The Luis Cabrera - Periférico collector gets under way<br />

<strong>Urbana</strong> <strong>Norte</strong><br />

<strong>OHL</strong> <strong>México</strong> is keeping<br />

on <strong>the</strong> <strong>first</strong> stretch <strong>of</strong><br />

<strong>the</strong> <strong>Autopista</strong> <strong>Urbana</strong><br />

<strong>Norte</strong>, opening <strong>the</strong><br />

<strong>first</strong> stage <strong>of</strong> <strong>the</strong> Luis<br />

Cabrera - Periférico<br />

collector to traffic.<br />

Both infrastructures were opened by <strong>the</strong> head <strong>of</strong> <strong>the</strong> Federal District Government,<br />

Marcelo Ebrard, and <strong>the</strong> Public Works secretary <strong>of</strong> <strong>the</strong> city authority, Fernando Aboitiz,<br />

accompanied by <strong>the</strong> president <strong>of</strong> <strong>the</strong> <strong>OHL</strong> Group in Mexico, José Andrés de Oteyza.<br />

Last October 11th, Controladora Vía Rápida Poetas, <strong>the</strong> concession company <strong>of</strong> Los<br />

Poetas–Luis Cabrera toll road, opened <strong>the</strong> collector which integrates <strong>the</strong> flow <strong>of</strong> traffic<br />

between Luis Cabrera and <strong>México</strong>-Contreras avenues with <strong>the</strong> City <strong>of</strong> Mexico beltway in<br />

<strong>the</strong> sou<strong>the</strong>rn and nor<strong>the</strong>rn directions. Page 4<br />

<strong>OHL</strong> Concesiones takes part<br />

in <strong>the</strong> 5th ACHE Congress<br />

<strong>OHL</strong> Concesiones took part in <strong>the</strong> 5th Congress <strong>of</strong> <strong>the</strong> Scientific Technical Structural<br />

Concrete Association (ACHE) in Barcelona, at which Manuel Alpañés, Engineering<br />

Director, was a member <strong>of</strong> <strong>the</strong> round table last October 27th on Opportunities <strong>of</strong><br />

Spanish structural engineering on <strong>the</strong> international market.<br />

For over a decade, <strong>the</strong> internationally influential ACHE conferences have been an excellence<br />

forum every three years for <strong>the</strong> dissemination <strong>of</strong> knowledge and discussion on <strong>the</strong> state<br />

<strong>of</strong> <strong>the</strong> art in execution, structure management and scientific research and technological<br />

development in <strong>the</strong> field <strong>of</strong> concrete and structural engineering. Representatives <strong>of</strong> <strong>the</strong><br />

academic world, construction firms, regulatory bodies and manufacturers <strong>of</strong> materials and<br />

equipment are involved in this.<br />

Manuel Alpañés stressed <strong>the</strong> international presence <strong>of</strong> <strong>the</strong> <strong>OHL</strong> Group, with projects in 30<br />

countries on all five continents, emphasizing recommendable aspects for cooperation <strong>of</strong><br />

Spanish engineering firms: specific knowledge <strong>of</strong> <strong>the</strong> design to be developed, knowledge<br />

<strong>of</strong> <strong>the</strong> relevant regulations, understanding <strong>the</strong> technical culture <strong>of</strong> <strong>the</strong> country, incorporating<br />

local personnel in <strong>the</strong> company and a stable physical presence in <strong>the</strong> country.

New appointments at<br />

<strong>OHL</strong> Concesiones<br />

<strong>OHL</strong> Concesiones has built up its management team by appointing two new<br />

directors and creating six service administrations. These posts came into<br />

force last October 1st.<br />

Manuel Alpañés, Engineering<br />

Director<br />

Manuel Alpañés has taken on<br />

<strong>the</strong> role <strong>of</strong> Engineering Director,<br />

reporting to <strong>the</strong> Chief Construction<br />

Officer <strong>of</strong> <strong>OHL</strong> Concesiones. This<br />

civil engineer from <strong>the</strong> Higher<br />

Engineering School <strong>of</strong> Madrid<br />

Polytechnic University has had a<br />

significant pr<strong>of</strong>essional career in<br />

<strong>the</strong> Group, at which he started work<br />

in 1990 at <strong>the</strong> <strong>OHL</strong> Technical Office.<br />

The recently created post <strong>of</strong><br />

Engineering Director involves<br />

assuming <strong>the</strong> responsibility for<br />

giving technical support to <strong>the</strong> new<br />

transport infrastructure projects,<br />

tackling amongst o<strong>the</strong>rs <strong>the</strong><br />

processes for planning designs,<br />

contracting engineering firms<br />

and defending <strong>the</strong> designs at <strong>the</strong><br />

public administrations granting <strong>the</strong><br />

tenders.<br />

Javier Arribas, Director <strong>of</strong><br />

Corporate Services<br />

Javier Arribas, a Law Graduate<br />

from <strong>the</strong> Universidad Complutense<br />

de Madrid, has been appointed<br />

Director <strong>of</strong> Corporate Services,<br />

reporting directly to <strong>the</strong> Chief<br />

Executive Officer <strong>of</strong> <strong>OHL</strong><br />

Concesiones. He started his<br />

pr<strong>of</strong>essional work at <strong>the</strong> <strong>OHL</strong><br />

Group in <strong>the</strong> Human Resources<br />

Department in 2002.<br />

The Corporate Services Director<br />

is at <strong>the</strong> head <strong>of</strong> <strong>the</strong> services <strong>of</strong><br />

Human Resources, Communication<br />

and CSR and General Resources<br />

and Systems. This Director is also<br />

responsible for coordinating <strong>the</strong><br />

R+D+I initiatives and projects <strong>of</strong><br />

<strong>OHL</strong> Concesiones.<br />

Demand Analysis Service and Toll<br />

Systems Service<br />

Under <strong>the</strong> Chief Construction Officer,<br />

<strong>the</strong> services <strong>of</strong> Demand Analysis and<br />

Toll Systems have been created, both<br />

reporting directly to <strong>the</strong> Technical<br />

Director.<br />

Blanca Gómez has been appointed<br />

head <strong>of</strong> <strong>the</strong> Demand Analysis Service.<br />

This Ma<strong>the</strong>matics Graduate at <strong>the</strong><br />

Universidad Complutense de Madrid<br />

has been working at <strong>the</strong> Technical<br />

Management <strong>of</strong> <strong>OHL</strong> Concesiones since<br />

2004. The new service oversees <strong>the</strong><br />

coordination <strong>of</strong> <strong>the</strong> studies for demand<br />

analysis in <strong>the</strong> processes for tendering,<br />

financing and operating <strong>the</strong> projects<br />

or interest or participated in by <strong>OHL</strong><br />

Concesiones.<br />

Ignacio Pérez has become <strong>the</strong> head<br />

<strong>of</strong> <strong>the</strong> Toll Systems Service. He is an<br />

Industrial Engineer from ICAI University,<br />

working in Technical Management<br />

since he joined <strong>OHL</strong> Concesiones in<br />

2006. This new post is responsible<br />

for development coordination and<br />

implementation <strong>of</strong> systems (main <strong>of</strong> toll<br />

payment and ITS) associated with <strong>the</strong><br />

infrastructures during <strong>the</strong> investment<br />

period.<br />

Service for Systems and General<br />

Resources and Communication<br />

and CSR Service<br />

The Corporate Services Director has<br />

added two new services to <strong>the</strong> Human<br />

Resources Service, set up in 2010:<br />

Systems and General Resources and<br />

Communication and CSR.<br />

Jesús Peñas, <strong>the</strong> head <strong>of</strong> <strong>the</strong> Systems<br />

and General Resources Services, is a<br />

Civil Engineer qualifying at <strong>the</strong> Higher<br />

Technical Engineering School in Madrid.<br />

He joined <strong>OHL</strong> Concesiones in 2010<br />

and is responsible for <strong>the</strong> organization<br />

and operation <strong>of</strong> <strong>the</strong> information and<br />

general systems and R+D+i projects.<br />

Mosaico<br />

<strong>OHL</strong> Concesiones<br />

Marta Tello has been appointed<br />

head <strong>of</strong> <strong>the</strong> Communication and CSR<br />

Services. She is a Graduate in Social<br />

Anthropology from Mexico’s National<br />

Anthropology and History School, and<br />

started her career at <strong>OHL</strong> Concesiones<br />

in 2006. The new head <strong>of</strong> <strong>the</strong> Service<br />

covers <strong>the</strong> areas <strong>of</strong> communication,<br />

CSR, quality and <strong>the</strong> environment.<br />

Structured Financing Service and<br />

Planning and Control Service<br />

General Economic and Financial<br />

Management has incorporated <strong>the</strong><br />

new services <strong>of</strong> Structured Financing<br />

and Planning and Control, respectively<br />

reporting to <strong>the</strong> Financial Director and<br />

Administration Director.<br />

Pablo Ybáñez, who has been<br />

appointed Head <strong>of</strong> Structure Finance,<br />

is a Graduate in Business Studies<br />

at San Pablo CEU University in<br />

Madrid, joining <strong>OHL</strong> in 2000, in <strong>the</strong><br />

Management <strong>of</strong> Investor Relations,<br />

International Corporate Financing. In<br />

2003 he became part <strong>of</strong> <strong>the</strong> Financial<br />

Director’s team at <strong>OHL</strong> Concesiones and<br />

is now <strong>the</strong> head <strong>of</strong> financial structuring<br />

<strong>of</strong> concession projects and special<br />

financing operations.<br />

Faustino Martín has become <strong>the</strong><br />

head <strong>of</strong> <strong>the</strong> Planning and Control<br />

Service. He is a Business Studies<br />

Graduate from Madrid Autonomous<br />

University, who started his pr<strong>of</strong>essional<br />

career in <strong>the</strong> group in 1995, under <strong>the</strong><br />

Management Control Director <strong>of</strong> <strong>OHL</strong>.<br />

In 2003 he joined <strong>the</strong> Administration<br />

Management <strong>of</strong> <strong>OHL</strong> Concesiones<br />

and since October 2011 has been<br />

responsible for preparing accounting<br />

information and <strong>the</strong> long-term plan <strong>of</strong><br />

<strong>the</strong> Grupo <strong>OHL</strong> Concesiones, amongst<br />

o<strong>the</strong>r functions.

<strong>Urbana</strong> <strong>Norte</strong><br />

On November 3rd <strong>the</strong> <strong>first</strong> Section <strong>of</strong> <strong>the</strong> <strong>Autopista</strong> <strong>Urbana</strong> <strong>Norte</strong>, known as Stretch 0, was opened to traffic. This<br />

stretch marks <strong>the</strong> end <strong>of</strong> <strong>the</strong> connection <strong>of</strong> <strong>the</strong> second stories <strong>of</strong> two federal bodies, <strong>the</strong> Federal District and Mexico<br />

State, which form <strong>the</strong> metropolitan area <strong>of</strong> Valle de <strong>México</strong>.<br />

The stretch opened runs from<br />

Toreo, <strong>the</strong> point where <strong>the</strong> Viaducto<br />

Bicentenario starts in <strong>the</strong> State <strong>of</strong><br />

Mexico, to <strong>the</strong> side <strong>of</strong> <strong>the</strong> Beltway in<br />

<strong>the</strong> Federal District, by Israelita Sports<br />

Centre.<br />

Both infrastructures will enable improving<br />

Operation agreement signed with <strong>the</strong> Peruvian administration<br />

<strong>Autopista</strong> del <strong>Norte</strong> gets <strong>the</strong> work<br />

for twinning <strong>the</strong> road started<br />

<strong>Autopista</strong> del <strong>Norte</strong> has begun <strong>the</strong> work for twinning <strong>the</strong> lanes <strong>of</strong> Nº 4 Road<br />

Network, at <strong>the</strong> same time as agreeing with <strong>the</strong> administration granting this on<br />

<strong>the</strong> terms for starting <strong>the</strong> operation and maintenance <strong>of</strong> <strong>the</strong> existing roadway<br />

along <strong>the</strong> 356 km-long stretch <strong>of</strong> this Peruvian concession.<br />

Twinning <strong>the</strong> lanes <strong>of</strong> <strong>the</strong> North Toll Road between Casma and <strong>the</strong> Arroyo de la Culebra.<br />

The asphalting <strong>of</strong> <strong>the</strong> <strong>first</strong> 20 km <strong>of</strong> <strong>the</strong><br />

twinned road has started after making<br />

<strong>the</strong> land available free <strong>of</strong> interference.<br />

In accordance with <strong>the</strong> concession<br />

contract, after finishing <strong>the</strong> <strong>first</strong> 70 km,<br />

which run between <strong>the</strong> cities <strong>of</strong> Casma<br />

and Huarmey, <strong>the</strong> second lanes will be<br />

opened to traffic with an increase in<br />

rates from <strong>the</strong> present 1.5 USD to 2.0<br />

USD.<br />

Alongside this work, <strong>the</strong> construction<br />

<strong>of</strong> <strong>the</strong> Fortaleza toll plaza has been<br />

completed, as this had been running<br />

with provisional facilities since last<br />

February 17th, and an operation and<br />

maintenance agreement has been<br />

signed with <strong>the</strong> administration.<br />

In order to optimize <strong>the</strong> exploitation<br />

work, <strong>the</strong> measures taken include<br />

supplying ambulances, tow-trucks for<br />

light and heavy vehicles, installation<br />

<strong>of</strong> weighbridge points and SOS points.<br />

Optical fiber is also being laid, to<br />

enable both progress <strong>of</strong> <strong>the</strong> building<br />

work, through replacing <strong>the</strong> present<br />

lines, and <strong>the</strong> future incorporation<br />

<strong>of</strong> ITS solutions for improving<br />

<strong>the</strong> operation and safety in <strong>the</strong><br />

infrastructure.<br />

The twinning <strong>of</strong> <strong>the</strong> <strong>Autopista</strong> del <strong>Norte</strong><br />

will cut down <strong>the</strong> time required to get<br />

from Lima to Trujillo or back by 30%,<br />

helping to integrate <strong>the</strong> region with<br />

greatest commercial activity in <strong>the</strong><br />

country, promoting tourism in <strong>the</strong> area<br />

and representing a major improvement<br />

in <strong>the</strong> safety conditions on <strong>the</strong> journey<br />

linking <strong>the</strong> cities <strong>of</strong> Pativilca and<br />

Trujillo.<br />

road traffic conditions in <strong>the</strong> most densely<br />

populated area <strong>of</strong> <strong>the</strong> country, meaning<br />

significant savings in travel times and<br />

contaminating emissions.<br />

Quality and environment<br />

management system<br />

<strong>OHL</strong> Concesiones<br />

is renewing its ISO<br />

9001 and 14001<br />

certification<br />

In October <strong>OHL</strong> Concesiones successfully<br />

completed <strong>the</strong> audit for renewal <strong>of</strong> <strong>the</strong><br />

management system for quality and <strong>the</strong><br />

environment to ISO 9001 and ISO 14001<br />

standards.<br />

The certification has been obtained thanks<br />

to <strong>the</strong> daily work <strong>of</strong> all <strong>the</strong> departments,<br />

closely cooperating with <strong>the</strong> quality and<br />

environment team and working hard<br />

everyday to improve <strong>the</strong>ir processes.<br />

This year, some <strong>of</strong> <strong>the</strong> strong points stressed<br />

by <strong>the</strong> auditing team were several <strong>of</strong> <strong>the</strong> new<br />

projects got under way by <strong>OHL</strong> Concesiones<br />

in order to improve and facilitate <strong>the</strong> work,<br />

both at <strong>the</strong> subsidiaries and at <strong>the</strong> company<br />

itself.<br />

Some future challenges are <strong>the</strong> updating<br />

<strong>of</strong> <strong>the</strong> system documents for adaptation to<br />

<strong>the</strong> evolution and growth undergone by <strong>the</strong><br />

company, as well as fulfillment <strong>of</strong> <strong>the</strong> new<br />

objectives that have been set.<br />

Aena Aeropuertos Internacional and <strong>OHL</strong> Concesiones<br />

Alliance for participating in<br />

tenders for Brazilian airports<br />

Aena Aeropuertos Internacional and <strong>OHL</strong> Concesiones have agreed on an<br />

alliance to work toge<strong>the</strong>r in <strong>the</strong> public tender process arranged by Brazil’s<br />

Federal Government for extension, maintenance and operation <strong>of</strong> <strong>the</strong><br />

international airports <strong>of</strong> Brasilia - Campinas and Guarulhos.<br />

Aena Aeropuertos Internacional and <strong>OHL</strong><br />

Brasil, a subsidiary <strong>of</strong> <strong>OHL</strong> Concesiones,<br />

will be forming a consortium in order<br />

to present <strong>the</strong> <strong>of</strong>fer for extension,<br />

modernization and operation <strong>of</strong> <strong>the</strong><br />

concession airports in <strong>the</strong> Federal District<br />

(Brazil) and in <strong>the</strong> State <strong>of</strong> São Paulo<br />

(Campinas and Guarulhos).<br />

Golden Month for Safety 2011 safety campaign<br />

The award consists <strong>of</strong> recognition<br />

for <strong>the</strong> commitment assumed by <strong>the</strong><br />

concession firm to <strong>the</strong> safety <strong>of</strong> its human<br />

resources, <strong>the</strong> integration <strong>of</strong> prevention<br />

<strong>of</strong> occupational hazards in its operating<br />

management and <strong>the</strong> added value that<br />

this conviction and effort provides its<br />

users in rendering <strong>the</strong> service.<br />

Aena Aeropuertos Internacional is a<br />

subsidiary <strong>of</strong> Aena Aeropuertos, <strong>the</strong> main<br />

airport operator worldwide as regards<br />

numbers <strong>of</strong> passengers. It currently runs<br />

47 airports and two heliports in Spain, and<br />

it takes part ei<strong>the</strong>r directly or indirectly<br />

through its subsidiary Aena Aeropuertos<br />

Internacional in <strong>the</strong> administration <strong>of</strong> 27<br />

airports all over <strong>the</strong> world.<br />

commitment with Metro Ligero<br />

Oeste in PRL<br />

Metro Ligero Oeste (MLO) has received <strong>the</strong> prize for Prevention <strong>of</strong><br />

Occupational Hazards in <strong>the</strong> category <strong>of</strong> Preventive Management, awarded to<br />

it as part <strong>of</strong> <strong>the</strong> eight edition <strong>of</strong> <strong>the</strong> Golden Month for Safety 2011 campaign,<br />

which <strong>the</strong> <strong>OHL</strong> Group holds yearly during <strong>the</strong> month <strong>of</strong> October.<br />

Some <strong>of</strong> <strong>the</strong> aspects most highly<br />

valued by <strong>the</strong> jury were <strong>the</strong> proper<br />

application <strong>of</strong> <strong>the</strong> Safety Plan in <strong>the</strong><br />

operation <strong>of</strong> <strong>the</strong> two light rail systems<br />

run by MLO, which has helped to<br />

streng<strong>the</strong>n excellence in <strong>the</strong> preventive<br />

management attained at <strong>the</strong> <strong>OHL</strong><br />

Group.<br />

Passed by <strong>OHL</strong>’s Board <strong>of</strong><br />

version <strong>of</strong> <strong>the</strong><br />

Group’s Code<br />

<strong>of</strong> Ethics<br />

On September 28th <strong>the</strong> new reviewed<br />

version <strong>of</strong> <strong>the</strong> Group’s Code <strong>of</strong> Ethics<br />

came into force, approved by <strong>the</strong><br />

Board <strong>of</strong> Directors <strong>of</strong> <strong>OHL</strong>.<br />

This code constitutes an express<br />

declaration <strong>of</strong> <strong>the</strong> values, principles and<br />

standards <strong>of</strong> conduct for undertaking<br />

<strong>the</strong> pr<strong>of</strong>essional business <strong>of</strong> everyone<br />

in <strong>the</strong> <strong>OHL</strong> Group, to ensure <strong>the</strong><br />

corporate commitment to integrity and<br />

transparency to <strong>the</strong> communities in<br />

which it works.<br />

Apart from <strong>the</strong> joint application <strong>of</strong> <strong>the</strong><br />

corporate culture <strong>of</strong> <strong>the</strong> Group among its<br />

employees, <strong>the</strong> code seeks to share <strong>the</strong><br />

values and commitments which integrate<br />

this with o<strong>the</strong>r groups <strong>of</strong> interest.<br />

The Code <strong>of</strong> Ethics establishes <strong>the</strong><br />

mechanisms for monitoring, supervision<br />

and fulfillment <strong>of</strong> its application, as well<br />

as <strong>the</strong> means for any possible review<br />

and updating.<br />

The code has been translated into <strong>the</strong><br />

representative languages <strong>of</strong> <strong>the</strong> markets<br />

where a stable presence is maintained.<br />

In <strong>the</strong> toll roads managed as part <strong>of</strong> <strong>the</strong> federal network <strong>OHL</strong> Brasil has started to implement <strong>the</strong> biggest intelligent<br />

freeway surveillance and monitoring systems in <strong>the</strong> country and one <strong>of</strong> <strong>the</strong> most important worldwide.<br />

The project, whose investment will exceed 100 million reais, is<br />

part <strong>of</strong> <strong>the</strong> commitment to technology and excellence taken on<br />

by <strong>OHL</strong> Concesiones in order to provide its infrastructures with<br />

<strong>the</strong> best <strong>of</strong>fer on <strong>the</strong> international market for new technologies.<br />

To value <strong>the</strong> importance <strong>of</strong> this project, we could point out<br />

On October 31st, <strong>OHL</strong> <strong>México</strong> made known <strong>the</strong> start <strong>of</strong> operations <strong>of</strong> <strong>the</strong><br />

new Televía technology platform, a new division <strong>of</strong> <strong>the</strong> <strong>OHL</strong> Group which<br />

will provide all <strong>the</strong> services connected with electronic tolling - operation,<br />

commercialization, marketing and customer care – for <strong>OHL</strong> <strong>México</strong>’s toll<br />

roads, as well as for any o<strong>the</strong>r infrastructures which may wish to join.<br />

The main advantages <strong>of</strong> Televía are <strong>the</strong>ir<br />

adaptation to <strong>the</strong> Mexican market, with<br />

a pre-payment electronic tolling system<br />

providing <strong>the</strong> greatest facilities for<br />

recharging and commercialization, all <strong>the</strong><br />

modernity <strong>of</strong> <strong>the</strong> free-flow system, along<br />

with fast transactions in <strong>the</strong> traditional<br />

toll plaza, and interoperability in all <strong>the</strong><br />

concessions which join this, through<br />

being technologically prepared to take all<br />

<strong>the</strong> tags distributed in <strong>the</strong> country.<br />

Televía is a major commitment <strong>of</strong><br />

<strong>OHL</strong> Concesiones, and one in which a<br />

great deal <strong>of</strong> technical and economic<br />

resources have been invested to provide<br />

monitoring traffic and speed on over 200 lanes will be enabled<br />

by implementing radars and Data Collection Stations (ETD, in<br />

Spanish). Likewise, 60 fixed and variable information panels,<br />

wea<strong>the</strong>r stations and clearance gauges will be installed.<br />

An integrated system for administration <strong>of</strong> equipment,<br />

systems and screens will enable storing and processing<br />

data, also providing alternatives for action by <strong>the</strong> staff at <strong>the</strong><br />

control centers at each concession firm. The modern system<br />

for automatic incident detection to guarantee users’ safety,<br />

supported by video, will facilitate <strong>the</strong> activation <strong>of</strong> <strong>the</strong> resources<br />

necessary for guaranteeing users’ safety and getting traffic flows<br />

back to normal in <strong>the</strong> shortest time possible.<br />

The project is being coordinated by <strong>the</strong> Systems area <strong>of</strong> <strong>OHL</strong><br />

Brasil, which has done <strong>the</strong> work in close cooperation with <strong>the</strong><br />

staff from <strong>the</strong> concession firms in all <strong>the</strong> stages <strong>of</strong> <strong>the</strong> process,<br />

thus guaranteeing <strong>the</strong> installation <strong>of</strong> <strong>the</strong> best ITS technology<br />

systems for operation and safety <strong>of</strong> <strong>the</strong> infrastructures.<br />

The <strong>Autopista</strong> Fluminense, Fernão Dias, Régis Bittencourt,<br />

Litoral Sul and Planalto Sul companies integrate many <strong>of</strong> <strong>the</strong><br />

country’s main cities and regions, cover a surface area <strong>of</strong><br />

2079 km and have a daily traffic volume in excess <strong>of</strong> 550,000<br />

vehicles.<br />
