<strong>PARKS</strong> & <strong>RECREATION</strong> <strong>BOARD</strong> <strong>MEETING</strong> - MARCH 12, 1979<br />
The meeting was called to order by Mr. Arrowood at 7:30 P.M.<br />
PRESENT: K. Wesell, M. Weed, R. Manchester, Paul Ussel,<br />
Park Director Fred Baewer.<br />
PERSONAL APPEARANCES<br />
Mr. Fielder appeared before the Board with a request to<br />
use Idle Isle on July 22, 1979 for a wedding which he<br />
believed would be attended by about 150 people. The use<br />
<strong>of</strong> electricity was also requested at that time.<br />
M. Weed made a motion that the party have permission for a<br />
beer permit with the approval <strong>of</strong> the common council. The<br />
motion was seconded by Paul Ussel and carried.<br />
Representatives from the Greater <strong>Muskego</strong> Senior Citizens<br />
requested a gas allotment for transporting persons in<br />
cars, campers, vans, etc., when a bus is full and a second<br />
bus is not filled to meet the cost, or a small overrun occurs,<br />
in which case a second bus would not be considered feasible.<br />
At this time, other types <strong>of</strong> vechicles would be used. All<br />
activities would be sanctioned as a Parks & Recreation trip.<br />
A suggestion to have a vehicle follow in the event that someone<br />
becomes ill, etc., was also presented and the department will<br />
look into same. The Parks & Recreation Director is also going<br />
to look into the insurance responsibility during the trips<br />
and whether or not the city would be liable for any accidents<br />
should they occur.<br />
UNFINISHED BUSINESS<br />
Preliminary plans by Schreiber and Associates for the Bluhm<br />
Farm Complex were reviewed and the cost discussed. Mr. Ussel<br />
moved that the Board give Schreiber and Associates permission<br />
to go ahead on Phase 1 <strong>of</strong> the Complex. Mr. Manchester seconded<br />
the motion and it was carried.<br />
Discussion on a wage review for seasonal employees was tabled<br />
until the next meeting.<br />
Purchase <strong>of</strong> a vechicle was discussed and Karen Wesell made<br />
a motion to reject all bids on 4 wheel vehicles and to<br />
purchase the CJ 7 Jeep with a back seat and rust pro<strong>of</strong>ing<br />
at a cost <strong>of</strong> $8150.00. The motion was seconded by Mike Weed:.<br />
Carried.

Recommendations were presented to the Board by Director<br />
Baewer regarding the vacant baseball coaching positions.<br />
The following were those recommendations:<br />

The recommendations were considered and a motion was made<br />
by Paul Ussel and seconded by Karen Wesell to accept same.<br />
Motion carried.<br />
DIRECMR'S REPORT<br />
Internship Program - Fred discussed the possibility <strong>of</strong> having<br />
a college student majoring in Parks & Recreation working within<br />
the department during the year. The students would receive col-<br />
lege credits which the University requires for graduation. Paul<br />
Ussel moved that if an intern does apply to our department,<br />
the Board take the necessary action to acquire him/her. Motion<br />
seconded by R. Manchester and carried.<br />
A tentative plan was presented for Board review and approval<br />
to expand our <strong>of</strong>fice space (map enclosed). Dui to the present<br />
conditions, our personel are interfering with each other's<br />
operation. Fred proposed to panel an <strong>of</strong>fice in the room where<br />
the maps and paper are now being stored. A 9 x 10 area is<br />
only required. The parks crew will panel and place the ceiling<br />
in. Gerry Lee would aid in the lighting. The remainder <strong>of</strong><br />
the room would continue to be used for storage. The monies<br />
would come from the $500.00 budgeted for partitions. A<br />
motion was made by Paul Ussel to approve the plans to build<br />
an addition to the present <strong>of</strong>fice area, per previous plans,<br />

Heavy duty trailers prices were reviewed by the Board. It was<br />
discussed whether to go with a 12' ft. deck or a 14' ft. deck.<br />
To meet the needs <strong>of</strong> the parks, the Board chose the 14' ft.<br />
deck and instructed Fred to purchase one for $2886.00 as<br />
budgeted in the Capital Budget.<br />
With the purchase <strong>of</strong> a 1979 CJ-7 Jeep, the Board will place<br />
an article in the paper requesting bids for the old 1967<br />
Jeep, and plow. This will be a closed bid, subject to

To aid in the need for s<strong>of</strong>tball diamonds this summer,<br />
Fred discussed the use <strong>of</strong> the field south <strong>of</strong> the high school.<br />
Upon the School Board approval, the park and s<strong>of</strong>tball league<br />
would upgrade the field by aerating it, skinning the infield,<br />
and maintaining the field during the season.<br />
PARK REPORT<br />
A report submitted by Peter Theis, Park Forman, started<br />
that top priorities the past weeks has been getting the<br />
summer equipment in working order. He also stated that<br />
Matt Bennett had begun employment with the Parks Dept.<br />
on the 5th <strong>of</strong> March.<br />
All recreation centers and parks have been continually<br />
maintained and repairs made, where and when needed.<br />
Mr. Theis expressed concern over the crowded conditions<br />
and lack <strong>of</strong> working space in the shop.(Park Report Enclosed)<br />
Next meeting date is April 9th, at 7~30 P.M.<br />
Paul Ussel moved to adjourn the meeting and Mike Weed<br />
seconded. Motion carried.<br />

PARR REPORT 3112179<br />
Top priorities the past weeks have been getting the summer<br />
equipment in working order. Our Jacobsen has 'been com-<br />
pleted and our attention now is on the Toro and Simplicity.<br />
Other equipment in good working condition includes two<br />
push mowers, a Smithco weed sprayer, and ball diamond<br />
liner. Items which will need to be looked at in the<br />
following weeks are the weed trimmer (Green Machine)<br />
and the Toro Sand Pro. All vehicles have been kept in<br />
order. The only problem which we are having now is with<br />
the pump on the power take-<strong>of</strong>f unit on the GMC.<br />
Matt Bennett has been a welcome addition to the crew.<br />
He began with our department on the 5th <strong>of</strong> March and I<br />
am satisfied with his contributions thus far.<br />
All recreation centers and parks have been continually<br />
maintained and repairs made, where and when needed.<br />
My only real concern has been the lack <strong>of</strong> space in our<br />
shop. Since we have moved the lawn mowing equipment inside,<br />
and with the purchase <strong>of</strong> a new vehicle, things are crowded<br />
in the garage working area.<br />
