MISSION
The mission of Scouting is to contribute to the education of young people through a value system based on the Scout Promise
and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.
Scouting’s Mission is achieved by:
• involving youth throughout their formative years in a non-formal educational process
• using a specific method that makes each individual the principal agent in his or her development as a self-reliant, supportive,
responsible and committed person
• assisting youth to establish a value system based upon spiritual, social and personal principles as expressed in the Promise
and Law
PRINCIPLES
Scouting is based on three broad principles which represent its fundamental beliefs:
Duty to God: Defined as “adherence to spiritual principles, loyalty to the religion that expresses them and acceptance of the
duties resulting therefrom.”
Duty to Others: Defined as “loyalty to one’s country in harmony with the promotion of local, national and international
peace, understanding and cooperation,” and “participation in the development of society, with recognition and respect for
the dignity of one’s fellow-being and for the integrity of the natural world.”
Duty to Self: Defined as “responsibility for the development of oneself”. This is in harmony with the educational purpose of
the Scout Movement whose aim is to assist young people in the full development of their potentials.
PRACTICES AND METHOD
Scouting Practices and Methods are defined as a system of progressive self-education including:
• A Promise and Law
• Learning by doing
• Membership in small groups
• Progressive and stimulating programs
• Commitment to the values of doing one’s best, contributing to the community, respecting and caring for others, contributing as
a family member
• Use of outdoor activities as a key learning resource
Under the Distinguished Patronage of
The Honourable Stephen L. Point, OBC, Lieutenant Governor of British Columbia
The 2011-2012 Scouting year was a year of change for Pacific Coast
Council. The Council Commissioner, half of the Deputy Council
Commissioners on the Management Team, three Area Commissioners
and all five Area Youth Commissioners on the Council Service Team
were new to their role. In addition, changes from the Membership
Management System (MMS) to myscouts, recognition processes and
training requirements happened in various stages throughout the year.
Program in all five sections are also being reviewed and revamped.
The Council held a Group Leadership Conference (GLC) early in
September to bring this myriad of information to Group Commissioners,
youth representatives and Area Teams. It was such a successful day,
with requests from many volunteers for more such days, that planning
was immediately started for a similar event in September 2012.
This GLC gave the year an excellent start. One of the goals was to have
more hands-on service during the year to Groups and Sections through
service visits. Each Group would be visited three times during the year
by members of the Area Service Team. Everyone found these visits
very rewarding, helpful and informative.
The last part of the year brought new training requirements to prepare
for the 2012- 2013 Scouting year. These included the introduction of
Child & Youth Safety and Accessibility Training, Woodbadge I module
one, plus a revamped Duty of Care, now called the Code of Conduct.
All of these changes support the new organization of Scouting as it
adapts to the demands of today’s world.
The 2011 - 2012 Scouting year was a very eventful one for the youth in
the Pacific Coast Council. The youth attended many camps, activities,
and volunteered at many events during the year.
The Area Youth Commissioners have furthered the youth involvement
in their Areas, getting more youth involved at moving Scouts forward
into the future. In the spring the Area Youth Commissioners and other
youth ran, with the support of staff and Scouters, the Youth Award
Ceremony, which was a great success again this year. As well at the end
of the Scouting year the youth hosted tables of attendees for the 10th
Annual Byng Club Breakfast.
On Youth Training a FAST (Scouts) course was held, with great results.
Youth Training in our Council is moving forward.
In my two years of being the Council Youth Commissioner I have seen
the accumulation of the above activities which portray that youth
involvement is a big part of Pacific Coast Council. As I step down and
Cindy Mei takes over the reins I know she will lead our youth into a
bright future.
Matthew Richardson
Past Council Youth Commissioner
Message from the Council Commissioner
In working with and talking with the Staff, the Service Team and
volunteers, I am impressed by everyone’s energy and concern for
making things work, making situations the best they can be, giving the
youth the skills they need to learn while having fun in Scouting. I want
to thank each and every one of them for fulfilling the role that they
took on. I hope you feel rewarded by seeing the growth of our young
people. I am proud to work with you and look forward to continuing
our partnership.
In closing, I would like to express my sincere appreciation for the
support given to me by the Area Support Managers, Council Executive
Director, Service Centre Staff and Deputy Commissioners on the
Council Management Team as I navigated through my first year as your
Council Commissioner. It was a steep learning curve because of all the
changes that happened in such a short space of time, but by working
together, I believe that we have made Pacific Coast Council stronger.
Thank you everyone.
Eleanor Oakley
Council Commissioner
Message from the Council Youth Commissioner
I’ve had the privilege of being able to shadow Matthew for a few
months before becoming the Council Youth Commissioner, and I’ve
learned a lot about our Council in the process. I’m excited to be able
to take over the reins of a well-run team that Matthew has left me
and I look forward to working with everyone in the next Scouting year.
Some of my plans for next year involve establishing a strong Council
Youth Network for all interested youth and adults, running more youth
training courses, building stronger communication ties among the
different Areas, and helping youth develop themselves personally and
professionally.
Thank you Scouters for your support, and I hope to get to know many
of you personally in the coming year.
I am pleased to report that our gross Scout Popcorn sales were $333,573.00 for 2011, even though this is a 4%
decrease over 2010. All of Canada was lower in sales in 2011 except Nfld. 2012 will most likely have higher sales
due to the funds needed by Scouts for attendance at the Canadian Jamboree in July of 2013.
Congratulations to our top 10 Sellers for 2011:
Jasmine Merali of 15th Capilano, North Vancouver ($17,465) – also top in Canada; Emmanuel Tin of 4th Southwest, Burnaby ($3,805);
Austin Smith of 30th Seymour, North Shore ($3,365); Isaac Caverzan of 7th Mountain, Burnaby ($3,335); Jennah Merchant of 13th
Southwest, Burnaby ($3,016); Wyatt Fiddick of 1st Southwest, Burnaby ($2,646); Andrew Westerlund of 15th Capilano, North Shore
($2,513); Rozalan Caverzan of 7th Mountain, Burnaby ($2510); Veronica Matsubuchi-Bremner of 30th Seymour, North Shore ($2500); and
Jesse Ko of 99th East Vancouver ($2419). Well Done!
There was a competition to have those who sold over $2011.00 to have their name engraved on a special glass plaque in commemoration
of the $10,000.00 donated from the 2011 Popcorn Sales to Camp Byng - which was used to assist with the funding of the VorteX - Low
Challenge Course and the twin Zip Lines. 12 sellers qualified!
Congratulations to the 5 youth that achieved sales of $2,500.00 or more for the first time this year and qualified for the Trails End
Scholarship Fund – 6% of their sales will be donated by Trails End into their personal Scholarship fund. 18 more youth added to their
existing scholarship funds!
I would like to provide a special thank you to all the volunteers who assisted with the Scout Popcorn campaign and special kudos to the
front line Leaders and Scout Popcorn Coordinators for each Group. Thank you!!
I would also like to say a big thank you to Steve McTaggart who put together the website for Pacific Coast Council Scout Popcorn in 2011
and maintains it to assist and train the coordinators.
Training
As of April 2012, the Pacific Coast Council Training Team consists of about 45 trainers, working hard to meet council training needs. Providing
PCC’s Volunteers the training they need to fulfil their roles in a confident and competent manner is a major undertaking.
During the 2011-2012 Scouting year, PCC trainers volunteered many hours to help organize and deliver 7 Wood Badge I Basic Leader Training
courses, two Wood Badge II Advanced courses, plus First Aid courses, individual skills workshops and single courses for Group Treasurers and new
trainers.
An added challenge late in this past year was the launch of mandatory training in Child & Youth Safety and Accessibility Training among other
requirements. As of August 30, 2012, 32% of PCC volunteers had completed Child & Youth Safety training, 20% had completed Accessibility
Training, and 67% had completed the minimum Wood Badge I Module 1 in preparation for the new Scouting year. This compares very favourably
with other councils.
In addition to the above activity, PCC conducted an online survey of all volunteers and senior youth to help align the timing, duration and location
of “live” training offerings for the coming Scouting year more closely with volunteer wishes. Demand for “live” Wood Badge I courses accounts for
over 40% of all Wood Badge I training taken by PCC volunteers, much higher than in most other councils, with the balance being online training.
The Training Team had a successful year which culminated in a Trainers Thank you event.
2011-2012 Annual Report
Our properties are well-managed by our very capable volunteer managers who often take on the tasks of maintaining landscapes, repairing
buildings and cabins, handling rental agreements, providing interesting program possibilities for youth and leaders, taking countless phone calls
and emails, arranging for work parties, completing various forms and reporting to their Areas or to our Council. These are time-consuming tasks
that require much talent and patience. We sincerely appreciate their efforts and we urge all youth and scouters to assist our property managers
in any way possible.
Camp Byng now has a wonderful and challenging VorteX challenge centre that features a Low Challenge Course, a High Challenge Course and
Twin Zip Lines. Much effort has gone into providing these excellent program opportunities and we are most appreciative of the efforts of our
Camp Ranger and his well-trained volunteers who supervise participants and arrange for the safe enjoyment of this area. The upgrade of Skeena
Lodge is expected to be completed by March 2013 and we look forward to a new Dining Hall and the completed repairs of the flooring for the
building that is now 85 years old.
Maintaining Camp Byng requires many resources and we are so grateful every year for donations from the Byng Club Breakfast and from Scout
Popcorn sales. It takes the assistance of us all to keep our flagship camp in the best shape so that it can continue to attract the many youth
and leaders who enjoy its benefits. We welcome donations and we readily issue income tax receipts for those welcome and tangible forms of
assistance.
Respectfully submitted,
Camp Byng
Camp Byng has welcomed over 5,000 youth and adults this past year. In addition,
in 2011 Camp Byng hosted the 11th Pacific Jamboree with 3,100 Scouting youth and
leaders in attendance. This is a significant increase in the overall use of Camp Byng
over previous years.
Some recent improvements at Camp Byng include:
• VorteX Centre comprising of a High Challenge Course, a Low Challenge Course
and Twin Zip Lines that are 435 feet in length
• Training of belayers and volunteers to manage VorteX
• Installation of a 9-hole Disk Golf Course.
• Installation of pioneering pole sheds (ongoing project).
• Repairs and painting of the interiors and exteriors of camp buildings.
• Interior upgrades to Raven’s Roost and the Workshop Dormitory.
• Repaired 42 camp sleeping hulls
Camp Byng depends on the support of volunteers to provide assistance at the camp
and take on the many projects required to maintain and enhance the camp. Over
the last year, an estimated 650 days of volunteer work was provided to Camp Byng.
Special thanks to the members of the Byng Gang for their dedication, and special
thanks to all the youth and leaders who have contributed many hours of labour to
Camp Byng.
Byng Club Breakfast
Properties
In June we held the 10th Annual “Byng Club Breakfast”. Our speaker this year
was Jack McGee, President and CEO of the Justice Institute of BC, and he gave
an amazing presentation. The event realized a little less than normal this year,
approximately $25,000. Plans are underway for next year’s fundraiser, and
we would like to encourage all parents of youth who use the camp to consider
attending the breakfast – your support helps keep the camp up-to-date and
provides an excellent experience for all who use it.
To the Members of Scouts Canada – Pacific Coast Council
Auditor`s Report
I have audited the statement of financial position of Scouts Canada – Pacific Coast Council as at August 31, 2012, and the statements of operations,
changes in fund assets, and cash flow for the year then ended, and a summary of significant accounting policies and other explanatory information.
Management’s responsibility for the financial statements
Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting
standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of
financial statements that are free from material misstatement, whether due to fraud or error.
Auditor’s responsibility
My responsibility is to express an opinion on these financial statements based on my audit. I conducted my audit in accordance with Canadian
generally accepted auditing standards. Those standards require that I comply with ethical requirements and plan and perform the audit to obtain
reasonable assurance about whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures
selecteddependonthe auditor’s judgment, includingthe assessmentofthe risksof material misstatementofthefinancial statements, whetherdue
to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation
of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing
an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used
and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.
I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion
Opinion
In my opinion, these financial statements present fairly, in all material respects, the financial position of the Council as at August 31, 2012 and the
results of its operations and cash flow for the year then ended in accordance with Canadian accounting standards for not-for-profit organizations.
2011-2012 Annual Report Pacific Coast Council
7
Pacific Coast Council was one of the first few Councils that did not charge Leader’s fees. This has now been adopted by Scouts Canada for all
Volunteers and Rovers across the country. A large percentage of the membership continues to take advantage of the early registration discount.
The year has benefited from the prudence/savings in most departments. Thanks are due to the Council Management and Area Service Teams for
the financial restraint they have demonstrated.
Recognition is due to the following for their continued financial support of our movement: The Government of British Columbia, The United Way
of the Lower Mainland, and the Vancouver Foundation. I would also like to record my appreciation of the excellent support given by the BCY
Service Centre staff, the Council Management Team, and the Area Service Teams. Thanks to all of you hardworking staff and volunteers. Thanks
also to our auditor Mr. Alnoor Jivraj, CGA for his services.
Our investments continue to do well, thanks to the team at Lee,Turner & Associates Inc. Harry Lee the fund manager has performed well beyond
our original target of a rate of return (double the rate for 3 months Canadian Treasury bills – currently at +3.27%). At the end of our Fund’s 18th
year, we are pleased to report that our fund’s rate of return over these years has surpassed that of the TSX Index as well as that of the Canadian
Bond Index. The returns as of August 31st, 2012 were as follows:
Annualized Rate of Return (since 1994) + 8.14%
Latest 12 Months Return + 6.96%
Schools and Scouting in Pacific Coast Council went through
a challenging year due to the BC Teacher’s Union job action.
As none of the schools were able to commit to an overnight
camp, a new “daycamp” option was developed and piloted
with two schools in Vancouver. A new pricing structure
was implemented to compensate for the cost to run a day
camp vs. an overnight camp, making the experience more
affordable for lower income families in inner city schools.
We were able to secure a grant through the Scouts Canada
to fund a class of 30 inner-city students’ camp program,
allowing them to take part in a camp that they otherwise would not have been able to
attend. While there were challenges implementing the day camp option, specifically
how to make the sessions challenging given our limited space at local parks, with some
creative programming we were able to create a fun, challenging day camp option for
schools seeking a lower cost experience.
SCOUTSabout
The SCOUTSabout lunchtime and after-school programs keep gaining popularity at elementary schools in the Pacific Coast Council.
Students are so excited for the school bell to ring so they can run to join SCOUTSabout – a program where they have tons of fun while
learning outside in their own school gardens and forests. While outside, we play theme-based games, do nature appreciation activities, have
picnics, and make very cool eco-crafts.
This year Pacific Coast Council ran 36 programs in 12 Richmond, Burnaby and Vancouver schools. Over 500 youth members joined and 28
caring volunteers helped run the programs.
“WehavelovedtheSCOUTSaboutprograminourschool.…
We think it is because of the rich and varied program that
allows the kids to build friendships, learn new things, have
fun together and treasure the natural world in which we
live. SCOUTSabout is a great fit for our school!”
“As a child, one has that magical capacity to see the land as
an animal does; to experience the sky from the perspective of
a bee; to know a hundred different smells of mud and listen
to the soughing of the trees.”
