Lincolnwood Centennial Park Renovations Complete<br />

Mayor Gerald Turry, members of the <strong>Village</strong> Board, and State Senator Ira Silverstein offi cially opened<br />

the newly renovated Lincolnwood Centennial Park on October 16, 2012. Lincolnwood Centennial<br />

Park, formally known as Channel Runne Park, is in the fi nal stages of its second phase of construction.<br />

The newly renovated park now features a parking lot, disc golf course, park entry sign, numerous<br />

bike path improvements, the Hebrew Immigration Aid Society garden, an outdoor amphitheater,<br />

a stage that doubles as a fi shing platform, and an<br />

area for small craft access to the channel.<br />

Fifty percent of the project was funded through<br />

the Open Space Land Acquisition and Development<br />

grant program. This grant is administered<br />

through the State of Illinois Department of Natural<br />

Resources and is partially funded through land<br />

and water conservation funds at the federal level.<br />

36th Annual Lincolnwood Turkey Trot<br />

Lace up your running shoes and register today for the 36th Annual<br />

Lincolnwood Turkey Trot on November 18, 2012. This Chicago Area<br />

Runners Association certifi ed 5K and 10K race takes you through scenic<br />

Lincolnwood, featuring a fl at, fast course perfect for novice as well<br />

as experienced runners. A 5K fi tness walk and Drumstick Dash (for<br />

children 10 years of age and younger) round out this historic event.<br />

The registration process has been simplifi ed this year. You can register<br />

may register in person at the Parks and Recreation Department, located<br />

at 6900 North Lincoln Avenue, Monday through Friday from 9:00 a.m. to 5:00 p.m. You may<br />

Parks and Recreation Department, 6900 N. Lincoln Avenue, Lincolnwood, IL 60712). Register today,<br />

prices for all races increase at 5:00 p.m. on November 2, 2012.<br />

All pre-registered runners and walkers will receive a long sleeve, moisture wicking running shirt.<br />

Drumstick Dash participants will receive a cotton long sleeve t-shirt, fi nisher medal, and goody bag.<br />

The post-race party will feature the sounds of the “Wind Gypsys” rock and roll band, raffl e prizes<br />

(raffl e ticket issued with donation to the Niles Township Food Pantry) and giveaways from sponsors.<br />

Awards will be presented to the fi rst place male and female Lincolnwood resident fi nisher in both<br />

races. All other awards will be mailed.<br />

<strong>Village</strong> News & Events<br />

Dear Residents and Friends,<br />

At last, we move into the holidays! This year has been challenging for all of us, as we dealt with two very diffi cult issues.<br />

The fi rst was the approval of group homes in our residential zoning districts. Our <strong>Village</strong> Board and Plan Commission<br />

held public hearings and meetings allowing those interested to voice their position on the issue. After many public meetings,<br />

Misericordia Home was approved to open a CILA, a certifi ed independent living arrangement, for eight disabled<br />

women in our Towers neighborhood. Misericordia Home is scheduled to open this home in early spring next year, after<br />

they complete renovations and licensing through the State of Illinois. I hope you will join me in welcoming them at their<br />

The second diffi cult issue our <strong>Village</strong> dealt with this year was the discussion to allow Shore Galleries to relocate and add<br />

a gun range in the manufacturing and business zoning district. After months of meetings, discussion, and a preliminary<br />

vote to prepare an ordinance to deny the application, Shore Galleries withdrew their application. Throughout the process,<br />

the matter was transparent and the meetings were civil. The <strong>Village</strong> Board did everything possible to ensure that those on<br />

both sides of the argument received the fairest proceedings possible.<br />

The Purple Hotel<br />

With an eye on 2013, Jake Weiss and North Capital Group investors will submit their campus<br />

plan for the renovation of the Purple Hotel and two adjacent parcels before December<br />

31, 2012. To date, Mr. Weiss has invested over $10 million to pursue his dream of using<br />

the Hotel’s iconic structure to attract development. Mr. Weiss is dedicated to moving the<br />

project forward as fast as possible; however, with a project this large and with so many<br />

moving parts, it is likely that there will be delays. It is important that we are patient with this<br />

development, as it has been a long time coming and the only one on the table at this time.<br />

Newsworthy for 2012<br />

• Corporate Citizens: Congratulations to the Chamber of Commerce’s 2012 award winners, who will be honored at<br />

the November 8, 2012 Salute to Business Gala. The <strong>Village</strong> is lucky to have the strong support of our business community.<br />

I hope you have reserved a dinner reservation for this event.<br />

• Fine Music: Our Chamber Orchestra completed its summer season with a wonderful concert in Proesel Park and<br />

held a concert at the Harris Theatre in the fall. Their next appearance is at the Community Center on December 16,<br />

2012 at 3:00 p.m. Mark your calendars!<br />

• Toys For Tots: This holiday season fi nds many families without the resources to provide gifts for their children. Under<br />

the leadership of John and Dee Barbino, the Police Department and the rest of the <strong>Village</strong> supports this program<br />

for the 18th consecutive year. To donate to the many families in need, please bring a new unwrapped toy to a drop<br />

box at <strong>Village</strong> Hall, the Police Department, the Library, Republic Bank, or Liberty Bank for Savings.<br />

• Second Annual Larry Froman Blood Drive: Another great way to support those in need<br />

is by donating at this winter’s blood drive in honor of Larry Froman. LifeSource will be at<br />

<strong>Village</strong> Hall on December 20, 2012 from 1:30 p.m. to 7:00 p.m. Remember, donating can<br />

save a life!<br />

• Rescue Rangers: Don’t forget our Rescue Ranger program. Rescue Rangers are students over the age of 11 who<br />

provide help to our senior citizens by shoveling snow and assisting with other chores. To volunteer, send an email<br />

with your contact information to jerry@turry.net. Let’s work together and not let one neighbor in need go without help<br />

this winter.<br />

Getting to Know Your Finance Department<br />

The <strong>Village</strong>’s Finance Department provides general management oversight of all<br />

fi nancial transactions of the <strong>Village</strong>. Specifi c responsibilities include: accounting,<br />

reporting, cash (treasury) management, general ledger, cash receipts, cash<br />

disbursements and accounts payable, utility billing, business licenses, vehicle<br />

license registration and sale, parking ticket violation collection, court date scheduling,<br />

capital asset accountability, fi nancial budgeting and forecasting, insurance<br />

and risk management, payroll and personnel matters, purchasing, employee<br />

benefi t and retirement matters, grant management,<br />

debt management, and the Police Pension Fund.<br />

The Finance Department provides support to all other<br />

departments, provides general reception and customer service, manages incoming and outgoing<br />

mail, and assists with front counter deliveries. Under the Department’s leadership, the <strong>Village</strong> has<br />

consistently earned the <strong>Gov</strong>ernment Finance Offi cer’s Association award for the annual budget<br />

and comprehensive annual fi nancial report.<br />

Food Drive Results<br />

The Lincolnwood Human Relations Commission would<br />

like to thank residents and local businesses for participating<br />

in its 2012 food drive. More than 52 bags of food were<br />

donated to the Niles Township Food Pantry to help area<br />

residents.<br />

Thanks to the following organizations for hosting food drive<br />

drop-off boxes: Bank Financial, Brickyard Bank, Liberty<br />

Bank, MB Financial, Republic<br />

Bank, Lincoln Hall Middle School,<br />

Rutledge Hall School, Todd Hall<br />

School, and Lincolnwood Public<br />

Library. Boxes were also placed<br />

at the Police Department, <strong>Village</strong><br />

Hall, and Community Center. To<br />

donate nonperishable food to<br />

help fi ght hunger, a drop-off box<br />

is located in <strong>Village</strong> Hall.<br />

New Bike Paths<br />

Bicycling through Lincolnwood is about to get easier, as the <strong>Village</strong> is embarking<br />

upon the development of two bikeways. Both projects will be 80% funded<br />

by the Congestion Mitigation Air Quality Federal grant program.<br />

The currently abandoned Union Pacifi c railway from Touhy to Devon is the proposed<br />

site of the fi rst bike path. The <strong>Village</strong> is currently developing engineering<br />

plans for the site and is waiting approval to initiate the property appraisal<br />

process. The <strong>Village</strong>’s goal is to start constructing the path at the end of 2013.<br />

The asphalt path will wind through the currently abandoned railroad path and<br />

will provide connections to the path in Lincolnwood Centennial Park that travels<br />

north into Skokie and will also connect with a path in the City of Chicago.<br />

Holiday Light Recycling Program<br />

extension cords, and more. All colors and lengths will be accepted.<br />

The <strong>Village</strong> will not be accepting garland, live greens,<br />

wreathes, or other non-recyclables. Containers will be available<br />

Monday through Friday between the hours of 8:30 a.m.<br />

and 4:30 p.m. at the Public Works Department, located at 7001<br />

North Lawndale Avenue. The program will end on January 31,<br />

2013. For questions regarding this program, please contact<br />

the <strong>Village</strong>’s Public Work’s Department at (847) 675-0888.<br />

The second path is planned along the ComEd right-of-way from Devon to the intersection of<br />

Touhy and Jarvis. Engineering plans are complete and negotiations have begun with ComEd<br />

for a recreational lease of the property. The <strong>Village</strong>’s goal is to begin construction at the end<br />

of 2013. The asphalt path will connect with the already-established Sauganash Valley Trail<br />

coming from Chicago and connect to the future path in Skokie. The Sauganash Valley Trail<br />

will meet the proposed Union Pacifi c Trail in Chicago. The <strong>Village</strong>s of Northfi eld, Wilmette, and<br />

Northbrook are working to secure six miles of path along the Union Pacifi c railway between the<br />

boundary of the <strong>Village</strong> of Skokie and the Lake/Cook County line. Once this path is complete,<br />

the trail will connect to Lake County, which leads to paths that travel into Wisconsin.<br />

These projects were part of the <strong>Village</strong> Bikeway Plan approved by the <strong>Village</strong> Board in 2006.<br />

<strong>Village</strong> Art Gallery<br />

Beginning November 2, 2012 the art of Sam Wengroff will be featured in the <strong>Village</strong>’s art gallery and will run through December<br />

27, 2012. Sam Wengroff’s works have been shown both locally and abroad. As photographer, printer, and painter,<br />

he is best known for his paintings of international marketplaces and interpretive panoramics.<br />

The art is displayed at <strong>Village</strong> Hall, located at 6900 North Lincoln Avenue and is open Monday through Friday from 9:00 a.m.<br />

The Lincolnwood Fire Department was recently<br />

awarded an EMS Assistance Grant<br />

from the Illinois Department of Public Health in<br />

the amount of $1,336. The money will be used<br />

to purchase new fi ber optic laryngoscopes<br />

and blades. The new<br />

equipment will allow for<br />

more accurate placement<br />

and illumination<br />

of the device while intubating<br />

patients that<br />

are unable to breathe<br />

on their own.<br />

Day Light Savings Time<br />

Daylight Saving Time ends at 2:00 a.m. on Sunday, November 4, 2012, at<br />

which time clocks will be turned backward one hour to 1:00 a.m. As you<br />

“fall back” an hour, the Lincolnwood Fire Department suggest you use the<br />

occasion as a reminder to change the batteries in smoke and carbon monoxide<br />

detectors. Changing smoke alarm batteries at least twice per year<br />

is one of the simplest, most effective ways to reduce the number of tragic<br />

deaths and injuries caused by home fi res.<br />

testing smoke alarms and<br />

carbon monoxide detectors by<br />

pushing the test button, planning<br />

two ways out of your home in the<br />

case of emergency, and practicing<br />

escape routes with the entire family.<br />

Lincolnwood Centennial Park Renovations Complete<br />

The <strong>Village</strong> Board approved a master plan for Lincolnwood Centennial Park in 2005<br />

which included a phased development enhancing the park with both passive and<br />

active recreation opportunities while creating appreciation for the natural landscape<br />

and ecosystems throughout the park. The fi nal phase of development will include<br />

a shelter facility that will be available for rental to residents and a nature path leading<br />

to a scenic outlook over the channel. This fi nal phase will be completed when<br />

grants become available. The goal is to increase programming at the park for both<br />

Lincolnwood residents and neighboring communities. For more information regarding<br />

Electronic Recycling<br />

Did you know that the State of Illinois’ Electronics Products Recycling and Reuse Act bans televisions and computer monitors<br />

from being deposited in landfi lls? This means that televisions and computer monitors may not be placed at the curb<br />

with regular garbage pick-up. If a television or computer monitor is included with garbage for pick-up, Groot will tag the item<br />

and leave it at the curb. If you would like to dispose of televisions or computer monitors, permanent recycling locations exist<br />

Diversity Month Flag Display<br />

The Lincolnwood Human Relation Commission’s annual Diversity Month fl ag display was held throughout<br />

the month of August along Lincoln Avenue. Each year, dozens of fl ags representing the different countries<br />

of origin of Lincolnwood residents are displayed with an American fl ag. If you would like to add a new fl ag<br />

for next year’s display or make a donation to replace a worn fl ag at a cost of $50, please contact Sergeant<br />

Mark Weidner at (847) 673-2167.<br />

Alternate Side Parking Regulations and Snow Plowing<br />

The <strong>Village</strong> Code requires residents to follow alternate side street parking during snow<br />

events when two inches or more of snowfall has accumulated. This means that on evennumbered<br />

dates of the month, between the hours of 8:30 a.m. and 3:30 p.m. Monday<br />

through Friday, vehicles may only be parked on the side of the street with even numbered<br />

addresses. On odd-numbered dates of the month, between the hours of 8:30<br />

a.m. and 3:30 p.m. Monday through Friday, vehicles may only be parked on the side of<br />

the street with odd-numbered addresses. Alternate side parking is not in effect during<br />

weekends or major holidays. When in effect, a notice will be placed on the website and<br />

cable channel.<br />

A <strong>Village</strong> street plowed<br />

curb to curb<br />

Alternate side parking clean-up is a two day process. For example, if it snows on Sunday<br />

night and alternate side parking goes into effect on Monday morning, it will be in effect<br />

for both Monday and Tuesday to allow crews to clean both sides of the street. If it snows<br />

again on Tuesday night and two inches of snow or more accumulates by Wednesday<br />

morning, alternate side parking will go into effect again Wednesday and Thursday.<br />

This policy allows the <strong>Village</strong>’s Public Works Department to remove snow and ice from roadways all the way to the curb,<br />

rather than having to make several trips down each street as cars are moved away from the curb. This allows for the more<br />

effective and effi cient use of staff time as well as creating a safer driving environment.<br />

The <strong>Village</strong>’s Public Works Department asks all residents to assist in snow removal by parking vehicles in driveways or<br />

garages during the winter months and refraining from blowing snow into the street. Snow plowing operations begin when<br />

snow becomes more than two inches deep and freezing temperatures indicate that no melting will occur. After two inches<br />

of snowfall, no parking is permitted on Pratt Avenue, which is a designated snow emergency route.<br />

The map below shows which streets are serviced by IDOT or Cook County.


<strong>Village</strong> News & Events<br />

Fall Leaves<br />

The <strong>Village</strong> asks that residents do not rake leaves into the street in order to reduce the possibility<br />

of clogging storm drains. Leaves and other yard waste must be disposed of in yard waste bags<br />

or containers clearly marked “Yard Waste Only.” Residents may purchase yard waste bags at<br />

local home improvement stores or at <strong>Village</strong> Hall at a cost of $2 for a bundle of fi ve bags.<br />

Per <strong>Village</strong> Ordinance, using gasoline powered leaf blowers is only allowed between October 1<br />

to May 14 of each year between the hours of 7:00 a.m. and 6:00 p.m. Residents and landscapers<br />

are prohibited from using gasoline powered leaf blowers between May 15 and September<br />

30 of each year.<br />

Refuse, Recycling & Yard Waste<br />

The <strong>Village</strong>’s waste hauler, Groot, picks up garbage<br />

and recycled items every Monday. If a pickup<br />

is missed, residents must call the Public Works<br />

Department on Tuesday before 11:00 a.m. at (847)<br />

675-0888. Yard waste<br />

collection will continue<br />

until December 3, 2012<br />

and will resume on<br />

March 18, 2013.<br />

Frozen Water Pipes<br />

As winter approaches, the <strong>Village</strong> would like to remind residents<br />

to prepare water lines for freezing temperatures. Below are a few<br />

simple tips that can be followed in order to protect your water lines<br />

in the cold winter months.<br />

• Disconnect garden hoses from all outdoor faucets to allow water<br />

to drain from frost-free faucets<br />

• Let a trickle of water run from a faucet to keep water moving<br />

through the line<br />

• If your water meter is located in<br />

your basement, check to make<br />

sure that the water meter has<br />

been properly insulated<br />

Fall and Winter Tree Pruning<br />

To improve street tree maintenance in the community, street trees in 20% of the <strong>Village</strong> are pruned each year for fi ve years.<br />

The <strong>Village</strong> is in the fi rst year of the fi ve-year tree pruning cycle. <strong>Village</strong> forestry crews will be trimming areas one, two, and<br />

three during this fall and winter. Notifi cation letters will be distributed to residents two weeks in advance of trimming. Please<br />

make an effort to park cars away from the<br />

trees in the right-of-way to assist with operations<br />

and contact the Public Works Department<br />

with any questions regarding our<br />

pruning practices.<br />

This program ensures that every public tree<br />

in the <strong>Village</strong> is maintained and inspected<br />

on a regular basis. It also increases the <strong>Village</strong>’s<br />

ability to identify and remove highrisk<br />

trees in a more timely fashion.<br />

Public Meeting Agenda Subscription List<br />

In an effort to keep the public informed and enhance its<br />

efforts towards providing transparency, the <strong>Village</strong> has created<br />

a new email subscription list where subscribers will receive the<br />

agendas of public meetings. When a public meeting agenda<br />

is posted at <strong>Village</strong> Hall, it will also be sent out electronically<br />

to the subscribers of this list. Meeting agendas include the <strong>Village</strong><br />

Board, Zoning Board of Appeals, Plan Commission, Park<br />

and Recreation Board, Economic Development Commission,<br />

and Traffi c Commission. This will allow the public to be more<br />

informed of various meeting topics.<br />
