1. KPA-CPA Welcomes *NEW* Lake Charles Chapter # 128!
Welcome aboard Arthur J. O'Keefe, Esq. (KP ’71) – President, USMMA KP Alumni – Lake Charles (LA) Chapter!
Arthur is a practicing attorney with the Law Firm Delphin Law Office, A PLC in Lake Charles, Louisiana. Our Lake Charles
Chapter is one of a number of KP Alumni Chapters established along the U.S. Gulf Coast. They will share in the development
and Mission Support activities with our Golden Triangle (TX) Chapter and our Port of New Orleans Chapter. Thank you in
advance Arthur for your valued efforts, and support of our alma mater!
2. KP Alumni Nashville Chapter – Leadership Change
We welcome Michael (Mike) Kice (KP ’72) as he assumes the leadership of our Nashville, Tennessee Chapter.
Mile currently serves as Technical Operations Liaison for Ceres Terminals Incorporated in Nashville. Our Nashville Chapter is
one of 4 Tennessee Chapters, including Chattanooga, East Tennessee Volunteers (Knoxville) and Memphis.
We thank Jimmy Dobbins, PhD. (KP ’95) for his past service to the Nashville Chapter.
3. KPA-CPA Chapter Development
Chapter Development is a vital activity for the KPA-CPA. The establishment of KP Alumni Chapters worldwide has enabled all of
our KP Alumni to participate in Mission Support of the Academy, the Midshipmen, the Alumni and the U.S. Merchant Marine!
Captain Ronald L. Campana (KP ’71) – President, Port of New Orleans Chapter, now serves this important activity, as our
Chairman – KPA-CPA Chapter Development. Ron also serves our organization as KPA-CPA Regional Vice Chairman -
Southeast & International – Caribbean.
Ron is actively involved in assisting the progress of our current Member Chapters, as well as growing our organization with the
development of new Chapters.
We thank Ron, and all KP Alumni who are involved in this important outreach, for inclusion of ALL KP Alumni worldwide in our
Mission of Support for Kings Point!

4. USMMA KP Alumni Global Leadership Conference 2012
A Communication Forum hosted by the KPA-CPA, and attended by all Kings Point Alumni,
at the Maritime Institute of Technology & Graduate Studies / Conference Center, Baltimore
The USMMA KP Alumni - Chapter Presidents Alliance, Inc. - Annual Conference 2012, to be hosted as the USMMA KP
Alumni Global Leadership Conference, was originally scheduled for Fri March 30, 2012 at 8A.M. - 5P.M., and subsequently
canceled.
The KPA-CPA has been considering dates for re-scheduling this Conference. Thank you to all of those who responded to this
request in our USMMA KPA-CPA News 042212. The input thus far favors October 2012.
All KP Alumni will be welcomed and encouraged to attend this KP Alumni open forum! Our Forum participants will include all
interested KP Alumni with an equal voice. We will make every effort to gain the participation of as many interested KP Alumni as is
possible. The objective will be for our attendees to take an active role in affecting the future of our alma mater! Maritime Industry
representatives, Midshipman Parents and all friends of Kings Point who support our Mission will be welcome to attend and
participate in this important Conference!
This Conference will feature a Maritime Dinner Speaker Program on Thursday night at the Conference Center. The USMMA
KP Alumni - Chapter Presidents Alliance, Inc. - Annual Conference 2012, hosted as a KP Alumni Global Leadership
Conference will be held on Friday at 8:00A.M. - 5:00P.M.
All KP Alumni participating in this forum are encouraged to provide questions, text and agenda items that you would like to add to
the Conference Agenda. All appropriate material will be incorporated in the Program Agenda, as our schedule allows.
Our KPA-CPA Annual Conference 2012 will be scheduled if there is a sufficient level of participant interest. All KP Alumni Chapter
Presidents, and all interested KP Alumni are requested to provide responses for our planning, including Attend / NO Attend,
Proposed Specific Dates, Specific Speakers Requested and Agenda Topics.
5. KPA-CPA Regional Conference Calls
One of goals of our KPA-CPA organization, is to encourage cooperation between our Chapters operations on a worldwide level,
as well as a Regional level. We have achieved a significant level of cooperative efforts – and RESULTS! We will continue this
effort of working together, and also encourage more synergy on a Regional level. Our Regional Vice Chairmen will be hosting
calls for fellow Chapter Presidents within each Region near term.
6. Distinguished Chapter Award Program (DCA) 2012
All KP Alumni Chapters are encouraged to refer to the Annual Chapter report, for examples of the types of activities and Mission
Support provided by our KP Alumni Chapters. We look forward to including many more Chapters in the Distinguished Chapter

NMD Commemoration – Delaware Shore Chapter May 19, 2012
“I encourage you to join with your friends and attend the upcoming National Maritime Day celebration on Saturday, May 19 at the
Lewes Ferry Terminal. Known as the First Town in the First State, Lewes enjoys a heritage that is rich in maritime history and
current maritime interests. In 1933, the United States Congress declared May 22 as National Maritime Day. The designation
honors the contributions of the American merchant marine – civilians who have defended the freedom of the United States since
1775 and who executed the largest sealift the world has ever known during World War II. Observance of National Maritime Day
also honors the maritime industry and the benefits it brings Americans in terms of transportation, jobs, goods, and recreational
opportunities. The Zwaanendael museum, Lewes Historical Society buildings and the Overfalls Lightship hold numerous historical
items of the area’s maritime heritage. Dating back to the first settlement in 1631, Delaware – and particularly the City of Lewes,
has a unique place in the annals of American maritime history, said committee member Bill Lowe, Chairman of the Delaware River

and Bay Authority. The objective of this event is to celebrate merchant marine professionals and to promote the community’s rich
maritime history. Tim Sumner, an Admissions Field Representative for the U. S. Merchant Marine Academy notes that, “This
celebration is a opportunity to learn about the American Merchant Marine – its service in foreign and domestic trades, historic
support of the Nation’s military, and the many careers it offers.”
When: Saturday, May 19, 9:00 a.m. to 4:00 p.m.
Where: Lewes Ferry Terminal, 43 Cape Henlopen Drive, Lewes, Delaware
Cost: Admission is free. Everyone is welcome to attend.
What: The Cape May–Lewes Ferry has joined with the Lewes Historical Society, Lewes Chamber of Commerce, the Delaware
Bay and River Pilots Association, the USMMA Alumni Delaware Shore Chapter, Overfalls Lightship, and other organizations to
organize and host a local Maritime Day Celebration. Various maritime participants will have booths inside the terminal, glass
skywalk, and (weather-dependent) on the boardwalk behind the terminal. A CMLF vessel will be open for public tours of the
engine room and bridge. Other vessels may be available for tours at the adjacent finger pier. A remembrance ceremony,
including laying a wreath at the Unknown Sailors’ Cemetery Graveyard to honor sailors who perished on the Lewes beaches, is
also planned. Some of the day’s exhibitors include the Delaware Bay and River Pilot Association boat and info describing
mission, the United States Merchant Marine Academy, United States Naval Academy, SUNY Maritime College, United States
Coast Guard Academy and Auxiliary, Randive commercial divers, photographer Kevin Fleming, Abraxus Studio of Art, Lewes
Historical Society, Zwaanendael Museum, Overfalls Lightship display, Fort Miles and the Lewes Fire Department.

National Maritime Day Commemoration Tuesday May 22, 2012 - The annual Maritime Day Observance and Memorial Service will
be held on Tuesday May 22nd at the American Merchant Marine Memorial in San Pedro at 11 AM. The ceremony will be followed
by lunch at the Ports O' Call Restaurant at 12 PM. The cost of lunch is $35 (you can attend the Memorial Service free of charge).
We purchased two tables for the Kings Point contingent.

THE STEAMSHIP HISTORICAL SOCIETY OF AMERICA was established in 1935 as a means of bringing together amateur and
professional historians interested in the history and development of steam navigation, past and present. Today, our members
include maritime collectors and artists, current and former crew members, historians and students, genealogists, scuba divers,
cruise travelers, ship engineers and architects, and maritime history enthusiasts.

9. KP Alumni Plebe Welcome Events
Another important established goal of our KP Alumni Chapters is the promote Kings Point through service to the USMMA
Admissions Recruiting Program. We KP Alumni have an excellent opportunity to promote the Academy, and to encourage
applications from the most qualified students who will carry forward our proud heritage.
The USMMA KP Alumni – Chapter Presidents Alliance, Member Alumni Chapters, have agreed that hosting an Alumni Plebe
Welcome Program is a core Mission Support event. Our event is an "Alumni Welcome" for Plebes, Families, and those students
interested in appointment to Kings Point. The USMMA Parents Association provides a Plebe Welcome and Orientation for
incoming Plebes and their families, ie: what to expect at Indoctrination, Basics for Reporting to Kings Point etc. This Parents
event is a welcome to the Parents Association. These events are certainly a noble effort, and purposely narrow in focus.
The USMMA Alumni Chapters provide a larger and different picture to our invited guests. The KP Alumni Chapters provide
Admissions Recruiting Programs worldwide. We recruit the Candidates, we assist them through the application process, we invite
these applicants to various Alumni and Midshipman events throughout the year, and we provide exposure opportunities to these
candidates. We then provide an Alumni Plebe Welcome program annually which has a multi-purpose mission. We provide yet
another Maritime Industry Orientation, an opportunity for our guests to meet Alumni, Midshipmen, Academy representatives and
fellow Plebe Classmates. Again - we invite Plebes, Families, and those students interested in appointment to Kings Point. This
event serves as a great Admissions Recruiting Program for those interested in attending Kings Point - with or without appointment
to date. We ALSO provide “Useful Tips for Incoming Plebes and Helpful Suggestions for Parents”. This, however, is only one of
our Mission objectives for this event.
Our 50 Year Legacy Class program provides a link between the past and the future, by receiving their class! It is important to
understand that the KP Alumni serve as a vital connection for these Plebes and their families. Our Alumni Admissions Recruiting
Representatives present the Appointment Letters to the Plebes at High School Awards Assemblies. Our Alumni Chapters provide
Mission Support, Financial Support, Midshipman and Sports Team Hosting, opportunities for our Midshipmen to travel and
participate in field academic and vocational opportunities, Midshipman Berthing worldwide, Maritime Industry Internship
Assignments, Chapter Event participation, etc. etc. It is extremely important to Plebes / Midshipmen that they know their KP
Alumni Chapter and that they are involved with our Alumni from the beginning of their Kings Point experience. These Midshipmen
will one day be Kings Point Alumni!
Additionally, we have been very successful in gaining Midshipman Parent members in our Chapter(s). Once the Parents
understand the leadership role that the KP Alumni play in the support of the Academy, and the well being of their Midshipmen,
they are most eager to affiliate as a member of our Chapters.
After Midshipman Appointments are made, we have yet another opportunity to provide a positive impact to these young men and
women who will be attending Kings Point. Our KP Alumni Chapters are encouraged to provide a KP Alumni Plebe Welcome
Event, or to actively participate in such an event that is hosted by a USMMA Parents Association Chapter or Region.
All KP Alumni Chapters are requested to provide information about YOUR KP Alumni Plebe Welcome Event, or one in which you
will participate. We will post your event and provide recognition of your Mission Support! All KP Alumni are welcome to
participate in these events.

KP Alumni Plebe Welcome Event – Port of New Orleans Chapter April 28, 2012
On Saturday April 28, the NOLA chapter held a picnic at Lafreniere Park in Metairie. there were 44 in attendance. A space walk
was provided for kids and Corkeys BBQ catered the food. Also present were two plebe candidates who had been recruited by
local grads and recently received their acceptance. Sean Mc Cord and Kent Lansden will be attending in July. Kent is the son of
Capt. Robert Lansden '86. Both had the opportunity of meeting various grads and being well received. Both were assured this
chapter will guide them over the next 4 years and we cannot wait for them to join our ranks as alumni. A good time was had by
all.

America’s marine highways have been underutilized for decades due to failed federal policies and inadequate funding
mechanisms. Today, while the infrastructure is in place, U.S. vessel operators, shipbuilders, training institutions and port

The message throughout the conference was loud and clear: The industry needs to get its act together and work at the local, state
and national levels to promote the benefits of America’s Marine Highway as a practical, efficient, and environmentally friendly
alternative to road and rail congestion – indeed, as the only alternative available since there will be no capacity left on the roads
and rails by 2050. Tony Munoz brought the conference to a rousing close by saying this is only the first step and the effort will
continue in the weeks and months ahead.

Maritime Industry Congressional Sail-In on May 9, 2012, is an industry coalition with organized visits to the Congressional staff to
let them know about the importance of the U.S. Merchant Marine and the employment opportunities provided. There is no charge

“An estimated 155 American maritime industry representatives from throughout the country are gathering today in
Washington, D.C. for the third-annual “Sail-In.”
As in the past, the Sail-In was a one-day event beginning with breakfast and ending with a reception in the late afternoon.
Participants in the Sail-Ins represent virtually every segment of the American maritime industry. The event has been found to be
an effective way to convey to Congress the depth and breadth of an industry that is integral to the economic, military and
homeland security of our nation and, so, the event has grown significantly every year.

The International Propeller Club’s annual Salute to Congress - our signature Washington, D.C., event - took place on Tuesday,
May 8, 2012. This is our annual opportunity to recognize a Member of Congress for his or her contributions to the well-being of

Chapter President Bill Briggs (KP ’96) reports: In continuing a tradition started many years ago by the USMMAA Houston Chapter,
two midshipmen, one deck and one engine, will have a fully paid opportunity to attend the annual Offshore Technology
Conference held at the Reliant Center in Houston, Texas, April 30 – May 3, 2012 http://www.otcnet.org/2012/.
This conference is the largest of its kind and is attended by all facets of the offshore maritime community. Founded in 1969, the
Offshore Technology Conference (OTC) is the world’s foremost event for the development of offshore resources in the fields of
drilling, exploration, production, and environmental protection. In addition to the conference, the midshipmen are being offered
opportunities to attend private gatherings being hosted by several companies throughout the week and will be featured guests of
the Houston Chapter at their annual OTC Happy Hour on Wed 4 May. The midshipmen selected this year are M/N Timothy
Buxton 2/C from the engine major and M/N Richard Kern 2/C from the deck major.

This conference will provide these two exemplary midshipmen with the best networking opportunity available in any sector of the

One of history’s greatest military strategists, Napoleon Bonaparte, once famously said that an army marches on its stomach,
referring to critical role supplies play in determining success on the battlefield. Much has changed since then, but that statement
remains as true as ever, as soldiers rely on supply chains to provide critical access to food, boots, equipment, and ammunition.
During World War II, for example, the US shipped a total of 132,119,533 tons of cargo to the Atlantic and Pacific theaters.
Since 1950, the role of supplying our troops has been managed by the Maritime Administration, a part of the Department of
Transportation. Their Ready Reserve Force (RRF), Voluntary Intermodal Sealift Agreement (VISA) and Maritime Security
Program (MSP) give the Defense Department reliable access to commercial sealift and other vessels needed to equip US forces
in times of war and other emergencies. These three sealift readiness programs guarantee that our military gets the support it
needs to meet America's security requirements.
During Operation Iraqi Freedom and Operation New Dawn, the US Merchant Marine was called upon once again to transport
cargo to support America's military. And commercial carriers and their crews got the job done, transporting more than 31 million
tons of cargo to sustain these two operations. And now, they're bringing it home.

Today, the Ocean Crescent, a lift-on/lift-off heavy vessel operated by Patriot Shipping LLC will return to Beaumont, TX, marking
the return of the final Mine Resistant Ambush Protected (MRAP) vehicle from Iraq.
The Ocean Crescent and its crew have provided valuable support to American forces in Iraq. And now that this task is over, this
commercial vessel and its crew will return their attention to another important mission: carrying the increasing volume of American
goods expected under President Obama's National Export Initiative.
Ninety-five percent of the world’s consumers living outside our borders, and 87 percent of world economic growth over the next
five years is expected to take place outside of the US, so American businesses will be looking abroad for new customers. The
Ocean Crescent, its crew, and all of our nation's merchant mariners are ready to deliver the goods.
The Maritime Administration is also helping to advance this mission and recently published new guidance to make it easier for
shippers to use vessels like the Ocean Crescent.
As our troops return home from their time abroad, it's important that we do everything we can to thank and honor them for their
service. But US Mariners and US-flagged vessels have also been there since the beginning, and are at all times, "ready for the
next call."
So, to all of those brave mariners, thank you and welcome home.

The tournament & firing range instruction is conducted by NRA Certified Training Counselors, Firearms Instructors & Range

IWLA & LRS&T are conducted according to our documented STRICT SAFETY GUIDELINES.

The U.S. Maritime Administration announced that 2011 was a record year for the North American cruise line industry, with 10.9
million passengers taking 4,222 cruises for a record 71.8 million passenger nights, a 2.8 percent increase over 2010. Data also
show a two-year surge in cruise capacity helped benefit ports and related businesses. A more complete analysis of cruise industry

Dear USMMA Stakeholders:
Thank you for your continued interest in the U.S. Merchant Marine Academy and the development of our five year Strategic Plan.
Since mid-March, when we kicked off the Strategic Planning process at the Academy, we have conducted an extensive outreach
effort and have met with over 800 stakeholders. In addition to interactive sessions with midshipmen, faculty and staff, we also
have met with industry representatives, alumni, parents, local leaders in the Great Neck community, Congressional staff and other
federal representatives.
We have received outstanding feedback and excellent insights about the future course of the U.S. Merchant Marine Academy. As
you know, there is an active Strategic Planning Steering Committee which includes primarily Academy midshipmen, faculty and
staff, as well as a handful of representatives from the DOT Maritime Administration and the Office of the Secretary. Based on the
information gathered from you and other stakeholders, the Steering Committee is working collectively to develop the mission,
values, vision and goals for the Strategic Plan. We are excited about this significant opportunity to articulate our place in the
nation and to move forward with a plan that will fully prepare future maritime leaders for service to the Nation. Once a draft plan is
developed, there will be an opportunity for you to provide comments before it is finalized.

21. Wreaths Across America 121512 – KP Alumni Chapters Sign Up Now!
The Wreaths Across America http://www.wreathsacrossamerica.org story began over 20 years ago when Worcester Wreath
Company (a for-profit commercial business from Harrington, Maine) began a tradition of placing wreaths on the headstones of our
Nation's fallen heroes at Arlington National Cemetery. Over that period of time, Worcester Wreath has donated well over 20,000
wreaths which were placed by volunteers in a wreath-laying ceremony each December. For the first time in 2007, ceremonial
wreaths honoring U.S. Merchant Marine Veterans were also donated.
A USMMA KP Alumni “TELL AMERICA” Program Event, honoring all Veterans.
The USMMA KP Alumni – KPA-CPA voted to donate annually $ 100.00 to Wreaths Across America on behalf of all of our
Chapters. Additionally, a number of Chapters have provided donations in the name of their own Chapters directly to Wreaths
Across America. We are also pleased to note the growing number of Chapters annually who are hosting or participating in this
Mission Support event in honor of our KP Alumni Armed Forces and Merchant Marine Veterans!

All Chapters are encouraged to participate in this cost-free nationwide activity in support of our Alumni, our Veterans and our U.S.
Merchant Mariners. Each Chapter could participate as a value-added participant of an existing hosted event, or Chapters can
