International and National Scientists and Conservationists Statement on the
need to fully enforce laws against pirate fishing in the waters surrounding
Cocos Island National Park, Costa Rica.
Trial Board
Puntarenas Courthouse
Costa Rica
FAX (506) 630-0300
January 30, 2002
We, the undersigned, are scientists and conservationists united in our concern over
protecting the marine biodiversity of Cocos Island National Park, from the devastating
effects of illegal fishing activities.
Cocos Island supports unique oceanic ecosystems in the Eastern Pacific. It harbors vast
populations of pelagic species of great ecological and economic importance (swordfish,
sailfish, marlin, sharks), unique coral reefs, and endangered marine mammals and sea
turtles. The global importance of this site has been acknowledged by its inclusion in the
list of World Heritage Sites of UNESCO and World Important Wetland by the RAMSAR
Convention.
Unfortunately, illegal fishing activities are out of control, in spite of the global importance of
this Marine Protected Area. Sharks are being targeted for their valuable fins, and during
this fishing frenzi, other species of organisms, such as highly endangered Eastern Pacific
leatherbacks, are being driven to extinction.
Recent Costa Rican efforts, with the support of international conservation groups, have
produced positive results, mainly the arrest of foreign vessels operating within the limits of
the 12 mile no fishing zone. In fact, last Friday January 18, the Ecuadorean “San José I”
went officially to trail, for acts of piracy under the Costa Rican Penal Code. This is the
FIRST vessel ever to face trail for illegal fishing within the boundaries of Cocos Island
National Park.
Costa Rica has set an international precedent for the proper management and protection
of National Parks, and the right decision is likely to impact the behavior of other nations to
protect marine biodiversity.
We urge the Costa Rican authorities to fully enforce Costa Rican legislation, and send the
right message to pirate fishers and the international scientific and conservationist
community; that Costa Rica is serious about protecting this unique oceanic ecosystem for
the global well being of the Eastern pacific oceans, and pirate fishing will be punished to
the full extent of the law.
