We, the undersigned, are scientists <strong>and</strong> conservationists united in our concern over<br />
protecting the marine biodiversity of Cocos Isl<strong>and</strong> National Park, from the devastating<br />
effects of illegal fishing activities.<br />
Cocos Isl<strong>and</strong> supports unique oceanic ecosystems in the Eastern Pacific. It harbors vast<br />
populations of pelagic species of great ecological <strong>and</strong> economic importance (swordfish,<br />
sailfish, marlin, sharks), unique coral reefs, <strong>and</strong> endangered marine mammals <strong>and</strong> sea<br />
turtles. The global importance of this site has been acknowledged by its inclusion in the<br />
list of World Heritage Sites of UNESCO <strong>and</strong> World Important Wetl<strong>and</strong> by the RAMSAR<br />
Convention.<br />
Unfortunately, illegal fishing activities are out of control, in spite of the global importance of<br />
this Marine Protected Area. Sharks are being targeted for their valuable fins, <strong>and</strong> during<br />
this fishing frenzi, other species of organisms, such as highly endangered Eastern Pacific<br />
leatherbacks, are being driven to extinction.<br />
Recent Costa Rican efforts, with the support of international conservation groups, have<br />
produced positive results, mainly the arrest of foreign vessels operating within the limits of<br />
the 12 mile no fishing zone. In fact, last Friday January 18, the Ecuadorean “San José I”<br />
went officially to trail, for acts of piracy under the Costa Rican Penal Code. This is the<br />
FIRST vessel ever to face trail for illegal fishing within the boundaries of Cocos Isl<strong>and</strong><br />
National Park.<br />
Costa Rica has set an international precedent for the proper management <strong>and</strong> protection<br />
of National Parks, <strong>and</strong> the right decision is likely to impact the behavior of other nations to<br />
protect marine biodiversity.<br />
We urge the Costa Rican authorities to fully enforce Costa Rican legislation, <strong>and</strong> send the<br />
right message to pirate fishers <strong>and</strong> the international scientific <strong>and</strong> conservationist<br />
community; that Costa Rica is serious about protecting this unique oceanic ecosystem for<br />
the global well being of the Eastern pacific oceans, <strong>and</strong> pirate fishing will be punished to<br />
the full extent of the law.<br />
