2 Definitions<br />

Definitions should be developed <strong>for</strong> <strong>the</strong> following terms:<br />

• <strong>whale</strong> <strong>watching</strong><br />

• commercial <strong>whale</strong> <strong>watching</strong><br />

• private and recreational (non-commercial) <strong>whale</strong> <strong>watching</strong><br />

• scientific research <strong>whale</strong> observation<br />

• vessel/boat/ship<br />

• aircraft, including helicopters and microlights<br />

• individual activities including swimming, surfing, windsurfing, surf-skiing, jet-skiing, SCUBA diving, water<br />

skiing<br />

3 Whale <strong>watching</strong> operations using boats<br />

Approach, visitation and departure strategy options should address, in addition to maintaining a good lookout and<br />

ensuring knowledge <strong>of</strong> <strong>the</strong> area and species, specific strategies concerning:<br />

• distance<br />

• speed<br />

• direction<br />

• noise<br />

• compliance with regimes applicable to sanctuaries, <strong>whale</strong> conservation areas or special marine protected<br />

areas, including marine parks<br />

• restriction <strong>of</strong> activities to designated <strong>whale</strong> watch areas<br />

• boats (length, number and coordination)<br />

• time on site<br />

• method <strong>of</strong> location <strong>of</strong> <strong>whale</strong>s<br />

• general cumulative impacts<br />

4 Boats and crews used in <strong>whale</strong> <strong>watching</strong> operations<br />

Specifications concerning boats, captains, operators and crews should address:<br />

• training and education<br />

• safety<br />

• propulsion system<br />

• size<br />

5 Whale <strong>watching</strong> operations using aircraft<br />

Specifications should address, where appropriate, <strong>the</strong> same issues as those relating to boats set out in Sections 3<br />

and 4, plus:<br />

• altitude (including consideration <strong>of</strong> <strong>the</strong> down-draught from rotary-winged aircraft)<br />
