<strong>Chronic</strong> Oil Pollution <strong>in</strong> <strong>Europe</strong><br />
Foreword<br />
Hundreds of thousands of seabirds <strong>in</strong> <strong>Europe</strong> are fall<strong>in</strong>g victim to a silent killer<br />
known as chronic <strong>oil</strong><strong>in</strong>g. <strong>Chronic</strong> <strong>oil</strong><strong>in</strong>g is the cont<strong>in</strong>uous stream of <strong>oil</strong> <strong>in</strong>to the<br />
sea from <strong>oil</strong> spills and deliberate, illegal discharges of <strong>oil</strong>y waste from vessels.<br />
Oil can affect almost any <strong>for</strong>m of life it comes <strong>in</strong> contact with and can be<br />
detected <strong>in</strong> the environment even 30 years after discharge.<br />
Whilst shipp<strong>in</strong>g accidents result<strong>in</strong>g <strong>in</strong> large spills receive the most attention,<br />
chronic <strong>oil</strong><strong>in</strong>g is a constant threat to seabirds, arguably lead<strong>in</strong>g to far greater<br />
numbers of casualties over time. Every year chronic <strong>oil</strong><strong>in</strong>g amounts to 8 Exxon<br />
Valdez size spills <strong>in</strong> the EU alone. A small amount of illegally dumped <strong>oil</strong> <strong>in</strong> a<br />
crucial seabird habitat can be far more deadly than a large <strong>oil</strong> spill elsewhere.<br />
Seabirds, especially those that spend most of their time afloat, are particularly<br />
vulnerable to <strong>oil</strong> because even the smallest amount destroys the <strong>in</strong>sulat<strong>in</strong>g and<br />
waterproof<strong>in</strong>g abilities of their feathers.<br />
IFAW is proud to release this comprehensive report <strong>in</strong>vestigat<strong>in</strong>g the true<br />
scale of chronic <strong>oil</strong><strong>in</strong>g <strong>in</strong> EU waters and its impact on bird populations.<br />
<strong>Europe</strong>an waters are blighted by <strong>oil</strong>. More effective legislation, better<br />
implementation and en<strong>for</strong>cement as well as further scientific research are<br />
needed to save <strong>Europe</strong>’s mar<strong>in</strong>e environment and wildlife from chronic <strong>oil</strong><strong>in</strong>g.<br />
As well as try<strong>in</strong>g reduc<strong>in</strong>g the discharge of <strong>oil</strong>, IFAW, work<strong>in</strong>g <strong>in</strong> partnership<br />
with the <strong>International</strong> Bird Rescue Research Center (IBRRC), is the world's<br />
lead<strong>in</strong>g <strong>in</strong>ternational <strong>oil</strong>ed wildlife rescue and rehabilitation organization.<br />
S<strong>in</strong>ce 1989 when IFAW supported groups respond<strong>in</strong>g to the massive Exxon<br />
Valdez <strong>oil</strong> spill <strong>in</strong> Alaska, IFAW’s <strong>oil</strong>ed wildlife rescue team works alongside<br />
local groups, rehabilitators and veter<strong>in</strong>arians aim<strong>in</strong>g to provide the best<br />
achievable care <strong>for</strong> <strong>oil</strong>ed wildlife globally and to develop practical and<br />
achievable prevention strategies.<br />
<strong>Chronic</strong> <strong>oil</strong><strong>in</strong>g is not a problem conf<strong>in</strong>ed to EU waters. Pengu<strong>in</strong>s are <strong>oil</strong>ed due<br />
to illegal bilge dump<strong>in</strong>g along the coasts of Argent<strong>in</strong>a, Uruguay and Brazil.<br />
IFAW has assisted rehabilitation groups <strong>in</strong> South America with the rescue and<br />
rehabilitation of over a thousand birds and developed the IFAW Pengu<strong>in</strong><br />
Network.<br />
It’s hard to imag<strong>in</strong>e the suffer<strong>in</strong>g and damage caused by <strong>oil</strong> <strong>pollution</strong> and<br />
even harder to accept that much of this is caused by negligence or bad<br />
practice. We hope that the EU can be an example <strong>in</strong> en<strong>for</strong>c<strong>in</strong>g exist<strong>in</strong>g and<br />
new legislation which can help save hundreds of thousands of sea birds and<br />
other mar<strong>in</strong>e animals.<br />
