News from Flintshire County Council
Working with you
to shape our future
Flintshire County Council, as your local
Council, provides many services day to day
- over 700 in total. Some we are obliged to
provide to protect our communities, such as
environmental health; others we choose to
provide to benefit our communities, such as
support for businesses and leisure facilities
and sports activities.
Money and resources are limited, never
more so than in the current economic
climate; we have to balance our priorities
with the expectations and demands of the
public and local tax payers in choosing how
to spend that money.
In this edition we have included a summary
of our priorities which make up our
Improvement Plan - a plan all councils
publish to set out their course of direction.
We would welcome your views on those
priorities. The full set, and much more, can
be viewed on our website or obtained on
request by contacting us.
Overall the Council has a good track record
of performance in meeting its targets, in
receiving positive feedback from its
customers and communities, from those
who regulate and inspect us and in
comparison to other councils in Wales.
However, we do not stand still and have
ambitious plans to change and modernise
the way we work, including the best use of
our money, and to improve performance
where it could be better.
The months ahead will be challenging. We
have big decisions to shape the future of
critical services such as waste disposal and
school organisation.
A major consultation on waste closes on
23 September and the initial consultations
on school organisation prompted significant
local interest and vocal campaigns.
This is local democracy in action; on
schools we have listened and are
considering how to best re-open those
consultations on the options for secondary
schools. A full article is inside this edition.
The decision on the future of Council
Doggy Do – Bag it, Tie it, Bin it
A county wide campaign is currently
underway, to remind dog owners to
clean up after their dogs or be prepared
to pick up a fine of up to £1000.
ʻDoggy Do – Bag it, Tie it, Bin itʼ
aims to get all dog owners to act
responsibly when it comes to dog
fouling, in the interest of a cleaner, safer
Flintshire.
The campaign features on Council
vehicles until the late autumn, to get the
message out on a daily basis across the
county.
School pupils have also been taking
part in workshops teaching them about
how to be a responsible dog owner, as
well as all about the law in relation to
dog fouling. The workshops have been
delivered in partnership with the Dogs
Trust.
• By appointment
As we get older the following
changes are likely:
• reaction times get slower
• making decisions takes longer
• driving is more tiring and more stressful
• eyesight and hearing will deteriorate
• greater need for prescription medicine
or drugs
• overall mobility decreases
These changes generally start from the midfifties
and may not be particularly
noticeable. They continue until they
become very noticeable in a driver’s
seventies.
People can often assume they are better
drivers than they actually are. So, it is
important when these changes become
recognisable that you should realise that
your driving will be affected.
Most people should be able to carry on
driving – more safely – by adapting their
driving habits following the advice of a
driving professional.
Are you planning a
community event or festival?
Organising an event, however small, can be a time
consuming and daunting task. There are no hard and
fast rules to organising a community event – but there
are several things you can put in place to ensure that
your event has every chance of being both a success
and a rewarding experience.
The ʻEvent and Festival Organiser’s Packʼ is a guide
produced by Cadwyn Clwyd, the Rural Development
Agency, and is intended to help event organisers in
Flintshire. It outlines the important aspects of managing
and promoting your event.
A copy of the guide can be found on the Cadwyn Clwyd
website www.cadwynclwyd.co.uk and the Flintshire
County Council website
www.flintshire.gov.uk/ruraldevelopment.
This guide has been produced through the Flintshire
Cultural Celebrations project. This project has received
funding through the Rural Development Plan for Wales
2007-2013 which is funded by the Welsh Government
and the European Agricultural Fund for Rural
Development. If you would like further information
please contact Cadwyn Clwyd 01824 705802.
Flintshire now has a Chief
Inspector, Darren Wareing, who is
responsible for investigations and
neighbourhood policing.
He is supported by two Local
Police Area Inspectors, Paul
McKeown for Flintshire North
and Inspector Iwan Jones for
Flintshire South.
Inspector McKeown leads teams of Neighbourhood Beat
Managers, Police Community Support Officers and the
investigation team dedicated to the Connahʼs Quay, Flint
and Holywell areas. They are based at Deeside, Flint,
Holywell and Mostyn police stations.
Similarly, Inspector Iwan Jones leads teams dedicated to
Mold, Buckley and Saltney and surrounding areas.
He said: “We are facing challenging times and we are
determined to make a difference to life in the area. We will
strive to maintain performance levels so our communities
can continue to receive a local policing service they can
rely on.”
The inspectors join the beat as North Wales Police has
undergone major restructuring to improve the way it works
and to make Flintshire an even safer place to live, work
and visit.
Consultation on school review options
As a Council, we need to review the future of our
schools, particularly when it comes to surplus
places, which occur when a school has the
capacity for more pupil places than the number of
pupils attending the school. By law, we have to
provide enough school places for our children, and
that means having the right schools, with the right
amount of students in them, in the right places.
We have been keen to seek peopleʼs views about
modernising secondary schools in our county. By
ʻmodernisingʼ, we mean that we have to ensure our
schools have ʻfit for purposeʼ buildings and learning
environments. Some school buildings do not meet
21st century standards, whilst the maintenance and
repair of some others is very expensive.
We held a series of consultation events in the
Holywell, Queensferry/ Connahʼs Quay and
Mynydd Isa/ Buckley areas, which were attended
by hundreds of people. However, the Council
became acutely aware that public confidence in the
early informal consultations was mixed and that we
needed to reconsider how best to re-open
consultation, with elected members, schools and
other interested parties having more say in its
design.
A full meeting of Flintshire County Council held on
Wednesday 17 August recommended that a halt be
called to the current school local area review
consultation process.
The mood of the meeting was that, whilst the need
to review the future of schools (particularly surplus
places) is understood by all, the Council has
agreed to take a step back and then re-open
consultation on the widest possible set of options
with the fullest information available.
The Councilʼs Executive will now consider the
consultation process and timeline during
September.
Public consultation will not resume until October at
the earliest. In the meantime, the planned
consultation events are stood down.
FILMBLAST gives community groups an
opportunity to work with a resident
professional film maker and specialist arts
practitioner to produce their own original
films to be screened at the Flintshire
Filmfest in June 2012.
The theme of the project, Yesterday, Today
and Tomorrow, provides a creative stimulus
for participants of all ages.
Why changes are needed
• Flintshire County Council is committed to working
with schools and communities to ensure high
quality learning opportunities for everybody.
• It is important that we make sure that we use the
resources we have (people, funding, buildings,
information and technology) efficiently and
effectively so that we provide value for money
whilst improving our schools and supporting
learners to achieve.
• The challenge we currently face is that we want
to make sure all our schools are ʻfit for purposeʼ
when there is limited money to deliver increasing
expectations. Too many of our schools are in
inappropriate buildings that cannot meet the
needs of pupils and staff.
• Pupil numbers are generally going down, and, as
a result, there are more surplus places in some
of our schools. All Welsh Councils are expected
to reduce surplus places in schools by the Welsh
Government, Estyn (the education and training
inspectorate for Wales) and the Wales Audit
Office. Our national funding may also be affected
in the future if there are too many empty places.
• Surplus places also mean that buildings are
under-used. Schools with high surplus places
use a higher proportion of their resources on the
upkeep of buildings. Maintenance of these
buildings also incurs costs. Any savings made
from reducing the surplus can be spent paying
for teachers, teaching assistants, learning
materials and improving classrooms and other
places of learning.
• In Flintshire, there are three High Schools where
surplus places are now over 25%. In other
words, the schools are only three quarters full.
These are: Holywell High School, Elfed High
School and John Summers High School. We are
conducting three separate area reviews, which
means that we must consider the options for
these schools in relation to other schools in their
surrounding areas.
• The Council has a ʻ2009 School Modernisation
Strategyʼ. This strategy says that consultation will
take place to develop a plan for the future of
local educational provision under a number of
circumstances, which includes when schools
have more than 25% surplus places.
The project will be led by resident
professional film maker, Chris Oakley, with
support from Steve Allan Jones, musician
and music producer, Robin Goddard,
drama director, and visual artist
Andrea Davies.
Improvement Plan 2011/12
The Council has many pressures and
priorities. The priorities adopted in 2010
have now been reviewed and drawn
down into a set of ten main priorities for
change and improvement:-
• to provide clarity of vision and
direction
• to give guidance to directorates when
setting their service/business plans for
2011/12
• to set the 'Improvement Objectives' as
required by the Local Government
(Wales) Measure 2009
The first four listed below cover the
running of the Councilʼs business, for
example use of our finance and buildings.
Priorities five to ten cover services such
as waste collection, housing, schools and
social services.
The ten priorities are:
1 To be a modern, efficient and cost
effective public organisation through
our four resources strategies - the
Medium Term Financial Strategy, the
People Strategy, the Asset
Management Strategy and the ICT
Strategy - whilst ensuring our local
taxes and fees and charges
are fair and affordable.
Having vision and setting priorities
For example:
• To reduce the costs of buildings and
maximise income and receipts.
• To improve buying practice and
efficiency with. as a priority, the
implementation of a modern electronic
purchasing system.
2 To achieve the greatest possible cost
efficiencies through regional and
sub-regional collaboration to reinvest
in local public services.
For example:
• To implement the projects we have
been jointly working on at regional and
sub-regional level.
3 To be a modern, caring and flexible
employer with fair and equal pay and
terms and conditions of employment
under a Single Status Agreement
(a National Agreement to address
differences in local government
workersʼ pay and conditions.)
For example:
• Achieve a legal, acceptable and
affordable Single Status Agreement.
4 To achieve the highest standards of
customer service and care
through our Customer Services
Strategy.
For example:
• Introduce the first phase of the
Flintshire Connects programme which
will provide customer access points in
the county.
• Introduce the Streetscene
Customer Contact
Centre and the
Streetscene
Service changes.
We are consulting people about our priorities which will change over time to reflect changing needs and circumstances. We would like
to hear your views by the end of September. Please take a few minutes to complete this short questionnaire and return it to:
Policy Unit, Flintshire County Council, County Hall, Mold CH7 6NB. You can also complete the form on line at www.flintshire.gov.uk/priorities
Q1 Looking at the ten priorities above, tell us which are the most important three for you
Q2 Please tell us about any other priorities you think should be added. Please write below
5 To make our communities safe and to
safeguard the vulnerable with children
and older people being priority groups.
For example:
• Review our arrangements for placing
children out of the county; ensure
stability in resource planning; provide
relevant children with the best
possible start in life.
6 To protect and grow the local and
regional economy, to be a prosperous
County and to provide help and
support for those vulnerable to
poverty.
For example:
• Regenerate Town Centres.
• Rationalise property and land estate.
• Encourage and retain business
investment in Flintshire.
7. To promote independent, healthy and
fulfilled living in the community with
the highest quality personalised and
supportive social and health care
services.
For example:
• Transform Social Services for Adults
to promote independence and build
community capacity.
• Expand the Council's Extra Care
housing provision.
8 To meet housing need in the County
and work with partners to ensure a
sufficient supply of quality and
affordable homes and housing
services in the social, mixed tenure
and private sector housing markets.
For example:
• Lead the Deeside Housing Renewal
Area programme.
• Further improve the Council's housing
management and housing repairs
service.
• Increase the supply of affordable
housing for first time buyers and
people with special needs as a priority.
9 To secure a modern and high
performing range of learning, cultural,
play and leisure opportunities for all
ages with our schools, colleges and
other partners.
For example:
• Implement organisational change
under the School Modernisation
Strategy and the national 21st Century
Schools programme.
• Implement the priorities of the Leisure
Strategy including (1) new operational
arrangements and (2) the Leisure
Centre renewal programme.
10 To protect, plan and develop sustainable
natural and built environments.
For example:
• Introduce the new waste collection
system for residual, food and
recyclates.
• Manage energy consumption within
Council buildings.
• The North Wales Residual Waste
Treatment Project to divert waste
from landfill.
Thank you for recycling
more and wasting less!
Thanks to residents involved in the initial roll out of the new collections, the
waste generated in those households has halved!
Meanwhile, the roll out is continuing across the county. Last month, the new
wheeled bins and a booklet containing all the information needed about the
changes to the service, were distributed to another 12,000 households. The
remaining households will start to receive their wheeled bins this month until
the county is covered.
Households will be receiving the following services:
• A weekly recycling collection
• A weekly collection of food waste
• A fortnightly collection of non–recyclable waste (refuse) alternating with…
• A fortnightly green waste collection service (brown bin)
Collections will take place on the same day of the week which will be easier
for residents. Residents are asked to make sure that the wheeled bins are
presented at the kerbside with the bin lid closed by 7am on their collection day,
to ensure collection. If necessary, bins can be placed out for collection the night
before.
Councillor Nancy Matthews, Executive Member for Waste, said:
“Following the initial roll out of fortnightly refuse and weekly recycling and food
waste collections, the amount of waste generated per household has halved
from an average of 10 kg per household to only 5 kg. Recycling rates have
also increased dramatically in these areas, which indicates the willingness of
residents to embrace the new service and the benefits to the environment it
affords.
“It is so important that we recycle as much as we can, as the county has to
meet strict recycling targets set by the Welsh Government, or we face tough
financial penalties.”
If you have any questions about the new service, or you need recycling
containers or additional facilities, you can contact the helpline on 01352 703350,
or alternatively visit www.flintshire.gov.uk/doitonline. More information can also
be found by going to www.flintshire.gov.uk/recycling.
