The study <strong>of</strong> Ernst & Young fur<strong>the</strong>rmore<br />
shows that FDI com<strong>in</strong>g to Europe can<br />
<strong>in</strong>creas<strong>in</strong>gly be attributed to service<br />
related projects (<strong>the</strong> share <strong>of</strong> service<br />
related FDI projects <strong>in</strong> total FDI <strong>in</strong>creased<br />
from 48% <strong>in</strong> 2005 to 60% <strong>in</strong> 2006). On<br />
bus<strong>in</strong>ess sector level, especially s<strong>of</strong>tware<br />
and bus<strong>in</strong>ess services attracted significant<br />
numbers <strong>of</strong> FDI projects (472 and<br />
446 respectively, amount<strong>in</strong>g to 25% <strong>of</strong><br />
all FDI projects com<strong>in</strong>g to Europe).<br />
Keep<strong>in</strong>g all <strong>the</strong>se trends <strong>in</strong> m<strong>in</strong>d, <strong>in</strong> its<br />
Ne<strong>the</strong>rlands Attractiveness Report Ernst<br />
& Young also posed <strong>the</strong> question <strong>of</strong><br />

how a relatively small country like<br />
<strong>the</strong> Ne<strong>the</strong>rlands performs compared to<br />
o<strong>the</strong>r countries and, most importantly,<br />
how it can manage to stay on <strong>the</strong> agenda<br />
<strong>of</strong> foreign decision-makers.<br />
Compared with o<strong>the</strong>r European<br />
countries, <strong>the</strong> Ne<strong>the</strong>rlands succeeded<br />
<strong>in</strong> <strong>in</strong>creas<strong>in</strong>g its share <strong>in</strong> FDI projects<br />
com<strong>in</strong>g to Europe <strong>in</strong> 2006 by 16%<br />
(compared to 2005) and ranks 12th <strong>of</strong> all<br />
European countries receiv<strong>in</strong>g FDI (rank<br />
13 <strong>in</strong> 2005). The UK and France rema<strong>in</strong><br />
<strong>the</strong> major dest<strong>in</strong>ation countries (19%,<br />
respectively 16%) while Germany<br />

managed to significantly <strong>in</strong>crease its<br />
share <strong>in</strong> FDI projects com<strong>in</strong>g to Europe<br />
(<strong>in</strong>crease <strong>of</strong> 57% compared to 2005).<br />
In Eastern Europe, Romania succeeded<br />
to considerably <strong>in</strong>crease its share <strong>in</strong> FDI<br />
projects (<strong>in</strong>crease <strong>of</strong> 63% compared<br />
to 2005). Surpris<strong>in</strong>gly, o<strong>the</strong>r Eastern<br />
European countries such as <strong>the</strong> Czech<br />
Republic, Poland and Hungary lost<br />
market shares and attracted less<br />
foreign bus<strong>in</strong>ess facilities than <strong>in</strong><br />
2005 (respectively - 3%, - 16% and - 6%)<br />
(see Table 1).<br />
Asked what measures <strong>the</strong> Ne<strong>the</strong>rlands<br />
should take <strong>in</strong> order to fulfill <strong>the</strong>se<br />
expectations, <strong>the</strong> <strong>in</strong>terviewees specified<br />
that <strong>the</strong> decision <strong>of</strong> <strong>the</strong> government to<br />
<strong>in</strong>troduce a more attractive tax climate<br />
is already a first important step.<br />
Fur<strong>the</strong>rmore, <strong>the</strong> top-managers<br />
<strong>in</strong>terviewed <strong>in</strong>dicated that costs for labor<br />
and land are dissatisfactory and that <strong>the</strong><br />
labor law flexibility needed more policy<br />
attention (see figure 1/page 5).<br />
The Ne<strong>the</strong>rlands does possess many<br />
qualities <strong>in</strong> order to confidently position<br />
itself. Never<strong>the</strong>less, <strong>in</strong> <strong>the</strong> fierce<br />
competition for FDI, it is crucial that<br />
foreign <strong>in</strong>vestors are conv<strong>in</strong>ced by<br />
<strong>the</strong> Ne<strong>the</strong>rlands be<strong>in</strong>g <strong>the</strong> country<br />
<strong>of</strong>fer<strong>in</strong>g <strong>the</strong> best talent, <strong>the</strong> most optimal<br />
<strong>in</strong>frastructure, <strong>the</strong> most favorable logistics<br />
location, <strong>the</strong> most qualified suppliers<br />
as well as <strong>the</strong> most <strong>in</strong>novative knowledge<br />
<strong>in</strong>stitutions. In order to attract more FDI<br />
projects <strong>in</strong> <strong>the</strong> future, it is <strong>the</strong>refore<br />
crucial to communicate <strong>the</strong>se positive<br />
attributes <strong>of</strong> <strong>the</strong> country to <strong>in</strong>tensify<br />
<strong>in</strong>vestment promotion efforts as well<br />
as to focus on most promis<strong>in</strong>g target<br />
groups. However, Ernst & Young also<br />
advises Dutch authorities not to neglect<br />
tak<strong>in</strong>g care <strong>of</strong> exist<strong>in</strong>g foreign companies<br />
<strong>in</strong> order to prevent <strong>the</strong>m from relocat<strong>in</strong>g<br />
to ano<strong>the</strong>r country and to make <strong>the</strong>m<br />
flourish and expand <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands.<br />
The recently <strong>in</strong>troduced tax regimes<br />
known under <strong>the</strong> names ‘patent box’<br />
and ‘<strong>in</strong>terest box’ are designed to<br />
facilitate foreign <strong>in</strong>vestments <strong>in</strong> exactly<br />
those areas. Additionally, <strong>the</strong> Dutch<br />
government should streng<strong>the</strong>n efforts <strong>in</strong><br />
cooperation with private companies to<br />
promote <strong>the</strong> Ne<strong>the</strong>rlands as <strong>the</strong> Gateway<br />
to Europe for goods produced outside <strong>the</strong><br />
EU. The <strong>in</strong>itiative <strong>of</strong> establish<strong>in</strong>g<br />
‘Holland F<strong>in</strong>ancial Center’ to position<br />
itself as an attractive location for<br />
f<strong>in</strong>ancial <strong>in</strong>stitutions is a good example<br />
to encourage foreign companies to <strong>in</strong>vest<br />
<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands. Accord<strong>in</strong>g to Ernst &<br />

Young, <strong>the</strong> country should keep focus<strong>in</strong>g<br />
on simplify<strong>in</strong>g legislation and reduc<strong>in</strong>g<br />
‘red tape’ <strong>in</strong> order to create a level play<strong>in</strong>g<br />
field with regard to labor and real estate.<br />
Fur<strong>the</strong>rmore, <strong>the</strong> Ne<strong>the</strong>rlands should<br />
reassure its position for talented<br />
expatriates as a safe, hospitable, efficient,<br />
pleasant and <strong>in</strong>ternationally oriented<br />
country.<br />
