WILL BE GuARANTEED FuLL INDEMNITY IN THE<br />

PATIENTS WITHIN THE SYSTEM OR DuE TO CuTS TO<br />

HEALTH SERvICES FOR PERSONS WHO ARE uNABLE<br />

TO ACCESS SERvICES.<br />

Premier Lara Giddings had previously provided<br />

public assurances that all <strong>nurse</strong>s working on the public<br />

sector would be granted indemnity against legal<br />

process, stated on ABC News 8 December 2011; “That’s<br />

just a political furphy, really. Of course all doctors and<br />

<strong>nurse</strong>s who work within the public health system have<br />

appropriate indemnity.”<br />

The provisions of Ministerial Direction 8 clearly states:<br />

• This indemnity is subject to the discretion of the<br />

Inter-Agency Committee and will only apply to<br />

those awards made and costs incurred after an<br />

application for indemnity has been received by the<br />

relevant Agency.<br />

The following extract is from the response received from<br />

the Premier;<br />

It would be inappropriate for me to provide an<br />

assurance that full indemnity will be granted to<br />

any public officer or employee ahead of any legal<br />

proceedings actually arising. Nor would it be<br />

appropriate for me to make a decision or in lieu of the<br />

process established ... particularly as the Committee is<br />

required to take account of the circumstances giving rise<br />

to the legal action...<br />

This confirms that the ANF legal advice is correct and<br />

indemnification from the Government for health workers<br />

workers) working in the public sector could be in breach<br />

of section 129(1) of the Act if they rely solely on the MD<br />

8 provisions. Nurses and midwives are required to hold<br />

appropriate PII in order to work.<br />

The revised NMBA Professional Indemnity Insurance<br />

Arrangements Registration Standard for <strong>nurse</strong>s and<br />

midwives commenced on 10 January 2012. While there<br />

are some changes it is important that <strong>nurse</strong>s and<br />

midwives continue to be able to demonstrate that they<br />

have appropriate insurance. ANF do not believe that<br />

public sector workers have this assurance in Tasmania.<br />

What does this mean for <strong>you</strong>?<br />

All ANF members have full Professional Indemnity<br />

Insurance arrangements which meet the new NMBA<br />

Standard included in <strong>you</strong>r membership. A certificate<br />

confirming <strong>you</strong>r PII arrangements which meet Section<br />

129 of the Health Practitioners Regulation National Law<br />

can be obtained from the ANF Office.<br />

Your PII includes;<br />

• Cover for Professional Indemnity (Malpractice) - up to<br />

$10m for any one claim and $50m in the aggregate<br />

• Cover for Public Liability (Negligence for injury to third<br />

party, persons or property) - up to $10m for any one<br />

claim and in the aggregate<br />

• Cover for legal expenses if individual representation is<br />

required at a Coroners Inquest for <strong>nurse</strong>s and care staff<br />

• Cover (if necessary) for <strong>nurse</strong>s for legal expenses<br />

before the Nursing and Midwifery Board Tribunal<br />

Go Red to Save a Bed<br />

‘GO RED TO SAvE A BED’ WAS INSPIRED<br />

FROM AN ANF NORTHWEST MEMBER’S<br />

SuGGESTION TO HIGHLIGHT THE<br />

CLOSuRE OF BEDS AT THE BuRNIE<br />

CAMPuS OF THE NORTH WEST AREA<br />

HEALTH SERvICE.<br />

The concept was integrated and<br />

became an important part of the ANF<br />

campaign strategy. Red has become<br />

the colour of the ANF ‘Protect Frontline<br />

Health’ campaign rallies and signals that<br />

ANF members wearing red T-shirts are<br />

highlighting the short sighted decision<br />

to shut beds. The ‘Go Red to Save a Bed’<br />

campaign was undertaken across DHHS<br />

sites in Tasmania and has helped to:<br />

• Galvanise support for the ANF campaign<br />

with the Tasmanian community<br />

• Be a visible reminder of the campaign<br />

objectives<br />

The situation is that the beds are full, ED is<br />

blocked up, people aren’t getting the care<br />

that they need and people’s operations are<br />

being cancelled. There are a lot of people<br />

working double shifts as we are unable to<br />

fill vacancies.<br />

People are getting tired and worn out;<br />

when that happens sick leave goes up, there’s<br />

more overtime, and mistakes can be made.<br />

People are getting worn out. I am worried<br />

that mistakes are going to be made; they may<br />

already have happened and the situation will<br />

get worse as this goes on. n<br />

are protesting it must be very bad indeed.<br />

I myself am a <strong>nurse</strong>; I understand how they<br />

feel and how deeply they feel about the care<br />

they provide to their patients.<br />

Nurses will continue to advocate for their<br />

patients as long as it takes, and I understand<br />

about the fiscal constraints that State<br />

Governments have, but <strong>you</strong> have to look at<br />

the whole picture. You have to listen to the<br />

people working within those constraints and<br />

start to act accordingly. n


Your<br />

Campaign<br />

CuTS TO THE TASMANIAN HEALTH<br />

BuDGET, uNDER THE GuISE OF<br />

IMPROvED GOvERNMENT FISCAL<br />

MANAGEMENT, HAvE YET AGAIN<br />

PLACED THE BuRDEN ON<br />

FRONTLINE HEALTH.<br />

Premier Lara Giddings, during her tenure as<br />

the Tasmanian Health Minister from 2006 to<br />

2010, placed the Tasmanian health system in<br />

its current predicament. Lara Giddings is now<br />

the Tasmanian Premier and Treasurer.<br />

Less beds, less services, fewer options<br />

have made an already overburdened health<br />

system struggle for breath. Withdrawing<br />

health services affects our most vulnerable,<br />

and ultimately the Tasmanian community will<br />

suffer from the short sighted decisions made<br />

by Premier Lara Giddings and Minister for<br />

Health Michelle O’Byrne.<br />

An important and enduring strategy of<br />

this ANF campaign has been the need to<br />

move proactively rather than be reactive.<br />

Unfortunately the scale of the cuts to the<br />

Tasmanian Health budget shocked ANF and<br />

members. There was, and still appears to be,<br />

no apparent logic to the scale of the cuts.<br />

All direct evidence, including the DHHS<br />

Tasmanian Health Plan, supports increasing<br />

demand for health services. Greater<br />

presentations to Emergency Departments,<br />

a need for more elective surgery and more<br />

beds; and yet the vision from the Tasmanian<br />

Government is to shut beds, cut elective<br />

surgery and reduce access to services.<br />

Shut the doors and it all might go away!<br />

ANF’s campaign was launched on 10<br />

October for World Mental Health Day, as the<br />

scale of the cuts was announced and the real<br />

effects were highlighted. ANF embarked on<br />

informing and engaging with the Tasmanian<br />

public to expose the risks associated with the<br />

cuts. The key elements to the ANF campaign<br />

have included:<br />

• Utilising public media<br />

• Improved communication to members<br />

and the public through the ANF website<br />

and Facebook<br />

• Regional community rallies in<br />

collaboration with CPSU and HACSU<br />

• Submission of a petition with over 27,000<br />

signatures to the Tasmanian Parliament<br />

• Industrial action by members<br />

FOCUS<br />

PROTECT Frontline<br />

Health<br />

ANF Petition Handover to the Tasmanian Liberals<br />

• Rolling stop work and 48 hour bans on<br />

overtime and double shifts<br />

• Go Red to Save a Bed Days<br />

• Encouraging members and the public to<br />

speak out against the cuts.<br />

The ANF campaign has been successful<br />

in gaining public opinion and support.<br />

The daily letters to all regional newspapers<br />

confirms this. The ANF petition, presented<br />

to the Tasmanian Parliament by Opposition<br />

Leader Will Hodgman, was the second<br />

largest in Tasmanian history with over 27,000<br />

signatures. The joint ANF, HACSU and CPSU<br />

rallies conducted across all three regions<br />

were well attended and sent very clear<br />

messages to the Premier, Health Minister and<br />

Green minority Government partners.<br />

The media coverage for our rallies was<br />

exceptional. The themes from the rallies<br />

included the death of the Tasmanian health<br />

system and it was wonderful to see <strong>nurse</strong>s<br />

speak out on behalf of their colleagues in<br />

such an articulate and passionate manner.<br />

Everyone was left with no doubt that very<br />

poor decisions had been made and lives will<br />

be placed at risk.<br />

Many fixed term and casual employees<br />

have been left with great uncertainty as<br />

a result of the announced budget cuts.<br />

The DHHS has stated that they have poorly<br />

administered fixed term contracts and ANF<br />

has been fighting relentlessly to ensure those<br />

<strong>nurse</strong>s eligible to be converted to permanent<br />

employment will be. Unfortunately not all<br />

<strong>nurse</strong>s on fixed term contracts will be able<br />

to gain ongoing employment. Many <strong>nurse</strong>s<br />

have already left nursing or have decided to<br />

seek work in other States.<br />

The 48 hour ban on overtime successfully<br />

highlighted that the Tasmanian health<br />

system is run on the goodwill of <strong>nurse</strong>s.<br />

In October 2011, 198 double shifts were<br />

worked across the three regions of Tasmania.<br />

Based on current Award rates those 198<br />

double shifts were the equivalent of 3168<br />

hours paid at ordinary rates. That is 1.6 full<br />

time equivalent nursing positions for a<br />

full year!<br />

continue into 2012 and ANF would like<br />

to thank the assistance, guidance and<br />

great effort undertaken by our Workplace<br />

WE HAvE SEEN OuR NORTHERN AREA<br />

HEALTH SERvICE DECIMATED AS MORE<br />

ANNOuNCEMENTS HAvE BEEN MADE IN<br />

RELATION TO MEETING THE $28 MILLION<br />

BuDGET CuT.<br />

This will mean longer than ever elective<br />

surgery waiting lists, lack of beds,<br />

reduced specialised wards, more patients<br />

presenting to the emergency department<br />

and longer lengths of stay. This will<br />

ultimately mean an overflowing emergency<br />

department, lower standards of care and an<br />

all round increase in cost.<br />

The State Government has failed to<br />

realise how vitally important our fixed term<br />

contract <strong>nurse</strong>s are. When we speak of these<br />

fixed term nursing positions we are talking<br />

about staff who bring an invaluable amount<br />

of <strong>know</strong>ledge and skills to every area of our<br />

health system.<br />

Our Government has made a significant<br />

investment in our <strong>nurse</strong>s on fixed term<br />

contracts. We will be losing well over 45,000<br />

hours of orientation and education from just<br />

GRADuATE NuRSING JOB IN NSW AS I<br />

DIDN’T THINK I WOuLD GET A GRAD JOB<br />

IN TASMANIA.<br />

It took just two days to hear back from NSW<br />

Health with the offer of an interview. In the<br />

middle of my mental health placement I<br />

headed to Queanbeyan on the border of<br />

the ACT. I was nervous, it was my first ever<br />

interview and I am ashamed to say that I<br />

considered not going, thinking there was still<br />

hope for me to get a job in Tassie.<br />

Just one day after I had returned home<br />

the graduate coordinator for the Southern<br />

the first 12 months of their employment.<br />

As an estimated monetary figure this<br />

accounts for over $1.5 million.<br />

This cost cutting strategy employed<br />

by the Government is a false economy, as<br />

reducing the fixed term contract staff will<br />

only cost more money in the long run; if we<br />

look to the future we will see a health system<br />

that cannot keep up with demand.<br />

So what will happen then? We will need<br />

to re-open the services, re-open the beds,<br />

and re-open the wards. Then we will need<br />

to recruit more staff. We will have to turn<br />

Murrumbidgee Area Health called and said as<br />

long as I wanted a job, I would have one.<br />

I was pretty pumped that I had a job,<br />

and looked at it as a back up or a second<br />

option so that when the time came to choose,<br />

I would have the choice to work in Tasmania<br />

or NSW. Then my luxury of having a choice<br />

was taken away from me.<br />

I am incredibly disappointed in my<br />

Government, that I am not being given<br />

the opportunity to continue serving in my<br />

community. I was born here, I went to school<br />

here, I did my university degree here and I<br />

did all my practicals here. So for me the next<br />

logical step for my transition to employment<br />

would be to work here too!<br />

If I ever want to come back to Tasmania to<br />

work and live, I have to seize this opportunity<br />

with open arms because at the end of the day,<br />

we will all be fighting for the same job. n<br />

staff at a cost of over $1.5 million when we<br />

could have just kept the exceptional nursing<br />

staff we already have.<br />

I am fearful for the future of the health<br />

system. I fear for the health and lives of our<br />

patients. We must continue to fight and<br />

show our patients, our community and our<br />

fellow nursing colleagues that we will never<br />

condone or respect these decisions.<br />

United we stand, divided we fall and if we<br />

have any chance of making this government<br />

see sense, we must do it together. n


A healthy health system is<br />

the sign of a healthy country.<br />

Australians deserve access to<br />

the best health care provided by trained<br />

and licensed professionals. We work hard<br />

and pay our taxes. I want to <strong>know</strong> that if<br />

my family or I need care we get what we<br />

have paid for. I implore <strong>you</strong> do not cut the<br />

health budget. When a country’s health<br />

system deteriorates, so does<br />

the country - just look at the<br />

rest of the world - it really is a<br />

no brainer!<br />

I am a 24 year old Registered<br />

Nurse and I am afraid for my<br />

future, my job and my career.<br />

Your decision to cut the Tasmanian health<br />

budget has affected my entire life.<br />

Today, I cried to the parking meter man<br />

when he wrote out a parking ticket for<br />

taking too long at the counsellors. I cried<br />

to the employee assistance man that could<br />

only shrug his shoulders and say ‘why <strong>you</strong><br />

are in a pickle then aren’t <strong>you</strong>?’<br />

I cried in the toilets during my lunch<br />

break because a patient asked me where I<br />

would be working when my contract runs<br />

out. I cried to my workmates when it was<br />

time to knock off. They reassure that they<br />

were feeling the same as me.<br />

I cried to my partner when I got home<br />

and saw my puppy waiting for me at<br />

the front door. I cried and cried to him,<br />

because I <strong>know</strong> that when I decide to<br />

relocate interstate he won’t be coming with<br />

me. This is not living.<br />

I have seen my doctor who referred<br />

me to a psychologist, I joined a gym, I am<br />

seeing the employee assistance counsellor.<br />

I find going to work toxic as everyone else is<br />

feeling as down as I am. These people have<br />

families, mortgages and LIVES.<br />

I do not have a mortgage nor am I<br />

married. I do however have a partner,<br />

a puppy, a father, a mother, grandparents<br />

and friends who are all concerned about<br />

my welfare at the moment.<br />

It won’t be a merry Christmas for my<br />

family this year.<br />

Please take a moment to think<br />

about how <strong>you</strong>r decisions are affecting<br />

Tasmanians.<br />

the budget cuts that have been made to<br />

our health system are in NOBODIES (sic)<br />

best interests. Cystic Fibrosis sufferers<br />

heavily rely on the Hospital in the Home<br />

service and for it to be cut could mean<br />

life threatening infections brought on by<br />

constant hospital stays as well as many<br />

other complications that may<br />

arise. I urge <strong>you</strong> to reconsider<br />

this choice.<br />

I am extremely concerned<br />

about the budget cuts to our<br />

health system. Health is one<br />

area that cannot afford these massive cuts<br />

without affecting everyone. We have an<br />

increasing ageing population that relies on<br />

an efficient health system.<br />

We need to maintain the Royal Hobart<br />

Hospital as a teaching facility<br />

or we are going to lose our<br />

prospective new doctors to<br />

the mainland and overseas.<br />

I have been a recipient of this<br />

valuable service (Hospital in<br />

the Home), that might I add,<br />

not only gave a hospital bed to someone<br />

else who needed it, but also gave me the<br />

opportunity to go home and recuperate<br />

whilst still receiving the life saving medical<br />

treatment I needed. I could not speak highly<br />

enough of all the dedicated <strong>nurse</strong>s who<br />

were so professional and caring during my<br />

recovery process. The Government should<br />

hang their heads in shame for<br />

even thinking about getting<br />

rid of this vital service that<br />

DOES save lives!!<br />

Please find a way to save our<br />

public health system! We put<br />

our trust in <strong>you</strong> and hope <strong>you</strong><br />

can return our faith in the Government.<br />

I have just completed my first year of<br />

nursing and have already started looking<br />

with interest in nursing positions in QLD.<br />

They have a great health system, and have<br />

had more financial woes in their state<br />

more recently than us! They still manage to<br />

provide an excellent primary and tertiary<br />

care base to their public hospitals. Call Anna<br />

Bligh and ask her how she does it!!!<br />

<strong>Do</strong>n’t let down our state,<br />

and especially don’t let all our<br />

new graduates leave the state!!<br />

Chants of ‘no more cuts’ echoed<br />

throughout the Hobart streets with many<br />

bystanders shouting their support. ANF was<br />

proud to see a sea of red throughout<br />

the crowd, showing the large number of<br />

nursing supporters.<br />

The crowd voiced their concern and<br />

discontent towards the Premier, The<br />

Honourable Lara Giddings and Leader of<br />

the Tasmanian Greens, The Honourable Nick<br />

McKim, as they attempted to justify the<br />

Government’s decisions.<br />

Union leaders were welcomed by a<br />

cheering crowd saying that they were<br />

determined to keep up the fight against the<br />

budget cuts.<br />

uncertainty was unwarranted, and perhaps<br />

reflected the current emphasis of meeting<br />

budget targets over patient care.<br />

One graduate stated that the current<br />

situation had already had an adverse impact<br />

on her family, creating an environment of<br />

stress due to the uncertainty surrounding<br />

employment options. Other students<br />

were facing difficult decisions about<br />

relocating to take up graduate positions,<br />

<strong>know</strong>ing that in all likelihood they would<br />

be dismissed at the end of their contract.<br />

Overwhelmingly though, the thoughts of<br />

students and their families were with those<br />

<strong>nurse</strong>s already affected by the Government’s<br />

mismanagement of Tasmania’s health care,<br />

which has resulted in a severe reduction in<br />

<strong>nurse</strong>s, beds and service delivery for those<br />

members of our communities most in need.<br />

In a show of solidarity graduates and<br />

their families added ‘go RED to SAVE a BED’<br />

stickers to their ceremonial attire. n<br />

AT THE HILLTOP GRANTON FOR A DAY OF EDuCATION AND<br />

RECOGNITION FOR THE CHALLENGING WORK THEY DO IN<br />

THEIR SPECIALITY SECTOR.<br />

To the theme of Dignity - the D in Aged Care, speakers included <strong>nurse</strong><br />

practitioners, medical practitioners and allied health professionals.<br />

Topics covered ranged from Dying with Dignity to the importance<br />

of ongoing education and training in Aged Care. Federal Assistant<br />

Secretary, Yvonne Chaperon, gave an overview on progress with the<br />

Because We Care Campaign, as well as an in-depth look at possible<br />

legal issues faced by those working in Aged Care.<br />

The day also included the presentation of the ANF/ME Bank Aged Care<br />

Excellence Awards. This year there were so many entries that were worthy<br />

of receiving an award that we also presented a Highly Commended prize in<br />

the Care Worker category.<br />

Reception Prison<br />

At the time of writing, LRP <strong>nurse</strong>s and ANF<br />

are in consultation with Management over<br />

the existing establishment, workloads and<br />

rostering. Consultation will continue through<br />

the beginning of the New Year.<br />

LGH<br />

During the Christmas break there was the<br />

closure of Ward 4D, 10 beds from Ward 5A<br />

and 12 from Ward 5B, two ICU beds and<br />

three children’s ward beds. Elective surgery<br />

and the Day Procedure Unit have also seen a<br />

reduction in cases.<br />

Amidst the closures, DEM is now<br />

operating at its new capacity of 43 beds and<br />

the Acute Medical Assessment Unit (AMU) is<br />

now fully operational with 20 beds open.<br />

The first intake of Transition to Practice<br />

Nurses commenced at NAHS on 30 January,<br />

with 14 positions at the LGH, three in Primary<br />

Health and three commencing in Mental<br />

Health. ANF welcomes these new Graduates.<br />

The 4O/4B staff survey which was<br />

conducted in August was collated and<br />

presented to midwives in December.<br />

(MHSS)<br />

With 2011 now well behind us, the effect of<br />

the drastic changes that have been (and are<br />

yet to be) implemented to all areas of the<br />

Service will remain a constant reminder of a<br />

very difficult time.<br />

Members have stated that they are at<br />

a loss to fully comprehend some of the<br />

strategies developed by Management and<br />

have constantly protested and raised their<br />

serious concerns at appropriate forums and<br />

via correspondence to senior managers. The<br />

priority issue for members is the ability to<br />

maintain a safe and beneficial service for the<br />

increasing needs of their patients/clients.<br />

ANF has written to the Acting CEO<br />

outlining members’ concerns related to<br />

quality patient care and outcomes and also<br />

asking who will take the responsibility for<br />

any adverse outcome for clients/patients.<br />

Members are also seeking an assurance that<br />

they will be afforded indemnification (under<br />

MD8) should an adverse event occur for<br />

a client.<br />

The common theme from the midwives<br />

outlined insufficient communication from<br />

Management, who are now looking to have<br />

biweekly unit meetings and open forums to<br />

allow staff to discuss and resolve issues as<br />

they arise.<br />

A process has commenced with a Joint<br />

Consultative Committee (JCC), which<br />

includes ANF, to work through Presbyterian<br />

Southern Report<br />

Calvary Health<br />

Care Tasmania<br />

The Calvary EA for the Southern and<br />

Northern Campus’ expires in March 2012.<br />

Discussions have begun with staff members<br />

in regards to the new Log of Claims. A survey<br />

has been done to ascertain the important<br />

issues for members.<br />

Because We<br />

Care Campaign<br />

The Because We Care Campaign is continuing<br />

into 2012 with renewed pressure to be applied<br />

to the Federal Government in the lead up to<br />

the 2012-13 Federal Budget.<br />

This pressure is being applied at a<br />

national level with all State and Territory ANF<br />

Branches being involved in activities across<br />

the country.<br />

In Tasmania we will be looking at<br />

targeting influential and marginal electorate<br />

Care Tasmania taking over the James Scott<br />

Wing from the DHHS. Staff are currently<br />

public sector employees and are having<br />

to make a decision to transfer to the<br />

private sector with Presbyterian Care or<br />

remain public sector employees and face<br />

redeployment and/or redundancy. ANF will<br />

work closely with individual members to<br />

ensure a smooth process, that they are not<br />

disadvantaged and to enable members to<br />

make the best decision for themselves and<br />

their families. n<br />

Federal MPs. ANF will be planning activities<br />

in those key electorates. ANF thanks<br />

members for their continuing involvement in<br />

the Campaign and we look forward to <strong>you</strong>r<br />

continued participation.<br />

Aged Care Enterprise<br />

Agreements (EAs)<br />

2012 will see the continuation of bargaining<br />

in the Aged Care Sector with Agreements<br />

coming up for renegotiation throughout the<br />

year. ANF encourages members to actively<br />

participate in the bargaining process as it<br />

is the only way to ‘HAVE YOUR SAY IN<br />

YOUR EA’.<br />

Child Health and<br />

Parenting Services<br />

(CHAPS)<br />

ANF attended a presentation on the new<br />

model of care for Children and Youth Services<br />

(CYS) in January. ANF is encouraging members<br />

currently working in CHAPS to provide<br />

feedback on the new model of care and any<br />

concerns that they may have so that this<br />

information can be forwarded to CYS as part of<br />

the consultative process. n


North West Report n–west<br />

NWAHS<br />

Surgical West at NWRH is now fully closed<br />

with staff moving on to different chapters<br />

of life and little belief it will open again.<br />

The <strong>nurse</strong> educator and chaplains organised<br />

a memorial service for the end of an era,<br />

allowing <strong>nurse</strong>s to express their grief and<br />

share memories. A bookmark was given<br />

to each <strong>nurse</strong> commemorating the ward<br />

featuring the following words:<br />

“When <strong>you</strong>’re a <strong>nurse</strong>, <strong>you</strong> <strong>know</strong> that<br />

every day <strong>you</strong> will touch a life or a life<br />

will touch <strong>you</strong>rs.” Author Un<strong>know</strong>n<br />

Surgical Central at NWRH is chaotic with bed<br />

numbers increasing up to 34, when it is only<br />

benchmarked for 24. Nurses have raised<br />

concerns regarding the mixing of clean and<br />

dirty surgery, infection control issues and safe<br />

workspace issues.<br />

Burnie Acute Care at Home (NWRH HITH<br />

service) will be relocated to function from<br />

the Community Health Centre. Staff are<br />

concerned at the impact this will have on<br />

some clients requiring more complex care<br />

provided in the BACH clinic setting in the<br />

hospital. Management have committed to<br />

work through the issues with ANF Members<br />

over a six month transition period.<br />

Mental Health<br />

Slashing continues across the service with<br />

changes occurring prior to final endorsement<br />

of the proposal. Nurses hold grave fears<br />

for their clients with fixed term contracts<br />

only being renewed at the ‘11th hour’, which<br />

prevents the waiting list blowing out but<br />

provides no certainty to members OR<br />

the clients.<br />

CATT has been negotiating a 10 hour shift<br />

Section 55 Agreement for over a year, to now<br />

have Management withdraw their agreement<br />

to undertake ANOTHER review. Industrial<br />

action is occurring until Management agree<br />

to have an Agency Officer external to MHS<br />

conduct the review.<br />

Smithton Hospital<br />

ANF met with members there who were<br />

frightened of what the budget cuts would<br />

mean for them. Fortunately there have been<br />

by a Registered Training Organisation,<br />

this qualification has been recognised by<br />

AHPRA, and<br />

(b) they act in accordance with the written<br />

authority of a medical practitioner,<br />

dentist or <strong>nurse</strong> practitioner and under<br />

the supervision of a medical practitioner,<br />

no sufficient cuts at the time of writing, but a<br />

review of staffing, which is being monitored<br />

by members, and the flexibility to call more<br />

staff in during times of need, remains.<br />

ARCBS<br />

Visits have been made to Devonport and<br />

Burnie to establish a Log of Claims for the<br />

upcoming EA negotiations. The <strong>nurse</strong>s<br />

are concerned that Vic/Tas is managed as<br />

a single operational unit but yet they have<br />

different Agreements. Tasmanian members<br />

seek to have the same entitlements as<br />

their Victorian counterparts. 100% density<br />

celebrations have also been held at both sites<br />

with members receiving an ANF gift. n<br />

dentist, <strong>nurse</strong> practitioner, registered<br />

<strong>nurse</strong> or midwife.<br />

Supervision may be direct, where a<br />

all times to supervise the administration<br />

of medications and to clinically assess<br />

residents as required prior to the<br />

administration of PRN medications.<br />

Therefore an EN should not check<br />

schedule 4 medications with a carer as this<br />

does not meet the legislative guidelines.<br />

An EN may administer a schedule 4<br />

medication without the direct supervision<br />

of a registered <strong>nurse</strong> where the medication<br />

is a regularly administered dose, there is<br />

written authority for the medication to be<br />

administered and the administration does<br />

not require a clinical assessment of the<br />

resident prior, that is a PRN medication.<br />

IN NOvEMBER AND DECEMBER 2011 OvER 80 STuDENTS<br />

COMMENCED THEIR TRAINING WITH ANF’S EDuCATION<br />

CENTRE – 15 COMMENCED CERTIFICATE III IN HOME AND<br />

COMMuNITY CARE; 27 COMMENCED THEIR BRIDGING<br />

DIPLOMA OF NuRSING; AND 40 COMMENCED THE ADvANCED<br />

DIPLOMA OF NuRSING.<br />

Certificate III courses are delivered in Hobart only; the Diploma<br />

and Advanced Diploma are being delivered across the State with the<br />

following student numbers by location:<br />

• Diploma: South 11, North 10, North West 5<br />

• Advanced Diploma: South 15, North 17, North West 7<br />

Diploma and Advanced Diploma orientation sessions have now<br />

been completed. The majority of students have attended a skills<br />

recognition interview; training delivery schedules are finalised with<br />

training delivery to commence this month and first assignments will<br />

be issued at these training sessions.<br />

The Certificate III in Home and Community Care training (for<br />

jobseekers), and the Advanced Diploma training (for existing workers),<br />

is subsidised by the Australian Government’s Productivity Places<br />

Program (PPP) – which funds training for areas/industries identified as<br />

experiencing a ‘skills shortage’.<br />

The ANF Education Centre will be applying for more funding<br />

in early 2012 for courses to be delivered in 2012. If successful with<br />

these tenders, the Certificate III in Aged Care will be offered in mid<br />

April 2012 and the Certificate III in Home and Community Care,<br />

Bridging Diploma and Advanced Diploma of Nursing will be offered in<br />

the second half of 2012. n<br />
