<strong>Tennis</strong> <strong>SA</strong> 2012 Winter Pennant<br />

All matches shall be played in accordance with the Rules<br />

of <strong>Tennis</strong> as adopted by <strong>Tennis</strong> <strong>SA</strong> Inc and according to<br />

current <strong>Tennis</strong> Australia instructions on Etiquette and<br />

Code of Conduct. Team Captains are expected to apply<br />

these rules and to exercise control over their own players<br />

in all respects relating to match play, discipline, sportsmanship,<br />

etc.<br />

By - Laws<br />

1. MANAGEMENT:<br />

• The Winter Pennant Committee of Management shall<br />

control all matches and resolve all disputes.<br />

2. ELIGIBILITY / REGISTRATIONS / CLEARANCES:<br />

• This is a TENNIS <strong>SA</strong> conducted competition.<br />

• All players must be registered (if not already so) with<br />

<strong>Tennis</strong> <strong>SA</strong> after playing three (3) matches.<br />

• Players must be registered with <strong>Tennis</strong> <strong>SA</strong> to<br />

compete in finals<br />

• New players shall be nominated on the bottom of<br />

the score sheet at the time of their first match<br />

• All information must be supplied<br />

• PENALTY for not nominating: Loss of two premiership<br />

points per match played.<br />

• Newly nominated players who substantially alter the<br />

general standard of the team as originally graded,<br />

may not be accepted by the Committee.<br />

• Penalty – Loss of sets played by that player. Teams<br />

may check with relevant Recording Secretary<br />

regards qualification, by phone before 7pm Thursday<br />

night prior to match.<br />

• No player is permitted to move over more than one<br />

player, either up or down, without permission of the<br />

relevant Recording Secretary. Penalty to be decided<br />

by Committee<br />

• No player shall play for more than one club in any<br />

one series unless with a written clearance <strong>from</strong> that<br />

club and the written approval of the Committee. No<br />

clearance will be approved after four programmed<br />

matches. PENALTY: Loss of all sets played by offending<br />

player<br />

• Where a club has two (2) teams in a division; once a<br />

player has played four (4) matches in one team, that<br />

player cannot transfer to the other team without the<br />

written approval of the Committee. PENALTY: Loss of<br />

all sets played by offending player<br />

• TENNIS <strong>SA</strong> blacklisted players are not permitted to<br />

play. PENALTY: Loss of four (4) premiership points.<br />

3. COURTS:<br />

• Courts will not be accepted unless they are of good<br />

standard with lines clearly defined and good quality<br />

nets with straps. Court drying equipment must be<br />

available<br />

• No player can be forced to play on unsafe wet courts<br />

or when rain is falling.<br />

• <strong>Club</strong>s playing on synthetic grass or clay courts,<br />

which are unable to be used due to waterlogging,<br />

will forfeit unless suitable alternative courts are<br />

provided for the match.<br />

• In-door courts will not be accepted or used, except<br />

with prior written approval of the Committee.<br />

• The Committee reserves the right to refuse any<br />

courts considered unsuitable.<br />

4. MATCH PROCEDURE<br />

• Matches to commence at 1.00pm.<br />

• Players shall be listed in order of merit on the score<br />

sheet. Captains shall exchange score sheets with<br />

players listed before match commences.<br />

• Singles Competition: Teams may consist of up to 6<br />

players with the fifth and sixth players being able to<br />

play in the singles.. Doubles – Best of 2 tiebreak sets<br />

(12 point tiebreak at 6 all, 1st to 7 points with advantage<br />

of 2) with third set if required being a match<br />

tiebreak (first to 10 points with an advantage of 2<br />

points, record score as 7-6). Singles – Best of 3 set<br />

rubber (12 point tiebreaker at 6 all, first to 7 points<br />

with advantage of 2).<br />

• Doubles shall be played first in all divisions except<br />

Premier Division – Singles first.<br />

• Players not present and ready to play by 1.15pm<br />

shall forfeit their doubles.<br />

• Any team with less than 4 players present at<br />

2.00pm shall forfeit singles <strong>from</strong> the lowest position.<br />

(except Premier Division.)<br />

• Doubles only Competition: Teams may consist of up<br />

to 5 players, see reference sheet for order to be used<br />

in rotation for 5 players. The rotations for 4 players<br />

are;<br />

Rotation 1 - 1 & 2 v 1 & 2 3 & 4 v 3 & 4<br />

Rotation 2 – 1 & 3 v 1 & 3 2 & 4 v 2 & 4<br />

Rotation 3 - 1 & 4 v 1 & 4 2 & 3 v 2 & 3<br />

• Mens matches shall be of 2 sets – 12 point tie-break<br />

to be played at 6 all, a total of 12 sets.<br />

• Womens matches shall be 1 set – 12 point tie-break<br />

to be played at 8 all, a total of 6 sets.<br />

• Players not present and ready to play by 1.15pm<br />

shall forfeit their first 2 sets for men and first set for<br />

women.<br />

• Players not present and ready to play by 2.00pm<br />

shall forfeit all sets.<br />

5. TEAM FORFEITS:<br />

• In singles and doubles matches a team receiving a<br />

forfeit shall receive 10 points, 6 rubbers, 12 sets and<br />

72 games. In doubles only mens matches a team<br />

receiving a forfeit shall receive 16 points, 12 sets, and<br />

72 games. In doubles only womens matches a team<br />

receiving a forfeit shall receive 10 points, 6 sets, and<br />

54 games.<br />

• The team forfeiting a match shall advise their opponents<br />

as early as possible prior to the match and<br />

forward a written explanation to the Recording<br />

Secretary within three days. The team receiving the<br />

forfeit shall forward a completed score sheet to claim<br />

their points.<br />

• Any team forfeiting three matches may be removed<br />

<strong>from</strong> the competition.<br />

6. TENNIS BALLS:<br />

• Only <strong>Tennis</strong> Australia approved balls may be used.<br />

• Minor rounds – Home teams to provide approved<br />

new balls irrespective of court surface. A minimum<br />

of 8 for Open Divisions and a minimum of 6 for<br />

all other divisions. Premier Division home teams to<br />

supply a minimum of 16 balls<br />

• Major rounds – Each team shall provide 4 new balls<br />

and each Premier Division team to provide a minimum<br />

of 8 balls.<br />

7. SCORING:<br />

• In Singles Competition, matches shall be decided<br />

by rubbers, where rubbers are even, by sets and<br />

where sets are even, by games. Four points shall be<br />

awarded for a win and two points for a draw, plus<br />

one point for each rubber won.<br />

• In Doubles Only Competition, four points to be<br />

awarded for a win and two for a draw, plus one point<br />

for each set won.<br />

8. FORWARDING AND RECORDING OF RESULTS:<br />

• Each captain shall, on completion of match,<br />

complete their score sheet, have same signed<br />

by opposing captain and forward results to reach<br />

Recording Secretary before 7.00pm the following<br />

Tuesday.<br />

• PENALTY: Loss of all points for that match.<br />

• PHONE SUNDAY MAIL: Winning captains are to<br />

phone results to the Sunday Mail as soon as possible<br />

after 5.00pm and no later than 6.45pm on Saturday<br />

night.<br />

• WEB RESULTS: All teams shall logon to the system<br />

Friday or before 7.00pm Saturday and name their<br />

team each week. This enables the efficient entering<br />

of results. The home team of each round shall<br />

enter results by no later than 5.00 pm on the Monday<br />

following the match. The away team may confirm or<br />

dispute the match results by 5.00 pm on the Wednesday<br />

following the match.<br />

• PENALTY: Loss of 2 points to the home team not<br />

entering results by 5.00 pm Monday after the<br />

match.<br />

9. DISPUTES.<br />

• All reports, disputes or complaints must be made in<br />

writing (not on match score sheet).<br />

• Such correspondence must go to the Winter<br />

Competition Coordinator by 7.00pm on the Tuesday<br />

following the match and must be signed by the<br />

team contact. <strong>Club</strong> contact to send confirmation<br />

letter to Winter Competition Coordinator by Thursday<br />

post or email to tallen@tennis.com.au.<br />

10. WEATHER CONDITIONS:<br />

• Weather cancellations will be made at the discretion<br />

of the Chairperson in consultation with other<br />

Committee members as deemed necessary.<br />

• To check on match cancellations phone 8411 1512<br />

after 11.00am on match day or check on website<br />

http://sites.google.com/site/winterpennant/ (do<br />

not include www), or link at www.tennis.com.au/<br />

sa>Competitions>Winter Pennant. Unless such<br />

an announcement is made, players must be present<br />

on time. Any minor round match cancelled in<br />

accordance with this rule shall be deleted <strong>from</strong> the<br />

programme.<br />

• Minor round matches shall be played on the day<br />

set down and the score at the finish of play on<br />

that day shall be reckoned as the final result of<br />

the match. Lights are not to be used, except for<br />

Premier League which may use lights. If no set is<br />

commenced by 3.00pm the match will be abandoned.<br />

If no set is completed by 4.00pm the match<br />

will be abandoned. Teams must submit score sheet<br />

as usual. IIf 50% or more of matches in a Division<br />

have achieved a result, Premiership Points will be<br />

allocated and in these Divisions the matches that<br />

did not achieve a result will be allocated points<br />

for Rubbers/Sets won (where applicable), plus 2<br />

Premiership Points.<br />

• Major round matches, If no set commenced by<br />

3.00pm the match will be abandoned unless by<br />

mutual agreement. If no rubber in singles competition<br />

or first rotation in doubles competition is<br />

completed by 4.00pm the match will be abandoned<br />

unless by mutual agreement. Teams must submit<br />

score sheet as usual.<br />

• Semi-finals will be played on scheduled day and<br />

if a result is achieved that will stand, if no result<br />

achieved the higher placed team at the conclusion<br />

of the minor round will play in the Grand Final.<br />

• Grand Final matches will be played on scheduled<br />

day and if no result achieved play will continue on<br />

or before the following Saturday, times by mutual<br />

agreement, to be arranged before leaving the<br />

courts. The existing score stands and play continues<br />

<strong>from</strong> that score eg; if the game score is 3-1 then that<br />

set continues <strong>from</strong> 3-1. The same players must play<br />

If no result achieved after second week the higher<br />

placed team at the conclusion of the minor round<br />

will be declared Premiers.<br />

• Lights may be used to complete MAJOR ROUND<br />

matches.<br />

11. QUALIFICATION FOR MAJOR ROUND.<br />

• To play in any major round match in a particular<br />

competition, a player must have played the<br />

required number of minor round matches in that<br />

grade or a lower grade. Five matches required for<br />

Divisions that play 13 or 14 matches. Four matches<br />

required for Divisions that play 12 or less matches .<br />

• Each team taking part in major round matches shall<br />

forward a list of players, including reserves, showing<br />

doubles and singles in order, to reach the.<br />

• Recording Secretary on the MONDAY immediately<br />

before the day of match.<br />

• Only listed players shall take part in the match and<br />

players MUST play in the listed order. Teams not<br />

adhering to the approved order shall forfeit the<br />

match. Amended lists may be lodged for subsequent<br />

matches. The listed players shall be in the<br />

order played during the year.<br />

12. MAJOR ROUND.<br />

• The four leading teams at the end of the minor<br />

round shall play in the major round. The position of<br />

each team in the Singles Competition is decided by<br />

points, then rubbers, then sets, then games.<br />

• The position of each team in Doubles Only Competition<br />

is decided by points, then sets, then games.<br />

• Semi-Finals and Grand Finals are to be scheduled<br />

with higher ranked team playing at home courts<br />

where possible and at the discretion of Committee.<br />

Week 1. Semi-Final 1: 1v4<br />

Semi-Final 2: 2v3<br />

Week 2. Grand Final<br />

Winner of Semi-Final 1 v Winner of Semi-Final 2<br />

• In the event of a drawn match in the finals. (i.e.).<br />

Equal number of rubbers, sets and games, the winner<br />

shall be the higher placed team at the conclusion of<br />

the minor round.<br />

• The third Saturday will be reserved to complete<br />

Grand Finals matches not completed due to the<br />

weather.<br />

• All players will be expected to be available if this situation<br />

eventuates. See Rule 10 for further details.<br />

13. RECORDING SECRETARIES.<br />

• The Committee shall appoint Recording Secretaries<br />

as necessary<br />

• Fixtures, Results & Premiership Tables will be available<br />

on website. Go to www.tennis.com.au/<br />

sa>Competitions>Winter Pennant<br />

• They are authorised to resolve disputes, impose<br />

penalties as laid down in BY-LAWS or others in<br />

consultation with Disputes Chairperson. Such decisions<br />

to be presented to full Committee at next<br />

meeting<br />

• Teams or players have right of appeal to full Committee.<br />

14. DISPUTES<br />

• All disputes are to be forwarded to the Winter<br />

Competition Coordinator. Any dispute may be<br />

referred to the Disputes Committee consisting of<br />

the Winter Pennant Chairperson and the Recording<br />

Secretaries.<br />

15. APPEALS<br />

• Decisions of the committee may be appealed to the<br />

<strong>Tennis</strong> <strong>SA</strong> Disciplinary and Appeals committee.<br />

16. HONORARIA / EXPENSES.<br />

• Shall be paid as decided by Committee.<br />

17. AMENDMENTS TO BY-LAWS.<br />

• The Committee may repeal or amend the By-laws as<br />

necessary, for the management and well being of<br />

the competition. Any such change will be advised in<br />

the next newsletter or on the <strong>Tennis</strong> <strong>SA</strong> web-site.<br />

Code of Conduct<br />

All matches shall be played in accordance with the Rules<br />

of <strong>Tennis</strong> as adopted by TENNIS <strong>SA</strong> INC., and according to<br />

current TENNIS AUSTRALIA instructions on Etiquette and<br />

Code of Conduct. Team Captains are expected to exercise<br />

control over their own players in all respects relating<br />

to match play, discipline, sportsmanship, etc.<br />

The following Code Violations have been based on the<br />

<strong>Tennis</strong> Australia Code of Conduct.<br />

Code violations include:<br />

• Coaching of any type <strong>from</strong> any person while a set is<br />

in progress.<br />

• Audible Obscenity during any match within the<br />

precincts of the match.<br />

• Visible Obscenity during any match within the<br />

precincts of the match.<br />

• Physical Abuse of any official, opponent, spectator or<br />

other person.<br />

• Verbal Abuse of any official, opponent, spectator or<br />

other person.<br />

• Consumption of alcohol within court enclosure.<br />

• Playing while intoxicated by alcohol or other<br />

substances.<br />
