have stayed in college if<br />
I had not joined [these organizations].<br />
Joining them made NIU a home.”<br />
LaForte’s dedication to higher learning<br />
and achievement <strong>has</strong> been recognized<br />
by the academic domain when<br />
he was the recipient of the Kevin D.<br />
Knight Leadership Award and was<br />
crowned Who’s Who on NIU’s campus<br />
in 2010. LaForte remains on his path of<br />
commitment to higher education as he<br />
pursues his graduate degree to become<br />
a lifeline for visually impaired soldiers<br />
and the rest of the world.<br />
McCain: Tricare fees must rise to control costs<br />

Sen. John McCain, R-Ariz., said Thursday that “dire<br />
circumstances” are the reason he’s willing to make<br />
military retirees pay more for health care benefits.<br />
McCain, a decorated Vietnam veteran and former<br />
prisoner of war who is the ranking Republican on the<br />
Senate Armed Services Committee, <strong>has</strong> drawn fire<br />
from retirees because of his suggestion that they can<br />
pay more for Tricare health coverage for themselves<br />
and their families.<br />
“<strong>Military</strong> retirees and their families deserve the best<br />
possible care in return for a career of military service,<br />
and nothing less,” McCain said on the Senate floor<br />
during debate on the $526 billion defense authorization<br />
bill for fiscal 2012.<br />
“But we cannot ignore the fact that health care costs<br />
will undermine the combat capability and training and<br />
readiness of our military if we don’t begin to control<br />
the cost growth now,” he said.<br />
“I am solemnly aware of the commitment this<br />
nation <strong>has</strong> made to the men<br />
and women who have served in the military regard-<br />
ing health care and benefits. This nation <strong>has</strong> made<br />
promises for many years and <strong>has</strong> endeavored to<br />
keep those promises. We are faced with a set of dire<br />
circumstances regarding the long term viability of<br />
entitlement programs that threatens to undermine<br />
a whole range of promises we have made to every<br />
American,” he said.<br />
The defense bill being debated by the Senate<br />
includes two provisions to hold down health care<br />
costs, and McCain said he wished it did more.<br />
The bill trims $330 million off the $16.4 billion<br />
account to cover private-sector care for family members<br />
and retirees, a reduction made when the armed<br />
services committee voted Nov. 15 to cut an additional<br />
$21 billion from the version of the defense bill it had<br />
approved earlier this year.<br />
The bill also allows the Defense Department to<br />
increase Tricare Prime enrollment fees in the future,<br />
but caps the increases at the rate of annual cost-ofliving<br />
adjustments in military retired pay.<br />
“This is the first step and important progress in<br />
helping the Department of Defense control spiraling<br />
health care costs. But, as with other challenges we<br />
faced in this bill, we could have and should have<br />
done more,” McCain said.<br />
Separately, McCain <strong>has</strong> proposed barring military<br />
retirees from enrolling at all in Tricare Prime -- the<br />
health plan with the lowest out-of-pocket costs for<br />
most retirees -- while also supporting the creation of<br />
a $200 enrollment fee for Medicare-eligible retirees<br />
using the Tricare for Life benefit and an increase in<br />
copayments for prescription drugs.<br />
McCain’s views have drawn sharp criticism. In a<br />
Nov. 16 letter, retired Marine Corps Lt. Gen. Jack<br />
Klimp, president of the National Association for<br />
Uniformed Services, expressed “deep disappointment”<br />
in McCain’s views.<br />
“Certainly, Tricare costs have increased in recent<br />
years. We have, after all, been at war for more than a<br />
decade,” Klimp said, predicting costs will decline as<br />
the number of people in the military shrinks when<br />
U.S. troops withdraw from Iraq and Afghanistan.<br />
“Caring for our casualties, the moral responsibility,<br />
most certainly, helped drive up costs,” Klimp said.<br />
But he added that at the same time senior military<br />
leaders were complaining about skyrocketing health<br />
care costs, some lawmakers were diverting Tricare<br />
funds to pay for military medical research.

Do veterans<br />
have a right<br />
to free health<br />
care for life?<br />

Time and time again, Stars and<br />
Stripes hears from readers who<br />
say they were promised free<br />
medical care for life when they joined<br />
the military. The topic usually comes<br />
up when there is talk of raising Tricare<br />
fees for military retirees.<br />
“I do mind paying more than $460.00<br />
per year,” one reader commented on<br />
such a story in January. “I was promised<br />
FREE medical and DENTAL for<br />
me and my family, for life. So to me<br />
any increase is a continuation of the<br />
break of a promise that was already<br />
broken.”<br />
Clearly, these folks feel betrayed,<br />
so The Rumor Doctor set out to see<br />
if there is any truth to this belief that<br />
troops and veterans are entitled to free<br />
health care for life.<br />
“The short answer is no,” said Peter<br />
Graves, a spokesman for the assistant<br />
defense secretary for health affairs.<br />
“Health care benefits for military members,<br />
retirees, and their families are,<br />
and have always been, as provided by<br />
law, and the law <strong>has</strong> never promised<br />
free health care for life.”<br />
The law provides free medical care<br />
for servicemembers on active duty and<br />
their families, Graves said in an email.<br />
Congressional Research Service,<br />
which provides analysis for Congress,<br />
issued a 2003 report that found veterans<br />
were not entitled to free medical care<br />
for life, even though they may have<br />
been promised exactly that by their<br />
recruiters.<br />
Since 1956, veterans and their families<br />
can be treated at military medical<br />
facilities “subject to the availability of<br />
space and facilities and the capabilities<br />
of the medical and dental staff,” the<br />
report found.<br />
“They have no right to military health<br />
care and the military services have<br />
total discretion in when and under what<br />
circumstances retirees and their dependents<br />
will get care in military treatment<br />
facilities,” the report said.<br />
Several veterans have taken their<br />
claims to court, alleging that recruiters<br />
promised them free medical care,<br />
but one court ruled that such promises<br />
did not constitute a contract, the report<br />
said.<br />
Moreover, since recruiters do not<br />
have the authority to make such promises,<br />
there is no way to enforce them,<br />
the U.S. Court of Appeals for the<br />
Federal Circuit ruled in 2002. The<br />
Supreme Court later refused to hear the<br />
case, ending the matter.<br />

Rising Above the Flood: The Mission of AFRIMS<br />

Bangkok, Thailand, is partially flooded, and<br />
the city is reeling with anxiety.<br />
It <strong>has</strong>n’t happened in nearly half a century,<br />
ut it isn’t very surprising considering that the past<br />
ear’s weather pattern <strong>has</strong> given the world earthuakes,<br />
typhoons, tornadoes, hurricanes, extreme<br />
eat, frigid cold, and monsoon-like rain -- yes, lots<br />
nd lots of rain -- in <strong>record</strong> numbers.<br />
The Armed Forces Research Institute of <strong>Medical</strong><br />
ciences located in downtown Bangkok carries on,<br />
usiness as usual, despite the fact that practically all<br />
taff members face possible flooding in their homes.<br />
As a Special Foreign Activity subordinate comand<br />
of the Walter Reed Army Institute of Research,<br />
nd ultimately the U.S. Army <strong>Medical</strong> Research and<br />
ateriel Command, AFRIMS plays a critical role<br />
n helping to protect both warfighters and civilians<br />
gainst potentially deadly diseases including malaria,<br />
apanese encephalitis, dengue, bacterial diarrhea, and<br />
IV.<br />
“All research and our mission continues,” said Col.<br />
obert Bowden, commander of AFRIMS. “We have<br />
een educating our staff to be very careful and set<br />
ood examples for the comm<strong>unit</strong>y members by being<br />
lert and aware of waterborne diseases -- such as<br />
eptospirosis, Cholera, and Hepatitis A -- and to use<br />
recautions as much as possible.”<br />
Although wading through water about 1.5 meters<br />
eep may seem like a trivial task to most, it becomes<br />
uite significant when the painstaking work of many<br />
cientists and military personnel is threatened with<br />
estruction.<br />
AFRIMS maintains three large warehouse spaces in<br />
he Rangsit province, just north of Bangkok, and one<br />
f these spaces <strong>has</strong> 100 freezers that hold nearly 1 milion<br />
research samples. If the waters were to reach the<br />
reezers and shut down the cooling system, the efforts<br />
f hundreds of studies would simply be washed away<br />
y the flood.<br />
But the commander and his team refuse to let this<br />
appen.<br />
“Several teams of scientists and technicians from<br />

Bowden holds the members of his staff in very high<br />
regard, with good reason.<br />
“Maj. Paul Watkins, Chief of Logistics, Sgt. 1st<br />
Class Corey Powell, non-commissioned officer in<br />
charge of logistics and motor pool NCOIC, and Staff<br />
Sgt. Jeffery McDonald, NCOIC of medical maintenance<br />
were key in providing the leadership and establishing<br />
the resources for the AFRIMS rescue efforts,”<br />
said the commander. “Capt. Trent Peacock, a newly<br />
arrived <strong>Medical</strong> Service Corps microbiologist in the<br />
Department of Enteric Diseases, along with a team<br />
of medical maintenance technical specialists and volunteers<br />
from each department are to be most credited<br />
with the brick walls, tarps, and ingenuity that led to<br />
the protection of the entire freezer farm from flood<br />
waters no more than a half-inch deep inside the farm.<br />
Their proactive efforts allowed for no loss in property,<br />
no loss of electricity and, above all, no injuries.”<br />
As perhaps an affront to the existing threat, the<br />
entire AFRIMS staff is pressing forward to ensure that<br />
neither current nor future work will be affected.<br />
As Bowden said, “We continue to conduct our P<strong>has</strong>e<br />
III clinical trial in Northern Thailand, as well as all<br />
other IRB [Institutional Review Board] and IACUC<br />
[Institutional Animal Care and Use Committee] protocols.<br />
We continue to write proposals to MIDRP<br />
[<strong>Military</strong> Infectious Disease Research Program],<br />
GEIS [Global Emerging Infections Surveillance] and<br />
all other agencies. And all staff continues to perform<br />
temporary duty and other functions to conduct ongoing<br />
or future protocols.”<br />
“In conjunction with III Marine Expeditionary<br />
Force medical augmentation team, 5th Preventive<br />
Medicine Unit from the Eighth U.S. Army, Korea and<br />
the Royal Thai Army, Navy and Air Force, AFRIMS<br />
is supporting the flood recovery effort with subject<br />
matter expertise in dengue, malaria, insect (vector)<br />
control and assessment, diarrheal disease , respiratory<br />
illness, and veterinary services (human-animal disease<br />
interface). The III MEF <strong>Medical</strong> Team and AFRIMS<br />
met with the Royal Thai Army <strong>Medical</strong> Department<br />
Surgeon General and his staff, and together they have<br />
proposed a plan to join the Royal Thai Army military<br />
medical teams that attend patients affected by the<br />
flood currently residing at any one of six of the Royal<br />
Thai Army military evacuation shelters. This plan will<br />
include AFRIMS staff and III MEF medical forces as<br />
the mission requires. AFRIMS <strong>has</strong> suggested and<br />
facilitated a meeting of the III MEF medical team and<br />
the Royal Thai Navy Surgeon General and Royal Thai<br />
Air Force <strong>Medical</strong> leadership to discuss needs and a<br />
plan-ahead strategy for infectious disease prevention<br />
and surveillance.”<br />
All this seems rather impressive, but it doesn’t end<br />
here.<br />
Bowden says that AFRIMS currently is poised in<br />
support of other likely disease outbreaks that may<br />
occur subsequent to the flood waters receding in the<br />
Bangkok region. There are also reports of diarrheal<br />
disease in Nonthaburi, an area northwest of Bangkok.<br />
Nevertheless, the AFRIMS team is ready to help<br />
the surrounding Thai comm<strong>unit</strong>y with whatever is<br />
necessary, primarily because of the “fantastic” bond<br />
between the two.<br />
“We have a strong relationship with our Thai hosts<br />
and colleagues … [and] we stand ready with clinicians<br />
and laboratory support staff to help them,” said<br />
Bowden.<br />
“We would not abandon them in search of ‘higher<br />
ground.’”<br />
Celebrating its 50th anniversary, AFRIMS is the<br />
successful result of a collaboration involving the<br />
United States and Thailand governments to create a<br />
joint medical research laboratory in Thailand, initially<br />
formed to combat the spread of cholera throughout the<br />
country. Today, AFRIMS works to create vaccines,<br />
drugs, and diagnostics for tropical infectious diseases<br />
that affect millions of people each year. Without the<br />
efforts of this focused group of partnering individuals,<br />
the lives of many thousands around the world could<br />
be lost annually.<br />
The partnership is so strong, in fact, it dictates how<br />
the AFRIMS team takes care of its host comm<strong>unit</strong>y.<br />
“If it floods here [inside the campus], we’ll clean it<br />
up and make it shine. We’ll mitigate against mold or<br />
other issues that arise from long-term stagnant water<br />
collection. We’ll refurbish what may be damaged,”<br />
said Bowden. “We stand with our colleagues to<br />
assist.”<br />
While the damage to the AFRIMS facility is minimal<br />
at this point, the commander notes that a few<br />
items are still needed in anticipation of the recovery<br />
effort that lies ahead. These include 15 portable pressure<br />
washers, 50 mattresses for affected staff who are<br />
currently staying at AFRIMS, and sheets, towels, and<br />
blankets for these displaced staff members.<br />
Although the current outlook is positive, with electricity<br />
flowing, hospitals functioning, and no widespread<br />
disease, the AFRIMS team still must anticipate<br />
a worst-case scenario, and all plans are in place to<br />
mitigate extensive damage and illness in this unlikely<br />
event. Despite this, it’s probably safe to say that<br />
Bowden and his AFRIMS colleagues won’t let a little<br />
water get the best of them. Or even a lot of water.<br />

Officials with the military’s health<br />
care program have verified that a mass<br />
mailing informing beneficiaries they are<br />
eligible for free credit reports in the<br />
wake of a September data breach is not<br />
a scam.<br />
The letter from contractor Science<br />
Applications International Corp (SAIC).<br />
<strong>has</strong> aroused suspicions on an Air Force<br />
Facebook page and in retiree and military<br />
spouse Internet forums. It offers<br />
free credit monitoring and restoration<br />
services for one year to TRICARE beneficiaries<br />
whose personal information<br />
was exposed when backup computer<br />
tapes with health <strong>record</strong>s of 4.9 million<br />
people were stolen from an SAIC<br />
employee’s car.<br />
Postings on the official Facebook page<br />
of Ramstein Air Force Base in Germany<br />
not only called the letter a scam, but said<br />
one squadron at the base “sent out an<br />
email saying it was a scam and to turn<br />
all letters into them as they had opened<br />
an investigation” with the Office of<br />
Special Investigation.”<br />
The Scam Checker website contains<br />
numerous posts depicting the message<br />
as a fake, and others deeming it authentic,<br />
One recipient even called the FBI to<br />
determine if the letter was legitimate,<br />
which the bureau confirmed.<br />
CincHouse, a website for military<br />
women and wives, confused the issue<br />
even more with posts that looked at different<br />
parts of the SAIC letter and came<br />
to the conclusion that there were two<br />
letters in circulation: a real one and a<br />
scam. An online forum at <strong>Military</strong>.com<br />
also mixed up parts of the SAIC letter<br />
and determined there were two versions<br />
