2012 Annual Asphalt Awards 

This year marks the 59 th Anniversary 

for both the Minnesota Association 

of Asphalt Paving Technologists’ 

(MAAPT) Asphalt Conference and 

the Minnesota Asphalt Pavement 

Association’s (MAPA) Annual Meeting, 

which were held Dec. 5-7 at the 

DoubleTree by Hilton Hotel, 

St. Louis Park, MN. 

On the evening of Dec. 

5 th , awards were given for 

Perpetual Pavement, ADA 

Accessibility, Work Zone 

Safety, Asphalt Paving 

(aka Merit Awards), and 

Ecological Commendations. 

The projects that were 

nominated and the projects 

that won the awards were 

the result of excellent teamwork and 

dedication to improving Minnesota’s 

infrastructure in a safe, efficient, and 

economical manner. 

This issue of Paving Progress contains 

a description of the awards and photos 

from the Awards night banquet. 

The first award was given to Mn/ 

DOT for their 10 th National Perpetual 

Pavement Award (a national record). 

This year’s award goes to 

a 16-mile section of TH 71 

between Sauk Centre and Long 

Prairie. TH 71 is an example 

and endorsement of long-life, 

perpetual asphalt pavement in 

Minnesota. 

The criteria for this prestigious 

national award are pavement 

sections that are 35 years or 

older, have not had major 

structural failure, have on 

average at least 13 years between 

overlays, and should demonstrate 

excellence in design, quality in 

construction and value to the traveling 

public.

The initial construction of TH 

71 began in 1962 and was paved 

by a company acquired since by 

Duininck Inc. out of Prinsburg, 

MN. 

TH 71 between Sauk Centre and 

Long Prairie - 2011 Perpetual 

Pavement Award Winner. 

For almost 50 years, TH 71 has 

demonstrated outstanding design, 

construction, and performance to 

the traveling public and tax payers 

of Minnesota. 

This was the first annual 

award for project excellence in 

ADA Accessibility. Achieving 

this recognition necessitates 

commitment and communication 

between all partners of a 

project team. Also, a pilot 

specification requiring increased 

Prime Contractor involvement 

and accountability for ADA 

compliance. 

Next, the asphalt paving awards 

were presented. The Merit Award 

program was initiated in 1961 and 

has had a significant effect on the 

quality of construction by publicly 

honoring the elite projects in a 

variety of categories each year. 

Nominations were received this 

year in the categories of: 


• Reconstruction Low Traffic 

Volume, 

• Resurfacing High Traffic 

Volume, 

• Resurfacing Low Traffic 

Volume, 

• Federal Aid Secondary, 

• Urban State Aid, 

• Rural State Aid, 

• Intermediate Airports, and 

• Key Airports. 

Merit Award projects are rated by 

an agency-industry panel on ride, 

joints, appearance, complexity, and 

adherence to specifications. 

The final awards of the night were 

the Ecological Commendation 

Awards, which recognize asphalt 

pavement production facilities 

that best demonstrate safe and 

responsible environmental 

practices (photos are shown on 

page 9). 

Facilities are judged on their 

design layout, clean operation, 

conducted tours for neighborhoods/ 

local community groups/school 

groups and appearance. In 

order to qualify for the MAPA 

Ecological Commendation Award, 

a facility must successfully 

complete the rigorous National 

Asphalt Pavement Association 

(NAPA) criteria for the Diamond 

Achievement Commendation.

Meeting from the evening of 

December 5th through the 7th , 2012. 

Special appreciation was given to 

Chad Sauer, Commercial Asphalt 

Co., for his 12 years of dedicated 

service as a MAPA Board Member 

since 2002. 

During this time, Chad has held
