Millennials aren’t amoral, adrift<br />

To hear it from the handwringers,<br />

the up-andcoming<br />

generation cannot<br />

tell right from<br />

wrong. “Most of our young people<br />

have absolutely no concept<br />

of morality,” radio host Laura<br />

Schlessinger declared last year.<br />

Columnist David Brooks calls it<br />

“depressing” to think about today’s<br />

young adults and, as he<br />

wrote in The New York Times in<br />

September, “how bad they are at<br />

thinking and talking about moral<br />

issues.”<br />

There’s a “dark side” to young<br />

adults’ moral lives, laments the<br />

subtitle of a new book. But before<br />

we succumb to resignation<br />

or rage, it’s good to realize<br />

there’s a bright side, too. Data<br />

and innumerable examples<br />

show that today’s young adults<br />

are a generation marked by impressive<br />

social commitment and<br />

dedication to using their lives<br />

and careers for the greater good.<br />

It’s not that there’s a shortage<br />

of morality among the so-called<br />

Millennial generation, which<br />

reached adulthood post-2000. It’s just that<br />

they have different morals, and different<br />

ways of articulating them. Thank goodness.<br />

Ageneration ‘adrift’?<br />

What of that dark side, as it’s termed in a<br />

book by sociologist Christian Smith and a<br />

trio of co-authors? For Lost in Transition: The<br />

Dark Side of Emerging Adulthood,<br />

the researchers interviewed<br />

230 young adults and found a<br />

lot to worry about, including<br />

destructive behavior around<br />

alcohol and sex and a sense of<br />

morality that is ambiguous<br />

and “adrift,” as the authors put<br />

it. This is a generation, they<br />

write, of “young American<br />

men and women ... whose<br />

lives are far too often confused,<br />

disturbed, and sometimes<br />

badly damaged by some<br />

of the cultural and institutional<br />

features of emerging adulthood.”<br />

To conservative commentator Dennis<br />

Prager, this is the grim fruit of growing<br />

godlessness. “Secularism is ... terrible for<br />

society,” Prager wrote in a National Review<br />

commentary picking up on Smith’s findings.<br />

“If moral standards are not rooted in<br />

God, they do not objectively exist. ...<br />

been raised by parents and schools with<br />

‘How do you feel about it?’ as the only<br />

Isuggest we consume a few grains of salt<br />

with these bleak observations. Remember,<br />

seemingly every older generation laments<br />

the apparent waywardness of the up-andcomers.<br />

It’s not as though the current generation<br />

in charge has a handle on morality.<br />

And just as every generation has a Charles<br />

Manson or two, so also does it<br />

have a few Albert Einsteins. As<br />

one who works on a college<br />

campus teeming with socially<br />

committed young people, I’m<br />

in full view of a side of this<br />

emerging generation that<br />

might even make you optimistic.<br />

Yes, it’s true, as critics point<br />

out, that younger Americans<br />

tend to be less religiously<br />

affiliated than older generations.<br />

But data show they are<br />

nearly as likely as their elders<br />

to pray and believe in God. While their<br />

support for gay rights might suggest moral<br />

confusion to social conservatives, they are<br />

just as likely as older Americans to judge<br />

abortion morally wrong. Are these signs of<br />

ageneration with no regard for morality, or<br />

one with its own convictions about what’s<br />

right and what’s wrong?<br />

If you’re around Millennials much, you<br />

know they tend to voice their morality<br />

with more humility, even hesitation, than<br />

the old guard. That’s partly because<br />

they are legitimately suspicious<br />

of easy answers to complex<br />

questions, and their moral<br />

compasses tell them that condemning<br />

others is rarely the<br />

right way to treat people.<br />

Depending on the issue, Millennials’<br />

morality, when you<br />

drill down to its core, can be as<br />

black and white as that of any<br />

old-school culture warrior.<br />

You’ll discover this if you talk<br />

with students on a campus like<br />

mine about the imperative to<br />

reduce carbon emissions, or to<br />

make sure ethical means of production<br />

went into the food they<br />

eat in the dining hall and the<br />

sweatshirts they buy in the college<br />

bookstore.<br />

A2010 study finds more than<br />

aquarter of college students volunteer.<br />

That’s on par with the<br />

percentage of Americans overall<br />

— and a nice counterpoint to<br />

Jersey Shore or what you might<br />

hear about the binge drinking<br />

and sexual hook-ups that pervade<br />

college campuses.<br />

As for the devoutly Christian<br />

members of the Millennial generation<br />

(There are still quite a few.), you<br />

will not hear them shouting about the need<br />

to elect conservative politicians and “take<br />

back America for Christ,” in the parlance of<br />

their more outspoken evangelical elders. In<br />

my encounters with younger Christians,<br />

they’re very serious about Jesus, but intent<br />

on channeling that conviction less toward<br />

hard-edged politics and more toward service<br />

to their community and world.<br />

Ashifting Focus<br />

Gary Schneeberger of Focus on the Family<br />

— an organization long associated with<br />

conservative politics and religion — speaks<br />

of Millennials as a generation that looks to<br />

religion as a force for tolerance and “peace<br />

in society,” not fighting culture war battles.<br />

Hearing someone like Schneeberger elaborate<br />

on Millennials, you might even start<br />

feeling good about the correctives this new<br />

generation is bringing to a society plagued<br />

by hyper-individualism and greed. Millennials<br />

care about “social justice issues,” the<br />

Focus official notes, and they long to be<br />

part of a larger cause. Does that sound like<br />

amorally clueless generation? Or one that<br />

could be our best hope?<br />

Candidate media-bashing<br />

popular, but a losing tactic<br />

An unsavory element in the<br />

current Republican presidential<br />

campaign is the overt contempt<br />

candidates are showing for the<br />

news media. Yes, the media are<br />

easy, sometimes deserving targets,<br />

and huffy outbursts against<br />

journalists during debates usually<br />

bring cheers from the crowd and<br />

could help fundraising. But as a<br />

strategy, it’s misguided.<br />

Though the season of GOP<br />

presidential debates has ended,<br />

the candidates continue<br />

to fire away.<br />

When Rick Santorum<br />

was asked by Charlie<br />

Rose on CBS about the<br />

controversial statement<br />

of his top Super<br />

PAC supporter regarding<br />

contraception, the<br />

candidate turned on<br />

the host: “This is the<br />

same gotcha politics<br />

that you get from the<br />

media, and I’m just<br />

not going to play that<br />

game,” he snapped.<br />

The shoot-the-messenger<br />

tactic doesn’t often faze<br />

reporters, most of whom tend to<br />

have pretty thick skins. If anything<br />

it undermines the integrity,<br />

such as it is, of the campaign,<br />

while diminishing the candidates.<br />

What works for speakers<br />

As a longtime observer of the<br />

human condition and our culture,<br />

I’ve found the most persuasive<br />

and trusted speakers are those<br />

who respond candidly, and positively,<br />

to all questions.<br />

Sure, by showing contempt for<br />

reporters, the GOP contenders are<br />

throwing red meat to the most<br />

conservative voters, as reflected<br />

in a Pew Research Center poll<br />

showing 74% of Tea Party<br />

Republicans believe there is “a<br />

great deal of political bias” in<br />

campaign news coverage. Sarah<br />

Palin popularized the label “lamestream<br />

media,” to energize her<br />

conservative base.<br />

But the wider campaign strategy<br />

does not represent the views of<br />

the public at large. That Tea Party<br />

poll figure is double the percentage<br />

within the general population,<br />

and more than double the<br />

concern among independent voters.<br />

With few exceptions, GOP<br />

candidates have been treated fairly<br />

by reporters and moderators<br />

from the major cable networks.<br />

<strong>Media</strong> vet candidates<br />

Moreover, the news media<br />

have a job to help vet presidential<br />

candidates for American viewers.<br />

Was CNN’s John King right to ask<br />

Newt Gingrich in a debate about<br />

that day’s headline-dominating<br />

comments from the candidate’s<br />

former wife about their failed<br />

marriage? Of course.<br />

Was it fair game for Rose to ask<br />

Santorum about his<br />

adviser’s comment on<br />

contraception? Naturally.<br />

And did Mitt Romney<br />

gain anything by<br />

dodging a question in<br />

the last CNN debate by<br />

saying: “You get to ask<br />

the questions you<br />

want; I get to give the<br />

answers I want”? Cer-<br />

tainly not.<br />

Voters can decide<br />

for themselves<br />

whether the issue is<br />

one that influences<br />

their vote. It’s one thing for a<br />

candidate to appear to field a<br />

question while really sidestepping<br />

it. But it’s another to pointedly<br />

declare that you don’t respect<br />

the process enough even to pretend<br />

to answer.<br />

Gingrich has gone a step further<br />

by making the outlandish pledge<br />

that, if nominated as the GOP<br />

presidential nominee, he would<br />

refuse to participate in any debates<br />

against President Obama if<br />

the moderators were reporters.<br />

Perhaps in lashing out at journalists,<br />

some politicians seek to show<br />

toughness and fighting spirit. But<br />

sniping at reporters plays into the<br />

networks’ hands because such<br />

outbursts only help ratings.<br />

As for winning votes, another<br />

Pew study last fall underscored<br />

the problem with blasting journalists.<br />

While 59% of Americans<br />

trust the information they get<br />

from the news media, only 29%<br />

trust what they hear from the<br />

source that complains about the<br />

media the most — candidates running<br />

for office.<br />

Theater in December and paid up to $120 to<br />

see Drunken Tiger, Yoon Mi Rae and Bizzy<br />

perform live.<br />

It was enough to fill the theater, but it was nothing<br />

compared with the 18,000 people who packed<br />

the Staples Center to see Girls’ Generation and Super<br />

Junior sing and dance to heavy bass and synthesizers.<br />

Large local retailers and manufacturers have<br />

been adding elements to their websites in recent<br />

weeks: prominent links explaining the steps they’ve<br />

taken to identify and eliminate any forced labor in<br />

their supply chains.<br />

They’re doing it because they must comply with<br />

a state law that took effect Jan. 1. But some businesses<br />

are concerned that by following the new law,<br />

they’re making themselves targets for lawsuits.<br />

The new California Transparency in Supply Chains<br />

Act requires retailers and manufacturers with more than<br />

$100 million in annual revenue and a significant presence<br />

in the state to disclose publicly their efforts to identify<br />

any suppliers or subsuppliers that use forced labor or<br />

human trafficking, and what the company is doing to<br />

eradicate it. They don’t necessarily have to do anything<br />

other than disclose what steps they’ve taken, if any.<br />

But some local businesses and lawyers say the<br />

new act allows citizens and activists to sue companies<br />

under the law, which means the companies<br />

When Balqon <strong>Corp</strong>. sold its expensive and<br />

experimental electric trucks to the Port of Los<br />

Angeles a few years ago, it hoped companies that<br />

tested the vehicles would buy more.<br />

But operators didn’t like the trucks, finding their batteries<br />

ran out quickly while hauling heavy loads. So they<br />

parked them despite the port’s $6.4 million investment.<br />

Now, the Harbor City company is betting it can<br />

More than a decade after its first plan to create a<br />

Mojave Desert water storage project collapsed amid<br />

environmental uproar, Cadiz Inc. is gaining<br />

momentum with a second try that the company<br />

hopes doesn’t turn into another mirage.<br />

The L.A. holding company has been trying for<br />

nearly two decades to develop a water storage and<br />

sales project for an aquifer under its 45,000-acre<br />

holdings east of the Twentynine Palms Marine<br />

<strong>Corp</strong>s Air Station. The company plans to sell the<br />

water to distributors across Southern California.<br />

Now, it seems to be making progress. In recent<br />

weeks, Cadiz has signed up a sixth water distributor<br />

to participate in the project. That gives the company<br />

WHEN he first left Germany to<br />

come to business school in Los<br />

Angeles, Martin Schuermann<br />

thought he was headed west for<br />

the beach. Instead, his cab driver took him to<br />

Azusa, as in Azusa Pacific University in the<br />

San Gabriel Valley. That was just the first of<br />

several unexpected turns that led Schuermann,<br />

who thought he would be a banker in Germany,<br />

to become the chief executive of <strong>Vision</strong><br />

<strong>Motor</strong> <strong>Corp</strong>., an El Segundo company that is<br />

developing experimental electric trucks. Unlike<br />

most electric trucks, <strong>Vision</strong>’s vehicles use a<br />

hydrogen fuel cell to charge batteries on the<br />

go. It’s interesting stuff and quite a switch for<br />

Schuermann, who previously had been in the<br />

entertainment industry, working for actor Don<br />

Johnson, German media conglomerate Bertelsmann<br />

AG and Hollywood film production<br />

company Intermedia Entertainment. He also<br />

has a celebrity wife: former MTV VJ Downtown<br />

Julie Brown. Schuermann met with the<br />

Business Journal at his El Segundo office to<br />

talk about how he owes his job to his spouse,<br />

how me made the switch from show business<br />

and how he plans to revolutionize trucking.<br />

Question: You almost certainly are the<br />

only guy running a truck company that<br />

was once in the movie industry. How did<br />

you get into Hollywood.<br />

Answer: I was finishing my M.B.A. thesis in<br />

1991 and, through this internship at a film<br />

company, I ran into Don Johnson. Don and I<br />

became good friends, so in ’92, Don basically<br />

invites me to come to his company – Buffalo<br />

Wallet Productions.<br />

Is that why you came to the U.S., to get<br />

into the entertainment industry?<br />

No, I had my eyes on banking. I did a bank<br />

apprenticeship in Germany and studied international<br />

business at University of Munster, so I<br />

really wanted to stay on the business side. My<br />

plan was to come here and get an M.B.A.,<br />

maybe a year and a half of practical training at<br />

an investment bank in L.A., and then get back<br />

to Germany. But, you know, I got stuck.<br />

Where’d you get your M.B.A.?<br />

That’s a funny story, actually.<br />

I’m all ears.<br />

There was this supposedly Los Angeles university<br />

called Azusa Pacific University.<br />

Yes, in the heart of Los Angeles …<br />

Exactly. (Laughs.) So they were promoting<br />

their M.B.A. program at the University of<br />

Munster and I figured this must be a good<br />

school to go to. I applied, I got accepted and<br />

basically jumped right in.<br />

When did you realize how far from L.A. it<br />

was?<br />

I arrived at LAX and jumped in a cab and showed<br />

the cab driver the address. He looks at me and<br />

says, ‘Are you sure you don’t want to take a shuttle?’<br />

I said, ‘No, take me to this address.’ So he<br />

gets on the freeway and he turns east. After like 40<br />

minutes, I say, ‘Hey man, the beach is that way!’<br />

So you hadn’t looked this up beforehand?<br />

Well, keep in mind, back then we didn’t have<br />

Google maps and things. It was not as easy to<br />

do. I probably could have done a little more<br />

research (laughs), but I was so excited.<br />

What was Azusa like?<br />

It’s a pretty Spanish neighborhood. Coming<br />

from Germany, that’s a real culture shock. I was<br />

like, ‘Wow, people speak more Spanish than<br />

English.’ My roommate, who was also from<br />

University of Munster, he and I had the same<br />

reaction and decided we had to do something.<br />

Like what?<br />

We made sure to finish our classes in Azusa<br />

before September, and then made a deal with<br />

the dean there that we could do the rest of our<br />

classes at UCLA. So we were done with Azusa<br />

by the summer and we could move to the<br />

beach. We became roommates in Marina Del<br />

Rey and finished our M.B.A.s from there.<br />

Did you feel like you’d been duped?<br />

I think there was a bit of false advertisement.<br />

There should have been some disclaimer, but I<br />

don’t regret it. It was fun. It was an experience.<br />

So exactly how did you run into Don Johnson,<br />

and what made you guys hit it off?<br />

I loaned money to a company that was developing<br />

a project with him and Melanie (Griffith),<br />

so I had the pleasure to participate in private<br />

meetings with Don and his agent. That’s<br />

how we met, and we just hit it off. We traveled<br />

together quite extensively. He’s a very smart,<br />

very fun guy.<br />

How much did you loan the project?<br />

I think it was $125,000.<br />

Where’d a young guy get that kind of<br />

money?<br />

It was savings. I always worked; I always<br />

made money. My family is well-off, but we<br />

also have always learned to budget and put<br />

away money.<br />

What did you do?<br />

During my high school time, I always worked<br />

on the side as a roadie. I did that all the way<br />

through undergraduate studies.<br />

Work for any big bands?<br />

Oh, yeah. I worked for the largest lighting company,<br />

at the time, in Germany. So we had every<br />

big act, from Michael Jackson to Pink Floyd to<br />

ports’ clean truck programs drove German<br />

immigrant Martin Schuermann to switch from<br />

show business to the electric vehicle industry.<br />

ACTIVITIES: Running, snowboarding, skiing,<br />

It was great: free concerts and you get paid<br />

What did your parents do?<br />

My father had a large slaughterhouse, or<br />

butcher shop. He made sausages. The slogan<br />

was, “Schuermann’s sausages in everybody’s<br />

mouth.” In German, it sounds much better.<br />

When he was 40 and I was 15, he retired. He<br />

sat my brother and I down and asked us if we<br />

wanted to take over that business. We both<br />

weren’t really interested in dead animals, so he<br />

decided to sell. Then he invested in real estate.<br />

What did a young guy like you exactly do<br />

for Don?<br />

I was the executive vice president of his pro-<br />

duction company, so I was basically the<br />

financial guy. We made relationships with<br />

Bertelsmann networks, and there were developments<br />

we did with Bertelsmann’s film arm.<br />

I opened up for him the international market.<br />

Was the project you loaned money to ever<br />

produced?<br />

(Laughs). Of course not. That was my first<br />

attempt. I guess I paid the tuition for it, too.<br />

So how long did you work for Don?<br />

We did a TV show called “The Marshal,” and<br />

did work on some of the movies Don was working<br />

on. Then in ’95 we sold “Nash Bridges” to<br />

CBS. At that point, Bertelsmann approached<br />

me to represent them here in the U.S., so I<br />

thought it might be a good time for a change.<br />

How long were you there?<br />

I was there until 2000; until I met Julie.<br />

Julie being, of course, your wife, former<br />

MTV VJ Downtown Julie Brown. How’d<br />

you meet?<br />

We met in April 2000. I remember it because I<br />

was standing with the owner of a popular<br />

restaurant and nightclub in Hollywood. I was<br />

standing right at the entrance. In walks my<br />

future wife. And my friend just basically greets<br />

her, he shows her to a booth and then comes<br />

back to me to continue the conversation. And I<br />

basically said, ‘How rude of you. You just<br />

greeted this beautiful woman and you didn’t<br />

introduce me.’<br />

So he took you over to her?<br />

He walked me over to the booth and said, “I’m<br />

sorry I didn’t introduce you. This is my friend<br />

Martin. Martin, this is Julie.” Several hours<br />

later of long talk, her car got lost in valet. We<br />

ended up sitting in my car for another hour and<br />

a half until 2 in the morning until the valet<br />

located her car. I called her actually that night,<br />

breaking every rule in the singles book.<br />

You mean later that same morning?<br />

Yeah. I called her and invited her to breakfast.<br />

She didn’t make it to breakfast, but we had<br />

brunch together. That started the relationship.<br />

We basically have spent almost every single<br />

day together after that.<br />

Did you know who she was when she<br />

came into the club?<br />

No. I came to the U.S. in 1990, and so I really<br />

grew up with the MTV of Europe. We had<br />

completely different VJs. I was not familiar<br />

with her work on television at all. I’m a fairly<br />

shy person, I probably wouldn’t have had the<br />

balls to tell my friend to introduce me to this<br />

beautiful woman if I knew she was a celebrity.<br />

So after more than 10 years in Hollywood,<br />

how did <strong>Vision</strong> get on your radar?<br />

My wife and several of her girlfriends (were<br />

getting together). I just happened to come along.<br />

The only other guy within this group of women<br />

was Lawrence Weisdorn (a <strong>Vision</strong> founder).<br />

So you both kind of got dragged along by<br />

your wives?<br />

Yeah, and naturally we started talking and he<br />

started pitching the idea. At that time, I was<br />

still actively running Intermedia.<br />

What was the pitch?<br />

The original two guys that basically bred this<br />

idea of an electric drive train in combination<br />

with hydrogen fuel cells, they developed a<br />

drive train they had installed in a Hummer.<br />

Lawrence showed me the actual Hummer.<br />

Julie’s first response was, “I want one.” She’s<br />

like, “I like the Hummer, it’s just you can’t<br />

drive it anywhere because you get flipped off.”<br />

When did you start thinking seriously<br />

about the company?<br />

At that first meeting, he got my attention, but I<br />

also said, “Look, how much does that cost?<br />

Who’s going to buy a $200,000 Hummer and<br />

where do you fill it up? It’s an interesting science<br />

project, but I don’t know where your<br />

market is.”<br />

When was this?<br />

That was in 2007. Then in mid-2008, the ports<br />

basically announced they need to clean up the<br />

air and they announced this clean truck program.<br />

Then we sat down and started discussing,<br />

can this work in real heavy-duty<br />

trucks? At that point, I became interested<br />

because now there’s a market.<br />

Is there?<br />

They make sense at the ports. If you buy a<br />

Hummer, you want the convenience of filling it<br />

up wherever you are and driving it wherever<br />

you want. But with trucks at the ports, there are<br />

these routes that are predesigned, and they all<br />

come back to one central spot, the ports.<br />

You’re not an engineer, so what do you<br />

bring to this?<br />

I think the business sense is important. If you<br />

look at early hydrogen vehicles, they’re the<br />

brainchild of a group of engineers. They don’t<br />

care about the money. They basically design<br />

something they think is great and can do<br />

everything without thinking about a potential<br />

market.<br />

How much does one of your trucks cost?<br />

The base model is $270,000. But right now,<br />

we’re making them in onesies and twosies.<br />

When you streamline the production and<br />

streamline the vendor supplies, you can definitely<br />

shave some cost off the vehicle.<br />

What’s your goal for <strong>Vision</strong>?<br />

I want to become a supplier to the big truck<br />

manufacturers and supply our components so<br />

they can offer it to their buyers.<br />

Is your wife involved in your work much?<br />

We’re both involved in each other’s. She’s<br />

doing a lot of work for Billboard and I kind of<br />

help her on the business side, how to position<br />

certain shows they’re developing together. And<br />

she gives me her input on what’s going on here.<br />

What do you do together that’s not work?<br />

We like to travel. We used to go sailing quite<br />

a bit, but we actually sold the boat about two<br />

years ago. And we like to just sit with<br />

friends. Julie has a very eclectic group of<br />

friends.<br />

I can only imagine.<br />

Well, imagine a Christmas party with proclaimed<br />

atheist Bill Maher and Larry David<br />

and about 50 others.<br />

That could be a movie right there.<br />

When Julie said, ‘Bill’s having a Christmas<br />

party, let’s go,’ I said, ‘Absolutely, yes.’<br />

Christmas and Bill Maher in one sentence? I<br />

thought, I need to be there just to see what he<br />

has in mind.<br />

And?<br />

It was a blast.

even 400 Class 8 fuel cell tractors was delivered in July<br />

to Rancho Dominguez, Calif.-based Total Transportation<br />

Services, Inc. (Booth 804).<br />

“This single truck was built for $270,000,” TTSI<br />

president Vic La Rosa told Fleets & Fuels.<br />

A vehicle design using lots of lithium batteries and a<br />

smaller fuel cell makes it possible, they say. “It’s a big<br />

difference in system architecture,” says Schuermann.<br />

“We get by with a much smaller fuel cell,” he says – 33<br />

kilowatts as compared to 150 kilowatts in a fuel cell<br />

transit bus.<br />

According to La Rosa, the fuel cell accounts for about<br />

$50,000 of the current $270,000 tab.<br />

“We’re trying to get these vehicles down to $200,000,”<br />

Schuermann says.<br />

The Tyrano is built on a Freightliner (Booth 300)<br />

Cascadia chassis with a 33-kilowatt Hydrogenics fuel<br />

cell, with Siemens (Booth 302) motors and driveline<br />

electronics governed by <strong>Vision</strong> software making for the<br />

equivalent of a 536-peak-horsepower (3,300 foot<br />

pounds peak torque) engine.<br />

The truck’s hydrogen fuel tanks are provided by<br />

Worthington Cylinders/SCI. Three 17.3- by 80-inch<br />

tanks are pressurized to an unusual 6,250 psi. The<br />

vehicle has lithium ion batteries with an integrated<br />

battery management system.<br />

The Tyrano vehicle is to perform typical drayage operations, hauling freight containers<br />

from terminals in the Ports of Los Angeles and Long Beach.<br />

hauling truck Friday to one of the port complex's most<br />

important cargo haulers, Total Transportation Services Inc. of<br />

Rancho Dominguez.<br />

The Tyrano class 8 rig looks like any other big rig, but a<br />

hydrogen fuel cell powers an electric drive, emitting only<br />

water from the tailpipe. The ports of Los Angeles and Long<br />

Beach are billing it as the world's first zero-emission heavyduty<br />

hydrogen rig. If it performs to expectations during an 18month<br />

test, Total Transportation plans to order at least 100<br />

more.<br />

Experts said the venture could set the stage for a new era in<br />

green cargo movement.<br />

Fleets of zero-emission trucks with the range to deliver cargo<br />

to the Inland Empire's warehouses and distribution centers<br />

would "eliminate one of the principal objections neighbors<br />

and governments have when freight and logistics are a major<br />

part of the local economy — that's the problem of diesel<br />

emissions," said economist John Husing, whose firm,<br />

Economics & Politics Inc., tracks international trade.<br />

The Tyrano uses a combination of technologies to operate<br />

with an expected range of 200 miles, said Rudy Tapia, vice<br />

president for business development for <strong>Vision</strong> <strong>Motor</strong>. The<br />

power flows through electric batteries, which are kept charged<br />

by a hydrogen fuel cell. No fossil fuels are used in the truck.<br />

"Up and above the benefit of zero emissions, we at TTSI feel<br />

that this fuel format is the only true way to break our<br />

dependence on imported fuel. Hydrogen is the most abundant<br />

resource on the planet," said Vic La Rosa, president of Total<br />

Transportation , a hauling and logistics company that moves<br />

freight and provides warehousing and rail service and handles shipments through seaports in Los<br />

Angeles, Long Beach, San Diego, Seattle, Tacoma, Wash., and Norfolk, Va.<br />

Getting Total Transportation onboard for the test was a big boost, said Martin Schuermann, chief<br />

executive of <strong>Vision</strong> <strong>Motor</strong>.<br />

"It underlines our assumptions that there are multiple commercial applications for our hydrogen<br />

powered zero-emission big rigs in today's trucking industry," Schuermann said.<br />

Officials at the ports of Los Angeles and Long Beach have a lot riding on the outcome. The nation's<br />

largest and second largest cargo container ports, respectively, put up $425,000 in seed money for the<br />

development of the <strong>Vision</strong> <strong>Motor</strong> truck through their joint Technology Assistance Program, which has<br />

an annual budget of $1.5 million. The program has funded several projects, including a hybrid diesel<br />

tugboat from Seattle-based Foss Maritime Co.<br />

"We really want to see the truck put through the paces to see how durable the fuel cell system is," said<br />

Heather Tomley, director of environmental planning for the Port of Long Beach. "We're hoping that it<br />

works as well as they think it will."<br />

In addition to the on-road Tyrano, Total Transportation will test a <strong>Vision</strong> <strong>Motor</strong> truck more like the<br />

common terminal tractor, designed to move containers inside the ports.<br />

Kevin Maggay, air quality supervisor for the Port of Los Angeles, said its green technology efforts so<br />

"We have made great strides in reducing emissions, but we need to go further and we have to find<br />

new technologies to get us there," Maggay said. "Clean diesel does not get us there."<br />

<strong>Vision</strong> <strong>Motor</strong>'s business plan may have tapped into a way to avoid the problem all small start-ups<br />

face — the inability to rapidly scale up to major factory production levels. It's not building the trucks.<br />

It's using Freightliner to provide the chassis and cab. It's not building the electric motor, which is<br />

made by Siemens. The fuel cell is made by Hydrogenics Canada. <strong>Vision</strong> <strong>Motor</strong> will deliver the<br />

proprietary software to make the systems work together, Tapia said.<br />

"We go with best of breed for the components for the best performance and durability and for the<br />

lowest costs," Tapia said. "It's the most capital efficient way to go."<br />

taxis and buses and go with them. Also there is the empty parking lots too. I am not<br />

sure what the missing cruise ships does to the Port of LA wallet but the air is currently much<br />

First hydrogen-fuel big rig rolls out, heads for<br />

The world's first big rig powered by<br />

electricity generated from hydrogen fuel<br />

cells rolled out of an El Segundo<br />

manufacturing plant on Friday and headed<br />

to the ports of Los Angeles and Long<br />

Beach.<br />

<strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>.'s zero-emissions truck<br />

will undergo a yearlong series of rigorous<br />

tests at the twin port complex by Total<br />

Transportation Services Inc., a Rancho<br />

Dominguez-based freight hauler.<br />

The demonstration is part of the Clean Air<br />

Action Plan enacted in November 2006,<br />

which calls for examining technology that<br />

will significantly cut pollution in San Pedro<br />

Bay.<br />

"At the Port of L.A. and the Port of Long<br />

Beach, we are taking our position, in a<br />

small way, to begin the alternatives that<br />

are necessary for our entire country and<br />

the entire world," said Dave Arian, a Los<br />

Angeles harbor commissioner.<br />

<strong>Vision</strong> Industries, in El Segundo, turned over keys to the world's first zero<br />

emission hydrogen fuel cell truck Friday during a ceremony at it's El<br />

"It's very difficult to develop something like this when you're up against corporations that want to keep the same<br />

operations in place because that's the way they make their money," Arian said. "Companies like (<strong>Vision</strong>) are<br />

innovative, set a new style, set a new trend in the face of a new economy for America."<br />

<strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>. has spent five years developing hybrid trucks and rolled the first successful model out of its<br />

El Segundo manufacturing plant in April 2009.<br />

At a cost of $270,000 each, the <strong>Vision</strong> Tyrano is an electric truck that runs on a battery recharged by a<br />

hydrogen fuel cell. No air pollution is spewed from the<br />

million.<br />

"We believe, based on testing, that the<br />

power and maintenance and fuel costs will<br />

far exceed any truck on the road today,"<br />

said Vic La Rosa, president of Total<br />

vehicle and pure water is the only by-product<br />

emitted, said Martin Schuermann, president and<br />

CEO of <strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>.<br />

"You could actually put a water faucet on your<br />

dashboard and drink from it," Schuermann said. "It<br />

powers up the same way as any other truck. Just<br />

turn the key, the truck is on, put it in gear and it<br />

goes."<br />

The trucks are capable of carrying 80,000-pound<br />

loads with a range of up to 400 miles, but port<br />

officials will run a series of tests on the new big rigs<br />

to<br />

determine how they operate under varying road<br />

conditions, distances and load factors.<br />

Pending a successful trial run, executives with Total<br />

Transportation Services Inc. have signaled that they<br />

intend to purchase 100 of the <strong>Vision</strong> trucks for $27

Transportation Services, Inc. to Purchase 100 Class-8 Trucks<br />

El Segundo, California -- <strong>Vision</strong> Industries <strong>Corp</strong>. (OTCBB: VIIC) announces that it has received a<br />

Letter of Intent from Total Transportation Services, Inc. (TTSI) of Rancho Dominguez, California, to<br />

purchase one hundred zero emission Tyrano hydrogen fuel cell-electric class 8 heavy-duty trucks at a<br />

total purchase price of approximately $27,000,000 dollars. The purchase is subsequent to the successful<br />

trial of the initial vehicle which will be delivered to TTSI on Friday the 22nd of July. The Letter of Intent<br />

also opens the door for TTSI to purchase an additional three hundred <strong>Vision</strong> trucks, bringing the total<br />

value of a TTSI sales contract to approximately $108 million dollars.<br />

assumptions that there are multiple commercial applications for our hydrogen powered zero emission big<br />

To jumpstart the LOI, TTSI will take delivery of the first <strong>Vision</strong> Tyrano zero emission truck for testing<br />

in commercial revenue service. The initial truck will perform typical drayage operations, hauling freight<br />

containers from port terminals in the Ports of Los Angles and Long Beach to rail yards and other<br />

distribution facilities.<br />

TTSI will take delivery of the initial zero emission truck at a Kick- off Event on July 22, <strong>2011</strong> at <strong>Vision</strong>'s<br />

Future of Transportation Today." The vehicle is part of a project funded jointly by <strong>Vision</strong> and the<br />

develop and demonstrate one (1) hydrogen fuel cell/plug-in electric TYRANO class 8 on-road<br />

truck and one (1) hydrogen fuel cell/plug-in electric zero-emission terminal tractor (ZETT), which<br />

is produced jointly by <strong>Vision</strong> and Capacity of Texas. <strong>Vision</strong>'s zero-emission heavy-duty vehicles<br />

will be tested to evaluate their suitability for short distance cargo-hauling ("drayage") and<br />

SUBJECT: RESOLUTION NO. - AWARD OF PURCHASE ORDER<br />

CONTRACT WITH VISION MOTOR CORPORATION TO RETROFIT<br />

HARBOR DEPARTMENT-OWNED BALQON ELECTRIC YARD<br />

TRUCKS<br />

SUMMARY:<br />

Staff is requesting approval of a Purchase Order Contract with <strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>oration<br />

in the amount not to exceed $1,400,000 (includes taxes) to retrofit a total of fifteen<br />

Harbor Department-owned Balqon <strong>Corp</strong>oration E-20/E-30 Electric Trucks, but only<br />

authorizing the order of six retrofits now, and additional retrofits if and when additional<br />

grant funding is received. The retrofits would upgrade the battery-only system to a<br />

hydrogen fuel cell hybrid system. It is anticipated that the proposed hydrogen fuel cell<br />

retrofit would double the battery range of the trucks to make them more suitable for port<br />

operations. The Hydrogen Fuel Cell Hybrid Electric Yard Trucks would be maintained<br />

and operated by the Port of Los Angeles terminal operators. Staff recommends<br />

approval of this Purchase Order Contract due to the environmental benefits and longterm<br />

economic advantages to the City of Los Angeles. The costs of the first six retrofits,<br />

up to $622,000, will be reimbursable from a $1.4 million federal grant that has been<br />

authorized for the Harbor Department from the United States Department of Energy's<br />

(USDOE) Energy Efficiency and Conservation Block Grant (EECBG) program. The<br />

Harbor Department continues to seek additional federal/state funding to enhancel<br />

upgrade the remaining nine electric trucks of an entire fleet of fifteen. If additional<br />

funding is secured, the requested approval by the Harbor Commissioners would also<br />

allow the Executive Director to order the retrofits of the remaining electric trucks.<br />

RECOMMENDATION:<br />

It is recommended that the Board of Harbor Commissioners (Board):<br />

1. Approve the Purchase Order Contract with <strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>oration to retrofit up to<br />

2. Authorize the Executive Director to execute the Purchase Order Contract for and on<br />

3. Authorize the Executive Director to place an initial order of fuel cell enhancementl<br />

upgrade kits to retrofit six Harbor Department owned electric trucks;<br />

4. Authorize the Executive Director to place an additional order of fuel cell<br />

enhancementl upgrade kits up to the remaining Harbor Department owned Electric<br />

Truck fleet, subject to securing a fully reimbursable federal/state grant to offset the<br />

cost; and<br />

5. Adopt Resolution No. ____<br />

DISCUSSION:<br />

Background - On November 20, 2006, the Harbor Department and the Port of Long<br />

Beach jointly adopted the Clean Air Action Plan (CAAP) , a comprehensive program with<br />

initiatives designed to substantially reduce air emissions from major sources in the two<br />

ports. A CAAP Update was recently approved at a Joint Commission meeting on<br />

November 22, 2010. Emission sources targeted by the CAAP include ships, trains,<br />

cargo handling equipment, harbor craft, and heavy duty trucks. Harbor Department staff<br />

has determined that adopting new technologies that significantly reduce emissions will<br />

be necessary for the Port of Los Angeles (Port) to meet its overall emission and health<br />

risk reduction. In addition to the CAAP goals, the Port is striving to achieve substantial<br />

reductions in greenhouse gas emissions (GHG) consistent with AB32.<br />

The City of Los Angeles (City) was awarded $37 million from the Department of Energy<br />

through the United States Department of Energy's (USDOE) Energy Efficiency and<br />

Conservation Block Grant (EECBG) program. In March 2010, the Harbor Department<br />

was awarded $1.4 million of these funds from the City of Los Angeles, Environmental<br />

Affairs Department (these funds are now managed by the Community Development<br />

Department). The Harbor Department divided the funding into three projects, two of<br />

which have already been approved by the Board of Harbor Commissioners. The two<br />

approved EECBG funded projects are (1) the installation of a Hybrid Propulsion System<br />

for the Angelina II and (2) the purchase of a zero emission Class 8 hybrid electric truck.<br />

Both projects will be completed by the grant end date of July <strong>2012</strong>. The hydrogen fuel<br />

cell enhancementlupgrade kit will be the third and final EECGB funded project.<br />

Balgon Truck History - In 2008, the Harbor Commissioners approved Agreement No.'s<br />

2664 and 2761 at an approximate combined amount of $5.8 million between the Harbor

Department and Balqon <strong>Corp</strong>oration to manufacture 25 battery-operated electric trucks<br />

(Model E-20 and E-30), including battery cost. To-date, Balqon <strong>Corp</strong>oration has<br />

delivered 15 of the 25 electric trucks ordered and the Harbor Department has paid<br />

approximately $4.3 million. The remaining 10 electric trucks are on hold because testing<br />

results indicate that when the Balqon yard truck pulls extra-heavy loads (e.g. >50,000<br />

Ibs), it exhibits reduced battery life compared to the testing at lower load levels (Le.<br />

would double under heavier loading conditions, decreasing the charging down time and.<br />

efficiency..<br />

Selection Process - To identify possible hydrogen fuel cell hybrid system vendors, staff<br />

issued a Formal Request for Bid (FRB) on March 4, <strong>2011</strong>. Key requirements set forth<br />

for proposers were for the hydrogen fuel cell hybrid system are: (i) 16 kilowatt hydrogen<br />

fuel cell power module with mounting equipment; (ii) hydrogen tanks with an appropriate<br />

PSI range of 6250 type 3, hydrogen fuel container with installed manual valve and<br />

pressure relief devices; (iii) cab changes; (iv) labor; and (v) design/engineering servicesas<br />

required. These requirements were designed to identify an enhancement/upgrade<br />

that could immediately be used in yard tractor operations as part of staffs planned<br />

demonstration program.<br />

Only one vendor, <strong>Vision</strong> <strong>Motor</strong> <strong>Corp</strong>, submitted a bid by the bid due date of March 18,<br />

<strong>2011</strong>. To encourage as many bids, staff reached out to potential vendors that may be<br />

interested in competitively bidding for this solicitation. Only one bid was received and<br />

based on the analysis (see Transmittal 2), the cost to enhance/upgrade each truck is<br />

$75,000 plus tax. In addition, a one-time payment for an engineering/design plan at<br />

$150,000 plus tax is proposed to document the enhancement/retrofit requirements. If<br />

the Harbor Department opts to enhance/upgrade additional electric trucks in its fleet,<br />

additional engineering/design plan fees would not be required since the bid allows up to<br />

15 trucks as part of the guaranteed pricing within the bid solicitation notice (Bid No. F­<br />

735). The total cost to purchase the Hydrogen Fuel Cell Power Module for the initial<br />

order of six trucks is $658,500 (includes taxes) and up to $622,000 is reimbursable from<br />

a $1.4 million grant that has been authorized for the Harbor Department from the<br />

USDOE's EECBG. The remaining $36,500 will be absorbed by the Harbor Department.<br />

The cost of the additional nine potential retrofits is approximately $741,000 (includes<br />

tax) and will occur only if additional grant funding is secured.<br />

ECONOMIC BENEFITS:<br />

Spending under this Board action will support the equivalent of 3.1 direct and 3.4<br />

secondary jobs in the five-county region.<br />

FINANCIAL IMPACT:<br />

This Purchase Order Contract would authorize the Harbor Department to purchase six<br />

Hydrogen Fuel Cell Power Modules for Harbor Department owned Balqon E-20 and E­<br />

30 Electric trucks. In accordance to the USDOE's EECBG project specifications, the<br />

incremental costs of the Hydrogen Fuel Cell Power Modules are one hundred percent<br />

reimbursable. Ongoing operating and maintenance costs are expected to be $2,500
