Introduction<br />
About the <strong>Sports</strong> <strong>Facilities</strong><br />
<strong>Framework</strong><br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> provides<br />
a strategic direction for the provision and<br />
enhancement <strong>of</strong> sporting facilities across<br />
the <strong>City</strong> <strong>of</strong> <strong>Marion</strong> into the future. The<br />
<strong>Framework</strong> will assist Council to determine<br />
future resource requirements and the<br />
prioritisation <strong>of</strong> facility projects.<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> provides a<br />
resource for Council to facilitate stakeholder<br />
and community engagement and directly<br />
involve them in the planning <strong>of</strong> facilities. The<br />
directions highlighted in the framework are<br />
intended as a guide and it is expected the<br />
directions will further evolve following the<br />
stakeholder and community engagement<br />
process.<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> will assist<br />
sporting groups to pursue grant funding and<br />
work towards achieving quality facilities in<br />
partnership with Council.<br />
4 SPORTS FACILITIES FRAMEWORK<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> is based<br />
on an analysis <strong>of</strong> demand and supply that<br />
considers the status <strong>of</strong> the asset, the potential<br />
needs and values <strong>of</strong> communities and<br />
broader strategic directions and objectives.<br />
The focus <strong>of</strong> the <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong><br />
is broad with ‘sports facilities’ including<br />
sportsgrounds, outdoor courts, indoor<br />
sport and recreation facilities, and informal<br />
sporting structures such as skate parks, BMX,<br />
half courts and cricket nets.<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> comprises<br />
two reports as highlighted in the diagram.<br />
The main report is the <strong>Strategic</strong> <strong>Directions</strong><br />
Report which is informed by the Background<br />
and Analysis Report. The Background and<br />
Analysis Report provides information and a<br />
rationale for the directions in the <strong>Strategic</strong><br />
<strong>Directions</strong> Report.<br />

The term sportsground refers to large sports<br />
complexes that include playing fields as well<br />
as other sporting facilities, club rooms and<br />
amenities. The sportsgrounds in the <strong>City</strong> <strong>of</strong><br />
<strong>Marion</strong> are listed below:<br />

<strong>City</strong>. A summary <strong>of</strong> the key findings drawn<br />
from the Background and Analysis Report is<br />
provided as background information for the<br />
directions.<br />

Key Findings<br />
The main findings relating to sportsgrounds<br />
are summarised below and a detailed<br />
analysis is provided in the Background and<br />
and Analysis Report.<br />
Overall the <strong>City</strong> <strong>of</strong> <strong>Marion</strong> is a low provision<br />
<strong>of</strong> ovals and playing fields. In general, it will<br />
be important to identify opportunities for<br />
additional open spaces for sport. This may<br />
include investigating opportunities to access<br />
school facilities.<br />
The southern part <strong>of</strong> the <strong>City</strong> has particularly<br />
low provision in playing ovals and fields and<br />
has potential for another sportsground to be<br />
established in the south in future years.<br />
The <strong>Marion</strong> <strong>Sports</strong> Complex is the major<br />
regional sporting facility in the <strong>City</strong> <strong>of</strong> <strong>Marion</strong>.<br />
Edwardstown Oval, The Cove, Mitchell<br />
Park Oval and Glandore Oval are also key<br />
facilities with potential to draw from a wide<br />
catchment.<br />
There is potential to improve the quality and<br />
function <strong>of</strong> all sportsgrounds in the <strong>City</strong> <strong>of</strong><br />
<strong>Marion</strong>.<br />
There is potential to improve the following<br />
types <strong>of</strong> facilities at most sportsgrounds:<br />
- Field and security lighting<br />
- Club buildings<br />
- Playing field surface<br />
(although most are good quality)<br />
Some sportsgrounds are limited in<br />
their development potential due to size<br />
constraints. Most sportsgrounds have single<br />
ovals which limits the flexibility and scope <strong>of</strong><br />
the sportsgrounds.<br />
Most sportsgrounds require improvements to<br />
available <strong>of</strong>f road car parking<br />
All <strong>of</strong> the sportsgrounds are important<br />
facilities that contribute to achieving Council<br />
and State objectives.<br />
The <strong>City</strong> <strong>of</strong> <strong>Marion</strong> has 4 Council owned<br />
lawn bowls facilities and 1 croquet facility<br />
and each <strong>of</strong> these would benefit from<br />
some enhancements, particularly to ageing<br />
buildings.<br />

The suggested overriding directions for <strong>Sports</strong>grounds based on the need and facility<br />
assessments are as follows:<br />
Retain and recognise the value <strong>of</strong> all existing sportsgrounds in the <strong>City</strong> <strong>of</strong> <strong>Marion</strong>.<br />
In consultation with the user groups develop and manage sportsgrounds within a hierarchy<br />

and the community. The Master Planning<br />
should consider opportunities for increased<br />
playing fields and enhanced shared-use<br />
clubrooms, amenities and facilities with the<br />
aim to establish quality community and<br />
sports hubs.<br />
Place an emphasis on:<br />
- Improving lighting quality in accordance<br />
with hierarchy (Mitchell Park Oval is a<br />
particular priority)<br />
- Improving clubroom and amenity quality<br />
- Addressing car parking issues as part <strong>of</strong><br />
any sportsground redesign or upgrade<br />
- Enhance the quality and function <strong>of</strong> the<br />
lawn bowls clubs and croquet club. This<br />
includes enhancing the connection <strong>of</strong><br />
some facilities within sportsgrounds.<br />

This will require a Master Plan exercise. The cycle<br />
velodrome should be retained and enhanced in<br />
quality.<br />
High pr<strong>of</strong>ile location that already caters for a<br />
range <strong>of</strong> sports and has a major sports club<br />
facility that is pr<strong>of</strong>essionally managed.<br />
The basketball facility is in poor condition.<br />
There is potential to increase the number <strong>of</strong><br />
courts to provide a regional focus for tennis.<br />
Potential to redesign the complex to increase the<br />
number and flexibility <strong>of</strong> playing fields.<br />
The inclusion <strong>of</strong> netball would support a<br />
diversity <strong>of</strong> sports provision and encourage multi<br />
use facilities<br />
The existing main clubroom is aging and has<br />
design issues. The site lacks permeability and<br />
access points and there is potential to increase<br />
use <strong>of</strong> the facility through passive recreation<br />
opportunities and increased community access.<br />
Ideally the cricket nets would be linked to the<br />
oval.<br />

consultation with the club before determining a<br />
direction.<br />
A Master Plan in consultation with the sporting clubs<br />
will be required.<br />
Maintain the sportsground as a quality facility that<br />
caters for higher level sports. There is a number <strong>of</strong><br />
small buildings on the site and opportunities for facility<br />
improvements should be considered in consultation<br />
with the user groups.<br />
The facilities at the sportsground are<br />
disconnected and there is a lack <strong>of</strong> playing<br />
fields in the region.<br />
There is no similar BMX facility in the region<br />
and care should be taken in determining a<br />
direction to ensure the sport continues to be<br />
supported.<br />
The main clubroom building is well<br />
maintained and designed.<br />
There are a number <strong>of</strong> small sheds and<br />
buildings that require upgrading.<br />
The netball courts are in need <strong>of</strong> upgrade and<br />
opportunities to link the facility with more<br />
accessible car parking should be considered.<br />

standard and redesign the clubroom to establish a<br />
better connected facility. Consider opportunities that<br />
will maximise the use <strong>of</strong> both the buildings and the<br />
open space areas.<br />
Undertake improvements to the existing club facility<br />
to support the user groups and address storage and<br />
change room issues. Development <strong>of</strong> additional club<br />
facilities is unlikely to be appropriate due to the small<br />
size <strong>of</strong> the site.<br />
The existing facilities are in relatively good<br />
condition, however some improvements are<br />
needed to enable sporting and community<br />
groups to further develop. The Mitchell Park<br />
population is expected to expand over the<br />
next 20 years and the community will require<br />
access to high quality sporting facilities.<br />
A minor district hierarchy is suggested due<br />
to the small site, residential setting and<br />
‘border’ location. As a minor district facility,<br />
the Plympton Oval does not justify a major<br />
upgrade. However, the oval receives high use<br />
and as such improvements to the existing<br />
facilities are appropriate.<br />

There may be opportunities to re-design the facility<br />

could involve connecting the oval with the outdoor<br />
courts and improve access to car parking.<br />
Capella Reserve Neighbourhood Improve the quality, design and connection <strong>of</strong> the<br />
amenity building to the playing fields. This is likely<br />
to require replacing the building with a club facility<br />
that provides a viewing area and meeting space as<br />
well as change rooms and toilets.<br />
In doing so, strengthen the link between the<br />
clubroom facility and the car parking. This could<br />
involve relocating the clubroom or extending the<br />
car park area.<br />
The existing club facility requires upgrading<br />
and improved car parking.<br />
The club facility is located away from the<br />
reserve entrance and car parking and it is<br />
poor quality and poorly designed (with no<br />
windows and a cage around the balcony).<br />

The main findings relating to indoor sports<br />
facilities are summarised below.<br />
There is a lack <strong>of</strong> indoor sports facilities<br />
in the southern part <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Marion</strong>.<br />
However, it may not be feasible to establish<br />
another facility in the south and instead it<br />
may be better to improve and expand the<br />
scope <strong>of</strong> the <strong>Marion</strong> Basketball Stadium to<br />
contribute to meeting community needs in<br />
the south.<br />
The spread <strong>of</strong> small numbers <strong>of</strong> courts<br />
across the <strong>City</strong> is not ideal from a<br />
competition sports perspective. Ideally at<br />
least one facility would be larger to provide<br />
a base for competition basketball and<br />
other indoor sports. Having said this, the<br />
provision <strong>of</strong> indoor courts across the <strong>City</strong><br />
supports other sports and activities and<br />
ensures equitable access to facilities.<br />
<strong>Marion</strong> Basketball Stadium requires<br />
upgrading as a priority to support its<br />
activities.<br />
Whilst the Glengowrie YMCA Hall is on<br />
the north western border <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />
<strong>Marion</strong>, the facility is well used despite its<br />
poor condition and the surrounding area<br />
is generally lacking other sport and active<br />
recreation facilities. Improvements to this<br />
facility are therefore justified.<br />

The suggested overriding directions for<br />

Improve the quality and scope <strong>of</strong> indoor<br />
sports facility provision in general<br />
(recognising that all <strong>of</strong> the existing facilities<br />
could benefit from some enhancement).<br />
Establish one major regional indoor<br />
sports facility towards the centre <strong>of</strong> the<br />
<strong>City</strong> <strong>of</strong> <strong>Marion</strong> that has a strong focus on<br />
organised sport and the capacity to draw<br />
people from across and beyond the local<br />
government area. This facility could replace<br />
some existing facilities including the <strong>Marion</strong><br />
Basketball Stadium and Cosgrove Hall (for<br />
indoor sport).<br />
Provide strategically located district level<br />
indoor sport and fitness facilities in the north<br />
and south by enhancing the scope and role<br />

good standard to continue to cater for gymnastics and other<br />
sports to a high level.<br />
Glengowrie YMCA Hall Consider upgrading the Glengowrie YMCA Hall to provide a<br />
quality community recreation facility. The proximity to the <strong>City</strong><br />
<strong>of</strong> Holdfast suggests there could be potential for a partnership<br />
with the facility upgrade.<br />
Cosgrove Hall Maintain Cosgrove Hall as a safe and appealing secondary<br />
indoor sport and recreation facility in the short term. Longer<br />
term opportunities should be developed in consultation with<br />
the user groups.<br />
The existing basketball stadium is in poor condition, there is a need<br />
for larger run <strong>of</strong>f areas and improved amenities. In addition, there<br />
is potential demand for additional courts to cater for basketball and<br />
other sports. Basketball SA and the <strong>Marion</strong> <strong>Sports</strong> & Community Club<br />
are keen to review the existing facility and it is timely to assess the<br />
opportunities to create a quality regional facility in the area that will<br />
also help compensate for a lack <strong>of</strong> indoor sport facilities in the south.<br />
The <strong>Marion</strong> Leisure and Fitness Centre is beginning to age and there<br />
is potential for some improvement to the facility’s design and quality.<br />
The location and pr<strong>of</strong>ile <strong>of</strong> this facility justify maintaining a high quality<br />
facility to support the district.<br />
The <strong>Marion</strong> Leisure Centre Koorana provides a key facility for<br />
gymnastics and should be maintained to a good quality.<br />
The YMCA is in poor condition and in need <strong>of</strong> major upgrade or<br />
replacement. It is a well located facility that provides an important<br />
activity focus for surrounding communities, including for young and<br />
older people. The facility is located on the boarder <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />
Holdfast.<br />
Cosgrove Hall is an ageing building that is not ideally located, and one<br />
court halls are generally not viable for organised indoor sport. Broader<br />
opportunities for community use will need to be considered.<br />

hard surface areas that have a ring and<br />
backboard for basketball or a ring for netball<br />
to support these activities.<br />
The <strong>City</strong> <strong>of</strong> <strong>Marion</strong> currently has 31 ‘half<br />
courts’ spread across the <strong>City</strong> that aim to<br />
provide an activity opportunity for children<br />
and young people. Often these facilities are<br />
linked to other recreation facilities such as a<br />
playspace, cricket net or picnic facility.<br />
Most <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Marion</strong> facilities comprise<br />
<strong>of</strong> a small concrete slab in the shape <strong>of</strong> a<br />
basketball key or a rectangular size no larger<br />
than 8 metres by 8 metres. A number <strong>of</strong> the<br />
key shaped facilities are only 6 metres by 4<br />
metres.<br />

Commitment<br />
Once adopted the <strong>Sports</strong> <strong>Facilities</strong><br />
<strong>Framework</strong> will enable sport and community<br />
groups to identify and consider opportunities<br />
to improve sports facilities. The directions<br />
in the <strong>Framework</strong> have been designed to<br />
encourage sport and community groups<br />
to embrace strategic directions and work<br />
towards achieving the outcomes <strong>of</strong> the<br />
<strong>Framework</strong> in partnership with Council.<br />
Endorsement <strong>of</strong> the document does not<br />
imply that every direction in the <strong>Sports</strong><br />
<strong>Facilities</strong> <strong>Framework</strong> will be adopted or that<br />
funding will be available to achieve the<br />
directions. Instead, Council’s endorsement<br />
will show an ‘in principle’ support for the<br />
directions in the <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong><br />
and a willingness to pursue and evolve<br />
directions as funding becomes available into<br />
the future.<br />
Focus on Types <strong>of</strong><br />
<strong>Facilities</strong><br />
Each <strong>of</strong> the ‘Types <strong>of</strong> <strong>Facilities</strong>’ are equally<br />
important and the directions for each type <strong>of</strong><br />
facility will require implementation over time.<br />
However, some types <strong>of</strong> facilities will require<br />
a greater commitment <strong>of</strong> resources than<br />
others and some will require partnerships<br />
and state government funding in order to be<br />
achieved while others can be addressed by<br />
Council.<br />
For example:<br />
<strong>Sports</strong>grounds and outdoor sports courts are<br />
an important priority as they cater for large<br />
numbers <strong>of</strong> sports participants and are high<br />
pr<strong>of</strong>ile facilities. However, partnerships with<br />
user groups and funding opportunities will<br />
need to be sought to achieve improvements<br />
and this may need to occur over a 10 year<br />
period <strong>of</strong> time due to the number <strong>of</strong> facilities<br />
and improvements required.<br />
Indoor sport and recreation facilities also<br />
cater for large numbers <strong>of</strong> users and are<br />
highly valuable facilities. However, the cost<br />

Half courts and other active recreation<br />
facilities are extremely important for<br />

and young people and contribute to<br />
increasing physical activity and reducing<br />
crime and vandalism (promoting communtiy<br />
wellbeing). Providing and enhancing these<br />
facilities is an ongoing responsibility for<br />
Council and funding should be allocated to<br />
address the gaps and improve facilities in<br />
accordance with priorities and community<br />

Implementation<br />
Determining the Priorities<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> highlights<br />
the need to improve and provide a number<br />
<strong>of</strong> sport and active recreation facilities, with<br />
each ‘Type <strong>of</strong> Facility’ Direction identifying a<br />
number <strong>of</strong> potential projects. The specific<br />
priorities have not been identified in the<br />
<strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> due to the<br />
number and diversity <strong>of</strong> facilities involved.<br />
An assessment <strong>of</strong> priority will therefore be<br />
required as a ‘next step’ in consultation with<br />
user groups.<br />

To assist Council with the processes <strong>of</strong><br />
community engagement and determining<br />
the priorities, a set <strong>of</strong> criteria is provided<br />
below.<br />
* Health and safety considerations, where<br />
facilities with safety and risk issues are a<br />
higher priority.<br />
* Facility condition, where facilities that are<br />
in a poor condition are a higher priority.<br />
* Community value, where facilities that<br />
benefit larger numbers <strong>of</strong> community<br />
members or address a priority<br />
community need are a higher priority.<br />
* Hierarchy and catchment, where regional<br />
and district facilities could be a higher<br />
priority due to their wider catchment and<br />
usage.<br />
* Relevance to <strong>City</strong> <strong>of</strong> <strong>Marion</strong> and state<br />
government planning and strategic<br />
directions, where projects with a greater<br />
relevance will be a higher priority.<br />
* Partnership opportunities, where a<br />
proposed contribution by sport and<br />
community groups and other levels <strong>of</strong><br />
government could increase the priority.<br />
* Cost and funding, where it may be<br />
necessary to reduce the priority or defer<br />
the improvement due to the cost <strong>of</strong> the<br />
facility or a lack <strong>of</strong> available funding.
<strong>Sports</strong>ground Master Planning<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> has<br />
highlighted the need for master planning<br />
to be undertaken for four higher level<br />
sportsgrounds including:<br />
<strong>Marion</strong> <strong>Sports</strong> & Community Club<br />
Mitchell Park <strong>Sports</strong> and Community Club<br />
Edwardstown Soldiers Memorial Recreation<br />
Ground<br />
The Cove <strong>Sports</strong> and Community Club<br />
Master Plans are required to identify specific<br />
improvements and enable the relocation<br />
and redevelopment <strong>of</strong> some facilities. This<br />
will progress the implementation <strong>of</strong> the<br />
<strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong>.<br />

Ongoing Review and Evolution<br />
The <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong> should<br />
be reviewed on an ongoing basis and<br />
could further evolve following community<br />
engagement and consideration <strong>of</strong> priorities<br />
and funding.<br />
A review <strong>of</strong> the implementation status and<br />
priorities should occur every 12 months and a<br />
detailed review <strong>of</strong> the directions should occur<br />
at least every 5 years.<br />

Funding and Partnership Opportunities<br />
The <strong>City</strong> <strong>of</strong> <strong>Marion</strong> has established a<br />
Community <strong>Facilities</strong> Partnership Program<br />
that enables sport and community groups<br />
to seek funding from Council to achieve<br />
improvements to facilities. The <strong>Sports</strong><br />
<strong>Facilities</strong> <strong>Framework</strong> can be used to<br />
influence sport and community groups<br />
to seek funding and contribute to facility<br />
improvements that are identified in the<br />
<strong>Framework</strong>. This will ensure that common<br />
goals are achieved and Council funding<br />
will be directed to improvements that are<br />
supported by Council and that will benefit<br />
the community.<br />
A number <strong>of</strong> the directions and projects<br />
identified in the <strong>Sports</strong> <strong>Facilities</strong> <strong>Framework</strong><br />
will be difficult to achieve without additional<br />
funding from the state and federal<br />
governments or sporting bodies. Grant<br />
funding will therefore need to be sought<br />
through Council or sport and community<br />
groups to contribute to achieving the <strong>Sports</strong><br />
<strong>Facilities</strong> <strong>Framework</strong>.<br />

The ‘Next Steps’<br />
Following Council endorsement it will<br />
be essential to undertake community<br />
engagement with sport and community<br />
groups that could contribute to achieving<br />
directions in the <strong>Framework</strong>. This will include<br />
consulting with sportsground and facility<br />
users and managers, including as part <strong>of</strong><br />
master planning projects.<br />
The main purpose <strong>of</strong> the community<br />
engagement will be to work in partnership<br />
with the Community to understand<br />
their desires and aspirations for facility<br />
developments.<br />
