WORK IN PROGRESS<br />

<strong>State</strong> Responses to Energy Insecurity<br />

This book project examines how the major advanced industrialized democracies have perceived and dealt<br />

with the problem energy insecurity. Particular attention is devoted to the policy responses of the United<br />

<strong>State</strong>s, Britain, France, Germany, and Japan first in the 1970s and then in the 2000s. The project<br />

describes and explains the significant variations that have occurred in these responses and then explores<br />

their implications for international cooperation to promote energy security. I have conducted extensive<br />

field research in Europe and Japan with the support of the German Marshall Fund of the United <strong>State</strong>s and<br />

<strong>Georgia</strong> <strong>State</strong> <strong>University</strong>.<br />
