New electronic ballasts that offer the versatility to operate multiple<br />
lamp types of various wattages. These multi-watt and multi-lamp<br />
models also can vary the number of lamps operated (i.e. 1 or 2<br />
lamps), reducing the amount of ballast types required.<br />

On April 1, 2005 the 2000 Federal Ballast Efficacy<br />
Regulations were implemented to raise the minimum Ballast<br />
Efficacy Factor (BEF) for T12 fluorescent ballasts. The ruling<br />
affects only high power factor fluorescent ballasts for:<br />
• One or two F40T12 and F40T12/U lamps<br />
operated on a 120 or 277V ballast<br />

On August 8, 2005, the Energy Policy Act of 2005<br />
(EPAct 2005) was signed. EPAct 2005 addresses ballasts<br />
for reduced wattage T12 lamps not originally covered in the<br />
original 2000 Federal Ballast Efficacy Regulations. Minimum<br />

2005 BEF Standards for<br />
Full-Wattage T12 Lamps<br />
ballast efficacy standards for ballasts capable of operating<br />
full and reduced wattage F40T12, F40T12/U, F96T12 and<br />
F96T12HO lamps have been set in EPAct 2005. The levels<br />
set deadlines for the cessation of production of inefficient<br />
ballasts and the gradual phase out of replacement units.<br />
Listed below is the essential timetable for the 2000 Federal<br />
Ballast Efficacy Regulations and EPAct 2005 for Fixture<br />
Manufacturers, Residential Markets and Distributors<br />

2000 Federal Ballast Efficacy Regulations<br />
Ballast manufacturers can manufacture and sell to<br />
distributors, fluorescent ballasts for Full-Wattage F40T12,<br />
F40T12/U, F96T12 and F96T12HO that do not meet the<br />
minimum Ballast Efficacy Factor (BEF) until July 1, 2010.<br />
However, the ruling stipulates these ballasts must meet<br />
the following criteria:<br />
• Ballasts must be marked<br />
“For Replacement Use Only”<br />
• Ballasts are only available<br />
with short leads<br />
• Ballasts are to be in packages<br />
not exceeding ten ballasts<br />
EPAct 2005<br />
Magnetic Fluorescent Ballasts<br />
On July 1, 2009 EPAct 2005 states that ballast manufac-<br />
turers can manufacture and sell to distributors, fluorescent<br />
ballasts for Energy-Saving F40T12, F40T12/U, F96T12 and<br />
F96T12HO that do not meet the minimum Ballast Efficacy<br />
Factor (BEF) until July 1, 2010. As of July 1, 2009 energy-<br />
saving T12 ballasts manufactured and sold for replacement<br />
use must also meet the requirements listed above.<br />
Mercury Vapor Ballasts<br />
EPACT 2005 also states that Mercury Vapor Ballasts<br />
cannot be manufactured after January 1, 2008. Complete<br />

EPAct 2005 brochure (<strong>SYLVANIA</strong> literature code:<br />
