Introduction
About the Sports Facilities
Framework
The Sports Facilities Framework provides
a strategic direction for the provision and
enhancement of sporting facilities across
the City of Marion into the future. The
Framework will assist Council to determine
future resource requirements and the
prioritisation of facility projects.
The Sports Facilities Framework provides a
resource for Council to facilitate stakeholder
and community engagement and directly
involve them in the planning of facilities. The
directions highlighted in the framework are
intended as a guide and it is expected the
directions will further evolve following the
stakeholder and community engagement
process.
The Sports Facilities Framework will assist
sporting groups to pursue grant funding and
work towards achieving quality facilities in
partnership with Council.
4 SPORTS FACILITIES FRAMEWORK
The Sports Facilities Framework is based
on an analysis of demand and supply that
considers the status of the asset, the potential
needs and values of communities and
broader strategic directions and objectives.
The focus of the Sports Facilities Framework
is broad with ‘sports facilities’ including
sportsgrounds, outdoor courts, indoor
sport and recreation facilities, and informal
sporting structures such as skate parks, BMX,
half courts and cricket nets.
The Sports Facilities Framework comprises
two reports as highlighted in the diagram.
The main report is the Strategic Directions
Report which is informed by the Background
and Analysis Report. The Background and
Analysis Report provides information and a
rationale for the directions in the Strategic
Sports Facilities Vision
The City of Marion Vision for sports
facilities is:
Diverse and quality
facilities for an active
and connected
community.
This will require a commitment to:
Providing some higher quality
sportsgrounds and facilities strategically
located across the City (ideally as part of
community and sports hubs)
Ensuring good community access to sport
and active recreation with a spread of
facilities across the City
Continuing to support a diversity of activity
opportunities, including informal activities
(active recreation) as well as sport
Managing facility provision and
improvements in accordance with
appropriate hierarchy levels and community
needs
Ensuring facilities provide sustainable
outcomes; emphasis on developing facilities
that are economically, socially, culturally and
environmentally sustainable.
Adressing gaps in the provision of facilities
with an emphasis on improving the number
of opportunities for female participation.
Sportsgrounds Direction
Introduction
This Direction for sportsgrounds includes:
Overiding directions for sportsgrounds
Directions for each individual sportsground
The term sportsground refers to large sports
complexes that include playing fields as well
as other sporting facilities, club rooms and
amenities. The sportsgrounds in the City of
Marion are listed below:
Marion Sports & Community Oval (Marion
Sports Complex)
Mitchell Park Sports & Community Club
(Mitchell Park Oval)
Edwardstown Soldiers Memorial Recreation
Ground (Edwardstown Oval)
Glandore Oval
Plympton Sports & Recreation Ground
(Plympton Oval)
The Cove Sports & Community Club (The
This section also considers directions for lawn
bowls and croquet facilities (including those
linked to sportsgrounds and those located in
separate facilities).
The map on the following page highlights
the location of the sportsgrounds across the
City. A summary of the key findings drawn
from the Background and Analysis Report is
provided as background information for the
directions.
Sportsgrounds Direction
Key Findings
The main findings relating to sportsgrounds
are summarised below and a detailed
analysis is provided in the Background and
and Analysis Report.
Overall the City of Marion is a low provision
of ovals and playing fields. In general, it will
be important to identify opportunities for
additional open spaces for sport. This may
include investigating opportunities to access
school facilities.
The southern part of the City has particularly
low provision in playing ovals and fields and
has potential for another sportsground to be
established in the south in future years.
The Marion Sports Complex is the major
regional sporting facility in the City of Marion.
Edwardstown Oval, The Cove, Mitchell
Park Oval and Glandore Oval are also key
facilities with potential to draw from a wide
catchment.
There is potential to improve the quality and
function of all sportsgrounds in the City of
Marion.
There is potential to improve the following
types of facilities at most sportsgrounds:
- Field and security lighting
- Club buildings
- Playing field surface
(although most are good quality)
Some sportsgrounds are limited in
their development potential due to size
constraints. Most sportsgrounds have single
ovals which limits the flexibility and scope of
the sportsgrounds.
Most sportsgrounds require improvements to
available off road car parking
All of the sportsgrounds are important
facilities that contribute to achieving Council
and State objectives.
The City of Marion has 4 Council owned
lawn bowls facilities and 1 croquet facility
and each of these would benefit from
some enhancements, particularly to ageing
buildings.
Overriding Directions for Sportsgrounds
The suggested overriding directions for Sportsgrounds based on the need and facility
assessments are as follows:
Retain and recognise the value of all existing sportsgrounds in the City of Marion.
In consultation with the user groups develop and manage sportsgrounds within a hierarchy
framework as follows:
Hierarchy Hierarchy Definition Sportsgrounds
Regional Higher level, high quality, multi-
functional, sports hubs
Major District High quality, multi- functional,
shared-use
Marion Sports Complex
Mitchell Park Oval
District Good quality, shared-use Plympton Oval
Kellett Reserve
Neighbourhood Safe and appealing quality, could
be single use, juniors focus
Capella Reserve
Consider opportunities in the future for
additional fields and possibly an additional
sportsground in the southern area (subject to
land availability and feasibility).
Consider redesigning the Marion Sports
Complex, Mitchell Park Oval, Edwardstown
Oval and The Cove through strategic Master
Planning in consultation with the user groups
and the community. The Master Planning
should consider opportunities for increased
playing fields and enhanced shared-use
clubrooms, amenities and facilities with the
aim to establish quality community and
sports hubs.
Place an emphasis on:
- Improving lighting quality in accordance
with hierarchy (Mitchell Park Oval is a
particular priority)
- Improving clubroom and amenity quality
- Addressing car parking issues as part of
any sportsground redesign or upgrade
- Enhance the quality and function of the
lawn bowls clubs and croquet club. This
includes enhancing the connection of
some facilities within sportsgrounds.
- The development of multi-purpose
shared facilities
Potential Directions Rationale
Regional Develop and maintain the sportsground as a high
quality Sports Hub that caters for a range of sports
and community groups. This will involve developing
a Master Plan for the site in consultation with facility
user groups and the community to improve a
number of the facilities with a particular focus on:
- Indoor Basketball
- Courts for Tennis and Netball
- Lawn Bowls
- Increased and enhanced playing field area
Regional In consultation with the user groups upgrade
facilities to provide a high quality multi- use sports
and community facility and increase the car parking.
This will require a Master Plan exercise. The cycle
velodrome should be retained and enhanced in
quality.
High profile location that already caters for a
range of sports and has a major sports club
facility that is professionally managed.
The basketball facility is in poor condition.
There is potential to increase the number of
courts to provide a regional focus for tennis.
Potential to redesign the complex to increase the
number and flexibility of playing fields.
The inclusion of netball would support a
diversity of sports provision and encourage multi
use facilities
The existing main clubroom is aging and has
design issues. The site lacks permeability and
access points and there is potential to increase
use of the facility through passive recreation
opportunities and increased community access.
Ideally the cricket nets would be linked to the
oval.
Undertake a major upgrade and re-design to improve
quality and function. In time this could involve:
- Better connecting netball with the other sports
- Increasing the number of playing fields
The BMX facilities will need to be reviewed in
consultation with the club before determining a
direction.
A Master Plan in consultation with the sporting clubs
will be required.
Maintain the sportsground as a quality facility that
caters for higher level sports. There is a number of
small buildings on the site and opportunities for facility
improvements should be considered in consultation
with the user groups.
The facilities at the sportsground are
disconnected and there is a lack of playing
fields in the region.
There is no similar BMX facility in the region
and care should be taken in determining a
direction to ensure the sport continues to be
supported.
The main clubroom building is well
maintained and designed.
There are a number of small sheds and
buildings that require upgrading.
The netball courts are in need of upgrade and
opportunities to link the facility with more
accessible car parking should be considered.
Potential Directions Rationale
Upgrade the oval and lighting to the appropriate
standard and redesign the clubroom to establish a
better connected facility. Consider opportunities that
will maximise the use of both the buildings and the
open space areas.
Undertake improvements to the existing club facility
to support the user groups and address storage and
change room issues. Development of additional club
facilities is unlikely to be appropriate due to the small
size of the site.
The existing facilities are in relatively good
condition, however some improvements are
needed to enable sporting and community
groups to further develop. The Mitchell Park
population is expected to expand over the
next 20 years and the community will require
access to high quality sporting facilities.
A minor district hierarchy is suggested due
to the small site, residential setting and
‘border’ location. As a minor district facility,
the Plympton Oval does not justify a major
upgrade. However, the oval receives high use
and as such improvements to the existing
facilities are appropriate.
There may be opportunities to re-design the facility
could involve connecting the oval with the outdoor
courts and improve access to car parking.
Capella Reserve Neighbourhood Improve the quality, design and connection of the
amenity building to the playing fields. This is likely
to require replacing the building with a club facility
that provides a viewing area and meeting space as
well as change rooms and toilets.
In doing so, strengthen the link between the
clubroom facility and the car parking. This could
involve relocating the clubroom or extending the
car park area.
The existing club facility requires upgrading
and improved car parking.
The club facility is located away from the
reserve entrance and car parking and it is
poor quality and poorly designed (with no
windows and a cage around the balcony).
Outdoor Sports Courts Direction
Key Findings
The main findings relating to outdoor sports
courts are summarised below.
The City of Marion has a good provision of
tennis courts for club use with 64 courts
in total. The provision is particularly good
in the northern and north central planning
areas.
There may be justification for some
additional courts to be allocated for netball.
The existing provision is not overly high and
is particularly lacking in the northern and
south central planning areas. Opportunities
must be considered for improving female
participation.
Most of the outdoor sports courts facilities
are in need of upgrade.
A number of the outdoor sports courts
facilities are in a lower profile location.
Court lighting is unavailable at a number of
the outdoor sports courts facilities.
A number of outdoor sports courts facilities
require an upgrade to amenities.
A number of the outdoor sports courts
facilities have limited capacity with small
numbers of courts.
A number of the outdoor sports courts
facilities have average or low use with small
club numbers.
A regional tennis complex (in relation to size
48 SPORTS FACILITIES FRAMEWORK

Indoor Sports Facility Direction
Introduction
This Direction relates to Indoor Sports
Facilities with indoor sports courts. It does
not relate to community centres as these
have a broader community role and require a
separate detailed review.
The City of Marion currently
has five indoor sports facilities
that collectively provide six
indoor courts and a
gymnastics facility.
These facilities include:
Basketball Stadium (2 courts)
Marion Fitness and Leisure Centre (3 Courts)
Marion Leisure Centre (Koorana Building)
Glengowrie YMCA Hall (1 court)
Cosgrove Hall (1 court)
The condition of the indoor sports facilities
varies across the council, with some in need
of upgrading. As such, a strategic direction is
required to guide future improvements and
provision.
The location of the existing indoor sports
facilities is shown on the map on the
following page and a summary of the
key findings is provided as background
information. The findings are expanded on in
50 SPORTS FACILITIES FRAMEWORK

Outdoor Sports Courts Direction
Key Findings
The main findings relating to indoor sports
facilities are summarised below.
There is a lack of indoor sports facilities
in the southern part of the City of Marion.
However, it may not be feasible to establish
another facility in the south and instead it
may be better to improve and expand the
scope of the Marion Basketball Stadium to
contribute to meeting community needs in
the south.
The spread of small numbers of courts
across the City is not ideal from a
competition sports perspective. Ideally at
least one facility would be larger to provide
a base for competition basketball and
other indoor sports. Having said this, the
provision of indoor courts across the City
supports other sports and activities and
ensures equitable access to facilities.
Marion Basketball Stadium requires
upgrading as a priority to support its
activities.
Whilst the Glengowrie YMCA Hall is on
the north western border of the City of
Marion, the facility is well used despite its
poor condition and the surrounding area
is generally lacking other sport and active
recreation facilities. Improvements to this
facility are therefore justified.
SPORTS FACILITIES FRAMEWORK
51

Outdoor Sports Courts Direction
Overriding Direction for Indoor Sports Facilities
The suggested overriding directions for
Indoor Sports Facilities are as follows:
Improve the quality and scope of indoor
sports facility provision in general
(recognising that all of the existing facilities
could benefit from some enhancement).
Establish one major regional indoor
sports facility towards the centre of the
City of Marion that has a strong focus on
organised sport and the capacity to draw
people from across and beyond the local
government area. This facility could replace
some existing facilities including the Marion
Basketball Stadium and Cosgrove Hall (for
indoor sport).
Provide strategically located district level
indoor sport and fitness facilities in the north
and south by enhancing the scope and role
of existing facilities.
52 SPORTS FACILITIES FRAMEWORK
This includes:
- Maintaining and further enhancing
the Marion Leisure & Fitness Centre
to provide a City wide focus for
community sport and leisure (with an
emphasis on less formal community
sport and personal fitness, rather than
high level organised sport).
- Upgrading the Glengowrie YMCA Hall
to maintain indoor activity opportunities
for surrounding communities.
MARION BASKETBALL STADIUM
GLENGOWRIE YMCA

Indoor Sports Facility Potential Direction Rationale
Marion Basketball Stadium Review the Marion Basketball Stadium and replace this
facility with a quality regional sports centre in partnership
with Basketball SA, the Marion Sports & Community Club
and specific existing and potential user groups. The specific
location, design and potential use of the facility would need
to be determined as part of a master planning exercise in
consultation with all potential stakeholders.
Marion Leisure and Fitness
Centre
Marion Leisure Centre
Koorana
The Marion Leisure and Fitness Centre should be maintained to
a good District standard.
The Marion Leisure Centre Koorana should be maintained to a
good standard to continue to cater for gymnastics and other
sports to a high level.
Glengowrie YMCA Hall Consider upgrading the Glengowrie YMCA Hall to provide a
quality community recreation facility. The proximity to the City
of Holdfast suggests there could be potential for a partnership
with the facility upgrade.
Cosgrove Hall Maintain Cosgrove Hall as a safe and appealing secondary
indoor sport and recreation facility in the short term. Longer
term opportunities should be developed in consultation with
the user groups.
The existing basketball stadium is in poor condition, there is a need
for larger run off areas and improved amenities. In addition, there
is potential demand for additional courts to cater for basketball and
other sports. Basketball SA and the Marion Sports & Community Club
are keen to review the existing facility and it is timely to assess the
opportunities to create a quality regional facility in the area that will
also help compensate for a lack of indoor sport facilities in the south.
The Marion Leisure and Fitness Centre is beginning to age and there
is potential for some improvement to the facility’s design and quality.
The location and profile of this facility justify maintaining a high quality
facility to support the district.
The Marion Leisure Centre Koorana provides a key facility for
gymnastics and should be maintained to a good quality.
The YMCA is in poor condition and in need of major upgrade or
replacement. It is a well located facility that provides an important
activity focus for surrounding communities, including for young and
older people. The facility is located on the boarder of the City of
Holdfast.
Cosgrove Hall is an ageing building that is not ideally located, and one
court halls are generally not viable for organised indoor sport. Broader
opportunities for community use will need to be considered.
Half Court
Direction
54 SPORTS FACILITIES FRAMEWORK

Half Court Direction
Introduction
The Direction for ‘half courts’ relates to all
hard surface areas that have a ring and
backboard for basketball or a ring for netball
to support these activities.
The City of Marion currently has 31 ‘half
courts’ spread across the City that aim to
provide an activity opportunity for children
and young people. Often these facilities are
linked to other recreation facilities such as a
playspace, cricket net or picnic facility.
Most of the City of Marion facilities comprise
of a small concrete slab in the shape of a
basketball key or a rectangular size no larger
than 8 metres by 8 metres. A number of the
key shaped facilities are only 6 metres by 4
metres.
Half courts

Outdoor Sports Courts Direction
Key Findings
The main findings relating to half courts are
summarised below.
Whilst ‘half courts’ are spread across the
City of Marion, some areas are lacking
facilities such as around Edwardstown,
Dover Gardens and Seacombe Heights.
Most ‘half courts’ are in lower profile locations
(e.g. smaller parks, residential streets).
There is a need to upgrade the surface and
backboards of a number of ‘half courts’
(around one half of the ‘half courts’ are in
need of upgrade).
Most ‘half court’ facilities are small and
there is potential to increase the size and
capacity of some to reflect the true key
size of a basketball court and enable larger
numbers of players.
In some locations there may be
opportunities to improve the connection
between ‘half courts’ and other facilities and
community buildings.
SPORTS FACILITIES FRAMEWORK
57

Outdoor Sports Courts Direction
Overriding Direction for Half Courts
The suggested overriding directions for ’half
courts’ are as follows:
Consider establishing additional ‘half courts’
in the Edwardstown, Dover Gardens and
Seacombe Heights areas linked to key
parks.
Maintain a good provision of half courts in
the southern planning area where there is
a larger proportion of children and young
people.
Do not establish additional ‘half courts’ in
the areas that are already well catered for
unless a new facility is replacing an existing
facility at a more appropriate location.
58 SPORTS FACILITIES FRAMEWORK
Consider removing ‘half courts’ that are
poorly located and where there is a good
provision in the area, e.g. the Marion House
site.
Upgrade backboards as required.
Upgrade surfaces as required and increase
the size of the half court where possible
taking into account community need and the
size of the reserve.

‘Other Active Recreation’ Facilities Direction‘
Introduction
The City of Marion provides a number of
In general the quality of many Other Active
area where there is a larger proportion of
children and young people.
The provision of skate and BMX facilities is
quite low given the number of children and
young people living in the Council area.
There is potential to provide additional
skate facilities, additional BMX and dirt
jump facilities, hard surface areas for long
boarding and other facilities such as exercise
equipment.
A number of the Other Active Recreation
facilities are in a lower profile location.
Connections with other facilities and activity
opportunities are often lacking.
There is potential to establish additional
community courts as suggested in the
Outdoor Sports Courts Direction.
Opportunities to establish facilities that will
improve female participation should also be
considered.
Overriding Direction for ‘Other Active Recreation’
Facilities
The suggested overriding directions for
Outdoor Sports Courts based on the need
and facility assessments are as follows:
Address quality issues. This could involve
upgrading some facilities and removing other
facilities that do not meet the communities
needs due to their quality or location.
Consider opportunities for additional ‘youth’
related facilities (BMX, skate, long board and
scooter oriented) in areas that are lacking
facilities and particularly where there are
larger numbers of children and young
people.
Consider establishing additional ‘other
active recreation’ facilities to support
physical activity by adults including exercise
equipment and community courts.
68 SPORTS FACILITIES FRAMEWORK
Consider establishing additional facilities
linked to some ‘Other Active Recreation’
facilities, such as picnic and toilet facilities
where appropriate and depending on the
reserve hierarchy.
Opportunities must be considered for
improving female participation.

Redesign the reserve to include two
‘open’ community courts (multi-
purpose) and an appealing park with
increased trees, irrigated grass, seating,
shelter and off road parking.
The area due to its demographic,
potentially has children and families
that would benefit from quality
community based facilities. Street
car parking is difficult.
The area requires increased access
to courts and also lacking open
space.
car park.
BMX is in good condition and
appears to be well used, but is
some distance from the skate
facility. There could be potential to
better connect these facilities.
However, the skate facility is ageing
poorly located behind the pool.
The two ‘eastern’ courts are
connected to an appealing
Implementation
76 SPORTS FACILITIES FRAMEWORK

Implementation
Council Support and
Commitment
Once adopted the Sports Facilities
Framework will enable sport and community
groups to identify and consider opportunities
to improve sports facilities. The directions
in the Framework have been designed to
encourage sport and community groups
to embrace strategic directions and work
towards achieving the outcomes of the
Framework in partnership with Council.
Endorsement of the document does not
imply that every direction in the Sports
Facilities Framework will be adopted or that
funding will be available to achieve the
directions. Instead, Council’s endorsement
will show an ‘in principle’ support for the
directions in the Sports Facilities Framework
and a willingness to pursue and evolve
directions as funding becomes available into
the future.
Focus on Types of
Facilities
Each of the ‘Types of Facilities’ are equally
important and the directions for each type of
facility will require implementation over time.
However, some types of facilities will require
a greater commitment of resources than
others and some will require partnerships
and state government funding in order to be
achieved while others can be addressed by
Council.
For example:
Sportsgrounds and outdoor sports courts are
an important priority as they cater for large
numbers of sports participants and are high
profile facilities. However, partnerships with
user groups and funding opportunities will
need to be sought to achieve improvements
and this may need to occur over a 10 year
period of time due to the number of facilities
and improvements required.
Indoor sport and recreation facilities also
cater for large numbers of users and are
highly valuable facilities. However, the cost
of major upgrade and facility development
can be very high and partnerships and
government funding will be essential to
achieve improvements and new facilities
over time.
Half courts and other active recreation
facilities are extremely important for
providing informal sport and recreation
opportunities for the broad community.
They are particularly valuable for children
and young people and contribute to
increasing physical activity and reducing
crime and vandalism (promoting communtiy
wellbeing). Providing and enhancing these
facilities is an ongoing responsibility for
Council and funding should be allocated to
address the gaps and improve facilities in
accordance with priorities and community
demands.
SPORTS FACILITIES FRAMEWORK
77

Implementation
Determining the Priorities
The Sports Facilities Framework highlights
the need to improve and provide a number
of sport and active recreation facilities, with
each ‘Type of Facility’ Direction identifying a
number of potential projects. The specific
priorities have not been identified in the
Sports Facilities Framework due to the
number and diversity of facilities involved.
An assessment of priority will therefore be
required as a ‘next step’ in consultation with
user groups.
78 SPORTS FACILITIES FRAMEWORK
To assist Council with the processes of
community engagement and determining
the priorities, a set of criteria is provided
below.
* Health and safety considerations, where
facilities with safety and risk issues are a
higher priority.
* Facility condition, where facilities that are
in a poor condition are a higher priority.
* Community value, where facilities that
benefit larger numbers of community
members or address a priority
community need are a higher priority.
* Hierarchy and catchment, where regional
and district facilities could be a higher
priority due to their wider catchment and
usage.
* Relevance to City of Marion and state
government planning and strategic
directions, where projects with a greater
relevance will be a higher priority.
* Partnership opportunities, where a
proposed contribution by sport and
community groups and other levels of
government could increase the priority.
* Cost and funding, where it may be
necessary to reduce the priority or defer
the improvement due to the cost of the
facility or a lack of available funding.

Sportsground Master Planning
The Sports Facilities Framework has
highlighted the need for master planning
to be undertaken for four higher level
sportsgrounds including:
Marion Sports & Community Club
Mitchell Park Sports and Community Club
Edwardstown Soldiers Memorial Recreation
Ground
The Cove Sports and Community Club
Master Plans are required to identify specific
improvements and enable the relocation
and redevelopment of some facilities. This
will progress the implementation of the
Sports Facilities Framework.
SPORTS FACILITIES FRAMEWORK
79

Implementation
Ongoing Review and Evolution
The Sports Facilities Framework should
be reviewed on an ongoing basis and
could further evolve following community
engagement and consideration of priorities
and funding.
A review of the implementation status and
priorities should occur every 12 months and a
detailed review of the directions should occur
at least every 5 years.
80 SPORTS FACILITIES FRAMEWORK

Funding and Partnership Opportunities
The City of Marion has established a
Community Facilities Partnership Program
that enables sport and community groups
to seek funding from Council to achieve
improvements to facilities. The Sports
Facilities Framework can be used to
influence sport and community groups
to seek funding and contribute to facility
improvements that are identified in the
Framework. This will ensure that common
goals are achieved and Council funding
will be directed to improvements that are
supported by Council and that will benefit
the community.
A number of the directions and projects
identified in the Sports Facilities Framework
will be difficult to achieve without additional
funding from the state and federal
governments or sporting bodies. Grant
funding will therefore need to be sought
through Council or sport and community
groups to contribute to achieving the Sports
Facilities Framework.
SPORTS FACILITIES FRAMEWORK
81

Implementation
The ‘Next Steps’
Following Council endorsement it will
be essential to undertake community
engagement with sport and community
groups that could contribute to achieving
directions in the Framework. This will include
consulting with sportsground and facility
users and managers, including as part of
master planning projects.
The main purpose of the community
engagement will be to work in partnership
with the Community to understand
their desires and aspirations for facility
developments.
