Prelim<strong>in</strong>ary remarks<br />

Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> the USA and, over the past 25 years, subsequently spread<strong>in</strong>g <strong>in</strong> <strong>Europe</strong> as well, a<br />

new retail format has been established: the Factory <strong>Outlet</strong> Centre (FOC) or Designer <strong>Outlet</strong><br />

Centre (DOC). In the meantime, such a high density of <strong>Outlet</strong> <strong>Centres</strong> already exists <strong>in</strong> some<br />

<strong>Europe</strong>an countries (e.g. Great Brita<strong>in</strong>), that one can certa<strong>in</strong>ly speak of market saturation here.<br />

Thus, <strong>in</strong> Great Brita<strong>in</strong>, as <strong>in</strong> the USA also, a market shakeout is observable among locations of<br />

<strong>Outlet</strong> <strong>Centres</strong>, whereby the most professional operators, and accord<strong>in</strong>gly suitable locations,<br />

w<strong>in</strong> out over less productive concepts or locations with weaknesses.<br />

The situation <strong>in</strong> cont<strong>in</strong>ental <strong>Europe</strong> is somehow different. Due what are, to date, extremely<br />

restrictive build<strong>in</strong>g permission procedures compared to those <strong>in</strong> the rest of <strong>Europe</strong>, Germany<br />

has only a very few <strong>Outlet</strong> <strong>Centres</strong> <strong>in</strong> relation to the size of this national market. However, there<br />

is little doubt that this will change <strong>in</strong> the medium-term perspective, at least. The k<strong>in</strong>d of<br />

emotional argument that often used to take place until just a few years ago has now given way<br />

to a much more factual discussion on the advantages and disadvantages of establish<strong>in</strong>g an<br />

<strong>Outlet</strong> Centre.<br />

Whereas Germany still shows a lot of potential for new <strong>Outlet</strong> <strong>Centres</strong>, Italy has seen a rapid<br />

development <strong>in</strong> the last years, and it’s difficult to discover any “white spots” on the map there.<br />

The same applies to Switzerland and Austria. In the Central and East <strong>Europe</strong>an Countries (CEE)<br />

the development took up pace but slowed down aga<strong>in</strong> <strong>in</strong> the aftermath of the credit crunch. So<br />

still there are significant differences on the development of <strong>Outlet</strong> <strong>Centres</strong> and the numbers of<br />

such centres <strong>in</strong> the <strong>Europe</strong>an countries.<br />

For more than 5 years now, <strong>ecostra</strong> is publish<strong>in</strong>g this survey on <strong>Outlet</strong> <strong>Centres</strong> <strong>in</strong> <strong>Europe</strong>. This<br />

survey is free of charge and is available to everyone without any limitations as a PDF-download<br />

at the <strong>ecostra</strong>-website. The overview presented <strong>in</strong> this survey <strong>in</strong>cludes all those centres that<br />

are, currently either <strong>in</strong> operation or planned, that correspond to the follow<strong>in</strong>g def<strong>in</strong>ition of<br />

<strong>Outlet</strong> <strong>Centres</strong>:<br />

<strong>Outlet</strong> <strong>Centres</strong> are an agglomeration of many outlet store units with<strong>in</strong> a coord<strong>in</strong>atelyplanned<br />

or a spatially-<strong>in</strong>terrelated complex of build<strong>in</strong>gs with more than 5,000 m² retail<br />

sales area (= approx. 6,000 m² GLA) and with more than 20 outlet stores. There<br />

manufacturers and vertically-<strong>in</strong>tegrated retailers sell past seasons, factory seconds,<br />

surplus stock etc. directly to the consumer, without us<strong>in</strong>g retail bus<strong>in</strong>esses as<br />

(<strong>in</strong>termediate) distributive channels. All products are sold with a discount to the orig<strong>in</strong>al<br />

high-street price of at least 25 %. The coord<strong>in</strong>ation, organisation and market<strong>in</strong>g of an<br />

outlet centre is carried out by a centre management. Designer <strong>Outlet</strong> <strong>Centres</strong> (DOCs)<br />

are <strong>Outlet</strong> <strong>Centres</strong> which claim to <strong>in</strong>corporate an especially high proportion of premium<br />

brands; however, the designation “DOC” is often used only for market<strong>in</strong>g purposes.<br />

For this reason, neither <strong>Outlet</strong>city Metz<strong>in</strong>gen (www.outletcity-metz<strong>in</strong>gen.com), Seemaxx Factory<br />

<strong>Outlet</strong> Center Radolfzell (www.seemaxx.de), the 50 Factory Store <strong>in</strong> the Italian town of Aosta<br />

(www.fifty.it) nor, among other sites, The Mall <strong>in</strong> Leccio Reggello, close to Florence<br />

(www.themall.it) have been <strong>in</strong>cluded on the list.<br />

The follow<strong>in</strong>g survey of exist<strong>in</strong>g and planned FOCS <strong>in</strong> <strong>Europe</strong> is <strong>in</strong>tended to help improve<br />

transparency on the retail trade market. The overview has been compiled accord<strong>in</strong>g to the best<br />

of <strong>ecostra</strong>’s knowledge and is updated approximately every 3 months. Plans, developments or<br />

other <strong>in</strong>formation disclosed to the author on a confidential basis have not been <strong>in</strong>cluded <strong>in</strong> the<br />

overview, <strong>in</strong> consideration of protection of confidence. No guarantee can be given for the<br />

completeness or correctness of the said <strong>in</strong>formation.<br />

This suit was rejected <strong>in</strong> September 2011. The<br />

Rh<strong>in</strong>eland-Pfalz allowed the appeal at the Federal<br />

Adm<strong>in</strong>istrative Court of Leipzig. Although no<br />

decision was reached by the Court so far, the<br />

build<strong>in</strong>g permit was issued <strong>in</strong> March 2009. The<br />

FAC of Leipzig rejected the law suit brought by<br />

the towns of Limburg, Koblenz and Diez. In the<br />

meantime, the town of Diez withdrew from the<br />

court proceed<strong>in</strong>gs. In September 2010, the<br />

Higher Adm<strong>in</strong>. Court proposed an out-of-court<br />

settlement <strong>in</strong> the legal dispute, which however<br />

the town of Limburg refused <strong>in</strong> November 2010.<br />

In November 2010, the HAC rejected Limburg’s<br />

law suit. Limburg filed a compla<strong>in</strong>t at the FAC<br />

aga<strong>in</strong>st the non-allowance of the appeal, which<br />

was likewise rejected <strong>in</strong> August 2011. Thus, the<br />

build<strong>in</strong>g permission is now legally effective and<br />

can no longer be contested. Construction is to<br />

beg<strong>in</strong> shortly.<br />

Change to the land development plan (LDP) was<br />

rejected by the District Adm<strong>in</strong>istration. A law<br />

suit brought by the town aga<strong>in</strong>st this decision<br />

was rejected by the Adm<strong>in</strong>istrative Court of<br />

Munster. In light of the Ochtrup rul<strong>in</strong>g by the<br />

was able draw up the build<strong>in</strong>g plan. At the end<br />

and the city is look<strong>in</strong>g for new possibilities to<br />

the <strong>in</strong>itiative of the Department of Trade and<br />

Industry of Mecklenburg-Vorpommern, but<br />

abandoned due to opposition; now this project<br />

McArthurGlen 15.000 First, an OC was planned <strong>in</strong> the Blume / Felder<br />

the project, <strong>in</strong> which 76.5 % voted for the<br />

establishment of the outlet centre. At the end of<br />

Wuppertal-Sol<strong>in</strong>gen-Remscheid Chamber of<br />

Industry and Commerce also declared itself <strong>in</strong><br />

favour of the project. Several neighbour<strong>in</strong>g<br />

has critized the project too. In August<br />

2012 the regional plann<strong>in</strong>g authority rejected<br />

the change of the regional development plan.<br />

The city of Remscheid announced to fight this<br />

desicion <strong>in</strong> court. But <strong>in</strong> November 2012 McArthurGlen<br />

and the town representatives decided<br />

to switch the planned location to a site close to<br />

the Remscheid subburb of Lennep. Today, there<br />

is a sports stadium and a fairground, which will<br />

be replaced by the outlet centre. Park<strong>in</strong>g is<br />

supposed to be <strong>in</strong> an underground car park.<br />

n.s. Bad Fall<strong>in</strong>gbostel, together with the neighbour<strong>in</strong>g<br />

municipalities of Walsrode and Bomlitz,<br />

wants to establish an OC on the A7 / A27 motorway<br />

<strong>in</strong>tersection. The State Government of<br />

Lower Saxony ruled aga<strong>in</strong>st Bad Fall<strong>in</strong>gbostel on<br />

October 2012 there were press-reports that the<br />

build<strong>in</strong>g permit only covers a retail sales area of<br />

approx. 3.800 m², all of the rema<strong>in</strong><strong>in</strong>g sales<br />

area seems to be built without a valid permit. It<br />

is still unclear whether or not the new concept<br />

still conforms to <strong>ecostra</strong>’s def<strong>in</strong>ition of an outlet<br />

centre. Due to that, the status of the centre is<br />

set to "uncerta<strong>in</strong>".<br />

<strong>in</strong>terested party to apply, which then presented<br />

Freeport as the operator <strong>in</strong> October 2011. The<br />

starts of construction is planned for 2012. In a<br />

first construction phase, 95 <strong>Outlet</strong>s are to be<br />

built, with a total of approx. 19,000 m² GLA, as<br />

well as 1,950 park<strong>in</strong>g spaces. October 2013 has<br />

been given as the open<strong>in</strong>g date. In a second<br />

construction phase, the centre is then to be<br />

enlarged to 31,000 m² GLA and 2,500 park<strong>in</strong>g<br />

spaces. A neighbour<strong>in</strong>g hous<strong>in</strong>g estate is to be<br />

demolished <strong>in</strong> order to construct the car parks<br />

of the OC. A Citizen’s Action Committee has<br />

been founded aga<strong>in</strong>st the demolition.<br />

Leipheim (Bavaria) cancelled n.s. n.s. n.s. In connection with the conversion of the<br />

Leipheim air base, an option was discussed to<br />

establish an OC at the site.<br />

Baunatal (Hesse) cancelled n.s. n.s. 15.000 A group centr<strong>in</strong>g on the Kassel property entrepreneur<br />

Derek Arndt is plann<strong>in</strong>g an OC <strong>in</strong> the<br />

city-centre of Baunatal, near Europaplatz<br />

square. The regional plann<strong>in</strong>g association of<br />

Kassel has announced its opposition to the<br />

project. However, no plann<strong>in</strong>g activities have<br />

been heard of for some time now, so it must be<br />

assumed that the project has been abandoned<br />

Idste<strong>in</strong> (Hesse) cancelled Idste<strong>in</strong> Village n.s. n.s. The town of Idste<strong>in</strong> set up a study group to<br />

result, that there won't be much chance for<br />

Herrieden to succeed <strong>in</strong> this matter. F<strong>in</strong>ally the<br />

city of Herrieden abandoned this law suit.<br />

11.800 At the company headquarters of the ch<strong>in</strong>a and<br />

household goods manufacturer Villeroy & Boch,<br />

the "Factory In" is operat<strong>in</strong>g s<strong>in</strong>ce July 2001,<br />

with just under 5,000 m² SA, and is to be enlarged<br />

to become an OC. At the beg<strong>in</strong>n<strong>in</strong>g of<br />

October 2009, the Bavarian Council of M<strong>in</strong>isters<br />

approved the enlargement. The law suits announced<br />

by neighbour<strong>in</strong>g towns have meanwhile<br />

been withdrawn aga<strong>in</strong>. The build<strong>in</strong>g<br />

permit is supposed to be issued soon by the<br />

But <strong>in</strong> June 2012 the town council of Bad Neuenahr-Ahrweiler<br />

rejected the offer to cooperate<br />

made by Grafschaft. Now the city of Grafschaft<br />

is pusu<strong>in</strong>g the project on its own.<br />

the regional adm<strong>in</strong>istration department rejected<br />

Then, at the beg<strong>in</strong>n<strong>in</strong>g of February 2012, the<br />

city council of Dessau-Rosslau also withdrew its<br />

legal action, but shortly after the major of<br />

Dessau-Rosslau objected the decision of his city<br />

council. The claim of Dessau-Rosslau (and the<br />

city of Leipzig) was rejected by the Adm<strong>in</strong>istrative<br />

Court of Halle (Saale) <strong>in</strong> April 2012.After<br />

none of these cities appealed for revision at the<br />

higher court, the build<strong>in</strong>g permit cann't be<br />

challenged anymore. In September 2012 ITG<br />

made an arrangement with the developer of the<br />

neighbour<strong>in</strong>g outlet centre project <strong>in</strong> Wiedemar,<br />

by the German towns, the Canton of Thurgau<br />

and then, if need be, the Constitutional Court of<br />

planned for 2011, but has been postponed at<br />

first to autumn 2013, then summer 2015. Now,<br />

on the basis of "new f<strong>in</strong>d<strong>in</strong>gs" the municipalities<br />

of Wigolt<strong>in</strong>gen and Müllheim have stopped the<br />

plann<strong>in</strong>g process. Accord<strong>in</strong>g to the developer,<br />

now the open<strong>in</strong>g of the centre is planned for<br />

spr<strong>in</strong>g 2016. In a fist build<strong>in</strong>g phase, the centre<br />

will have approx. 10,000 m²; a Salesarea size of<br />

30,000 m² is planned <strong>in</strong> the f<strong>in</strong>al enlargement<br />

phase.<br />
