This year marks the 59 th Anniversary<br />
for both the <strong>Minnesota</strong> Association<br />
of <strong>Asphalt</strong> Paving Technologists’<br />
(MAAPT) <strong>Asphalt</strong> Conference and<br />
the <strong>Minnesota</strong> <strong>Asphalt</strong> <strong>Pavement</strong><br />
Association’s (MAPA) Annual Meeting,<br />
which were held Dec. 5-7 at the<br />
DoubleTree by Hilton Hotel,<br />
St. Louis Park, MN.<br />
On the evening of Dec.<br />
5 th , awards were given for<br />
Perpetual <strong>Pavement</strong>, ADA<br />
Accessibility, Work Zone<br />
Safety, <strong>Asphalt</strong> Paving<br />
(aka Merit Awards), and<br />
Ecological Commendations.<br />
The projects that were<br />
nominated and the projects<br />
that won the awards were<br />
the result of excellent teamwork and<br />
dedication to improving <strong>Minnesota</strong>’s<br />
infrastructure in a safe, efficient, and<br />
economical manner.<br />
This issue of Paving Progress contains<br />
a description of the awards and photos<br />
from the Awards night banquet.<br />
The first award was given to Mn/<br />
DOT for their 10 th National Perpetual<br />
<strong>Pavement</strong> Award (a national record).<br />
This year’s award goes to<br />
a 16-mile section of TH 71<br />
between Sauk Centre and Long<br />
Prairie. TH 71 is an example<br />
and endorsement of long-life,<br />
perpetual asphalt pavement in<br />
<strong>Minnesota</strong>.<br />
The criteria for this prestigious<br />
national award are pavement<br />
sections that are 35 years or<br />
older, have not had major<br />
structural failure, have on<br />
average at least 13 years between<br />
overlays, and should demonstrate<br />
excellence in design, quality in<br />
construction and value to the traveling<br />
public.<br />

The initial construction of TH<br />
71 began in 1962 and was paved<br />
by a company acquired since by<br />
Duininck Inc. out of Prinsburg,<br />
MN.<br />
TH 71 between Sauk Centre and<br />
Long Prairie - 2011 Perpetual<br />
<strong>Pavement</strong> Award Winner.<br />
For almost 50 years, TH 71 has<br />
demonstrated outstanding design,<br />
construction, and performance to<br />
the traveling public and tax payers<br />
of <strong>Minnesota</strong>.<br />
This was the first annual<br />
award for project excellence in<br />
ADA Accessibility. Achieving<br />
this recognition necessitates<br />
commitment and communication<br />
between all partners of a<br />
project team. Also, a pilot<br />
specification requiring increased<br />
Prime Contractor involvement<br />
and accountability for ADA<br />
compliance.<br />
Next, the asphalt paving awards<br />
were presented. The Merit Award<br />
program was initiated in 1961 and<br />
has had a significant effect on the<br />
quality of construction by publicly<br />
honoring the elite projects in a<br />
variety of categories each year.<br />
Nominations were received this<br />
year in the categories of:<br />
<strong>Minnesota</strong> <strong>Asphalt</strong> <strong>Pavement</strong> Association<br />
• Reconstruction Low Traffic<br />
Volume,<br />
• Resurfacing High Traffic<br />
Volume,<br />
• Resurfacing Low Traffic<br />
Volume,<br />
• Federal Aid Secondary,<br />
• Urban State Aid,<br />
• Rural State Aid,<br />
• Intermediate Airports, and<br />
• Key Airports.<br />
Merit Award projects are rated by<br />
an agency-industry panel on ride,<br />
joints, appearance, complexity, and<br />
adherence to specifications.<br />
The final awards of the night were<br />
the Ecological Commendation<br />
Awards, which recognize asphalt<br />
pavement production facilities<br />
that best demonstrate safe and<br />
responsible environmental<br />
practices (photos are shown on<br />
page 9).<br />
Facilities are judged on their<br />
design layout, clean operation,<br />
conducted tours for neighborhoods/<br />
local community groups/school<br />
groups and appearance. In<br />
order to qualify for the MAPA<br />
Ecological Commendation Award,<br />
a facility must successfully<br />
complete the rigorous National<br />
<strong>Asphalt</strong> <strong>Pavement</strong> Association<br />
(NAPA) criteria for the Diamond<br />
Achievement Commendation.<br />

MAPA celebrated its 59th Annual<br />
Meeting from the evening of<br />
<strong>December</strong> 5th through the 7th , <strong>2012</strong>.<br />
Special appreciation was given to<br />
Chad Sauer, Commercial <strong>Asphalt</strong><br />
Co., for his 12 years of dedicated<br />
service as a MAPA Board Member<br />
since 2002.<br />
During this time, Chad has held<br />
the positions of Board Member,<br />
Treasurer, Secretary, Vice President,<br />
President, and most currently, Past<br />
President.<br />
