This is your guide to the range of children’s services available in the 

Australian Capital Territory. The guide includes licensed childcare 

services and a number of related funded children’s services 

programs. Service information is correct at time of publication. 

The Children’s Policy and Regulation Unit (CPRU)—a section of 

the Offce for Children, Youth and Family Support—has collated 

the information contained in the guide. The provision of quality 

children’s services is an investment in the future, providing the 

foundation for children’s learning and development.

The 2011 Guide to Children’s Services in the ACT booklet 

is a comprehensive guide to licensed childcare services 

in the ACT. 

This guide also provides key information on organisations 

and government agencies that provide support in relation 

to children’s development and wellbeing. 

The ACT Government believes strongly that quality early 

childhood education and care lays the foundation for a 

brighter future. Childcare is important to our children’s 

development in the formative years before schooling, and 

it’s important for families, allowing parents to return to 

work and contribute to the family budget. 

The ACT Government works closely with the children’s 

services sector to ensure that childcare standards are 

implemented and monitored so that families can be 

confdent their child is receiving quality education and 

care in safe and appropriate environments. 

Commonwealth, state and territory governments 

are implementing the National Quality Framework 

from 1 January 2012. These reforms will set new 

standards for qualifed educators and provide for 

greater supervision to help children learn and develop. 

Government agencies have been working closely with 

services on the transition to these new arrangements and 

I am pleased to say that the services that provide quality 

early childhood education and care in Canberra are setting 

a strong foundation for our children’s learning and 

development. 

I hope this guide is useful in providing you with information 

on the range of services available in the ACT. It will be 

updated as the sector grows into the future.

The Children’s Policy and 

Regulation Unit (CPRU) — 

a section of the Offce for 

Children, Youth and Family 

Support — administers the 

legislation covering licensed 

children’s services. 

The CPRU is responsible for licensing and monitoring a 

diverse range of children’s services to ensure that they 

meet the requirements of the Children and Young People 

Act 2008. Children’s Services Advisers visit services to 

monitor compliance with the legislation and the ACT 

Childcare Services Standards 2009. 

The CPRU provides: 

■■ a regulatory role to ensure that services meet the 

requirements of the Children and Young People Act 2008 

■■ professional advice on the planning, design and 

establishment of new services 

■■ an advisory service for families, children’s services and 

the community regarding childcare, and 

■■ funding to assist with the provision of: 

■■ support for children and adolescents with disabilities 

accessing children’s services programs 

■■ emergency, casual and part-time childcare places 

■■ training and support for children’s services programs 

■■ behaviour management support for families and 

childcare services.

Choosing Childcare in the ACT 

Choosing childcare 

to meet your needs 

Choosing the right childcare 

service is an important decision. 

When deciding what childcare 

option will best meet the needs 

of you and your child, you should 

consider: 

■■ The type of care you 

require — full-time or 

part-time, centre based care, 

occasional care, family day 

care, or before and after 

school care for school-aged 

children. 

■■ The location of the 

childcare service — is 

it close to your home, 

work or place of study? 

■■ The size of the childcare 

service — would you prefer 

a small or large service? 

■■ The childcare environment — 

what is important for you 

and your child when they 

are in care? 

■■ When you anticipate you 

will require care — it is 

important to start looking 

well in advance. 

Contact and visit the service or 

family day care scheme 

It is suggested you contact a service to arrange a visit to the 

centre. This will enable you to meet the staff, observe the 

children and the program, ask questions and check for quality. 

Some questions you may want to ask are: 

■■ What is the philosophy or approach of the service? 

■■ What is the educational program provided? 

■■ What does the service provide, for example, nappies, 

lunches, etc? 

■■ What is the cost? 

■■ Is the service not-for-proft or private? 

■■ What is the size of the service? 

■■ Is the service likely to be able to offer a place when needed? 

■■ Can the service provide information on applying for Child 

Care Beneft? 

Some things you may look for are: 

■■ Are the children happy and engaged in activities? 

■■ Do children have time to explore and discover new activities? 

■■ Do staff communicate well with each other? 

■■ Are staff actively involved in children’s play and activities 

and responsive to their needs? 

■■ Are the relationships between staff and children caring, 

warm and consistent? 

■■ How does the program meet the different interests and 

needs of children? 

Booking childcare and waiting lists 

Each childcare service in the ACT has its own 

system for taking enrolments and allocating 

places when a vacancy becomes available. 

Waiting lists are commonly used by services to 

register the details of families seeking places. 

Some services do not have a waiting list. 

When booking childcare or placing your name 

on a waiting list, it is important to fnd out from 

the service what you need to do to maintain 

your booking as policies and procedures vary 

across services. 

The service may require you to: 

■■ visit the service and complete an application 

form 

■■ meet with the family day care coordinator 

■■ pay a fee to be on their waiting list 

■■ attend an interview with the service manager 

■■ maintain regular contact by phone or inperson. 

Families often put themselves on waiting lists 

at many different services to maximise their 

chances of getting a place prior to their return 

to work. This makes it diffcult for services to 

establish accurately when they can offer places. 

Placing your name on a waiting list doesn’t guarantee you a place when it is required. 

Allocating places 

It is not simply a process of allocating the next 

person on the waiting list when a vacancy arises. 

There are many reasons why a service cannot have 

a ‘frst in, frst served’ policy for flling a vacancy. 

The service needs to consider the child’s age along 

with the family’s preference for days and times and 

match these against actual vacancies. 

Ask the service what their policy is for allocating 

places. For example, is it a workplace childcare 

service that gives priority to employees of the 

sponsoring agency, or do they give priority to 

families where there is a sibling already in their care? 

The service is also required to frst place children 

who meet the Australian Government’s Priority 

of Access Guidelines. For more information visit:

Financial assistance to help 

with the cost of childcare 

Services that are licensed may be approved for the 

Australian Government Child Care Beneft. 

The Child Care Beneft entitles families to receive 

fnancial assistance to help with the cost of childcare. 

If families use a childcare service that is not approved, 

then they may not be entitled to fnancial assistance.

Centre Based Care Services 

Centre based care services are 

licensed under the Children 

and Young People Act 2008 

and must comply with the ACT 

Childcare Services Standards 

2009. Minimum standards are 

set in areas such as: Operating 

Procedures, Building and 

Physical Environment, 

Staffng, Safety, Health 

and Hygiene Practices, and 

Programming and Planning. 

Northern suburbs 

Centre based care services provide education and care for 

children in the years prior to school. Most services also 

provide a preschool program. Some services offer after 

school care and vacation care for children up to eight years. 

The Commonwealth Government Child Care Beneft is 

available to families accessing long day care services. 

Families wishing to apply for Child Care Beneft need to 

have their eligibility assessed by Centrelink. Further details 

may be obtained from your centre or from the Family 

Assistance Offce on 13 61 50. 

Centre based care services approved for the Child Care 

Beneft must register and participate in the National Quality 

Improvement and Accreditation System.

School age care services are

Procedures, Building and 

Physical Environment, Staffng, 

Safety Health and Hygiene 

Practices, Programming and 

Planning, and Supplement for 

Holiday Camp. 

School age care services are 

designed to provide quality care 

and recreational activities for 

children who are enrolled at and 

attending primary school. 


Services may offer: 

■■ Before school care — usually operates for an hour and 

a half or more prior to school starting. 

■■ After school care —usually operates from 3.00pm, 

or when school fnishes, until 6.00pm. 

■■ Vacation care — offers full day programs during 

school holidays. 

A number of services may also operate during pupil free 

days. It is best to check with your local service to discuss 

operating times. Holiday camps, where children sleep away 

from home, operate during school holidays. 

The Commonwealth Government Child Care Beneft is 

available to most school age care services. Your service 

will be able to provide further information on this. Families 

wishing to apply for Child Care Beneft must have their 

eligibility assessed by Centrelink. Further details may be 

obtained from your school age care service or from the 

Family Assistance Offce on 13 61 50.

Family day care schemes listed below coordinate and support 

family-based childcare workers/carers and monitor the quality 

of care provided to the children. The coordination unit in each 

scheme is the frst point of contact for parents interested in 

family day care. 

Family based childcare workers/carers may care for a maximum 

of seven children under 12 years of age with a maximum of 

four children under school age, including the carer’s children. 

Families can access full-time care, part-time care, before and 

after school care, vacation care and emergency care. 

The Commonwealth Government Child Care Beneft is available 

to families accessing family day care. Families wishing to 

apply for Childcare Beneft must have their eligibility assessed 

by Centrelink. Further details may be obtained from one of 

the family day care schemes listed below or from the Family 

Assistance Offce on 13 61 50.

The ACT Government’s Child and Family Centres 

provide a range of free services for children 

and their families in the Belconnen Gungahlin 

and Tuggeranong communities who may need

Youth and Women’s Health Program 

The Child, Youth and Women’s Health Program of 

ACT Community Care provides a range of services 

to meet the health needs of families, children, 

young people and women. 

Child Health Clinics are open from Monday to 

Friday and appointments are available for: 

■■ Health checks as specifed in your Child’s 

Personal Health Record (blue book). 

■■ Information, support, advice and education for 

you and your child including: 

■■ baby and child health 

■■ development and growth of your child 

■■ nutrition and feeding issues 

■■ sleep issues 

■■ keeping your baby safe 

■■ toddler behaviour issues 

■■ parenting 

■■ adjustment to parenthood 

■■ postnatal distress/depression. 

Other services include parenting education and 

information, advice, support and counselling,

Childhood immunisation is provided by your

ACT Inclusion Support Agency 

The ACT Inclusion Support Agency (ACT ISA) 

is an initiative of the Inclusion and Professional 

Support Program, an integrated and nationally 

consistent approach to meeting the professional 

and inclusion support needs of eligible children’s 

services funded by the Australian Government. 

Partnership 

The ACT Inclusion Support Agency’s role is 

to work in partnership with eligible children’s 

services including:

A team of Inclusion Support Facilitators assist

ACT Playgroups 

Playgroups are informal sessions where parents, 

caregivers, babies and children aged birth to fve 

years come together in a relaxed and friendly 

environment. 

Playgroup helps: 

■■ children have fun, make new friends, and 

develop new skills through play 

■■ parents and caregivers make friends and share 

ideas and experiences. 

More than 200 Playgroups are located throughout 

the ACT in a variety of places including community 

halls, preschools, churches, playrooms and homes 

depending on availability in the local community. 

ACT Playgroups also run a number of government 

funded special need/supported playgroups for 

families with issues including disabilities, chronic 

illness, autism, cultural diversity and other 

isolating factors.

ACT Professional Support 

Coordinator (ACT PSC) 

The ACT Professional Support Coordinator is 

an initiative of the Inclusion and Professional 

Support Program, an integrated and nationally 

consistent approach to meeting the professional 

and inclusion support needs of eligible children’s 

services funded by the Australian Government. 

Eligible children’s services include: 

■■ long day care and occasional care 

■■ family day care and in home care 

■■ out of school hours care and vacation care. 

The aims of the ACT PSC program are to: 

■■ lead professional practice and drive quality 

improvement 

■■ support services to implement the Early Years 

Learning Framework, the School Aged Care 

Framework and to attain or exceed the National 

Quality Standards 

■■ enhance and update educators’ knowledge and 

skills on existing and new areas of practice 

■■ deliver professional development that supports 

the inclusion of children from diverse cultural 

and linguistic backgrounds, Aboriginal and 

Torres Strait Islander children and children with 

high ongoing support needs including children 

with a disability 

■■ prepare and support educators for their 

changing roles under the National Quality 

Framework, the Early Years Learning 

Framework and the School Aged Care 

Framework. 

Support includes: 

■■ taking referrals for professional support and 

advice by way of a toll free help line and via 

the ACT PSC website 

■■ managing and training a pool of bicultural 

support workers to assist the inclusion of 

children from culturally and linguistically 

diverse backgrounds in children’s services 

programs 

■■ engaging a diverse range of training providers 

who will deliver professional development and 

support to children’s services professionals 

■■ managing a library to support professional 

development and inclusive practice.

ACT Public Preschools 

The ACT Government, through the Education and 

Training Directorate, provides one year of public 

sessional preschool education for children of ACT 

residents. Children who turn four years of age 

on or before 30 April are eligible for attendance 

at preschool in that year. Children attend for a 

minimum of 12 hours per week. 

All ACT public preschools have amalgamated with

their local primary school to support the continuity 

of learning for children throughout their public 

schooling from preschool onwards. 

Preschools are conducted in specially designed 

buildings, run by teaching degree qualifed 

teachers and experienced assistants, who develop 

a play-based educational program based on the 

ACT curriculum document and the learning needs 

and strengths of each child. 

Parents/carers are encouraged to be actively 

involved in the preschool community. 

Behaviour Support Team 

Behaviour support workers at Belconnen 

Community Service are available to work with 

children, their families and childcare staff in the 

following settings: 

■■ centre based long day care, occasional care 

and family day care programs throughout 

the ACT 

■■ school age care programs throughout the ACT 

■■ in the home care for families with children aged 

birth to 16 years on the northside. 

Behaviour support workers like to work in a 

way that builds on the strengths of the children, 

parents and childcare staff and adapt their support 

to individual needs. 

They can assist in a number of ways including: 

■■ behaviour management strategies 

■■ individual support plans 

■■ parenting skills 

■■ building confdence and self esteem 

■■ anger management 

■■ development of social skills 

■■ professional development training 

■■ referrals for assessment and support. 

Parental permission is always sought before the 

workers become involved with individual children. 

Workers are able to organise home, offce and 

centre visits as appropriate. 

Referral to the Behaviour Support Team may 

include situations where: 

■■ diffcult behaviours have become constant 

■■ it is hard to notice or remember a time when 

the child can listen or behave differently 

■■ the behaviour is hurting the child or those 

around them 

■■ the behaviour is preventing the child or other 

children from learning 

■■ the behaviour is causing undue stress in the 

child’s life, the family, or childcare program 

■■ the behaviour is interrupting the child’s ability 

to form good relationships with siblings, peers 

or others.

Early Intervention Program 

The ACT Department of Education and Training 

provides a range of early intervention programs 

for children with additional needs, administered 

through the Early Years Learning Section, within 

the directorate of Indigenous Education and Early 

Years Learning. The Early Intervention Program 

is available to eligible children aged two years to 

school entry who have, or are at risk of having: 

■■ delays in development 

■■ a disability 

■■ at risk from social or environmental factors 

■■ severe communication and social diffculties 

multiple disabilities. 

The Early Intervention Program focuses on 

learning through play, participation, exploration 

and experimentation. Within a developmentally 

appropriate, play based program staff plan 

programs to support children across all areas of 

development. 

Parents/carers, educators and therapists (as 

necessary) work together to identify the strengths 

and needs of each child and develop strategies to 

assist children to learn and develop. 

These strategies are recorded in an Individual 

Learning Plan (ILP) that is reviewed and updated 

throughout the year. 

Educators provide information and parent/family 

education within sessions, including modelling 

appropriate play, interactions and communication 

strategies. They seek input from parents/carers 

when planning learning experiences. 

Programs include: 

■■ Early Intervention Playgroups for children 

aged two to four year 

■■ Early Intervention Units for children aged three 

to four years children with additional needs 

■■ Language Intervention Unit for children 

aged three to fve years with language/speech 

disorders where a severe delay, in the expressive 

and receptive language areas (not articulation), 

has been diagnosed by a speech pathologist 

■■ Autism Intervention Units provide an early 

intervention program for children who have a 

diagnosis of Autism Spectrum Disorder (ASD).

In Home Care 

In Home Care in the ACT is coordinated by 

Communities @ Work Family Day Care Scheme. 

In Home Care is not a licenced service. 

To be eligible for In Home Care, families must 

have no access to existing childcare services 

and/or their circumstances mean that an existing 

childcare service cannot meet their needs. The 

family must also meet the Department of Families, 

Housing, Community Services and Indigenous 

Affairs (FaHCSIA) criteria.

Koori Preschool Program 

The Koori Preschool Program provides an early 

childhood education program for Aboriginal and 

Torres Strait Islander children aged three to fve 

years for a total of nine hours per week. Children 

under the age of three are welcome to attend but 

must be accompanied by a parent or adult carer. 

Children attend one of the following sites:

The Koori Preschool Program focuses on

English literacy and numeracy skills and children’s 

transition to school. Staff within the program 

provide a safe culturally inclusive environment for 

Aboriginal and Torres Strait Islander children. 

The Koori Preschool Program is supported by 

Indigenous Home School Liaison Offcers (HSLO), 

located at each site. HSLOs provide cultural 

support to children in the program and liaise with 

families and other community members. HSLOs 

visit children who attend local preschool settings 

and provide cultural advice and support to local 

preschool teaching staff.

Noah’s Ark Children’s 

Resource Centres 

Noah’s Ark Children’s Resource Centre offers: 

■■ a toy library service 

■■ resource library for eligible children’s services 

■■ facilitated playgroups for birth to fve year olds 

■■ playschool program for three year olds 

■■ occasional care for one to fve year olds 

■■ programs conducted at Rivett, Giralang, 

Jerrabomberra and Letchworth

■■ after school and school holiday program for 

teenagers with special needs 

■■ support, information and referral for families. 

Playschool offers three to four year old children 

a structured program with an educational focus. 

The early childhood teachers create a supportive 

environment for children who participate in a 

range of experiences while preparing for preschool 

and gaining independence and social skills. The 

program is designed to enhance developmental 

opportunities and ensure that the child’s frst 

experience in a structured group environment 

without parental support is a positive one. Special 

Needs support is available if required. 

Playschool programs operate every school 

term 9.30 am – 12.30 pm, 9.30 am – 1.30 pm, 

9.30 am– 3.30 pm Monday to Friday. 

Playgroups are facilitated by experienced leaders 

that provide enjoyable activities for children from 

birth to school age, accompanied by a parent or 

carer. Playgroup gives children the opportunity 

to interact with others and learn social and 

communication skills while providing parents with 

the opportunity to meet and build valuable networks. 

Playgroups operate 9.30 am –12 noon Monday to 

Friday at Rivett. 

Teenage After School Program ‘The Ark’ is a fun 

and educational after school program for high 

school and college students with a disability. 

The program operates from 3.15 pm – 6.15 pm 

Monday to Friday. Funding is available for 

transport from school to eligible families. 

Toy and Resource Library is open from Monday 

to Friday 9.30 am – 1.30 pm and offers a wide 

range of educational toys and resources for hire.

Parenting Matters 

Parenting can be a very challenging and diffcult 

process especially if done in isolation. Support 

networks have long been the very things that help 

sustain happy and healthy family relationships. 

Parenting Matters offers a variety of parenting 

support. We provide practical and easily accessible 

individual support to families. 

The programs aim to help build stronger family 

relationships and equip parents in coping with 

challenging behaviours. 

Families are eligible to access the program if their 

children are between the ages of two to eight 

years. All programs are free. 

Parenting Matters is managed by Communities@ 

Work and funded by the Offce for Children, Youth 

and Family Support. 

Our programs include: 

Parenting Support offers parents/carers four 

individual sessions and two group sessions. 

Staff support parents and carers by providing 

them with new ideas and strategies to manage 

their child’s behaviour while acknowledging the 

individuality of each family. 

Support is based on the belief that children’s 

behaviour can often be maintained or changed by 

their parents/carers responses to it. 

Staff are able to liaise with other agencies who are 

working with the family. 

Parenting Skills Program offers two group 

Parenting Skills Program sessions per term. Free 

childcare is available during these sessions. 

The course covers general parenting issues and 

behavioural strategies common to the participants. 

Parenting Matters Playgroup offers a facilitated 

playgroup on a weekly basis. 

This is a fun, hands-on look at play and parenting. 

This facilitated playgroup provides parents/carers 

with the opportunity to meet with other parents 

or carers and guide their children’s play in a 

supportive and welcoming environment. 

The playgroup provides art and craft, music, 

stories and other activities. 

A facilitator is available to support parents/carers 

if they have any questions relating to parenting 

issues. Cost is a gold coin donation.

ParentLink is an ACT Government service 

especially for parents. It is designed to increase 

confdence and skills by supporting and linking 

parents to a network of information, ideas and 

community services. 

ParentLink publishes a broad range of parenting 

guides, which have been developed from research 

in conjunction with appropriate experts and 

represent a valuable information source for 

parents and professionals. 

The guides are free of charge and are available at 

numerous locations in the ACT, including primary 

schools, libraries, baby health centres, government 

shopfronts and at parentlink.act.gov.au

Therapy ACT 

Therapy ACT is part of the Community 

Services Directorate and provides a range of 

multidisciplinary therapy and support services for 

people with delay in development 

and developmental disabilities aged from birth 

to 65 years. 

Who can use our services? 

■■ residents of the ACT 

■■ children who are at risk of having delays in 

their development (birth to eight years) 

■■ children who have a developmental disability 

■■ adolescents and adults with a developmental 

disability, including students who attend 

special schools 

■■ families, carers, guardians of the children, 

adolescents and adults. 

We provide: 

■■ assessment and therapy services, with 

a single professional or a multidisciplinary team 

■■ autism assessments 

■■ information and advice for families, 

carers, guardians and teachers about child 

development 

■■ information and advice for adolescents and 

adults with a developmental disability 

■■ information and advice for carers and guardians 

who care for a person with a developmental 

delay and/or developmental disability

Most therapy and support will be provided in our 

centres at Belconnen and Holder. At other times 

services may be provided in a range of settings 

such as client homes, preschools, primary 

schools, high schools, colleges, early intervention 

units, disability housing units. 

Therapy ACT Intake Service 

Therapy ACT’s Intake Service can provide a range 

of information and advice regarding therapy 

services for people with delays in development and 

developmental disabilities aged birth to 65 years. 

Any individual can contact Intake to discuss 

Therapy ACT services. Enquiries may also be 

received from professionals and other government 

and non-government agencies. 

Therapy ACT Intake Service maintains a range of 

information sources that support its role in the 

provision of information to clients. The service can 

provide information about: 

■■ Therapy ACT services, eligibility and referral 

■■ speech pathology and physiotherapy drop-in 

clinics 

■■ other similar services locally, regionally, 

interstate or overseas.
