PROV’L ALLIANCE BLDG KICKS-OFF<br />
AT CAMIGUIN<br />
The Province of Camiguin was the first kick-off point for the<br />
Provincial Alliance Building program in region 10.<br />
Held last September 21-22, 2007 the PAB orientation<br />
workshop was attended by forty-five (45) municipal mayors,<br />
local functionaries, planning officers, and other sectors from the<br />
LGU.<br />
During the opening program, newly-elected Governor Jurdin<br />
Jesus Romualdo expressed his support to institutionalize the<br />
PAB program in Camiguin.<br />
Also present were the provincial directors and city directors<br />
of <strong>DILG</strong>-10.<br />
Said workshop covered four modules, namely: Laying the<br />
Foundation for Effective and Efficient Transition, Building the<br />
Team towards Synergy, Defining the Roadmap for the Province,<br />
and Moving Forward through Synergy.<br />
A briefing on the Joint Memorandum Circular <strong>No</strong>. 1 series of<br />
2007 was also done by Director Carmelane Tugas of the Bureau<br />
of Local Government and Finance (BLGF). She was joined by<br />
other representatives from the Department of Budget and<br />
Management and National Economic and Development<br />
Authority.<br />
PAB is an innovative feature of the Newly Elected Officials<br />
(NEO) Orientation Program to bring about broad-based local<br />
development via forging of alliances of the different stakeholders<br />
such as the business sector and civil society members in the<br />
province.<br />
This specific feature is an opportunity for the provincial<br />
governments to exercise its leadership role in determining<br />
the provincial vision, mission and goals together with its<br />
component cities and municipalities.<br />

Last July 9-10, 2007, region 10 hosted<br />
the Mindanao Peace and Security<br />
Summit at the Pryce Plaza Hotel,<br />
Cagayan de Oro. It was attended by<br />
around 150 participants from all regions<br />
in Mindanao. The affair was strongly<br />
supported with the presence of President<br />
Gloria Macapagal Arroyo and a number<br />
of Cabinet members.<br />
At the end of the summit, a<br />
Mindanao Declaration on Peace and<br />
Security were drawn up by the summit<br />
participants in the form of a Resolution.<br />

Summit is a multi-sectoral undertaking<br />

JASAAN INAUGURATES NEW MUN HALL BUILDING<br />
The local government of Jasaan was ecstatic as they inaugurated last<br />
August 31, 2007 its new municipal hall building.<br />
The newly-constructed building was realized because of the full<br />
support of Jasaan Mayor Redentor Jardin and the rest of the local<br />
officials and functionaries of the said municipality.<br />
The P23M-worth municipal hall building is a project enrolled by<br />
the LGU to the Mindanao Basic Urban Services Sector Project<br />

that is aimed at strengthening local<br />
mechanisms for counter-terrorism with the<br />
active participation of various stakeholders<br />
in Mindanao.<br />
Entitled “Peace and Security: Our<br />
Legacy to the Filipino People”, the two-day<br />
activity was divided into series of<br />
workshops, consolidation of results/<br />
discussions, and plenary presentation to<br />
the President.<br />

Issue: Whether or not suspension from<br />
office as Punong Barangay for ninety (90)<br />
days can be considered as an interruption<br />
in the continuity of service for one full term<br />
for purposes of computing the threeconsecutive<br />
term limit.<br />
Opinion:<br />
In reply thereto, please be informed that in<br />
the cases of Lonzanida vs. COMELEC (July<br />
28, 1999, G.R. <strong>No</strong>. 135150) and Borja vs.<br />
COMELEC September 3, 1998, G.R. <strong>No</strong>.<br />
133495), the Supreme Court ruled that there<br />
are two conditions for the application of the<br />
disqualification i.e (1) that the official<br />
concerned has been elected for three<br />
consecutive times to the same elective local<br />
office; and (2) that he has fully served the<br />
three (3) consecutive terms to that same<br />
elective local office. It further ruled that<br />
these two requisites must concur.<br />
Hence, as applied to the given situation, it is<br />
clear that the disqualification by reason of<br />
the three consecutive term limit rule has not<br />
set in because the Punong Barangay<br />
concerned has not fully served the three<br />
consecutive terms to the same elective local<br />
office. The reason is obvious. The Punong<br />
Barangay concerned was suspended from<br />
office for ninety (90) days and therefore,<br />
such suspension pursuant to a decision of<br />
the Sangguniang Panlungsod has shorten<br />
the one full term of his position as Punong<br />
Barangay. This stand finds support in the<br />
case of Joson vs. Torres (May 20, 1998)<br />
where the Supreme Court ruled that local<br />
elective officials have definite term of office<br />
fixed by law and suspension or removal<br />
definitely shortens this term.<br />
Premises considered, the query is hereby<br />
answered in the affirmative.<br />

The participants were divided into five<br />
groups, each having multisectoral<br />
composition. The groupings are as follows:<br />
Upholding Human Rights and the Rule of<br />
Law (Group I), Promoting Culture of Peace<br />
(Group II), Denying Support to Terrorists<br />
(Group <strong>III</strong>), Strengthening Counter-<br />
Terrorism Drive (Group IV) and Enhancing<br />
Crisis Management Mechanisms &<br />
Institutions (Group V).<br />
Each group then presented their<br />
respective outputs the next day through<br />
their assigned rapporteurs.<br />
Congressman Rufus Rodriguez of<br />
District II, Cagayan de Oro City was the<br />
hands-down choice to present the<br />
consolidated outputs of the five workshop<br />
groups to the President that same<br />
afternoon.<br />
In her message, the President made a<br />
promise of permanent peace and a 30%<br />
budget increase for Mindanao that will<br />
focus on agricultural projects.<br />
She cited the collective output of the<br />
summit delegates particularly in the areas<br />
of economic security and the Human<br />
Security Act.<br />

<strong>DILG</strong>-10 AND LGRC-10 STAKEHOLDERS SIGNS MOA<br />
A Memorandum of Agreement (MOA)<br />
constituting the promotion and<br />
advancement of the Local Governance<br />
Resource Center (LGRC) was signed by<br />
<strong>DILG</strong>-10 and the members and<br />
representatives of the Multi-Stakeholders<br />
Advisory Committee (MSAC) last August<br />
1, 2007 at Pearlmont Hotel, Cagayan de<br />
Oro.<br />
Various stakeholders from different<br />
government agencies, local leagues, local<br />
government units, private corporations,<br />
media, non government organizations and<br />
the academe attended this momentous<br />
occasion of <strong>DILG</strong>-10.<br />
Partner NGAs who responded to work<br />
closely with LGRC-10 are from the<br />
National Economic Development<br />
Authority (NEDA), Bureau of Local<br />
Government Finance (BLGF), National<br />
Statistic Office (NSO), Department of<br />
Trade and Industry (DTI), Commission on<br />
Higher Education (CHED), Department of<br />
Education (DepEd), Department of<br />
Environment and Natural Resources<br />
(DENR), Department of Social Welfare and<br />
Development (DSWD), Department of<br />
Science and Technology (DOST),<br />
Department of Trade and Industry (DTI),<br />
Office of Civil Defense (OCD), Philippine<br />
Information Agency (PIA), and Technical<br />
Education and Skills Development<br />
Authority (TESDA).<br />
Said stakeholders will work with <strong>DILG</strong>-<br />
10 to promote LGRC and its four (4)<br />
components: Multi-Media Knowledge and<br />
information, Capacity Development,<br />
Linkage and Public Education on good<br />
governance, development and<br />
citizenship.<br />
As stipulated in the MOA, the MSAC<br />
will function “to provide general direction<br />
and guidance to the LGRC-10 programs<br />
and plans”. They are also expected “to<br />
formulate policies and guidelines in the<br />
operationalization of LGRC-10”, and many<br />
others.<br />
Since its launching last July 28, 2006,<br />
the Resource Center has been visited by<br />
people from various sectors in the society.<br />
It became the center for research on<br />
local governance administration, national<br />
programs and best practices of various<br />
local government units because of its<br />
reservoir of books, manuals, documents<br />

Bukidnon LTIA Team irons<br />
out pre-evaluation activity<br />
Malaybalay City – The Bukidnon Provincial<br />
Evaluators Team met last July 9 at the <strong>DILG</strong><br />
Provincial Office, this city, to plan out the<br />
forthcoming LTIA (Lupon Tagapamayapa<br />
Incentives and Awards) evaluation on August<br />
such as the formulation of LTIA Provincial<br />
Evaluation Policies and Guidelines, among<br />
others.<br />
<strong>DILG</strong> is the lead agency to implement<br />
such kind of undertaking. The team is<br />
composed of the different government and<br />
non-government agencies as follows: <strong>DILG</strong>,<br />
Philippine National Police (PNP), Provincial<br />
Legal Office, Provincial Accounting Office,<br />
Provincial Prosecutors Office, Federation of<br />
ABCs – Bukidnon Chapter, REACT-<br />
Kaamulan Chapter.<br />
LTIA is an annual national search of the<br />
outstanding Lupon Tagapamayapa in every<br />
barangay governments of the entire<br />
Philippines. For which, the Barangay<br />
Damilag, Manolo Fortich, Bukidnon won 1 st<br />
runner-up in the national slot for two (2)<br />
consecutive years (2005-2006). The said<br />
barangay also won other national awards<br />
under the dynamic leadership of Hon. Gloria<br />

were able to review the field guide initially<br />
prepared by the Technical Advisory Group<br />
(TAG) and recommended some changes in the<br />
guide.<br />
Peace and conflict impact assessment<br />
(PCIA) capacitates local government units to<br />
assess whether the pre-, during and post of<br />
implementation of the programs, projects and<br />
activities creates peace and prevents conflict.<br />
The PCIA should be applied and considered<br />
in planning, and other important functions of<br />
governance in the LGU and the barangay. In as<br />
much as <strong>DILG</strong> officers work with the local<br />
government officials, they have to be equipped<br />
on the knowledge and skills in applying PCIA<br />
in local governance. ☺<br />
Bukidnon fieldmen beefs up NEO-FEET Training Series<br />
Five (5) training series for all three<br />
districts in Bukidnon were conducted<br />
last August 2007 at the Pearlmont Inn,<br />
Cagayan de Oro City by <strong>DILG</strong><br />
Bukidnon.<br />
The City/ Municipal Local<br />
Government Operations Officers (C/<br />
MLGOOs) finalized all plans for the<br />
Newly Elected Officials/Foundation<br />
for Effective and Efficient Transition<br />
(NEO-FEET) Program during the<br />
conduct of the Provincial Fieldmen’s<br />
Conference last July 16, 2007 at the<br />
<strong>DILG</strong> Provincial Office.<br />
The training catered to all newlyelected<br />
and re-elected Sangguniang<br />
Bayan members.<br />
<strong>No</strong>netheless, the NEO teamteaching<br />
approach incorporated to the<br />
said training instantly becomes a retooling<br />
activity for all C/MLGOOs<br />
since they are being tapped as speakers<br />
for the training.<br />
With this activity, it is hoped that the<br />
Local Government Operations Officers in<br />
the province will be more updated with<br />
the issues and concerns on governance. ☺<br />

The Provincial Government of Misamis<br />
Oriental and the Department of the<br />
Interior and Local Government<br />
conducted the Orientation Training for<br />
the Newly Elected Sanggunian Officials<br />
(NEO).<br />
The training was divided in two<br />
batches that comprised the first district<br />
municipalities for the first batch on July<br />
24-25, 2007, and the second district<br />
municipalities for the second batch on<br />
July 26-27, 2007, at Harbor Lights<br />
Hotel and Restaurant, Gusa, Cagayan<br />
de Oro City.<br />
The training commenced with an<br />
opening program. Among the local<br />
executives present was Vice Governor<br />
<strong>No</strong>rris Babierra who gave the welcome<br />
remarks.<br />

<strong>DILG</strong> CDOC initiates CBMS Editors Training<br />
To perk up submission of survey results from several nonchalant barangays in the<br />
city for the Community Based Monitoring System (CBMS) program, an Editors<br />
Training was initiated by the City <strong>DILG</strong> with the City Planning & Development Office<br />
(CPDO).<br />
Held last August 14-15, 2007 at Kagayha-an Resort in Taguanao, Barangay<br />
Indahag, Cagayan de Oro, the first batch for the Editors Training were participated in<br />
by barangays Baikingon, Bayabas, Canitoan, Kauswagan, Pagatpat, Puntod,<br />
Dansolihon, Gusa and Macasandig. They were the barangays were CBMS is partially<br />
active.<br />

Tangub City Conducts SLGR<br />
Utilization Conference<br />
The city government of Tangub<br />
successfully conducted its CY 2006 SLGR<br />
Utilization Conference last August 29, 2007<br />
at the Aspiracion Hall, Tangub City.<br />
The said conference were attended by<br />
the members of the Sangguniang<br />
Panlungsod headed by Vice Mayor Edemar<br />
S. Alota, local functionaries, representatives<br />
from the Department of Education, City<br />
Agriculture Office, City Health Office, City<br />
Social Welfare and Development Office,<br />
City Planning and Development Office and<br />
some guests.<br />
In behalf of the City Mayor who<br />
attended a conference with MBUSSP’s top<br />
honchos, Vice Mayor Alota gave his<br />
message and words of appreciation to the<br />
<strong>DILG</strong> for spearheading the event.<br />
The SLGR presentation was conducted<br />
by Engr. Vilmar Matalines, the city’s<br />
LGPMS anchorperson.<br />
A feedbacking followed afterwards,<br />
wherein some questions were raised on the<br />
rating in the agriculture area, the noninclusion<br />
of some programs, and others.<br />
It was also found out that the Peace<br />
and Order rating of the city was high due to<br />
the presence of PNP Camp Defense Plan,<br />
the Keepers for Peace and Rescue Team<br />
(KPART) Task Force and the Barangays’<br />
Bantay sa Kahusay ug Kalinaw (BKK),<br />
even in the absence of the Integrated<br />
Area Community Public Safety Plan.<br />
The overall performance index and<br />
overall productivity index of Tangub City is<br />
high while its overall development index is<br />
medium.<br />
Vice Mayor Alota said that the result of<br />
the conference will be used during the<br />
Executive and Legislative Agenda<br />
evaluation and formulation conference<br />

TRAINING<br />
The newly-elected officials (NEO)<br />
orientation program was launched by<br />
<strong>DILG</strong>-Camiguin, in coordination with the<br />
LGUs and various leagues of the province.<br />
The three phases of the program<br />
included Knowing My LGU and the<br />
National Vision, Part II: Knowing My Job<br />
and Local Officials and Part <strong>III</strong>:<br />
Executive - Legislative Agenda<br />
Formulation.<br />
<strong>DILG</strong> Provincial Director Nilo<br />
Castañares issued a Memorandum dated<br />
July 5, 2007 for the localization of the NEO<br />
program in the province with the State of<br />
Local Governance Report Utilization<br />
conference as a kick-off activity. Phase 1<br />
was successfully conducted in the five<br />
municipalities. It was well participated<br />
with the local officials and functionaries<br />
as well as NGO and PO<br />
representatives.<br />
On the other hand, Phase II of the<br />
program was successfully conducted last<br />
August 17, 2007 at the SP Session Hall.<br />
Participating municipal mayors<br />
brought along their trusted focal persons<br />
and MLGOOs to hopefully aid them in<br />
carrying out their officials and ceremonial<br />
functions.<br />
The last phase, however, is on-going.<br />
The ELA formulation started in the<br />
municipality of Mahinog last August 7-8,<br />

training because of the volume of<br />
questionnaire pilling up in the planning<br />
office.<br />
The recent directive from the city<br />
government rescinding the contracts of<br />
Job Order personnel due to financial<br />
concerns of the city has also affected the<br />
CPDO’s editing pace of submitted<br />
questionnaire. Most editors were actually<br />
serving in job order status.<br />
The City <strong>DILG</strong> then thought of<br />
reducing the work overload of the few<br />
remaining personnel working as editors at<br />
CPDO. Considering that the LGU has the<br />
largest population in Region 10, it<br />
prompted the group to think that editing at<br />
the barangay level would transform<br />
CPDO’s tasks to reviewing of data from<br />
edited questionnaire before final encoding<br />
and digitizing.<br />
Since the 1st training of enumerators<br />
last year, 20% had completed the survey<br />
questionnaire, waiting to be encoded &<br />
digitized. This trend showed a notable<br />
increase for the next four (4) months.<br />
However, a month before the May 2007<br />
election, submission of accomplished<br />
questionnaire slowed down and, worse, a<br />
number of enumerators became inactive.<br />
To halt the trend, the Evaluation<br />
Section of CPDO made follow-up letters,<br />
barangay visits and set a new calendar of<br />
activities.<br />
The Editor’s Training aimed to help<br />
CPDO in the efficient implementation of<br />
CBMS. It also served as the prime mover<br />
of the enumerators to cope with the<br />
deadline set forth to their respective<br />
Barangay and eliminates untimely<br />
completion of survey questionnaires.<br />
In his message during the opening<br />
program, Mayor Constantino Jaraula<br />
stressed how the “Love of Work” can make<br />
a volunteer sustain the difficult tasks<br />
during the survey.<br />
The workshops incorporated in the<br />
training focused on (a) Group Dynamics;<br />
(b) Case Analysis and presentation of<br />
outputs; (c) Lecture on common mistake<br />
and errors; and (d) Actual editing by<br />

During the discussion, the Local Chief<br />
Executives (LCEs) expressed commitment<br />
to support the creation/organization and<br />
fund appropriation for Special CAFGU<br />
Action Auxiliary (SCAA). The funding for<br />
CAFGU was among the important issues<br />
resolved to curb criminalities, illegal<br />

HOLDS ASSEMBLY AND<br />
ELECTION<br />

last July 31, August 11 and 17,<br />
respectively. The three elections were held<br />
with the presence of National Liga<br />
representatives as well as <strong>DILG</strong> Camiguin<br />
officers and staff.<br />
Mambajao Mayor Ma. Luisa<br />
Romualdo was elected LMP President,<br />
Vice Mayor James Ederango for VMLP<br />
and Atty. Librado Abesamis for the<br />
Philippine Councilors League.<br />
These leagues were created to foster<br />
harmonious relationships among local<br />
officials and facilitate formulation of<br />
policies and activities necessary in<br />

Governor Zubiri, in his talk, vows to<br />

to make extra efforts to eradicate the<br />

<strong>DILG</strong> DOMAIN<br />
URBAN SERVICES SUB-PROJECTS IN FULL IMPLEMENTATION<br />
Eight (8) subprojects of the Mindanao Basic<br />
Urban Services Sector Project are on-going<br />
full implementation here in region 10,<br />
supervised by the Department of the Interior<br />
and Local Government (<strong>DILG</strong>) region 10<br />
with its respective partner LGUs.<br />
Said projects are the Catarman Public<br />
Market in Camiguin, Kolambugan Civic<br />
Auditorium in Lanao del <strong>No</strong>rte, Tangub City<br />
Sports Complex, and Water Systems of the<br />
municipalities of Impasugong, Alubijid, Jasaan<br />
and Claveria. Some of these subprojects are<br />
expected to be completed this year.<br />
Of the twelve (12) existing subprojects<br />
enrolled by LGUs of different cities and<br />
municipalities in region 10, four subprojects<br />
are already fully-operational and functional.<br />
The completed projects are the Naawan Water<br />
System in Misamis Oriental, Kapatagan<br />
Municipal Hall in Lanao del <strong>No</strong>rte, the newly-<br />
inaugurated Municipal Hall building of Jasaan,<br />
CBMS module training continues<br />
Last September 26-28, 2007, the office<br />
conducted a three-day training on CBMS<br />
Data Processing and Mapping. It was<br />
participated in by planning officers and<br />
CBMS focal persons of various LGUs from<br />
the cities of Cagayan de Oro, Gingoog,<br />
Tangub, Malaybalay and Valencia; and the<br />
municipalities of Kibawe, Sumilao, Quezon,<br />
Pangantucan, Kitaotao, Talakag, Maramag,<br />
Damulog, Kalilangan and Manolo Fortich.<br />
CBMS is an automated system that<br />
processes data gathered from household<br />
level and produces poverty maps for every<br />
barangay. It is a tool in diagnosing poverty<br />
that entails tedious process and large<br />
amount of budget.<br />
This monitoring system shall serve as<br />
inputs to local policies and systems<br />
Misamis Oriental and the heavy equipment<br />
purchased by the local government unit of<br />
Lugait, Misamis Oriental through MBUSSP.<br />
Based from this fast and remarkable<br />
status of implementation, the MBUSSP<br />
program managers have made a readyreference<br />
module intended for those LGUs<br />
that are now operating and managing their<br />
subprojects. Said module will now become an<br />
integral part of the LGUs relentless pursuit<br />
towards effective local governance.<br />
MBUSSP was created by <strong>DILG</strong> to<br />
provide decent living to the community by<br />
means of constructing infrastructure projects<br />
that will bring income and comfort to the<br />
participating LGUs. This sector development<br />
project also intends to provide institutional<br />
capacity-building program by catering good<br />
governance through the infrastructure<br />
investment support provided by the MBUSSP<br />
to the LGUs in Mindanao. ☺<br />

(MBUSSP) of the Department of the Interior and Local Government. The funding source of this<br />
project is the Asian Development Bank (ADB), with the Land Bank of the Philippines (LBP) as<br />
the conduit bank.<br />
MBUSSP is a six-year sector development project of <strong>DILG</strong> which intends to provide<br />
institutional capacity-building program and to pursue urban infrastructure investment support<br />
to participating LGUs in Mindanao. This project also provides technical assistance and<br />
advisory in services to these participating LGUs for essential urban infrastructure services.<br />
<strong>DILG</strong> specifically assist the LGU concerned during the preparation of its feasibility<br />
study, in the project implementation and management, and in the operation and maintenance of<br />
the project after its completion.<br />
The Jasaan municipal hall building started construction last September 01, 2006. <strong>DILG</strong><br />
Undersecretary Austere Panadero, Mrs. Cynthia Villar (Sec. Manny Villar’s wife), Director Paisal<br />
Abutazil (<strong>DILG</strong>-Office of Project Development Services), <strong>DILG</strong>-10 Regional Director Quirino<br />
Libunao, PNP-10 Regional Director Teodorico Capuyan and <strong>No</strong>rconsultant Herman Ongkiko were<br />
among the distinguished guests present.<br />
Aside from the municipal hall building, the local government of Jasaan had also enrolled its<br />
Jasaan Water Supply System project for a loan under MBUSSP worth P33M. ☺<br />

plans and budgets; and adopting<br />
innovations and good practices in service<br />

<strong>DILG</strong>-10 Regional Director Quirino<br />
Libunao reported that at present, all<br />
municipalities of Camiguin and almost all<br />
towns in Bukidnon have been oriented on<br />
some of the modules of CBMS, including<br />
cities of Valencia, Malaybalay, Cagayan de<br />
Oro, Gingoog, Tangub, Oroquieta, Ozamiz<br />
and Tangub.<br />
Of the LGUs implementing CBMS, only<br />
the five (5) municipalities of Camiguin<br />
have completed the four Modules (Data<br />
Collection; Data Encoding; Data<br />
Processing and Ecological Profiling). The<br />
rest of the LGUs are still on Data<br />
Gathering and Encoding. ☺
SLGR WRITESHOP AND LGUIP APPLICATIONS TRAINING<br />
FOR VISMIN HELD<br />
Upon assumption to office, it is imperative<br />
that the newly-elective local officials be<br />
appraised of the obtaining conditions in their<br />
respective locality. The State of Local<br />
Governance Report (SLGR) is a concise and<br />
comprehensive report of a local government<br />
that will be useful to the said local officials.<br />
To ensure that <strong>DILG</strong> will be able to<br />
provide LGUs in Mindanao with quality<br />
provincial SLGR, a writer’s workshop was<br />
conducted.<br />
Last August 13-15, 2007 in Cagayan de<br />
Oro, an SLGR Writeshop was done<br />
simultaneously with the training on LGUIP<br />
Application Systems. It was attended by 21<br />
SLGR writers from 21 provinces in regions<br />
9,10,11,12 and 13.<br />
The group took on several workshops<br />
meant to enhance the preparation of LGPMS<br />
provincial SLGRs.<br />
On the other hand, 13 participants from<br />
regions 6,7,8,10,11, 12 and 13 were trained to<br />
fully operationalize the <strong>DILG</strong> portal. The Local<br />
Government Unit Information Portal (LGUIP)<br />
project aims to build an ICT infrastructure<br />
that will serve as a single point of access to<br />
<strong>DILG</strong> and LGU information and services.<br />
Specifically, Lot 1 of this project focuses<br />
on establishing the foundation of the said<br />
portal and covers the acquisition of<br />
equipment, enhancement of the <strong>DILG</strong><br />
website, development of application systems,<br />
and training of personnel involved in the<br />
maintenance and operation of the portal.<br />
In the training, the group were trained<br />
on the developed application systems such<br />
as Content Management System, Personnel<br />
Information System, Elective Local Officials<br />
Profile Directory, Legal Services System,<br />
GSIS Policy Loan System and Local<br />
Government Executives Management<br />
Information System.<br />
Both activities are vital to the completion<br />
of the LGUIP project and respond to the<br />
technical writing skills requirements of<br />

However, LGRC goes beyond being a facility. Daphne Purnell, OIC<br />
Chief of RITTD of Local Government Academy, pointed this out during<br />
the press conference. She said “LGRC is also a concept for people to get<br />
involve,” thus, the formation of MSAC.<br />
Director Quirino Libunao, in his message, thanked the support of<br />
the stakeholders. He announced that “this MOA signing jumpstarts the<br />
building of a culture of learning in the region”.<br />
LGRC is a dynamic, interactive and virtual program that contributes<br />
to building <strong>DILG</strong> as a knowledge centric organization (KCO) and builds<br />
learning communities that pursue local governance excellence<br />
through knowledge sharing and innovation. ☺<br />
MBUSSP MID-YEAR<br />
ASSESSMENT AND<br />
PLANNING WORKSHOP<br />
In the past three (3) years since its first<br />
implementation, the Mindanao Basic Urban<br />
Services Sector Project (MBUSSP) had<br />
completed numerous projects and had<br />
capacitated the local government units with<br />
their modular trainings on local<br />
development planning and financial<br />
resource mobilization.<br />
To date, about P311M projects are ongoing<br />
construction in region 10. Said region<br />
has the most number of MBUSSP<br />
enrolled and some were already<br />
completed.<br />
With this development, the Office of the<br />
Project Development Services (OPDS)<br />
headed by Director Paisal Abutazil,<br />
conducted an MBUSSP mid-year<br />
assessment and planning workshop in<br />
Tagaytay City last August 1-3, 2007.<br />

Management Unit (PDMU) from all six<br />
regions in Mindanao and a number of<br />
Project Development Office (PDO)<br />
counterparts attended the said activity.<br />
The group conducted a review and<br />
validation regarding the progress of<br />
MBUSSP implementation and its<br />
accomplishments. They also assessed<br />
some critical issues and concerns on<br />
project implementation.<br />
Director Abutazil gave encouraging<br />
words to the MBUSSP implementers. In his<br />
message he narrated the positive<br />
impressions given by the donor institutions<br />
(ADB, LBP and even NEDA).<br />
Accordingly, the donor institutions were<br />
very happy that <strong>DILG</strong> has implemented the<br />
MBUSSP successfully.<br />
Engr. Ananias Fernandez from the<br />
OPDS discussed the Project Monitoring and<br />
Information System (PMIS) which is now<br />
currently on-going with its data collection<br />
and updating. The PMIS is an automated<br />
information system intended for MBUSSP<br />
related activities, directory, information on<br />
ADB mission visits, relevant documents,<br />
LGUs socio economic profile and other<br />
MBUSSP concerns. ☺<br />

R10 conducts Peace and<br />
Conflict Impact Assessment<br />
Seminar<br />
Last September 4-7, 2007, a Peace and<br />
Conflict Impact Assessment (PCIA) seminarworkshop<br />
was conducted in Midway White<br />
Beach Resort in Initao, Misamis Oriental.<br />
Said activity was part of the implementation<br />
of the Act for Peace programme partnership<br />
project on “Strengthening Barangay<br />
Governance of Peace and Development<br />
Communities.”<br />
Participants were members from the<br />
Technical Advisory Group, <strong>DILG</strong>-ACT for<br />
Peace regional focal operations group,<br />
provincial focal persons and MLGOOs of the<br />
pilot areas from Regions 9,10,11,12,and 13.<br />
In general, the training helps develop the<br />
capacities of <strong>DILG</strong> managers in the conduct<br />
of Peace and Conflict Impact Assessment<br />
processes in their areas of responsibility.<br />
The group were taught on the dynamics<br />
of conflict and conflict mapping, workshops<br />
on PCIA steps and in mainstreaming PCIA<br />
in LGUs. During the latter, the participants<br />

You have heard every now and then of<br />
the word “stress”. It’s becoming a by-word<br />
among professionals in the workplace. Blame it<br />
on stress, if somebody will suddenly snap your<br />
head off or throw you furious looks.<br />
<strong>No</strong>w, how can you define workplace<br />
stress? Can "workplace stress" be<br />
defined? Below are excerpts from the<br />
Canadian Mental Health Association, "Sources<br />
of Workplace Stress" Richmond, British<br />
Columbia.<br />

about stress, but what<br />
is it?<br />
Taber's Cyclopedic<br />
Medical Dictionary<br />
defines stress as "the<br />
result produced when a structure, system or<br />
organism is acted upon by forces that disrupt<br />
equilibrium or produce strain". In simpler terms,<br />
stress is the result of any emotional, physical,<br />
social, economic, or other factors that require a<br />
response or change. It is generally believed<br />
that some stress is okay (sometimes referred<br />
to as "challenge" or "positive stress") but when<br />
stress occurs in amounts that you cannot<br />
handle, both mental and physical changes may<br />
occur.<br />

PROGRAM BENEFICIARIES<br />
A select number of newly elected officials<br />
of region 10 whose LGUs are beneficiaries<br />
of Mindanao Basic Urban Services Sector<br />
Project (MBUSSP) were oriented on<br />
MBUSSP and its status by the officers of the<br />
Office of Project Development Services<br />
(OPDS) last July 23-24, 2007.<br />
Present were Director Paisal Abutazil<br />
of OPDS, and the MBUSSP team led by the<br />
project manager Engr. Rolyn Zambales, and<br />
Mr. Herman Ongkiko from <strong>No</strong>rconsul.<br />
Director Abutazil pronounced that<br />
Secretary Ronaldo Puno is “emphatic in<br />
capacitating the LGUs”. He reiterated the Dir. Paisal Abutazil giving a message<br />
role of <strong>DILG</strong> as prime mover in good governance. “<strong>DILG</strong> policies are transformed into<br />
operational measures that are being undertaken through its bureaus and field offices,”<br />
he added.<br />
Director Quirino Libunao of <strong>DILG</strong>-10 stressed in his message how MBUSSP is a<br />
very important program, thus, the Department saw the need to advocate it.<br />
Ms. Gloria Magdale of the Land Bank of the Philippines and her staff were invited<br />
to respond to some issues and concerns of the LGUs, particularly from the<br />
municipalities of Claveria, Catarman and Impasugong.<br />
The forum that transpired between LBP and the local functionaries was very<br />
productive wherein most of the issues were directly settled.<br />
Also presented in the orientation where components of MBUSSP and other<br />
financing windows of the <strong>DILG</strong> which the LGU may avail off. This was discussed by<br />
Ongkiko and Engr. Rogelio Sumngat. ☺<br />
WHAT IS WORKPLACE STRESS?<br />
"Workplace stress" then is the harmful<br />
physical and emotional responses that can<br />
happen when there is a conflict between job<br />
demands on the employee and the amount of<br />
control an employee has over meeting these<br />
demands. In general, the combination of high<br />
demands in a job and a low amount of<br />
control over the situation can lead to stress.<br />
Stress in the workplace can have many<br />
origins or come from one single event. It can<br />
impact on both employees and employers<br />
alike. As stated by the Canadian Mental<br />
Health Association:<br />
Fear of job redundancy, layoffs due to<br />
an uncertain economy, increased demands<br />
for overtime due to staff cutbacks act as<br />
negative stressors. Employees who start to<br />
feel the "pressure to perform" can get caught<br />
in a downward spiral of increasing effort to<br />
meet rising expectations with no increase in<br />
job satisfaction. The relentless requirement<br />
to work at optimum performance takes its toll<br />
in job dissatisfaction, employee turnover,<br />
reduced efficiency, illness and even death.<br />
Absenteeism, illness, alcoholism, "petty<br />
internal politics", bad or snap decisions,<br />
indifference and apathy, lack of motivation or<br />
creativity are all by-products of an over<br />
stressed workplace.<br />
What are some general tips for<br />
dealing with stress at the workplace?<br />
Since the causes of workplace stress<br />
vary greatly, so do<br />
the strategies to<br />
reduce or prevent it.<br />
Where stress<br />
in the workplace is<br />
caused, for eg. by a<br />
physical agent, it is best to control it at its<br />
source. If the workplace is too loud, control<br />
measures to deal with the noise should be<br />
implemented where ever possible. If you<br />
are experiencing pain from repetitive strain,<br />
workstations can be re-designed to reduce<br />
repetitive and strenuous movements.<br />
Job design is also an important factor.<br />
Good job design accommodates an<br />
employee's mental and physical abilities. In<br />
general, the following job design guidelines<br />
will help minimize or control workplace<br />
stress:<br />
1. The job should be reasonably demanding<br />
(but not based on "sheer endurance") and<br />
provide the employee with at least a<br />
minimum of variety in job tasks;<br />
2. The employee should be able to learn on<br />
the job and be allowed to continue to<br />
learn as their career progresses;<br />
3. The job should comprise some area of<br />
decision-making that the individual can<br />
call his or her own;<br />
4. There should be some degree of social<br />
support and recognition in the workplace;<br />
