OHL México is keeping
true to its investment
program in Mexico City
and starting operations
on the first stretch of
the Autopista Urbana
Norte, opening the
first stage of the Luis
Cabrera - Periférico
collector to traffic.

Both infrastructures were opened by the head of the Federal District Government,
Marcelo Ebrard, and the Public Works secretary of the city authority, Fernando Aboitiz,
accompanied by the president of the OHL Group in Mexico, José Andrés de Oteyza.
Last October 11th, Controladora Vía Rápida Poetas, the concession company of Los
Poetas–Luis Cabrera toll road, opened the collector which integrates the flow of traffic
between Luis Cabrera and México-Contreras avenues with the City of Mexico beltway in
the southern and northern directions. Page 4

in the 5th ACHE Congress
OHL Concesiones took part in the 5th Congress of the Scientific Technical Structural
Concrete Association (ACHE) in Barcelona, at which Manuel Alpañés, Engineering
Director, was a member of the round table last October 27th on Opportunities of
Spanish structural engineering on the international market.
For over a decade, the internationally influential ACHE conferences have been an excellence
forum every three years for the dissemination of knowledge and discussion on the state
of the art in execution, structure management and scientific research and technological
development in the field of concrete and structural engineering. Representatives of the
academic world, construction firms, regulatory bodies and manufacturers of materials and
equipment are involved in this.
Manuel Alpañés stressed the international presence of the OHL Group, with projects in 30
countries on all five continents, emphasizing recommendable aspects for cooperation of
Spanish engineering firms: specific knowledge of the design to be developed, knowledge
of the relevant regulations, understanding the technical culture of the country, incorporating
local personnel in the company and a stable physical presence in the country.

New appointments at
OHL Concesiones
OHL Concesiones has built up its management team by appointing two new
directors and creating six service administrations. These posts came into
force last October 1st.
Manuel Alpañés, Engineering
Director
Manuel Alpañés has taken on
the role of Engineering Director,
reporting to the Chief Construction
Officer of OHL Concesiones. This
civil engineer from the Higher
Engineering School of Madrid
Polytechnic University has had a
significant professional career in
the Group, at which he started work
in 1990 at the OHL Technical Office.
The recently created post of
Engineering Director involves
assuming the responsibility for
giving technical support to the new
transport infrastructure projects,
tackling amongst others the
processes for planning designs,
contracting engineering firms
and defending the designs at the
public administrations granting the
tenders.
Javier Arribas, Director of
Corporate Services
Javier Arribas, a Law Graduate
from the Universidad Complutense
de Madrid, has been appointed
Director of Corporate Services,
reporting directly to the Chief
Executive Officer of OHL
Concesiones. He started his
professional work at the OHL
Group in the Human Resources
Department in 2002.
The Corporate Services Director
is at the head of the services of
Human Resources, Communication
and CSR and General Resources
and Systems. This Director is also
responsible for coordinating the
R+D+I initiatives and projects of
OHL Concesiones.
Demand Analysis Service and Toll
Systems Service
Under the Chief Construction Officer,
the services of Demand Analysis and
Toll Systems have been created, both
reporting directly to the Technical
Director.
Blanca Gómez has been appointed
head of the Demand Analysis Service.
This Mathematics Graduate at the
Universidad Complutense de Madrid
has been working at the Technical
Management of OHL Concesiones since
2004. The new service oversees the
coordination of the studies for demand
analysis in the processes for tendering,
financing and operating the projects
or interest or participated in by OHL
Concesiones.
Ignacio Pérez has become the head
of the Toll Systems Service. He is an
Industrial Engineer from ICAI University,
working in Technical Management
since he joined OHL Concesiones in
2006. This new post is responsible
for development coordination and
implementation of systems (main of toll
payment and ITS) associated with the
infrastructures during the investment
period.
Service for Systems and General
Resources and Communication
and CSR Service
The Corporate Services Director has
added two new services to the Human
Resources Service, set up in 2010:
Systems and General Resources and
Communication and CSR.
Jesús Peñas, the head of the Systems
and General Resources Services, is a
Civil Engineer qualifying at the Higher
Technical Engineering School in Madrid.
He joined OHL Concesiones in 2010
and is responsible for the organization
and operation of the information and
general systems and R+D+i projects.

OHL Concesiones
Marta Tello has been appointed
head of the Communication and CSR
Services. She is a Graduate in Social
Anthropology from Mexico’s National
Anthropology and History School, and
started her career at OHL Concesiones
in 2006. The new head of the Service
covers the areas of communication,
CSR, quality and the environment.
Structured Financing Service and
Planning and Control Service
General Economic and Financial
Management has incorporated the
new services of Structured Financing
and Planning and Control, respectively
reporting to the Financial Director and
Administration Director.
Pablo Ybáñez, who has been
appointed Head of Structure Finance,
is a Graduate in Business Studies
at San Pablo CEU University in
Madrid, joining OHL in 2000, in the
Management of Investor Relations,
International Corporate Financing. In
2003 he became part of the Financial
Director’s team at OHL Concesiones and
is now the head of financial structuring
of concession projects and special
financing operations.
Faustino Martín has become the
head of the Planning and Control
Service. He is a Business Studies
Graduate from Madrid Autonomous
University, who started his professional
career in the group in 1995, under the
Management Control Director of OHL.
In 2003 he joined the Administration
Management of OHL Concesiones
and since October 2011 has been
responsible for preparing accounting
information and the long-term plan of
the Grupo OHL Concesiones, amongst
other functions.

OHL México opens the first stretch of the Autopista
Urbana Norte
On November 3rd the first Section of the Autopista Urbana Norte, known as Stretch 0, was opened to traffic. This
stretch marks the end of the connection of the second stories of two federal bodies, the Federal District and Mexico
State, which form the metropolitan area of Valle de México.
The stretch opened runs from
Toreo, the point where the Viaducto
Bicentenario starts in the State of
Mexico, to the side of the Beltway in
the Federal District, by Israelita Sports
Centre.
Both infrastructures will enable improving

for twinning the road started
Autopista del Norte has begun the work for twinning the lanes of Nº 4 Road
Network, at the same time as agreeing with the administration granting this on
the terms for starting the operation and maintenance of the existing roadway
along the 356 km-long stretch of this Peruvian concession.

The asphalting of the first 20 km of the
twinned road has started after making
the land available free of interference.
In accordance with the concession
contract, after finishing the first 70 km,
which run between the cities of Casma
and Huarmey, the second lanes will be
opened to traffic with an increase in
rates from the present 1.5 USD to 2.0
USD.
Alongside this work, the construction
of the Fortaleza toll plaza has been
completed, as this had been running
with provisional facilities since last
February 17th, and an operation and
maintenance agreement has been
signed with the administration.
In order to optimize the exploitation
work, the measures taken include
supplying ambulances, tow-trucks for
light and heavy vehicles, installation
of weighbridge points and SOS points.
Optical fiber is also being laid, to
enable both progress of the building
work, through replacing the present
lines, and the future incorporation
of ITS solutions for improving
the operation and safety in the
infrastructure.
The twinning of the Autopista del Norte
will cut down the time required to get
from Lima to Trujillo or back by 30%,
helping to integrate the region with
greatest commercial activity in the
country, promoting tourism in the area
and representing a major improvement
in the safety conditions on the journey
linking the cities of Pativilca and
Trujillo.

Quality and environment
management system
OHL Concesiones
is renewing its ISO
9001 and 14001
certification
In October OHL Concesiones successfully
completed the audit for renewal of the
management system for quality and the
environment to ISO 9001 and ISO 14001
standards.
The certification has been obtained thanks
to the daily work of all the departments,
closely cooperating with the quality and
environment team and working hard
everyday to improve their processes.
This year, some of the strong points stressed
by the auditing team were several of the new
projects got under way by OHL Concesiones
in order to improve and facilitate the work,
both at the subsidiaries and at the company
itself.
Some future challenges are the updating
of the system documents for adaptation to
the evolution and growth undergone by the
company, as well as fulfillment of the new
objectives that have been set.

Aena Aeropuertos Internacional and OHL Concesiones
Alliance for participating in
tenders for Brazilian airports
Aena Aeropuertos Internacional and OHL Concesiones have agreed on an
alliance to work together in the public tender process arranged by Brazil’s
Federal Government for extension, maintenance and operation of the
international airports of Brasilia - Campinas and Guarulhos.
Aena Aeropuertos Internacional and OHL
Brasil, a subsidiary of OHL Concesiones,
will be forming a consortium in order
to present the offer for extension,
modernization and operation of the
concession airports in the Federal District
(Brazil) and in the State of São Paulo
(Campinas and Guarulhos).
Golden Month for Safety 2011 safety campaign
The award consists of recognition
for the commitment assumed by the
concession firm to the safety of its human
resources, the integration of prevention
of occupational hazards in its operating
management and the added value that
this conviction and effort provides its
users in rendering the service.
Aena Aeropuertos Internacional is a
subsidiary of Aena Aeropuertos, the main
airport operator worldwide as regards
numbers of passengers. It currently runs
47 airports and two heliports in Spain, and
it takes part either directly or indirectly
through its subsidiary Aena Aeropuertos
Internacional in the administration of 27
airports all over the world.

Oeste in PRL
Metro Ligero Oeste (MLO) has received the prize for Prevention of
Occupational Hazards in the category of Preventive Management, awarded to
it as part of the eight edition of the Golden Month for Safety 2011 campaign,
which the OHL Group holds yearly during the month of October.
Some of the aspects most highly
valued by the jury were the proper
application of the Safety Plan in the
operation of the two light rail systems
run by MLO, which has helped to
strengthen excellence in the preventive
management attained at the OHL
Group.

New reviewed
version of the
Group’s Code
of Ethics
On September 28th the new reviewed
version of the Group’s Code of Ethics
came into force, approved by the
Board of Directors of OHL.
This code constitutes an express
declaration of the values, principles and
standards of conduct for undertaking
the professional business of everyone
in the OHL Group, to ensure the
corporate commitment to integrity and
transparency to the communities in
which it works.
Apart from the joint application of the
corporate culture of the Group among its
employees, the code seeks to share the
values and commitments which integrate
this with other groups of interest.
The Code of Ethics establishes the
mechanisms for monitoring, supervision
and fulfillment of its application, as well
as the means for any possible review
and updating.
The code has been translated into the
representative languages of the markets
where a stable presence is maintained.
It can be consulted or downloaded as
a document through the web pages of

way in Mexico
On October 31st, OHL México made known the start of operations of the
new Televía technology platform, a new division of the OHL Group which
will provide all the services connected with electronic tolling - operation,
commercialization, marketing and customer care – for OHL México’s toll
roads, as well as for any other infrastructures which may wish to join.
The main advantages of Televía are their
adaptation to the Mexican market, with
a pre-payment electronic tolling system
providing the greatest facilities for
recharging and commercialization, all the
modernity of the free-flow system, along
with fast transactions in the traditional
toll plaza, and interoperability in all the
concessions which join this, through
being technologically prepared to take all
the tags distributed in the country.
Televía is a major commitment of
OHL Concesiones, and one in which a
great deal of technical and economic
resources have been invested to provide
monitoring traffic and speed on over 200 lanes will be enabled
by implementing radars and Data Collection Stations (ETD, in
Spanish). Likewise, 60 fixed and variable information panels,
weather stations and clearance gauges will be installed.
An integrated system for administration of equipment,
systems and screens will enable storing and processing
data, also providing alternatives for action by the staff at the
control centers at each concession firm. The modern system
for automatic incident detection to guarantee users’ safety,
supported by video, will facilitate the activation of the resources
necessary for guaranteeing users’ safety and getting traffic flows
back to normal in the shortest time possible.
The project is being coordinated by the Systems area of OHL
Brasil, which has done the work in close cooperation with the
staff from the concession firms in all the stages of the process,
thus guaranteeing the installation of the best ITS technology
systems for operation and safety of the infrastructures.
The Autopista Fluminense, Fernão Dias, Régis Bittencourt,
Litoral Sul and Planalto Sul companies integrate many of the
country’s main cities and regions, cover a surface area of
2079 km and have a daily traffic volume in excess of 550,000
vehicles.
