A QUARTERLY PUBLICATION OF THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT, REGION 10
JULY-SEPTEMBER 2007 VOL.3, NO. 3
PROV’L ALLIANCE BLDG KICKS-OFF
AT CAMIGUIN
The Province of Camiguin was the first kick-off point for the
Provincial Alliance Building program in region 10.
Held last September 21-22, 2007 the PAB orientation
workshop was attended by forty-five (45) municipal mayors,
local functionaries, planning officers, and other sectors from the
LGU.
During the opening program, newly-elected Governor Jurdin
Jesus Romualdo expressed his support to institutionalize the
PAB program in Camiguin.
Also present were the provincial directors and city directors
of DILG-10.
Said workshop covered four modules, namely: Laying the
Foundation for Effective and Efficient Transition, Building the
Team towards Synergy, Defining the Roadmap for the Province,
and Moving Forward through Synergy.
A briefing on the Joint Memorandum Circular No. 1 series of
2007 was also done by Director Carmelane Tugas of the Bureau
of Local Government and Finance (BLGF). She was joined by
other representatives from the Department of Budget and
Management and National Economic and Development
Authority.
PAB is an innovative feature of the Newly Elected Officials
(NEO) Orientation Program to bring about broad-based local
development via forging of alliances of the different stakeholders
such as the business sector and civil society members in the
province.
This specific feature is an opportunity for the provincial
governments to exercise its leadership role in determining
the provincial vision, mission and goals together with its
component cities and municipalities.
Last July 9-10, 2007, region 10 hosted
the Mindanao Peace and Security
Summit at the Pryce Plaza Hotel,
Cagayan de Oro. It was attended by
around 150 participants from all regions
in Mindanao. The affair was strongly
supported with the presence of President
Gloria Macapagal Arroyo and a number
of Cabinet members.
At the end of the summit, a
Mindanao Declaration on Peace and
Security were drawn up by the summit
participants in the form of a Resolution.
LEGAL
PARLANCE
by Atty. Ruby Ann P. Oblefias
Issue: Whether or not suspension from
office as Punong Barangay for ninety (90)
days can be considered as an interruption
in the continuity of service for one full term
for purposes of computing the threeconsecutive
term limit.
Opinion:
In reply thereto, please be informed that in
the cases of Lonzanida vs. COMELEC (July
28, 1999, G.R. No. 135150) and Borja vs.
COMELEC September 3, 1998, G.R. No.
133495), the Supreme Court ruled that there
are two conditions for the application of the
disqualification i.e (1) that the official
concerned has been elected for three
consecutive times to the same elective local
office; and (2) that he has fully served the
three (3) consecutive terms to that same
elective local office. It further ruled that
these two requisites must concur.
Hence, as applied to the given situation, it is
clear that the disqualification by reason of
the three consecutive term limit rule has not
set in because the Punong Barangay
concerned has not fully served the three
consecutive terms to the same elective local
office. The reason is obvious. The Punong
Barangay concerned was suspended from
office for ninety (90) days and therefore,
such suspension pursuant to a decision of
the Sangguniang Panlungsod has shorten
the one full term of his position as Punong
Barangay. This stand finds support in the
case of Joson vs. Torres (May 20, 1998)
where the Supreme Court ruled that local
elective officials have definite term of office
fixed by law and suspension or removal
definitely shortens this term.
Premises considered, the query is hereby
answered in the affirmative.
Peace and conflict impact assessment
(PCIA) capacitates local government units to
assess whether the pre-, during and post of
implementation of the programs, projects and
activities creates peace and prevents conflict.
The PCIA should be applied and considered
in planning, and other important functions of
governance in the LGU and the barangay. In as
much as DILG officers work with the local
government officials, they have to be equipped
on the knowledge and skills in applying PCIA
in local governance. ☺
A feedbacking followed afterwards,
wherein some questions were raised on the
the presence of PNP Camp Defense Plan,
the Keepers for Peace and Rescue Team
(KPART) Task Force and the Barangays’
TRAINING
The newly-elected officials (NEO)
orientation program was launched by
DILG-Camiguin, in coordination with the
LGUs and various leagues of the province.
The three phases of the program
included Knowing My LGU and the
National Vision, Part II: Knowing My Job
and Local Officials and Part III:
Executive - Legislative Agenda
Formulation.
DILG Provincial Director Nilo
Castañares issued a Memorandum dated
July 5, 2007 for the localization of the NEO
program in the province with the State of
Local Governance Report Utilization
conference as a kick-off activity. Phase 1
was successfully conducted in the five
municipalities. It was well participated
with the local officials and functionaries
as well as NGO and PO
representatives.
On the other hand, Phase II of the
program was successfully conducted last
August 17, 2007 at the SP Session Hall.
Participating municipal mayors
brought along their trusted focal persons
and MLGOOs to hopefully aid them in
carrying out their officials and ceremonial
questionnaire pilling up in the planning
The recent directive from the city
government rescinding the contracts of
Job Order personnel due to financial
concerns of the city has also affected the
CPDO’s editing pace of submitted
questionnaire. Most editors were actually
serving in job order status.
The City DILG then thought of
reducing the work overload of the few
remaining personnel working as editors at
CPDO. Considering that the LGU has the
largest population in Region 10, it
prompted the group to think that editing at
the barangay level would transform
CPDO’s tasks to reviewing of data from
edited questionnaire before final encoding
and digitizing.
Since the 1st training of enumerators
last year, 20% had completed the survey
questionnaire, waiting to be encoded &
digitized. This trend showed a notable
increase for the next four (4) months.
However, a month before the May 2007
election, submission of accomplished
questionnaire slowed down and, worse, a
number of enumerators became inactive.
To halt the trend, the Evaluation
Section of CPDO made follow-up letters,
barangay visits and set a new calendar of
activities.
The Editor’s Training aimed to help
CPDO in the efficient implementation of
CBMS. It also served as the prime mover
of the enumerators to cope with the
deadline set forth to their respective
Barangay and eliminates untimely
completion of survey questionnaires.
In his message during the opening
program, Mayor Constantino Jaraula
stressed how the “Love of Work” can make
a volunteer sustain the difficult tasks
during the survey.
The workshops incorporated in the
training focused on (a) Group Dynamics;
(b) Case Analysis and presentation of
outputs; (c) Lecture on common mistake
and errors; and (d) Actual editing by
individual participants. ☺ (By City DILG)
support eradication of any form of illegal
activities operating in the province. He
further encouraged LCEs to do the same
in their respective areas of responsibility.
Moreover, the honorable Governor
challenged the LCEs and Chiefs of Police
to make extra efforts to eradicate the
proliferation of illegal gambling activities
within five months starting the month of
August 2007. ☺ (By Gladys R. Ragandang)
direction of the Governor will
hopefully lead to a more coordinated
and integrated planning and budgeting
exercise at different LGU levels.
Moreover, this second phase of
NEO will initiate a process that would
foster cooperation on specific initiatives
involving the provincial, municipal
and component city governments as
well as stakeholders such as the
business sector and civil society
members in the province.
The PAB orientation will be
conducted through its four components
and these are: on the Workshop for
Provincial Planning and Development
Officers, Writing the State of Local
Governance Report, Workshop for
DILG Regional Offices with the NGAs,
and Workshop for Alliance Building.
URBAN SERVICES SUB-PROJECTS IN FULL IMPLEMENTATION
Eight (8) subprojects of the Mindanao Basic
Urban Services Sector Project are on-going
full implementation here in region 10,
supervised by the Department of the Interior
and Local Government (DILG) region 10
with its respective partner LGUs.
Said projects are the Catarman Public
Market in Camiguin, Kolambugan Civic
Auditorium in Lanao del Norte, Tangub City
Sports Complex, and Water Systems of the
municipalities of Impasugong, Alubijid, Jasaan
and Claveria. Some of these subprojects are
expected to be completed this year.
Of the twelve (12) existing subprojects
enrolled by LGUs of different cities and
municipalities in region 10, four subprojects
are already fully-operational and functional.
The completed projects are the Naawan Water
System in Misamis Oriental, Kapatagan
Municipal Hall in Lanao del Norte, the newly-
inaugurated Municipal Hall building of Jasaan,
CBMS module training continues
Last September 26-28, 2007, the office
conducted a three-day training on CBMS
Data Processing and Mapping. It was
participated in by planning officers and
CBMS focal persons of various LGUs from
the cities of Cagayan de Oro, Gingoog,
Tangub, Malaybalay and Valencia; and the
municipalities of Kibawe, Sumilao, Quezon,
Pangantucan, Kitaotao, Talakag, Maramag,
Damulog, Kalilangan and Manolo Fortich.
CBMS is an automated system that
processes data gathered from household
level and produces poverty maps for every
barangay. It is a tool in diagnosing poverty
that entails tedious process and large
amount of budget.
This monitoring system shall serve as
inputs to local policies and systems
Misamis Oriental and the heavy equipment
purchased by the local government unit of
Lugait, Misamis Oriental through MBUSSP.
Based from this fast and remarkable
status of implementation, the MBUSSP
program managers have made a readyreference
module intended for those LGUs
that are now operating and managing their
subprojects. Said module will now become an
integral part of the LGUs relentless pursuit
towards effective local governance.
MBUSSP was created by DILG to
provide decent living to the community by
means of constructing infrastructure projects
that will bring income and comfort to the
participating LGUs. This sector development
project also intends to provide institutional
capacity-building program by catering good
governance through the infrastructure
investment support provided by the MBUSSP
to the LGUs in Mindanao. ☺
… from Page 1 (Jasaan)
(MBUSSP) of the Department of the Interior and Local Government. The funding source of this
project is the Asian Development Bank (ADB), with the Land Bank of the Philippines (LBP) as
the conduit bank.
MBUSSP is a six-year sector development project of DILG which intends to provide
institutional capacity-building program and to pursue urban infrastructure investment support
to participating LGUs in Mindanao. This project also provides technical assistance and
advisory in services to these participating LGUs for essential urban infrastructure services.
DILG specifically assist the LGU concerned during the preparation of its feasibility
study, in the project implementation and management, and in the operation and maintenance of
the project after its completion.
The Jasaan municipal hall building started construction last September 01, 2006. DILG
Undersecretary Austere Panadero, Mrs. Cynthia Villar (Sec. Manny Villar’s wife), Director Paisal
Abutazil (DILG-Office of Project Development Services), DILG-10 Regional Director Quirino
Libunao, PNP-10 Regional Director Teodorico Capuyan and Norconsultant Herman Ongkiko were
among the distinguished guests present.
Aside from the municipal hall building, the local government of Jasaan had also enrolled its
Jasaan Water Supply System project for a loan under MBUSSP worth P33M. ☺
the lecture proper
supportive of the MDG responsive PPAs;
integration of sectors/MDG targets in local
plans and budgets; and adopting
innovations and good practices in service
deliveries.
DILG-10 Regional Director Quirino
Libunao reported that at present, all
municipalities of Camiguin and almost all
towns in Bukidnon have been oriented on
some of the modules of CBMS, including
cities of Valencia, Malaybalay, Cagayan de
Oro, Gingoog, Tangub, Oroquieta, Ozamiz
and Tangub.
Of the LGUs implementing CBMS, only
the five (5) municipalities of Camiguin
have completed the four Modules (Data
Collection; Data Encoding; Data
Processing and Ecological Profiling). The
rest of the LGUs are still on Data
Gathering and Encoding. ☺

SLGR WRITESHOP AND LGUIP APPLICATIONS TRAINING
FOR VISMIN HELD
Upon assumption to office, it is imperative
that the newly-elective local officials be
appraised of the obtaining conditions in their
respective locality. The State of Local
Governance Report (SLGR) is a concise and
comprehensive report of a local government
that will be useful to the said local officials.
To ensure that DILG will be able to
provide LGUs in Mindanao with quality
provincial SLGR, a writer’s workshop was
conducted.
Last August 13-15, 2007 in Cagayan de
Oro, an SLGR Writeshop was done
simultaneously with the training on LGUIP
Application Systems. It was attended by 21
SLGR writers from 21 provinces in regions
9,10,11,12 and 13.
The group took on several workshops
meant to enhance the preparation of LGPMS
provincial SLGRs.
On the other hand, 13 participants from
regions 6,7,8,10,11, 12 and 13 were trained to
fully operationalize the DILG portal. The Local
Government Unit Information Portal (LGUIP)
project aims to build an ICT infrastructure
that will serve as a single point of access to
DILG and LGU information and services.
Specifically, Lot 1 of this project focuses
on establishing the foundation of the said
portal and covers the acquisition of
equipment, enhancement of the DILG
website, development of application systems,
and training of personnel involved in the
maintenance and operation of the portal.
In the training, the group were trained
on the developed application systems such
as Content Management System, Personnel
Information System, Elective Local Officials
Profile Directory, Legal Services System,
GSIS Policy Loan System and Local
Government Executives Management
Information System.
Both activities are vital to the completion
of the LGUIP project and respond to the
technical writing skills requirements of
LGPMS provincial focal persons. ☺
website www.lgrc.dilg10.org, LGRC-10 will soon go to the direction into
becoming an interactive library.
However, LGRC goes beyond being a facility. Daphne Purnell, OIC
Chief of RITTD of Local Government Academy, pointed this out during
the press conference. She said “LGRC is also a concept for people to get
involve,” thus, the formation of MSAC.
Director Quirino Libunao, in his message, thanked the support of
the stakeholders. He announced that “this MOA signing jumpstarts the
building of a culture of learning in the region”.
LGRC is a dynamic, interactive and virtual program that contributes
to building DILG as a knowledge centric organization (KCO) and builds
learning communities that pursue local governance excellence
through knowledge sharing and innovation. ☺
MBUSSP MID-YEAR
ASSESSMENT AND
PLANNING WORKSHOP
In the past three (3) years since its first
implementation, the Mindanao Basic Urban
Services Sector Project (MBUSSP) had
completed numerous projects and had
capacitated the local government units with
their modular trainings on local
development planning and financial
resource mobilization.
To date, about P311M projects are ongoing
construction in region 10. Said region
has the most number of MBUSSP
enrolled and some were already
completed.
With this development, the Office of the
Project Development Services (OPDS)
headed by Director Paisal Abutazil,
conducted an MBUSSP mid-year
assessment and planning workshop in
Tagaytay City last August 1-3, 2007.
Members of Project Development
Management Unit (PDMU) from all six
regions in Mindanao and a number of
Project Development Office (PDO)
counterparts attended the said activity.
The group conducted a review and
validation regarding the progress of
MBUSSP implementation and its
accomplishments. They also assessed
some critical issues and concerns on
project implementation.
Director Abutazil gave encouraging
words to the MBUSSP implementers. In his
message he narrated the positive
impressions given by the donor institutions
(ADB, LBP and even NEDA).
Accordingly, the donor institutions were
very happy that DILG has implemented the
MBUSSP successfully.
Engr. Ananias Fernandez from the
OPDS discussed the Project Monitoring and
Information System (PMIS) which is now
currently on-going with its data collection
and updating. The PMIS is an automated
information system intended for MBUSSP
related activities, directory, information on
ADB mission visits, relevant documents,
LGUs socio economic profile and other
MBUSSP concerns. ☺
… from Page 8 (Stress)
Actually, we can overcome stress. Laughing is one
of the easiest and best ways to reduce stress. Share a
joke with a co-worker, watch a funny movie at home
with some friends, read the comics, and try to see the
humour in the situation.
Do learn to relax, have a stretch breaks.
You can take charge of your situation by taking 10
minutes at the beginning of each day to prioritize and
organize your day. At least, keep in mind to be realistic
about what you can change. ☺
R10 conducts Peace and
Conflict Impact Assessment
Seminar
Last September 4-7, 2007, a Peace and
Conflict Impact Assessment (PCIA) seminarworkshop
was conducted in Midway White
Beach Resort in Initao, Misamis Oriental.
Said activity was part of the implementation
of the Act for Peace programme partnership
project on “Strengthening Barangay
Governance of Peace and Development
Communities.”
Participants were members from the
Technical Advisory Group, DILG-ACT for
Peace regional focal operations group,
provincial focal persons and MLGOOs of the
pilot areas from Regions 9,10,11,12,and 13.
In general, the training helps develop the
capacities of DILG managers in the conduct
of Peace and Conflict Impact Assessment
processes in their areas of responsibility.
The group were taught on the dynamics
of conflict and conflict mapping, workshops
on PCIA steps and in mainstreaming PCIA
in LGUs. During the latter, the participants
 Page 3
Last September, Director Quirino Libunao
gave an enlightening and timely presentation
on STRESS MANAGEMENT.
You have heard every now and then of
the word “stress”. It’s becoming a by-word
among professionals in the workplace. Blame it
on stress, if somebody will suddenly snap your
head off or throw you furious looks.
Now, how can you define workplace
stress? Can "workplace stress" be
defined? Below are excerpts from the
Canadian Mental Health Association, "Sources
of Workplace Stress" Richmond, British
Columbia.
We hear a lot
about stress, but what
is it?
Taber's Cyclopedic
Medical Dictionary
defines stress as "the
result produced when a structure, system or
organism is acted upon by forces that disrupt
equilibrium or produce strain". In simpler terms,
stress is the result of any emotional, physical,
social, economic, or other factors that require a
response or change. It is generally believed
that some stress is okay (sometimes referred
to as "challenge" or "positive stress") but when
stress occurs in amounts that you cannot
handle, both mental and physical changes may
occur.
DILG DOMAIN
MBUSSP ORIENTS NEWLY ELECTED OFFICIALS
PROGRAM BENEFICIARIES
A select number of newly elected officials
of region 10 whose LGUs are beneficiaries
of Mindanao Basic Urban Services Sector
Project (MBUSSP) were oriented on
MBUSSP and its status by the officers of the
Office of Project Development Services
(OPDS) last July 23-24, 2007.
Present were Director Paisal Abutazil
of OPDS, and the MBUSSP team led by the
project manager Engr. Rolyn Zambales, and
Mr. Herman Ongkiko from Norconsul.
Director Abutazil pronounced that
Secretary Ronaldo Puno is “emphatic in
capacitating the LGUs”. He reiterated the Dir. Paisal Abutazil giving a message
role of DILG as prime mover in good governance. “DILG policies are transformed into
operational measures that are being undertaken through its bureaus and field offices,”
he added.
Director Quirino Libunao of DILG-10 stressed in his message how MBUSSP is a
very important program, thus, the Department saw the need to advocate it.
Ms. Gloria Magdale of the Land Bank of the Philippines and her staff were invited
to respond to some issues and concerns of the LGUs, particularly from the
municipalities of Claveria, Catarman and Impasugong.
The forum that transpired between LBP and the local functionaries was very
productive wherein most of the issues were directly settled.
Also presented in the orientation where components of MBUSSP and other
financing windows of the DILG which the LGU may avail off. This was discussed by
Ongkiko and Engr. Rogelio Sumngat. ☺
WHAT IS WORKPLACE STRESS?
"Workplace stress" then is the harmful
physical and emotional responses that can
happen when there is a conflict between job
demands on the employee and the amount of
control an employee has over meeting these
demands. In general, the combination of high
demands in a job and a low amount of
control over the situation can lead to stress.
Stress in the workplace can have many
origins or come from one single event. It can
impact on both employees and employers
alike. As stated by the Canadian Mental
Health Association:
Fear of job redundancy, layoffs due to
an uncertain economy, increased demands
for overtime due to staff cutbacks act as
negative stressors. Employees who start to
feel the "pressure to perform" can get caught
in a downward spiral of increasing effort to
meet rising expectations with no increase in
job satisfaction. The relentless requirement
to work at optimum performance takes its toll
in job dissatisfaction, employee turnover,
reduced efficiency, illness and even death.
Absenteeism, illness, alcoholism, "petty
internal politics", bad or snap decisions,
indifference and apathy, lack of motivation or
creativity are all by-products of an over
stressed workplace.
What are some general tips for
dealing with stress at the workplace?
Since the causes of workplace stress
vary greatly, so do
the strategies to
reduce or prevent it.
Where stress
in the workplace is
caused, for eg. by a
physical agent, it is best to control it at its
source. If the workplace is too loud, control
measures to deal with the noise should be
implemented where ever possible. If you
are experiencing pain from repetitive strain,
workstations can be re-designed to reduce
repetitive and strenuous movements.
Job design is also an important factor.
Good job design accommodates an
employee's mental and physical abilities. In
general, the following job design guidelines
will help minimize or control workplace
stress:
1. The job should be reasonably demanding
(but not based on "sheer endurance") and
provide the employee with at least a
minimum of variety in job tasks;
2. The employee should be able to learn on
the job and be allowed to continue to
learn as their career progresses;
3. The job should comprise some area of
decision-making that the individual can
call his or her own;
4. There should be some degree of social
support and recognition in the workplace;
