Today our community will join over 58 others across the country that provide victims<br />
of domestic violence with a single location to access services from agency partners.<br />
Opening the doors of the Family Justice Center of the Midlands is just the first step.<br />
Over the coming year, we will build awareness of the Center, and the issue of domestic<br />
violence, through a public service campaign and partnership with the Operation for<br />
Hope Foundation and the American Advertising Federation Omaha.<br />
Even with the work of so many community leaders, partners and supporters, domestic violence continues<br />
to grow in our community. In <strong>2009</strong>, while the number of calls to 911 decreased, the percentage related to<br />
<strong>Domestic</strong> <strong>Violence</strong> went up. There were also three domestic violence related homicides in Douglas County<br />
in <strong>2009</strong>. While we can be thankful that the number is not in the double digits, consider that each loss of life<br />
represents thousands of victims.<br />
Now, with the new Family Justice Center of Midlands, our goal is to provide victims with resources and<br />
beneficial life options. Thanks to the efforts of the DVCC Board, staff and community partners, we will be able<br />
to provide victims with the resources they need to change their lives, while reversing the growth of domestic<br />
violence incidents in our community.<br />

Finding the right location for the Family Justice Center of the Midlands was a challenge.<br />
Our requirements included being on a Metro Area Transit bus line; near the Douglas<br />
County Courthouse; near medical/emergency room services; with ample parking; and<br />
a safe, secure location to house all the agency partners. After an exhaustive search,<br />
we chose the Grain Exchange building, at 19th and Harney, downtown Omaha. Thanks<br />
to the tireless efforts of the DVCC board, staff, agency partners and contributors, the<br />
Family Justice Center of the Midlands is a reality.<br />
In addition to getting the Family Justice Center up and running, the 2010 initiative also includes building<br />
awareness about domestic violence and addressing the issues of Elder Abuse.<br />
On-going extensive training for medical professionals and medical students teaches appropriate identification,<br />
assessment, treatment and intervention for victims of domestic violence. As first responders and community<br />
partners, this training strengthens our community as a whole.<br />
We are proud of the <strong>Domestic</strong> <strong>Violence</strong> <strong>Coordinating</strong> <strong>Council</strong> and their partners for this vision.<br />

In 1995, the Women’s Fund of Greater Omaha commissioned a study that asked<br />
the question “Can we stop the violence in Omaha?” To achieve this goal, the study<br />
recommended the formation of a multi-disciplinary, community based task force to help<br />
coordinate all agencies and entities involved with victims and perpetrators of domestic<br />
violence. This provided the impetus for the <strong>Domestic</strong> <strong>Violence</strong> <strong>Coordinating</strong> <strong>Council</strong>.<br />
Since its inception in 1996, the DVCC has raised over 7 million dollars. Over the last<br />
decade alone, the DVCC has brought in over 2 million dollars in critical funding through federal grants, the<br />
majority of which pays for partner agency positions and builds awareness in our community. The DVCC has<br />
also provided over 75,000 thousand educational trainings, materials and community outreach. In <strong>2009</strong>, the<br />
DVCC and its partners accomplished planning, coordination and implementation in the opening of the Family<br />
Justice Center of the Midlands. The FJCM will be the 58th justice center of its kind in the nation.<br />
<strong>Domestic</strong> violence and abuse has been a hidden crime for many years. Increasingly there is recognition that<br />
it affects a wide range of individuals from many backgrounds. There is growing awareness of the physical and<br />
psychological damage caused to individuals who are experiencing, or have experienced, domestic violence.<br />
However, the social and financial costs to society are far more wide reaching and significant than many<br />
of us realize.<br />
Now in 2010, domestic violence in Omaha has not stopped, but through the tireless efforts of community<br />
leaders and partner agencies, we have reached another milestone — a safe, secure location where victims of<br />
domestic violence can receive the help they need to start a new life.<br />

FAMILY JUSTICE CENTER<br />
AT A STRESSFUL TIME, ONE STOP FOR NEEDED SERVICES<br />
She had to escape her abusive husband, but Jennifer Reynolds had little time to get everything done.<br />
“I had only four hours to pick up my children and to get down to the courthouse,” Reynolds<br />
recalled, “It takes about an hour and a half to maybe two hours to fill out the request for the<br />
protection order.”<br />
As she completed the paperwork, Reynolds kept nervously looking at her watch. She remembers thinking, ‘“Oh<br />
my God, I only have this much time left.’”<br />
Fortunately for her, mother was there to watch her two small children, and an advocate from the YWCA<br />
helped her fill out the forms and accompanied her to the courthouse, where she was granted the<br />
protection order.<br />
“It was just perfect timing, thank God,” said Reynolds, who months before had started talking with people<br />
about had started talking with people about fleeing the emotional and psychological abuse.<br />
People trying to escape abusive relationships soon will have a little less to worry about when the Family Justice<br />
Center of the Midlands opens in the Grain Exchange Building at 19th and Harney Streets. The center, which has its<br />
ribbon-cutting March 30, will put law enforcement agencies and social service providers together on<br />
one floor.<br />
The <strong>Domestic</strong> <strong>Violence</strong> <strong>Coordinating</strong> <strong>Council</strong> of Greater Omaha started planning for the center in 2006 after<br />
the council’s executive director, Karen Hadley, visited one such center in San Diego.<br />
“I started to how people were really excited about it and how much more efficient and effective (the centers)<br />
are in terms of addressing the needs of victims up front, immediately, in one place,” Hadley said.<br />
Organizers hoped to open the center by late <strong>2009</strong>, but it took time to find the right location. The center had to be on<br />
a Metro Area Transit bus line; 20 minutes at most from the Douglas County Courthouse; near medical/emergency<br />
room services; east of 90th Street; and a safe and secure facility with 3,000 to 5,000 square feet of space and<br />
ample parking.<br />
“We looked at so many different spaces,” Hadley said. “Over the last couple of years, I’d say probably somewhere<br />
between 30 and 40.”<br />
The Grain Exchange Building, which is across the street from the courthouse, fit those requirements. Sealing<br />
the deal: The Omaha Police Department’s domestic violence unit and the Douglas County victim assistance<br />
unit already were in the building.<br />
Others at the center, besides the <strong>Domestic</strong> <strong>Violence</strong> <strong>Coordinating</strong> <strong>Council</strong>, are the YWCA Omaha; Legal Aid<br />
of Nebraska; chaplains; representatives from the Douglas County Sheriff’s Office, the Nebraska Attorney<br />
General’s Office and the Nebraska State Probation Office. Several other organizations are set to serve<br />
as off-site partners.<br />
The coordinating council is funded through donations, foundation money, federal grants and city and<br />
county money. The <strong>annual</strong> budget had been about $600,000, but will increase to $700,000, allowing for<br />
additional staff and expanding into the downtown space. Many organizations helping with the center<br />
are donating their services, and Verizon Wireless provided $15,000 for the center, Hadley said.<br />
In addition to connecting victims with the right people and services in one location, Hadley said,<br />
the goal of the center is to help people feel safe and comfortable. “It won’t feel, necessarily, like an<br />
office building.” she said. There will be security features and offices, of course, but also a kitchen and<br />
a room for children.<br />
Reynolds and other domestic abuse survivors on an advisory council were consulted on the center’s<br />
features. One of their suggestions was to have volunteers available to watch children who come into the center<br />
with their parents.<br />
Eight years after she filled out the protection-order application and went into hiding for three months, Reynolds<br />
is remarried and works for the <strong>Domestic</strong> <strong>Violence</strong> <strong>Coordinating</strong> <strong>Council</strong>.<br />
“For me, that was the scariest day of my life,” she said. “With having everything right under one roof<br />
— if I would have had that — maybe it wouldn’t have been so scary.<br />
