Working with you<br />

<strong>to</strong> <strong>shape</strong> <strong>our</strong> <strong>future</strong><br />

<strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong>, as y<strong>our</strong> local<br />

<strong>Council</strong>, provides many services day <strong>to</strong> day<br />

- over 700 in <strong>to</strong>tal. Some we are obliged <strong>to</strong><br />

provide <strong>to</strong> protect <strong>our</strong> communities, such as<br />

environmental health; others we choose <strong>to</strong><br />

provide <strong>to</strong> benefit <strong>our</strong> communities, such as<br />

support for businesses and leisure facilities<br />

and sports activities.<br />

Money and res<strong>our</strong>ces are limited, never<br />

more so than in the current economic<br />

climate; we have <strong>to</strong> balance <strong>our</strong> priorities<br />

with the expectations and demands of the<br />

public and local tax payers in choosing how<br />

<strong>to</strong> spend that money.<br />

In this edition we have included a summary<br />

of <strong>our</strong> priorities which make up <strong>our</strong><br />

Improvement Plan - a plan all councils<br />

publish <strong>to</strong> set out their c<strong>our</strong>se of direction.<br />

We would welcome y<strong>our</strong> views on those<br />

priorities. The full set, and much more, can<br />

request by contacting us.<br />

Overall the <strong>Council</strong> has a good track record<br />

of performance in meeting its targets, in<br />

receiving positive feedback from its<br />

cus<strong>to</strong>mers and communities, from those<br />

who regulate and inspect us and in<br />

comparison <strong>to</strong> other councils in Wales.<br />

However, we do not stand still and have<br />

The months ahead will be challenging. We<br />

have big decisions <strong>to</strong> <strong>shape</strong> the <strong>future</strong> of<br />

critical services such as waste disposal and<br />

school organisation.<br />

A major consultation on waste closes on<br />

23 September and the initial consultations<br />

on school organisation prompted significant<br />

local interest and vocal campaigns.<br />

This is local democracy in action; on<br />

schools we have listened and are<br />

considering how <strong>to</strong> best re-open those<br />

consultations on the options for secondary<br />

schools. A full article is inside this edition.<br />

The decision on the <strong>future</strong> of <strong>Council</strong><br />

housing will be the tenants'. The ballot will<br />

take place in early 2012 and <strong>our</strong> tenants will<br />

decide whether <strong>to</strong> stay with the <strong>Council</strong> as<br />

their landlord or <strong>to</strong> transfer <strong>to</strong> a new<br />

registered social landlord, Dee Housing.<br />

The <strong>future</strong> of <strong>Flintshire</strong> is in y<strong>our</strong> and <strong>our</strong><br />

hands <strong>to</strong>gether and y<strong>our</strong> views matter.<br />

Playschemes are a splashing success!<br />

Children across <strong>Flintshire</strong> made the most of their local<br />

playschemes over the summer. There are 70 playschemes<br />

countywide, run in partnership with all the <strong>to</strong>wn and<br />

community councils.<br />

The summer playscheme programme is unique <strong>to</strong> <strong>Flintshire</strong><br />

and includes Quayplay, based in Connahʼs Quay, which is<br />

the biggest playscheme in the country.<br />

Doggy Do – Bag it, Tie it, Bin it<br />

A county wide campaign is currently<br />

underway, <strong>to</strong> remind dog owners <strong>to</strong><br />

clean up after their dogs or be prepared<br />

<strong>to</strong> pick up a fine of up <strong>to</strong> £1000.<br />

ʻDoggy Do – Bag it, Tie it, Bin itʼ<br />

aims <strong>to</strong> get all dog owners <strong>to</strong> act<br />

responsibly when it comes <strong>to</strong> dog<br />

fouling, in the interest of a cleaner, safer<br />

<strong>Flintshire</strong>.<br />

The campaign features on <strong>Council</strong><br />

vehicles until the late autumn, <strong>to</strong> get the<br />

message out on a daily basis across the<br />

county.<br />

School pupils have also been taking<br />

part in workshops teaching them about<br />

how <strong>to</strong> be a responsible dog owner, as<br />

well as all about the law in relation <strong>to</strong><br />

dog fouling. The workshops have been<br />

delivered in partnership with the Dogs<br />

Trust.<br />

As we get older the following<br />

changes are likely:<br />

• reaction times get slower<br />

• making decisions takes longer<br />

• overall mobility decreases<br />

These changes generally start from the midfifties<br />

and may not be particularly<br />

noticeable. They continue until they<br />

become very noticeable in a driver’s<br />

seventies.<br />

People can often assume they are better<br />

drivers than they actually are. So, it is<br />

important when these changes become<br />

recognisable that you should realise that<br />

y<strong>our</strong> driving will be affected.<br />

Most people should be able <strong>to</strong> carry on<br />

driving – more safely – by adapting their<br />

driving habits following the advice of a<br />

driving professional.<br />

community event or festival?<br />

Organising an event, however small, can be a time<br />

consuming and daunting task. There are no hard and<br />

fast rules <strong>to</strong> organising a community event – but there<br />

are several things you can put in place <strong>to</strong> ensure that<br />

y<strong>our</strong> event has every chance of being both a success<br />

and a rewarding experience.<br />

The ʻEvent and Festival Organiser’s Packʼ is a guide<br />

produced by Cadwyn Clwyd, the Rural Development<br />

Agency, and is intended <strong>to</strong> help event organisers in<br />

<strong>Flintshire</strong>. It outlines the important aspects of managing<br />

and promoting y<strong>our</strong> event.<br />

Inspec<strong>to</strong>r, Darren Wareing, who is<br />

responsible for investigations and<br />

neighb<strong>our</strong>hood policing.<br />

He is supported by two Local<br />

Police Area Inspec<strong>to</strong>rs, Paul<br />

McKeown for <strong>Flintshire</strong> North<br />

and Inspec<strong>to</strong>r Iwan Jones for<br />

<strong>Flintshire</strong> South.<br />

Inspec<strong>to</strong>r McKeown leads teams of Neighb<strong>our</strong>hood Beat<br />

Managers, Police Community Support Officers and the<br />

investigation team dedicated <strong>to</strong> the Connahʼs Quay, Flint<br />

and Holywell areas. They are based at Deeside, Flint,<br />

Holywell and Mostyn police stations.<br />

Similarly, Inspec<strong>to</strong>r Iwan Jones leads teams dedicated <strong>to</strong><br />

Mold, Buckley and Saltney and surrounding areas.<br />

He said: “We are facing challenging times and we are<br />

determined <strong>to</strong> make a difference <strong>to</strong> life in the area. We will<br />

strive <strong>to</strong> maintain performance levels so <strong>our</strong> communities<br />

can continue <strong>to</strong> receive a local policing service they can<br />

rely on.”<br />

The inspec<strong>to</strong>rs join the beat as North Wales Police has<br />

undergone major restructuring <strong>to</strong> improve the way it works<br />

and <strong>to</strong> make <strong>Flintshire</strong> an even safer place <strong>to</strong> live, work<br />

and visit.<br />

Business<br />

Week 2011<br />

The countdown has started for <strong>Flintshire</strong><br />

Business Week 2011, which takes place<br />

from 11 – 19 Oc<strong>to</strong>ber.<br />

FBW, which is organised by<br />

<strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong>’s Business<br />

Development Team, has been an annual<br />

event for the last f<strong>our</strong> years. Its aims are <strong>to</strong><br />

share knowledge and best practice,<br />

develop and improve business<br />

relationships and platform and promote<br />

<strong>Flintshire</strong> business success.<br />

This year <strong>Flintshire</strong> is ‘Open for<br />

Business’ with a two day business<br />

exhibition being held on the Deeside<br />

Industrial Park on 12 and 13 Oc<strong>to</strong>ber. This event, the first of<br />

its kind <strong>to</strong> be held in North East Wales, will platform 70 exhibi<strong>to</strong>rs from<br />

<strong>Flintshire</strong> and neighb<strong>our</strong>ing counties, and aims <strong>to</strong> attract 800 business<br />

delegates over the two days.<br />

place over the five days of the Business Week.<br />

<strong>Flintshire</strong> Rural Partnership members<br />

<strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong>, working with<br />

the <strong>Flintshire</strong> Rural Partnership, has<br />

been successful in attracting nearly £5<br />

million <strong>to</strong> deliver rural development<br />

activities over the next few years.<br />

F<strong>our</strong> projects will be supported by the Rural Development Plan for Wales<br />

2007 – 2013, which is funded by the Welsh Government and the European<br />

Agricultural Fund for Rural Development (EAFRD). The Rural<br />

Development Plan supports projects that facilitate the diversification of the<br />

rural economy, improve the quality of life in rural communities and<br />

enc<strong>our</strong>age innovation and good practice in rural development.<br />

The projects will run until December 2013 and will be delivered by the<br />

<strong>County</strong> <strong>Council</strong> and rural development agency Cadwyn Clwyd.<br />

The f<strong>our</strong> projects are:<br />

Multi Million Pound Boost<br />

for <strong>Flintshire</strong>’s Rural<br />

Communities<br />

<strong>Flintshire</strong> Enterprise Project which provides business start up support<br />

and funding for young people, the under-employed and community groups.<br />

<strong>Flintshire</strong> Village Enhancements which provides opportunities <strong>to</strong> invest in<br />

rural community facilities and infrastructure and will regenerate key<br />

destinations such as Mold, Holywell, Talacre and Gronant.<br />

Linking <strong>Flintshire</strong>’s Communities is developing a network of footpaths,<br />

bridleways and cycle paths <strong>to</strong> link rural <strong>to</strong>wns and villages.<br />

Innovation <strong>Flintshire</strong> helps <strong>to</strong> strengthen the countyʼs rural areas by<br />

promoting innovation, protecting significant sites of interest and developing<br />

community links.<br />

The <strong>Flintshire</strong> Rural Partnership is made up of representatives from the<br />

public, private, voluntary and community sec<strong>to</strong>rs with support and guidance<br />

from officers of the <strong>County</strong> <strong>Council</strong>. They are dedicated <strong>to</strong> doing all they<br />

Mold Food and Drink Festival 2011<br />

The increasingly popular Mold Food and Drink Festival - a ʻmust visitʼ on the<br />

calendar of foodies everywhere – is on the weekend of 24 and 25 September, at<br />

New Street Car Park, Mold.<br />

Now in its sixth year, this highly successful food festival is developing a reputation<br />

for being one of the best in Wales and even in the UK – winning recognition from<br />

the Welsh Government and The Times.<br />

This year there will be over 100 food and drink exhibi<strong>to</strong>rs and a first class<br />

programme of live music in the open air c<strong>our</strong>tyard.<br />

Consultation on school review options<br />

As a <strong>Council</strong>, we need <strong>to</strong> review the <strong>future</strong> of <strong>our</strong><br />

schools, particularly when it comes <strong>to</strong> surplus<br />

places, which occur when a school has the<br />

capacity for more pupil places than the number of<br />

pupils attending the school. By law, we have <strong>to</strong><br />

provide enough school places for <strong>our</strong> children, and<br />

that means having the right schools, with the right<br />

amount of students in them, in the right places.<br />

We have been keen <strong>to</strong> seek peopleʼs views about<br />

modernising secondary schools in <strong>our</strong> county. By<br />

ʻmodernisingʼ, we mean that we have <strong>to</strong> ensure <strong>our</strong><br />

schools have ʻfit for purposeʼ buildings and learning<br />

environments. Some school buildings do not meet<br />

21st century standards, whilst the maintenance and<br />

repair of some others is very expensive.<br />

We held a series of consultation events in the<br />

Holywell, Queensferry/ Connahʼs Quay and<br />

Mynydd Isa/ Buckley areas, which were attended<br />

by hundreds of people. However, the <strong>Council</strong><br />

became acutely aware that public confidence in the<br />

early informal consultations was mixed and that we<br />

needed <strong>to</strong> reconsider how best <strong>to</strong> re-open<br />

consultation, with elected members, schools and<br />

other interested parties having more say in its<br />

design.<br />

A full meeting of <strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong> held on<br />

Wednesday 17 August recommended that a halt be<br />

called <strong>to</strong> the current school local area review<br />

consultation process.<br />

The mood of the meeting was that, whilst the need<br />

<strong>to</strong> review the <strong>future</strong> of schools (particularly surplus<br />

places) is unders<strong>to</strong>od by all, the <strong>Council</strong> has<br />

agreed <strong>to</strong> take a step back and then re-open<br />

consultation on the widest possible set of options<br />

with the fullest information available.<br />

The <strong>Council</strong>ʼs Executive will now consider the<br />

consultation process and timeline during<br />

September.<br />

Public consultation will not resume until Oc<strong>to</strong>ber at<br />

the earliest. In the meantime, the planned<br />

consultation events are s<strong>to</strong>od down.<br />

FILMBLAST Community Film Project<br />

<strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong> has secured<br />

funding from The Arts <strong>Council</strong> of Wales for a<br />

community film project.<br />

FILMBLAST gives community groups an<br />

opportunity <strong>to</strong> work with a resident<br />

professional film maker and specialist arts<br />

practitioner <strong>to</strong> produce their own original<br />

films <strong>to</strong> be screened at the <strong>Flintshire</strong><br />

Filmfest in June 2012.<br />

The theme of the project, Yesterday, Today<br />

and Tomorrow, provides a creative stimulus<br />

for participants of all ages.<br />

Why changes are needed<br />

• <strong>Flintshire</strong> <strong>County</strong> <strong>Council</strong> is committed <strong>to</strong> working<br />

with schools and communities <strong>to</strong> ensure high<br />

quality learning opportunities for everybody.<br />

• It is important that we make sure that we use the<br />

res<strong>our</strong>ces we have (people, funding, buildings,<br />

information and technology) efficiently and<br />

effectively so that we provide value for money<br />

whilst improving <strong>our</strong> schools and supporting<br />

learners <strong>to</strong> achieve.<br />

• The challenge we currently face is that we want<br />

<strong>to</strong> make sure all <strong>our</strong> schools are ʻfit for purposeʼ<br />

when there is limited money <strong>to</strong> deliver increasing<br />

expectations. Too many of <strong>our</strong> schools are in<br />

inappropriate buildings that cannot meet the<br />

needs of pupils and staff.<br />

• Pupil numbers are generally going down, and, as<br />

a result, there are more surplus places in some<br />

of <strong>our</strong> schools. All Welsh <strong>Council</strong>s are expected<br />

<strong>to</strong> reduce surplus places in schools by the Welsh<br />

Government, Estyn (the education and training<br />

inspec<strong>to</strong>rate for Wales) and the Wales Audit<br />

Office. Our national funding may also be affected<br />

in the <strong>future</strong> if there are <strong>to</strong>o many empty places.<br />

• Surplus places also mean that buildings are<br />

under-used. Schools with high surplus places<br />

use a higher proportion of their res<strong>our</strong>ces on the<br />

upkeep of buildings. Maintenance of these<br />

buildings also incurs costs. Any savings made<br />

from reducing the surplus can be spent paying<br />

for teachers, teaching assistants, learning<br />

materials and improving classrooms and other<br />

places of learning.<br />

• In <strong>Flintshire</strong>, there are three High Schools where<br />

surplus places are now over 25%. In other<br />

words, the schools are only three quarters full.<br />

These are: Holywell High School, Elfed High<br />

School and John Summers High School. We are<br />

conducting three separate area reviews, which<br />

means that we must consider the options for<br />

these schools in relation <strong>to</strong> other schools in their<br />

surrounding areas.<br />

• The <strong>Council</strong> has a ʻ2009 School Modernisation<br />

Strategyʼ. This strategy says that consultation will<br />

take place <strong>to</strong> develop a plan for the <strong>future</strong> of<br />

local educational provision under a number of<br />

circumstances, which includes when schools<br />

have more than 25% surplus places.<br />

New leisure<br />

facilities open<br />

Deeside Leisure Centreʼs brand new state-of-the-art health<br />

and fitness suite is now open.<br />

Having undergone considerable redevelopment, it now<br />

boasts an 80 station fitness suite, two fitness studios, a<br />

<strong>to</strong>ning studio and brand new changing rooms.<br />

The <strong>Council</strong> is investing over £5 million in<strong>to</strong> Deeside<br />

Leisure Centre. The opening of these facilities follows the<br />

first phase of the redevelopment project which created six<br />

5-a-side floodlit football pitches, catering for both adult and<br />

junior football.<br />

The final phase of the scheme will see the January 2012<br />

opening of the first Welsh public day spa, a soft play area<br />

for children and an indoor extreme sporting arena with a<br />

high ropes c<strong>our</strong>se and skate park for scooters, inline<br />

skates and BMX bikes.<br />

<strong>Council</strong>lor Dennis Hutchinson, Executive Member for<br />

Leisure and Public Protection, said: “ Our aim is <strong>to</strong><br />

enc<strong>our</strong>age more people <strong>to</strong> take part in regular sport<br />

and physical activity <strong>to</strong> ensure wide ranging health and<br />

social benefits throughout <strong>Flintshire</strong>. People are in for a<br />

real treat - <strong>our</strong> new facilities are welcoming, inspiring and<br />

a pleasure <strong>to</strong> visit.”<br />

Meanwhile, at the Flint Pavilion, design work has begun<br />

on the new eight lane ten pin bowling and the f<strong>our</strong> lane flat<br />

green bowling facilities, with an expected completion date<br />

Swimathon 2011<br />

The organisers of <strong>Flintshire</strong>ʼs Swimathon 2011 would<br />

like <strong>to</strong> thank all those who helped raise £3,816.50 in<br />

this yearʼs sponsored swim at Mold Leisure Centre.<br />

Swimathon 2011 takes place nationwide and this yearʼs<br />

charity is Marie Curie Cancer Research.<br />

Adam Cartwright (who swam over 100 lengths (2.5km) in just over<br />

an h<strong>our</strong>).<br />

Kieran Williams (who swam 60 lengths in 54 minutes 12 seconds <strong>to</strong><br />

complete the Swimathon. He then swam a further f<strong>our</strong> lengths and<br />

gained his one mile distance badge).

Improvement Plan 2011/12<br />

The <strong>Council</strong> has many pressures and<br />

priorities. The priorities adopted in 2010<br />

have now been reviewed and drawn<br />

down in<strong>to</strong> a set of ten main priorities for<br />

change and improvement:-<br />

• <strong>to</strong> provide clarity of vision and<br />

direction<br />

• <strong>to</strong> give guidance <strong>to</strong> direc<strong>to</strong>rates when<br />

setting their service/business plans for<br />

required by the Local Government<br />

running of the <strong>Council</strong>ʼs business, for<br />

as waste collection, housing, schools and<br />

Thank you for recycling<br />

more and wasting less!<br />

Thanks <strong>to</strong> residents involved in the initial roll out of the new collections, the<br />

waste generated in those households has halved!<br />

Meanwhile, the roll out is continuing across the county. Last month, the new<br />

wheeled bins and a booklet containing all the information needed about the<br />

changes <strong>to</strong> the service, were distributed <strong>to</strong> another 12,000 households. The<br />

remaining households will start <strong>to</strong> receive their wheeled bins this month until<br />

the county is covered.<br />

Households will be receiving the following services:<br />

• A weekly recycling collection<br />

• A weekly collection of food waste<br />

• A fortnightly collection of non–recyclable waste (refuse) alternating with…<br />

• A fortnightly green waste collection service (brown bin)<br />

Collections will take place on the same day of the week which will be easier<br />

for residents. Residents are asked <strong>to</strong> make sure that the wheeled bins are<br />

presented at the kerbside with the bin lid closed by 7am on their collection day,<br />

<strong>to</strong> ensure collection. If necessary, bins can be placed out for collection the night<br />

before.<br />

<strong>Council</strong>lor Nancy Matthews, Executive Member for Waste, said:<br />

“Following the initial roll out of fortnightly refuse and weekly recycling and food<br />

waste collections, the amount of waste generated per household has halved<br />

from an average of 10 kg per household <strong>to</strong> only 5 kg. Recycling rates have<br />

also increased dramatically in these areas, which indicates the willingness of<br />

residents <strong>to</strong> embrace the new service and the benefits <strong>to</strong> the environment it<br />

affords.<br />

“It is so important that we recycle as much as we can, as the county has <strong>to</strong><br />

meet strict recycling targets set by the Welsh Government, or we face <strong>to</strong>ugh<br />

financial penalties.”<br />

2012 Cultural Olympiad Event<br />

Would y<strong>our</strong> group like <strong>to</strong> be involved in a<br />

once in a lifetime experience bringing<br />

Flint Castle <strong>to</strong> life on Saturday 23 June 2012?<br />

The national Cauldrons and Furnaces project is looking for community<br />

groups from <strong>Flintshire</strong> <strong>to</strong> help create giants, puppets, masks and dragons<br />

as part of the UK wide Cultural Olympiad initiative.<br />

Exciting workshops creating the large artworks will be held between<br />

January and May 2012 by artists who will come <strong>to</strong> y<strong>our</strong> meeting place.<br />

Members of y<strong>our</strong> group will be offered the opportunity <strong>to</strong> operate some of<br />

the giants and dragons in the actual performance at Flint Castle and will<br />

need <strong>to</strong> be available on Friday 22 June for a full dress rehearsal and<br />

Saturday 23 June for the performance.<br />
