Prime M<strong>in</strong>ister Jan Peter Balkenende<br />
addresses AmCham<br />
Follow<strong>in</strong>g <strong>the</strong> <strong>2008</strong> annual general meet<strong>in</strong>g <strong>the</strong> <strong>Chamber</strong> was particularly pleased to host <strong>the</strong><br />
Ne<strong>the</strong>rlands’ Prime M<strong>in</strong>ister as guest speaker dur<strong>in</strong>g a luncheon ga<strong>the</strong>r<strong>in</strong>g <strong>in</strong> Kasteel de Wittenburg <strong>in</strong><br />
Wassenaar. We sold out on this one and had to disappo<strong>in</strong>t a few late registrants - over 200 members<br />
and guests showed up to listen to an energetic Jan Peter Balkenende give his views on - as <strong>the</strong> Prime<br />
M<strong>in</strong>ister himself noted - <strong>the</strong> special bond that exists between <strong>the</strong> Ne<strong>the</strong>rlands and <strong>the</strong> USA.<br />

The Prime M<strong>in</strong>ister is unashamedly a<br />
supporter <strong>of</strong> strong transatlantic relations<br />
and noted <strong>the</strong> <strong>in</strong>spirational role <strong>the</strong> US<br />
has played for many nations - <strong>the</strong> US is<br />
a symbol for dynamism for many. Both<br />
<strong>the</strong> Ne<strong>the</strong>rlands and <strong>the</strong> US are strong<br />
supporters <strong>of</strong> open economies and freer<br />
trade. No nation was ever ru<strong>in</strong>ed by trade - a<br />
quote by Benjam<strong>in</strong> Frankl<strong>in</strong> - was cited<br />
by <strong>the</strong> Prime M<strong>in</strong>ister <strong>in</strong> this respect.<br />
Openness has long been a character <strong>of</strong> <strong>the</strong><br />
Ne<strong>the</strong>rlands’ economy and an important<br />
source <strong>of</strong> its economic welfare. The Prime<br />
M<strong>in</strong>ister’s government attaches a high<br />
priority to atta<strong>in</strong><strong>in</strong>g a better <strong>in</strong>vestment<br />
climate. In many respects <strong>the</strong> country<br />
is presently seen as one <strong>of</strong> <strong>the</strong> most<br />
successful <strong>in</strong> <strong>the</strong> European Union.<br />
The OECD po<strong>in</strong>ts to <strong>the</strong> Ne<strong>the</strong>rlands<br />
as a front runner <strong>in</strong> <strong>the</strong> efforts to battle<br />
bureaucracy and red tape.<br />
Despite <strong>the</strong> kudos from all sides - even<br />
AmCham’s <strong>2008</strong> Priority Po<strong>in</strong>ts were<br />
complementary <strong>of</strong> <strong>the</strong> government’s<br />
efforts to better <strong>the</strong> <strong>in</strong>vestment climate <strong>in</strong><br />
recent years - <strong>the</strong> Prime M<strong>in</strong>ister sees no<br />
reason to slack <strong>in</strong> <strong>the</strong> efforts to look for<br />
fur<strong>the</strong>r improvements. In this respect, <strong>the</strong><br />
Prime M<strong>in</strong>ister would echo a statement<br />
made <strong>in</strong> <strong>the</strong> <strong>2008</strong> Priority Po<strong>in</strong>ts.<br />
“Increas<strong>in</strong>gly, competitiveness is no<br />
longer a government-driven process,<br />
but <strong>the</strong> result <strong>of</strong> collaboration between<br />
government, bus<strong>in</strong>ess, labor<br />
organizations, universities and o<strong>the</strong>r<br />
social economic <strong>in</strong>stitutions. The<br />
challenge for government is similar to<br />
that <strong>of</strong> companies <strong>in</strong> a competitive<br />
environment: a systematic, susta<strong>in</strong>ed effort<br />
is needed to cont<strong>in</strong>ually upgrade all<br />
elements <strong>of</strong> <strong>the</strong> economic platform.”<br />
An example. The employment rate is high<br />
<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands - one <strong>of</strong> <strong>the</strong> highest <strong>in</strong><br />
<strong>the</strong> EU. But <strong>the</strong>re are still many persons<br />
unnecessarily on <strong>the</strong> sidel<strong>in</strong>es. More must<br />
be done to get <strong>the</strong>se people <strong>of</strong>f <strong>the</strong> bench<br />
and <strong>in</strong>to <strong>the</strong> field - to give more a chance<br />
to play with <strong>the</strong> rest. (The upcom<strong>in</strong>g<br />
European soccer championships were a<br />
rich metaphorical source <strong>in</strong> <strong>the</strong> Prime<br />

M<strong>in</strong>ister’s address.) More must be done<br />
to lower dropout rates, to ensure more<br />
obta<strong>in</strong> at least a basic starter qualification.<br />
The Prime M<strong>in</strong>ister complemented<br />
AmCham’s Champs on Stage project and<br />
<strong>the</strong> <strong>Chamber</strong>’s efforts to play a role <strong>in</strong><br />
lower<strong>in</strong>g dropout rates.<br />
There are many good reasons for US<br />
bus<strong>in</strong>ess to come to <strong>the</strong> Ne<strong>the</strong>rlands - a<br />
country with a high e-read<strong>in</strong>ess quote, an<br />
attractive and competitive tax system. The<br />
Prime M<strong>in</strong>ister will be visit<strong>in</strong>g <strong>the</strong> US very<br />
shortly and his visit will <strong>in</strong>clude meet<strong>in</strong>g<br />
President Bush and experienc<strong>in</strong>g at first<br />
hand a part <strong>of</strong> <strong>the</strong> festival <strong>of</strong> democracry<br />
that <strong>the</strong> US elections have been called.<br />
The Prime M<strong>in</strong>ister assured <strong>the</strong> audience<br />
that US bus<strong>in</strong>ess will always be welcome<br />
<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands.<br />
