MISSION<br />

The mission of Scouting is to contribute to the education of young people through a value system based on the Scout Promise<br />

and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.<br />

Scouting’s Mission is achieved by:<br />

• involving youth throughout their formative years in a non-formal educational process<br />

• using a specific method that makes each individual the principal agent in his or her development as a self-reliant, supportive,<br />

responsible and committed person<br />

• assisting youth to establish a value system based upon spiritual, social and personal principles as expressed in the Promise<br />

and Law<br />

PRINCIPLES<br />

Scouting is based on three broad principles which represent its fundamental beliefs:<br />

Duty to God: Defined as “adherence to spiritual principles, loyalty to the religion that expresses them and acceptance of the<br />

duties resulting therefrom.”<br />

Duty to Others: Defined as “loyalty to one’s country in harmony with the promotion of local, national and international<br />

peace, understanding and cooperation,” and “participation in the development of society, with recognition and respect for<br />

the dignity of one’s fellow-being and for the integrity of the natural world.”<br />

Duty to Self: Defined as “responsibility for the development of oneself”. This is in harmony with the educational purpose of<br />

the Scout Movement whose aim is to assist young people in the full development of their potentials.<br />

PRACTICES AND METHOD<br />

Scouting Practices and Methods are defined as a system of progressive self-education including:<br />

• A Promise and Law<br />

• Learning by doing<br />

• Membership in small groups<br />

• Progressive and stimulating programs<br />

• Commitment to the values of doing one’s best, contributing to the community, respecting and caring for others, contributing as<br />

a family member<br />

• Use of outdoor activities as a key learning resource<br />

The <strong>2011</strong>-<strong>2012</strong> Scouting year was a year of change for <strong>Pacific</strong> <strong>Coast</strong><br />

<strong>Council</strong>. The <strong>Council</strong> Commissioner, half of the Deputy <strong>Council</strong><br />

Commissioners on the Management Team, three Area Commissioners<br />

and all five Area Youth Commissioners on the <strong>Council</strong> Service Team<br />

were new to their role. In addition, changes from the Membership<br />

Management System (MMS) to myscouts, recognition processes and<br />

training requirements happened in various stages throughout the year.<br />

Program in all five sections are also being reviewed and revamped.<br />

The <strong>Council</strong> held a Group Leadership Conference (GLC) early in<br />

September to bring this myriad of information to Group Commissioners,<br />

youth representatives and Area Teams. It was such a successful day,<br />

with requests from many volunteers for more such days, that planning<br />

was immediately started for a similar event in September <strong>2012</strong>.<br />

This GLC gave the year an excellent start. One of the goals was to have<br />

more hands-on service during the year to Groups and Sections through<br />

service visits. Each Group would be visited three times during the year<br />

by members of the Area Service Team. Everyone found these visits<br />

very rewarding, helpful and informative.<br />

The last part of the year brought new training requirements to prepare<br />

for the <strong>2012</strong>- 2013 Scouting year. These included the introduction of<br />

Child & Youth Safety and Accessibility Training, Woodbadge I module<br />

one, plus a revamped Duty of Care, now called the Code of Conduct.<br />

All of these changes support the new organization of Scouting as it<br />

adapts to the demands of today’s world.<br />

The <strong>2011</strong> - <strong>2012</strong> Scouting year was a very eventful one for the youth in<br />

the <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong>. The youth attended many camps, activities,<br />

and volunteered at many events during the year.<br />

The Area Youth Commissioners have furthered the youth involvement<br />

in their Areas, getting more youth involved at moving <strong>Scouts</strong> forward<br />

into the future. In the spring the Area Youth Commissioners and other<br />

youth ran, with the support of staff and Scouters, the Youth Award<br />

Ceremony, which was a great success again this year. As well at the end<br />

of the Scouting year the youth hosted tables of attendees for the 10th<br />

<strong>Annual</strong> Byng Club Breakfast.<br />

On Youth Training a FAST (<strong>Scouts</strong>) course was held, with great results.<br />

Youth Training in our <strong>Council</strong> is moving forward.<br />

In my two years of being the <strong>Council</strong> Youth Commissioner I have seen<br />

the accumulation of the above activities which portray that youth<br />

involvement is a big part of <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong>. As I step down and<br />

Cindy Mei takes over the reins I know she will lead our youth into a<br />

bright future.<br />

Message from the <strong>Council</strong> Commissioner<br />

In working with and talking with the Staff, the Service Team and<br />

volunteers, I am impressed by everyone’s energy and concern for<br />

making things work, making situations the best they can be, giving the<br />

youth the skills they need to learn while having fun in Scouting. I want<br />

to thank each and every one of them for fulfilling the role that they<br />

took on. I hope you feel rewarded by seeing the growth of our young<br />

people. I am proud to work with you and look forward to continuing<br />

our partnership.<br />

In closing, I would like to express my sincere appreciation for the<br />

support given to me by the Area Support Managers, <strong>Council</strong> Executive<br />

Director, Service Centre Staff and Deputy Commissioners on the<br />

<strong>Council</strong> Management Team as I navigated through my first year as your<br />

<strong>Council</strong> Commissioner. It was a steep learning curve because of all the<br />

changes that happened in such a short space of time, but by working<br />

together, I believe that we have made <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> stronger.<br />

Message from the <strong>Council</strong> Youth Commissioner<br />

I’ve had the privilege of being able to shadow Matthew for a few<br />

months before becoming the <strong>Council</strong> Youth Commissioner, and I’ve<br />

learned a lot about our <strong>Council</strong> in the process. I’m excited to be able<br />

to take over the reins of a well-run team that Matthew has left me<br />

and I look forward to working with everyone in the next Scouting year.<br />

Some of my plans for next year involve establishing a strong <strong>Council</strong><br />

Youth Network for all interested youth and adults, running more youth<br />

training courses, building stronger communication ties among the<br />

different Areas, and helping youth develop themselves personally and<br />

professionally.<br />

Thank you Scouters for your support, and I hope to get to know many<br />

of you personally in the coming year.<br />

• Mardi Gras Rocktober was held in September at Camp Byng.<br />

• The Muppets Rovent Winter Camp was held in February with 415 participants from all three councils.<br />

• The Science World Sleep Over program was very popular with 381 Beavers and 572 Cubs & <strong>Scouts</strong> attending two sessions.<br />

• Camp Wolf Howl was a High Seas Adventure held at Camp Byng and attracted 162 youth participants over a three week period. 54 of those<br />

youth were new to Scouting.<br />

• The <strong>Council</strong> KubKar Rally was held in April at Capilano Mall and was a success.<br />

• Camp Log Jam was held for Beaver aged youth at Camp Capilano in August, 30 youth attended.<br />

• The Man vs Wild Nite Hike in <strong>Pacific</strong> Spirit Park attracted 507 hikers from 79 groups in April.<br />

• Nature Detectives Summer Day camp happened in July with 14 youth participants and great feedback.<br />

Program<br />

I am pleased to report that our gross Scout Popcorn sales were $333,573.00 for <strong>2011</strong>, even though this is a 4%<br />

decrease over 2010. All of <strong>Canada</strong> was lower in sales in <strong>2011</strong> except Nfld. <strong>2012</strong> will most likely have higher sales<br />

due to the funds needed by <strong>Scouts</strong> for attendance at the Canadian Jamboree in July of 2013.<br />

Congratulations to our top 10 Sellers for <strong>2011</strong>:<br />

Jasmine Merali of 15th Capilano, North Vancouver ($17,465) – also top in <strong>Canada</strong>; Emmanuel Tin of 4th Southwest, Burnaby ($3,805);<br />

Austin Smith of 30th Seymour, North Shore ($3,365); Isaac Caverzan of 7th Mountain, Burnaby ($3,335); Jennah Merchant of 13th<br />

Southwest, Burnaby ($3,016); Wyatt Fiddick of 1st Southwest, Burnaby ($2,646); Andrew Westerlund of 15th Capilano, North Shore<br />

($2,513); Rozalan Caverzan of 7th Mountain, Burnaby ($2510); Veronica Matsubuchi-Bremner of 30th Seymour, North Shore ($2500); and<br />

Jesse Ko of 99th East Vancouver ($2419). Well Done!<br />

There was a competition to have those who sold over $<strong>2011</strong>.00 to have their name engraved on a special glass plaque in commemoration<br />

of the $10,000.00 donated from the <strong>2011</strong> Popcorn Sales to Camp Byng - which was used to assist with the funding of the VorteX - Low<br />

Challenge Course and the twin Zip Lines. 12 sellers qualified!<br />

Congratulations to the 5 youth that achieved sales of $2,500.00 or more for the first time this year and qualified for the Trails End<br />

Scholarship Fund – 6% of their sales will be donated by Trails End into their personal Scholarship fund. 18 more youth added to their<br />

existing scholarship funds!<br />

I would like to provide a special thank you to all the volunteers who assisted with the Scout Popcorn campaign and special kudos to the<br />

front line Leaders and Scout Popcorn Coordinators for each Group. Thank you!!<br />

I would also like to say a big thank you to Steve McTaggart who put together the website for <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> Scout Popcorn in <strong>2011</strong><br />

and maintains it to assist and train the coordinators.<br />

Training<br />

As of April <strong>2012</strong>, the <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> Training Team consists of about 45 trainers, working hard to meet council training needs. Providing<br />

PCC’s Volunteers the training they need to fulfil their roles in a confident and competent manner is a major undertaking.<br />

During the <strong>2011</strong>-<strong>2012</strong> Scouting year, PCC trainers volunteered many hours to help organize and deliver 7 Wood Badge I Basic Leader Training<br />

courses, two Wood Badge II Advanced courses, plus First Aid courses, individual skills workshops and single courses for Group Treasurers and new<br />

trainers.<br />

An added challenge late in this past year was the launch of mandatory training in Child & Youth Safety and Accessibility Training among other<br />

requirements. As of August 30, <strong>2012</strong>, 32% of PCC volunteers had completed Child & Youth Safety training, 20% had completed Accessibility<br />

Training, and 67% had completed the minimum Wood Badge I Module 1 in preparation for the new Scouting year. This compares very favourably<br />

with other councils.<br />

In addition to the above activity, PCC conducted an online survey of all volunteers and senior youth to help align the timing, duration and location<br />

of “live” training offerings for the coming Scouting year more closely with volunteer wishes. Demand for “live” Wood Badge I courses accounts for<br />

over 40% of all Wood Badge I training taken by PCC volunteers, much higher than in most other councils, with the balance being online training.<br />

The Training Team had a successful year which culminated in a Trainers Thank you event.<br />

Our properties are well-managed by our very capable volunteer managers who often take on the tasks of maintaining landscapes, repairing<br />

buildings and cabins, handling rental agreements, providing interesting program possibilities for youth and leaders, taking countless phone calls<br />

and emails, arranging for work parties, completing various forms and reporting to their Areas or to our <strong>Council</strong>. These are time-consuming tasks<br />

that require much talent and patience. We sincerely appreciate their efforts and we urge all youth and scouters to assist our property managers<br />

in any way possible.<br />

Camp Byng now has a wonderful and challenging VorteX challenge centre that features a Low Challenge Course, a High Challenge Course and<br />

Twin Zip Lines. Much effort has gone into providing these excellent program opportunities and we are most appreciative of the efforts of our<br />

Camp Ranger and his well-trained volunteers who supervise participants and arrange for the safe enjoyment of this area. The upgrade of Skeena<br />

Lodge is expected to be completed by March 2013 and we look forward to a new Dining Hall and the completed repairs of the flooring for the<br />

building that is now 85 years old.<br />

Maintaining Camp Byng requires many resources and we are so grateful every year for donations from the Byng Club Breakfast and from Scout<br />

Popcorn sales. It takes the assistance of us all to keep our flagship camp in the best shape so that it can continue to attract the many youth<br />

and leaders who enjoy its benefits. We welcome donations and we readily issue income tax receipts for those welcome and tangible forms of<br />

assistance.<br />

Camp Byng<br />

Camp Byng has welcomed over 5,000 youth and adults this past year. In addition,<br />

in <strong>2011</strong> Camp Byng hosted the 11th <strong>Pacific</strong> Jamboree with 3,100 Scouting youth and<br />

leaders in attendance. This is a significant increase in the overall use of Camp Byng<br />

over previous years.<br />

Some recent improvements at Camp Byng include:<br />

• VorteX Centre comprising of a High Challenge Course, a Low Challenge Course<br />

and Twin Zip Lines that are 435 feet in length<br />

• Training of belayers and volunteers to manage VorteX<br />

• Installation of a 9-hole Disk Golf Course.<br />

• Installation of pioneering pole sheds (ongoing project).<br />

• Repairs and painting of the interiors and exteriors of camp buildings.<br />

• Interior upgrades to Raven’s Roost and the Workshop Dormitory.<br />

• Repaired 42 camp sleeping hulls<br />

Camp Byng depends on the support of volunteers to provide assistance at the camp<br />

and take on the many projects required to maintain and enhance the camp. Over<br />

the last year, an estimated 650 days of volunteer work was provided to Camp Byng.<br />

Special thanks to the members of the Byng Gang for their dedication, and special<br />

thanks to all the youth and leaders who have contributed many hours of labour to<br />

Camp Byng.<br />

Byng Club Breakfast<br />

Properties<br />

In June we held the 10th <strong>Annual</strong> “Byng Club Breakfast”. Our speaker this year<br />

was Jack McGee, President and CEO of the Justice Institute of BC, and he gave<br />

an amazing presentation. The event realized a little less than normal this year,<br />

approximately $25,000. Plans are underway for next year’s fundraiser, and<br />

we would like to encourage all parents of youth who use the camp to consider<br />

attending the breakfast – your support helps keep the camp up-to-date and<br />

provides an excellent experience for all who use it.<br />

I have audited the statement of financial position of <strong>Scouts</strong> <strong>Canada</strong> – <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> as at August 31, <strong>2012</strong>, and the statements of operations,<br />

changes in fund assets, and cash flow for the year then ended, and a summary of significant accounting policies and other explanatory information.<br />

Management’s responsibility for the financial statements<br />

Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting<br />

standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of<br />

financial statements that are free from material misstatement, whether due to fraud or error.<br />

Auditor’s responsibility<br />

My responsibility is to express an opinion on these financial statements based on my audit. I conducted my audit in accordance with Canadian<br />

generally accepted auditing standards. Those standards require that I comply with ethical requirements and plan and perform the audit to obtain<br />

reasonable assurance about whether the financial statements are free from material misstatement.<br />

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures<br />

selecteddependonthe auditor’s judgment, includingthe assessmentofthe risksof material misstatementofthefinancial statements, whetherdue<br />

to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation<br />

of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing<br />

an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used<br />

and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.<br />

In my opinion, these financial statements present fairly, in all material respects, the financial position of the <strong>Council</strong> as at August 31, <strong>2012</strong> and the<br />

<strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> was one of the first few <strong>Council</strong>s that did not charge Leader’s fees. This has now been adopted by <strong>Scouts</strong> <strong>Canada</strong> for all<br />

Volunteers and Rovers across the country. A large percentage of the membership continues to take advantage of the early registration discount.<br />

The year has benefited from the prudence/savings in most departments. Thanks are due to the <strong>Council</strong> Management and Area Service Teams for<br />

the financial restraint they have demonstrated.<br />

Recognition is due to the following for their continued financial support of our movement: The Government of British Columbia, The United Way<br />

of the Lower Mainland, and the Vancouver Foundation. I would also like to record my appreciation of the excellent support given by the BCY<br />

Service Centre staff, the <strong>Council</strong> Management Team, and the Area Service Teams. Thanks to all of you hardworking staff and volunteers. Thanks<br />

also to our auditor Mr. Alnoor Jivraj, CGA for his services.<br />

Our investments continue to do well, thanks to the team at Lee,Turner & Associates Inc. Harry Lee the fund manager has performed well beyond<br />

our original target of a rate of return (double the rate for 3 months Canadian Treasury bills – currently at +3.27%). At the end of our Fund’s 18th<br />

year, we are pleased to report that our fund’s rate of return over these years has surpassed that of the TSX Index as well as that of the Canadian<br />

Bond Index. The returns as of August 31st, <strong>2012</strong> were as follows:<br />

Schools and Scouting in <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> went through<br />

a challenging year due to the BC Teacher’s Union job action.<br />

As none of the schools were able to commit to an overnight<br />

camp, a new “daycamp” option was developed and piloted<br />

with two schools in Vancouver. A new pricing structure<br />

was implemented to compensate for the cost to run a day<br />

camp vs. an overnight camp, making the experience more<br />

affordable for lower income families in inner city schools.<br />

We were able to secure a grant through the <strong>Scouts</strong> <strong>Canada</strong><br />

to fund a class of 30 inner-city students’ camp program,<br />

allowing them to take part in a camp that they otherwise would not have been able to<br />

attend. While there were challenges implementing the day camp option, specifically<br />

how to make the sessions challenging given our limited space at local parks, with some<br />

creative programming we were able to create a fun, challenging day camp option for<br />

schools seeking a lower cost experience.<br />

SCOUTSabout<br />

The SCOUTSabout lunchtime and after-school programs keep gaining popularity at elementary schools in the <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong>.<br />

Students are so excited for the school bell to ring so they can run to join SCOUTSabout – a program where they have tons of fun while<br />

learning outside in their own school gardens and forests. While outside, we play theme-based games, do nature appreciation activities, have<br />

picnics, and make very cool eco-crafts.<br />

This year <strong>Pacific</strong> <strong>Coast</strong> <strong>Council</strong> ran 36 programs in 12 Richmond, Burnaby and Vancouver schools. Over 500 youth members joined and 28<br />

caring volunteers helped run the programs.<br />
